Despite global treaty, persons with disabilities still at ‘grave disadvantage’: UN chief

UNITED NATIONS, Dec 3 (APP): United Nations Secretary-General Ban Ki-moon Friday highlighted the challenges people with disabilities face despite progress made since the adoption of a global treaty to promote their rights a decade ago.

“In the past decade, we have seen much progress. But, persons with disabilities continue to face grave disadvantages,” the secretary-general told a high-level meeting on the 10th anniversary of the adoption of the Convention on the Rights of Persons with Disabilities (CRPD), organized
by the UN General Assembly.

Adopted on December 13, 2006, the Convention is now one of the most widely ratified international human rights instruments with 169 Parties.

Along with its Optional Protocol, the Convention has helped to promote the rights and advancement of persons with disabilities and bring them to the centre of development efforts, he said.

This year, the world embarked on implementing the 2030 Agenda for Sustainable Development with 17 integrated and interdependent goals, widely known as the SDGs.

The UN chief urged the international community to end discrimination, remove barriers and ensure equal participation for all persons with disabilities, who are still commonly denied fundamental rights, and are more likely to live in poverty.

Children with disabilities are less likely than their non-disabled peers to start school or complete a full education. And adults with disabilities are less likely to be employed. Inaccessible work places, discrimination and negative attitudes are a major barrier. People with disabilities also have more difficulty in accessing health-care providers with appropriate skills, and they are more vulnerable to secondary health conditions and premature death, he added.

As the Sustainable Development Goals promise to leave no one behind,
“we must secure the full inclusion and effective participation of persons with disabilities in society and development,” he said.

Disability is addressed in the 2030 Agenda, a Charter on Inclusion of Persons with Disabilities in Humanitarian Action adopted at the World Humanitarian Summit in Istanbul, Turkey, and the New Urban Agenda adopted in October by the UN Conference on Housing and Sustainable Urban Development, known as Habitat III in Quito, Ecuador.

“Our duty now is to turn these commitments into action,” he said.

Also on Friday, various events were held at the UN Headquarters to celebrate the 10th anniversary of the Convention’s adoption and International Day of Persons with Disabilities, which is annually observed on December 3. These included an award ceremony for good practices in the employment of persons with disabilities and the soft launch of the UN-backed CRPD mobile application.

CPEC to bring economic revolution in Pakistan: Ahsan

ISLAMABAD, Dec 3 (APP): Minister for Planning, Development and Reforms Ahsan Iqbal Saturday said China Pakistan Economic Corridor (CPEC) project was a joint vision of Pakistan and China.

Talking to a private news channel, he said the CPEC project would bring economic revolution in the country. It would be a game changer for the entire region.

He said the International Monetary Fund (IMF) report was not against the CPEC which had great importance for the country.

Ahsan Iqbal said Pakistan had not taken any loan for energy projects.

Electricity was like oxygen for economic growth and the government was trying to provide cheap power to the consumers, he added.

He said the government was focusing for reforms in the power sector, particularly on streamlining distribution and transmission system.

Decline in the circular debt was a positive sign for further strengthening national economy, he added.

Lok Virsa to pay tribute to John Elia on Sunday

ISLAMABAD, Dec 3 (APP): Tribute will be paid to famous poet John Elia here at the National Institute of Folk and Traditional Heritage (Lok Virsa) on Sunday.

His daughter Sohaina Elia and renowned writer Asghar Nadeem Syed will be among the speakers, who will discuss the literary work of Jhon Elia at a function to be held at Virsa Media center.

Executive Director Lok Virsa Dr. Fouzia Saeed said Lok Virsa had arranged a an event to pay tribute to Jhon Elia for his poetry, for writing truth and expressing his perspective.

John Elia was fluent in Urdu, Arabic, Persian, English, Sanskrit and Hebrew. He was the brother of poet Rais Amrohvi.

Pakistan attending Heart of Asia Conference due to its significance: Fatemi

ISLAMABAD, Dec 3 (APP): Special Assistant to the Prime Minister on Foreign Affairs Syed Tariq Fatemi Saturday said Advisor to the Prime Minister on Foreign Affairs Sartaj Aziz would be representing Pakistan in the Heart of Asia Conference being held in Indian city of Amritsar due to its significance attached to the regional cooperation and peace process in Afghanistan.

Fatemi said Pakistan had a very well articulated foreign policy and the world had acknowledged its dialogue-driven policy.

Speaking in a private channel programme, he maintained that Pakistan was ready to talk to India on all the outstanding issues, including the core issue of Kashmir after the resumption of dialogue process.

However, he ruled out possibility of holding bilateral talks with India during the conference, saying it was not envisaged.

To a query, he replied Pakistan was very astutely responding to Indian aggression on the diplomatic and military fronts and responding to the Line of Control violations in a befitting and timely manner.

The major world powers had also conveyed to India their concerns and reminded it about the futility of its intransigence approach, he added.

The Special Assistant said the Indian forces were targeting the civilians living along the Line of Control (LoC) and those violations were war crimes under the international laws.

He maintained the valiant forces of Pakistan were responding in the befitting manner as Indian aggression had to be deterred, adding the UN Secretary General and other world leaders had already conveyed their serious concerns to New Delhi over its tendency for whipping up escalation along the LoC.

Fatemi, however, lamented the approach adopted by certain countries over the Kashmir issue due to their commercial priorities with India, terming such approach manifestation of ‘absence of morality and justice’.

He said Pakistan was not a warmongering country and its peace and dialogue driven policy was admired by the world capitals.

Pakistan forges strong links with world regions: Aizaz

ISLAMABAD, Dec 3 (APP): Foreign Secretary Aizaz Chaudhry Saturday noted with satisfaction that Pakistan due to its ideal geographical location and immense potential in realms of vast connectivity and trade opportunities was fast forging stronger ties with different world capitals.

Under such tremendous revolutions taking place across the globe in which new alignments were being made, Islamabad could not be isolated on diplomatic fronts, he said in reply to a query regarding Indian propaganda against Pakistan.

The Foreign secretary, in a PTV programme, referred to the China Pakistan Economic Corridor and access given to the western markets, and said those were the development which had really worried India.

To another question, he said Islamabad had made no distinction among the terrorists and took strong action against extremists and terrorists of all hues without discrimination.

He said terrorism was a global issue and rejected Indian stance for linking the issue as a pre-condition for holding talks with Pakistan.

About Heart of Asia Conference, Aizaz said Pakistan and Afghanistan had been attached to each other due to their centuries old relations based upon cultural, religious and traditional affinities and stability in the neighbouring country was of greater significance for Pakistan.

He said Islamabad had already conveyed that negotiations were the only way forward for durable peace in Afghanistan.

Pakistan had been supporting Kabul in every field and offered cooperation, he said, adding the Prime Minister had already pledged $500 million development package for Afghanistan during his Brussels announcement.

The secretary also reiterated Pakistan’s strong support to the elected Afghan government.

He said Russia was a significant country and permanent member of the UN Security Council that had also expressed its keen interest in the new alignments emerging in these regions.

Aizaz expressed his confidence that Russia’s increasing interest in the regional developments would bolster the efforts for peace and prosperity of the region.

Film industry plays significant role in projecting culture, values: Marriyum

KARACHI, Dec 3 (APP): Minister of State for Information, Broadcasting and National Heritage Ms. Marriyum Aurangzeb Saturday said the film production and broadcasting industry played a vital role in highlighting, and in many cases, determining the culture and values of a society.

It had the power to challenge social taboos, give voice to the weak and disenfranchised, and bring people together, or it could promote messages of division, create more barriers and bring discord in social and political discord, she added.

“It is, therefore, incumbent upon us to invest not only resources to develop the infrastructure but also time to develop ideas and concepts that can help our society to progress and think,” she said while speaking as chief guest here at an entertainment and production conference ‘Focus 16’, organized by the Federation of Pakistan Chambers of Commerce and Industry (FPCCI).

The minister said there was a need to revive the regional and local theatre and films across Pakistan as it helped raise voice for the deprived segments of the society and discuss various issues.

The federal government, she said, realised the national responsibility towards creating an enabling environment for provincial, regional and local industry development in the country.

She said the prime minister was keen to revitilize film, broadcasting, production industry and would share his vision of revival at the meeting
of Council of Common Interests where all the provinces could formulate a joint strategy for the purpose.

The minister said a national artists convention would be organized in Islamabad where the prime minister would announce a national art fund through which assistance would be extended to the needy artists, besides it would also be utilized for hunting new talent.

She said in accordance with the 18th Constitutional Amendment, censorship policy’s rights were also devolved to the provinces.

She said the film production was not the job of the government, however, it could extend assistance to those who produced films.

Marriyum Aurangzeb said she had come here not only here for the inaugural session of the two-day conference but would also attend its sessions on both the days.

Speaking on the occasion, prominent artist and organizer of the conference, Ms Atiqa Odho appreciated the FPCCI for holding ‘Focus 16’ saying it was the first moot of its kind, which would help project the soft image of Pakistan at international level.

Prominent businessman and FPCCI office bearer Khalid Tawwab said the business and entertainment went hand in hand and that was the reason the FPCCI had organized the very conference.

He further pointed out that the conference would be organized every year.

Sartaj arrives India to attend Heart of Asia conference

ISLAMABAD, Dec 3 (APP): Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz Saturday arrived in Amritsar, India, to attend a two-day key meet of the Heart of Asia.

Upon his arrival, he was received by Pakistan High Commissioner to India Abdul Basit and Joint Secretary of Indian Ministry of External Affairs.

Sartaj Aziz also sent a bouquet to Indian External Affairs Minister Sushma Swaraj at her residence, extending his sincere good wishes for her full and speedy recovery.

The Adviser will represent Pakistan in the conference with focus on regional cooperation between Afghanistan and its neighbours and the efforts for durable peace in the war-ravaged country.

In the evening, Sartaj Aziz also attended a dinner hosted for the visiting dignitaries at a heritage village, named ‘Sadda Pind’ or ‘our village’, located on the outskirts of Amritsar.

Indian Prime Minister Narendra Modi and Afghan President Ashraf Ghani also attended the dinner hosted by Punjab Chief Minister Parkash Singh Badal.

On Sunday, the Indian Prime Minister and Afghan President will jointly inaugurate the conference, being attended by around 40 foreign ministers and dignitaries of 14 participating countries.

The two-day Heart of Asia (HoA) Summit is scheduled in Indian city of Amritsar.

The HoA initiative was launched in 2011 with the objective to boost economic and security cooperation. Its members included Afghanistan, Pakistan Azerbaijan, China, India, Iran, Kazakhstan, Kyrgyzstan, Russia, Saudi Arabia, Turkey, Tajikistan, Turkmenistan and the United Arab Emirates.

The Heart of Asia Process initiative has the support of Australia, Canada, Denmark, Egypt, France, Finland, Germany, Iraq, Italy, Japan, Norway, Poland, Spain, Sweden, Britain and the United States.

KARACHI, Dec 3 (APP): Minister of State for Information, Broadcasting and National Heritage Ms Marriyum Aurangzeb Saturday said the federal government would celebrate Quaid-i-Azam Week from December 19 to 25 in connection with the upcoming birth anniversary of the Founder of the Nation.

She was talking to the media here after laying a wreath and offering Fateha at the mausoleum of Quaid-i-Azam Muhammad Ali Jinnah.

The minister said during the week, special programmes would be organized in academic institutions as well as other organizations to apprise the younger generation about different aspects of the Quaid’s personality and achievements.

She said by following the Quaid’s principles of ‘faith, unity and discipline’, “we can achieve national targets for the betterment of the country as well as its people.”

She said the present government would carry out census in the country and a strategy in that regard had already been chalked out by the federal government in the beginning of current year.

Marriyum Aurangzeb said that the National Action Plan (NAP) was for the entire country. Because of the NAP and the positive policies adopted by the present government, there had been a marked improvement in the law and order situation.

Replying to a question, she said Pakistan Peoples Party Chairman Bilawal Bhutto Zardari had entered into practical politics and that was a good omen.

The minister said instead of talking about the personality of Interior Minister Chaudhry Nisar Ali Khan, his performance should be discussed.

He had played a very important role in the war against terror, she added.

She said the government had always consulted all the political parties on the NAP as well as the Karachi operation.

The minister on the occasion recorded her impressions in the Visitors’ Book paying rich tribute to the great Quaid.

Earlier, Marriyum Aurangzeb inspected the work on the installation of a new chandelier at the mausoleum and met the Chinese engineers carrying out the work.

Society duty bound to take care of special persons, protect their rights: President

ISLAMABAD, Dec 3 (APP): President Mamnoon Hussain on Saturday said it was the duty of every individual of the society to take care of the special persons, ensure their education and training and protect their rights.
He was speaking at a function held here at the auditorium of Pakistan National Council of Arts (PNCA) to mark the International Day of Persons with Disabilities.
The President said December 3 was important in a way that on this day Pakistani nation joins the world’s voice in reiterating its commitment that in order to achieve sustainable development goals, special people would be considered as an effective segment of the society; they will never be treated with discrimination; their rights will never let to be usurped; and in this respect awareness will be created in the society.
“These children are not inferior from anyone in any way, and they are very loving and valuable part of our society. We love them, keep them close to our hearts, and are sincerely working for their full participation in the race of life.
Every day of our life is entrusted for this purpose,” he added.
The President said Pakistan was unique among those fortunate societies, where people extend their generous cooperation for the service of humanity a great cause.
He expressed his satisfaction over the fact that private sector was contributing a lot for the education and welfare of persons with disabilities.
The President appreciated all the institutions and their workers engaged in providing educational facilities to the special persons and children and hoped that they will continue to work for this noble cause with more dedication and skills.
He said, the role of government in this respect was more important due to the fact that various essential steps can be taken in the public sector, adding, various public sector special schools and rehabilitation centers were functioning at federal and provincial levels.
He, however, added that sincere participation of society was a must to supplement the government’s efforts.
The President while addressing the special children said, “You are important part of our society. Not only your parents, brothers and sisters, but the whole society loves you.”
“You should not consider yourselves inferior to anyone and believe that you can also get education like other children and achieve the highest positions,” he added.
The President also urged the parents of children with disabilities that they should take special care of their children with respect to their education, health, physical activities, entertainment and their rights etc.
Similarly, he said, it was also the duty of society to pay heed to the voice of special people and children and work with sincerity for the protection of their rights.
The President directed the relevant authorities to develop an Urdu software for the education of blind people and said the Presidency would extend every cooperation in this respect.
He also directed for the allocation of special allowance for the teachers of special educational institutions. He also directed the authorities concerned to ensure facilities for special persons at public places.
The President also assured job quota for special persons would be fully implemented.
He also visited the stalls of various goods prepared by special children and appreciated their skills.
Minister of State for Capital Administration Division (CAD), Dr. Tariq Fazal Chaudhry, President of the World Blind Cricket, Syed Sultan Shah and a special child student Muhammad Faraz also spoke on the occasion.
The whole proceedings of the event were also presented in the “signs language”.
At the conclusion, the President mixed up with the special children, lauded their performance, presented them shields and also had a group photo with them.
On this occasion, a special child presented a hand made portrait of President Mamnoon Hussain.
Colorful tableau and performance by the special children attracted huge applause from the participants.

Govt committed to promote of Islamic Finance: Dar

ISLAMABAD, Dec 3 (APP): Minister for Finance, Senator Mohammad Ishaq Dar said that our Government has always been committed to the development and promotion of Islamic Finance.

He said that while chairing the first meeting of the Committee for Implementation of the recommendations of Steering Committee for Promotion of Islamic Banking, said a statement issued here.

Ishaq Dar said that the issuance of Sukuks by the present government during the last three years, including the recent issuance of US$ 1 bn international Sukuk, is proof of the Government’s commitment to Islamic Finance.

Saeed Ahmad, Deputy Governor, SBP and convener of the Committee briefed the meeting on the recommendations of the steering committee: ú Formation of task force to undertake amendments in legal and regulatory framework ú Fast track adoption of AAOIFI and IFSB standards for Islamic Financial Institutions ú Develop a policy to raise new international financing through Islamic modes. Harmonisation by SECP of terms and conditions of Shariah compliant instruments issued by NBFC, Notified Entities and Modarabas ú Promotion of Islamic finance research and development ú Training and capacity building of focal persons in government departments ú Formation of Implementation Committee to deliver above recommendations

After detailed deliberations with the committee the Finance Minister directed that four sub-committees, with membership from all the relevant stakeholders, to ensure effective and timely implementation of recommendations may immediately be notified and they are:
ú Sub-Committee on Legal and Regulatory Framework
ú Sub-Committee on Taxation
ú Sub-Committee on Capital Market
ú Sub-Committee on Awareness , Training & Capacity Building

The Committee was also briefed on the salient features of the
Wakalah Sukuk.

The Finance Minister appreciated the efforts of the Committee members and assured them of his full support for promotion of Islamic finance in the country.

The meeting was also attended by Finance Secretary, Chairman SECP, Chairman FBR, Chairman PBA, President ICAP, President Bank Alfalah, Shariah Finance experts and other senior officials of the Ministry of Finance and SBP.
