Supreme Courts declines to hear Trump’s case against young undocumented immigrants

WASHINGTON, Feb.27 (APP):The US Supreme Court on Monday declined a request by the Trump administration to hear a case against undocumented immigrants brought to the country as young children who faced deportation after a protection program due to expire on March 5.

President Trump has last year announced to terminate the Deferred Action for Childhood Arrivals program, called DACA, which had protected 1.8 million children who were brought to the country by their parents and were not documented.

The President had set March 5 as a deadline for the Congress to do legislation to protect the DACA children, more popularly known as dreamers, failing which he would start deporting them. Lawmakers have been unable to draw the legislation as President Trump has linked the legislation to billions of dollars he is seeking to build a war along the Mexican border to prevent illegal crossover.

He is also demanding curbs on legal immigrants. Opposition Democrats have refused to accept either of the demands resulting in a deadlock over the legislation that could protect the dreamers.

The administration had sought the Supreme Court intervention to speed up the legal fight erupted after a lower court prevented the administration to unwind the program after the deadline. The administration was seeking the Supreme Court to decide the case bypassing the appeal court.

The Supreme Court only bypass an appellate court when either there is an emergency that involves foreign affairs, or a serious separation of powers concerns or if it is already hearing a case similar to the one in question.

Denying the request by the administration, the Supreme Court unanimously decided to let the appellate court complete its proceedings as per normal procedures. The decision also meant that the administration cannot close the program after the March 5 deadline.

Reacting to the decision, the White House said that it would continue to defend the decision to close the DACA program which, it said, provided work permits and other government benefits to undocumented immigrants and was unlawful.

The request by the Trump administration to bypass the lower court proceeding is seen as rare. The Attorney General of the state of California, which is party to one of the lawsuits against the decision to close the program, said that the request to bypass the appeals court was “unusual and unnecessary”.

The Supreme Court decision will allow these Dreamers immigrant to renew their work permits, which are good for two years, as well as claim benefits. It will also prevent their deportation pending the court decision.

DACA program was established by the previous president, Barack Obama, to protect these children as long as Congress legislates on the issue. A federal court judge last month issued a nationwide injunction ordering the Trump administration to resume DACA renewals. The administration had allowed only those to renew whose permits were expiring by the deadline. That means, those whose permits expire after March 5 will not be able to renew.

Since taking charge of the White House, President Trumps has now only followed through his election promises to crack down on illegal immigrants, but has also floated proposals to limit legal immigration.

Syed Ghulam Mustafa Shah PPP wins NA-214 election

ISLAMABAD, Jul 27 (APP):Pakistan People’s Party Parliamentarians candidate Syed Ghulam Mustafa Shah has won election from National Assembly constituency NA-214 Shaheed Benazirabad-II by securing 110,902 votes.
According to unofficial results announced by the Election Commission of Pakistan (ECP), Sindh United Party candidate Syed Zainul Abdin stood second by getting 54,676 votes.
The third position was grabbed by Independent candidate Syed Ghulam Ali Shah getting 5031 votes.
Voter turnout was recorded at 55.79%.

Marriyum announces first ever film and cultural policy

ISLAMABAD, Feb 27 (APP):Minister of State for Information, Broadcasting, National History and Literary Heritage Marriyum Aurangzeb announced the first ever film and cultural policy of the country at the conclusion of a three-day National Artists Convention and CPEC Cultural Caravan at PNCA here today, which would come into force immediately.
The policy envisages formally according the status of industry to the film industry; establishment of finance fund and film academy; building of film studios; restoration of the Directorate of Films and Publications and abolition of duty on import of film equipment, film censor fee and sales tax; inclusion of artists in the health scheme and 70% rebate to the foreign film producers on travelling allowance and eatables. The policy also stipulates that on national days only the Pakistani films would be screened.
Film studios will be set up under the public private partnership and the Government will provide land for the project. 80% rebates would also be given as far as the construction of cenimas are concerned.
Under the cultural policy the focus will be on building cultural infrastructure; promotion of visual and performing arts and theatre; promotion of music and other arts development and preservation sites of folk and tradition culture as well as archaeological places; inculcating cultural principles and priorities into the younger generation and documentation of extra-ordinarily strong culture, literature and traditions. It also includes Film, Radio & TV as mode of promoting diversity of culture.Â
The minister while thanking the artists for their participation in the convention and making the effort to gather the artists at one platform a success. She said that the vision about the film and cultural policy was the initiative of the former Prime Minister who tasked her to complete that unfinished undertaking when she was made the minister. She said that the people associated with the film industry gave me lot of respect which really encouraged her in accelerating the process. She said that the launching of the film and cultural policy was a great honour for her.
The minister said that the scourge of terrorism not only caused losses in men and material during the last 30-35 years but also badly affected the film industry. She said that democracy and creative expression were inextricably linked to each other. She observed that during the dictatorial regimes the artists were silenced adding that the dictators should have been asked as to why they did that.
The minister said that the country did not need any alternate narrative as it had its own indegenous narrative of peace and love which was everything for them. The minister observed that no government ever took any initiative to extend hand of cooperation to the film Industry. She said that during the seventies the country was producing 150 films annually which greatly contributed to establish better identity of the country. She said that the country was faced with chaos and culture of intolerance because the artists were silent. Marriyum said that all of them had to make collective efforts to promote art and culture.
The minister observed that sitting in the power corridors was not an easy task. She prayed the Almighty to bless her efforts to accomplish the responsibility that had been entrusted to her. She told the artists that the people in the government were from amongst the people and it were the people who elected them and God conferred honour on them.
The minister said that like other industries the film industry also contributed to the GDP of the country. Addressing the artists she said that her generation had learnt a lot from the great artists like them. She said that there was intolerance among the youth of the country today because they had not seen the glimpses of the great artists. She said that the artists had to stage a comeback and apprise the new generation about the positive lessons of the yester years.
The minister said that Pakistan films would be exhibited in China and Chinese movies would be screened in Pakistan and a decision in principle to that regard had already been taken. She informed the audience that a plan for the promotion of local languages was also in the offing. Marriyum said that the film policy has been prepared by comparing the policies of the countries which developed vibrant film industries during the last decade.
In regards to the cultural policy she revealed that it had been given the final shaped through the efforts of Pervez Rasheed, Atta ul Haq Qasmi and Jamal Shah in line with the vision of the former Prime Minister Muhammad Nawaz Sharif.
According the basic principles of the cultural policy it would be federal in character and steeped in democratic norms which reflected an impression of peace, patience and tolerance. She said that the role of culture in the promotion of peace in the society would be the central them of the cultural policy adding that it would be based on our real cultural values. The policy she said would also promote provincial harmony. Marriyum further said that it would also be based on cultural growth and regional languages. She said that the policy would give cultural identity to the youth. She concluded that the cultural policy was also purported to build positive image of Pakistan at the global level.

Guterres calls Asma Jahangir a ‘true champion of human rights’

UNITED NATIONS, Feb 26 (APP):UN Secretary-General Antonio Guterres paid tributes to Asma Jahangir, a leading Pakistani lawyer and a UN human rights special rapporteur, as a “true champion of human rights”, in his address to the Human Rights Council in Geneva on Monday.
“As a Special Rapporteur of this Council, as a great citizen of Pakistan, and as a towering representative of the force of civil society, she devoted her life to the pursuit of the vision of the Universal Declaration of Human Rights,” Guterres said.
“She also stood for the rights of women, reminding us again that womens rights are human rights,” the secretary-general added.
“She was a great example to us all.”
Guterres also paid high tributes to the courage shown by the UN Human Rights Commissioner, Jordan’s Zeid Ra’ad al Hussein, who is stepping down after one term in office.
“I would like to take this opportunity to commend the work of the High Commissioner and to thank him for his service to the United Nations and the cause of human rights,” he said.
“High Commissioner Zeid has shown tremendous courage in highlighting human rights concerns in all regions.And he has shown equal dedication in working with governments to resolve those concerns,” the UN chief said.
“The world counts on the High Commissioner, his office, and this Council to expose human rights violations wherever they occur and to press for change.”

PM acknowledges role of artists in society

ISLAMABAD, Feb 26 (APP):Prime Minister Shahid Khaqan Abbasi Monday said the artists were instrumental in promotion of culture and providing entertainment to the people.
He assured that the government would continue to support the industry for its revival.
He was talking to a delegation of prominent artists, including legendary drama, film and TV actors, singers and producers that called on him at Prime Minister’s Office.
Minister of State for Information, Broadcasting, National History and Literary Heritage Marriyum Aurangzeb, chairman Central Board of Film Censor Mobashir Hassan and senior officers were also present during the meeting, PM office media wing said in a press release.
Issues related to the industry including films, TV, theater were discussed during the meeting.
Minister Marriyum Aurangzeb recounted various steps taken by the government for the revival of the industry and for the welfare of the artists community.
These included among others tax exemption, tax rebate, construction of cinemas, establishment of film finance fund, film studio on public private partnership and declaring this sector as an industry.
The delegation appreciated various steps taken by the government for the support and revival of the industry. They particularly appreciated the role of minister of state for information for supporting the industry and addressing the issues of the community.
The delegation also presented before the prime minister various proposals for further promotion of the industry and for the welfare of the artists’ community across the country.
The prime minister directed the information ministry to include the charter of demand from the artist in the films and culture policy.

Samina Baig appointed as UNDP National Goodwill Ambassador for Pakistan

UNITED NATIONS, Feb 26 (APP):Renowned mountaineer Samina Baig, the first Pakistani woman to climb Mount Everest, was on Monday appointed the National Goodwill Ambassador for Pakistan by the United Nations Development Programme, the UN agency said.
“Ms Baig will lead efforts to build national awareness and partnerships around the Sustainable Development Goals, particularly those related to climate change, environmental protection, youth and womens empowerment,” the UNDP said in a press release.
The United Nations Resident Coordinator in Pakistan, Neil Buhne, said, Pakistan is amongst the most vulnerable countries in the world to climate change. Preparing for its effects, and instituting environmental protections, will safeguard economic development for future generations.
“Moreover, half of Pakistans population, its women, are under-represented in education, the workforce and in decision-making. Empowering women to play their full role in society is not only an ethical imperative, it is essential for sustainable development.
UNDPs National Goodwill Ambassadors are leaders in their societies, and role models for us all. As the National Goodwill Ambassador for Pakistan, Ms Baig will use her profile to shine a light on the issues that shape Pakistans future, and build the partnerships required to address them, said UNDP Pakistan Country Director Ignacio Artaza.
Born in Gilgit-Baltistan, at the age of 22 Samina Baig became the first Pakistani woman to climb Mount Everest. By the time she turned 23, she had climbed the highest mountain on each of the worlds seven continents. Awarded the Pride of Performance by the Government of Pakistan, today she presides over the Pakistan Youth Outreach Foundation to encourage youth, especially women, to participate in outdoor activities.
As a mountaineer, she bears witness to the critical importance of preserving Pakistans fragile ecosystems and preparing for the effects of climate change, UNDP said.
Samina Baig said, I am greatly honoured to be part of UNDP. From the remotest village of Pakistan and reaching the summit of the worlds tallest mountain, Mt. Everest and beyond the borders, Scaling Peak in Antarctica and the seven highest peaks of the seven continents, in some of the most harsh conditions, my entire climbing purpose was to empower women through these adventures and encourage gender equality.
“With my brother, I have experienced significant impact of global warming and climate change on our mother earth . I find this honour as the national goodwill Ambassador of UNDP to spread the voice for climate change and environmental protection and advocate to empower young girls to climb the highest level within their field of profession.

UNDP said it’s National Goodwill Ambassadors are inspirational women and men who serve as spokespersons to uphold the United Nations Charter and the Sustainable Development Goals.
The signing ceremony was attended by the Ambassador of Austria, Dr Brigitta Blaha, United Nations Resident Coordinator, Neil Buhne, and UNDP Pakistan Country Director, Ignacio Artaza.

Pakistan economy not to be affected by including it in grey list: Miftah

ISLAMABAD, Feb 26 (APP):Advisor to Prime Minister on Finance and Economic Affairs, Miftah Ismail on Monday said that
inclusion of Pakistan’s name in grey list would not affect the national economy and businessmen.
Pakistan had done a lot of work against money laundering and terrorism laws, and due to these steps, it was not possible to include its name in either black or grey list of Financial Action Task Force (FATF),
he said while talking to a news channel.
At the moment, Pakistan’s name was not mentioned in the FATF grey list, he added.
“We will make an action plan by June and its draft would be presented by Pakistan in the next FATF meeting, ”
Miftah Ismail said.
To a question about considering Pakistan’s name in the black list, he said that there was no question to put the
country in any list as the government had already done a lot against money laundering and terrorism laws.
As far as Pakistan’s economy was concerned, he said its exports graph was increasing.

UN chief calls for unfettered humanitarian access in violence-hit Myanmar’s Rakhine state

UNITED NATIONS, Feb 26 (APP):UN Secretary-General Antonio Guterres has called on Myanmar authorities to ensure unfettered humanitarian access in Rakhine state, where violence against Rohingya Muslims had forced hundreds of thousands of them to flee to neighboring Bangladesh.
UN Secretary General Antonio Guterres made the plea during a speech to the Human Rights Council in Geneva on Monday.
The Rohingya community desperately needs immediate, life-saving assistance, long-term solutions and justice, he told the Human Rights Council in Geneva on Monday.
“They (Rohingyas) are under siege as a group “ simply for who they are,” he said.
“I have travelled several times to Northern Rakhine,” Guterres said, adding, “In my experience, the Rohingya are one of the most discriminated against populations in the world “ and that was even before the crisis of the past year.
“Deprived of nationality, they have been subjected to extreme brutality by military forces and others, and cast out of their homes and country in a clear example of ethnic cleansing.”
The UN chief noted that he had written an official letter to the Security Council about the plight of the persecuted Muslim minority group and the “ethnic cleansing taking place in Rakhine.
Human Rights Watch said last week that it had analyzed satellite imagery showing Myanmar had razed to the ground at least 55 Rohingya villages in Rakhine over the past months.
The New York-based rights group said the demolitions could have erased evidence of atrocities perpetrated by Myanmars security forces against the persecuted minority.
Myanmars military forces stand accused not just of torching and destroying Muslim villages, but of carrying out massacres, rapes and widespread looting.
Backed by the government, Maymanrs military and Buddhist extremists launched a heavy-handed crackdown against the Muslim minority in Rakhine in late 2016. That campaign intensified in August 2017.
The crackdown has forced nearly 700,000 Rohingya Muslims to flee to Bangladesh, where they face repatriation.
Bangladesh and Myanmar signed an agreement in November last year to repatriate all Rohingya Muslims who have crossed the border to escape the brutal military crackdown.
The repatriation was set to start last month, but was delayed by a lack of preparation, as well as protests staged by Rohingya refugees against the plan to send them back to Myanmar while conditions were not safe for their return.
The Rohingya have lived in Myanmar for generations but are denied citizenship and are branded illegal immigrants from Bangladesh, which likewise denies them citizenship.
The UN has described the 1.1-million-strong Muslim community as the most persecuted minority in the world.

ISLAMABAD, Feb 26 (APP):Foreign Minister Khawaja Muhammad Asif Monday said that the cooperative partnership between Pakistan and China had its roots in mutual trust, equality, non-interference, harmonious co-existence and win-win principles.
Jointly Inaugurating a photo exhibition with Ambassador of People’s Republic of China Yao Jing, the minister said the exhibition was a glimpse of strong Pakistan-China partnership, who celebrate the rich cultural linkages and bonds, said a press release issued here.
The photo exhibition was organized to commemorating Chinese New Year, the press release added.
The minister while speaking on the occasion, appreciated President Xi Jinping’s transformative Belt and Road Initiative, saying the China Pakistan Economic Corridor (CPEC) was its flagship project.
He stated that (CPEC) was making excellent progress and was rapidly transforming the infrastructure and energy landscape of the country.
It is through (CPEC) that both countries would change the spatial topography of the region.
Chinese Ambassador Yao Jing, in his address elaborated on the symbolism of Chinese Spring Festival and hailed the significance of strong Pakistan-China bilateral relations.

In the matches played, Balochistan beat Punjab by 56-38, KP beat Gilgil-Baltistan by 45-13, FATA beat Balochistan by 60-35 and Pakistan Police beat Sindh by 48-27.
