Pakistan closest political, cultural, military ally of China: Chinese scholar

BEIJING, March 18 (APP):Pakistan is the closest political, cultural, military and economic ally of China and the all weathers friendship between the two countries was a unique model for other countries to learn.
This was stated b eminent Chinese Scholar and Executive Dean of Tsinghua School of Journalism and Director of Tsinghua Pakistan Culture and Communication Center, Prof. Li Xi Guang in an exclusive interview with APP here on Sunday.
“Both the countries, with their cultural corridor, can present a model of our shared tradition, history and values to the entire world,” he added.
Prof Li who led an expedition of 20 students from Kashgar to Islamabad via Gilgit in 2015, opined that cultural corridor was more important than the economic corridor and both the countries must work on spiritual and physical aspects during their cooperation.
He commented that if a mind was filled with only money, big houses then the greed would grow bigger. Hence, spirituality was equally important which was essential for the peace of mind.
The Chinese scholar pointed out that many things were common among the people of two countries, adding, “We are working to introduce a common food acceptable for Muslims and Chinese working along the route. I and my research team are writing a book about the unity of civilizations against the clash of civilizations.”
Criticizing the Western media for always talking about the clash of the civilizations, he said, actually, it was worried about the unity of Islam and Confucianism.
“The Western media looks at Islam in terms of violence and terrorism by portraying its negative image. But this is not the truth,” he added.
Reposing complete confidence into the measures taken by the Pakistan government for the security of Chinese working on various development projects under the China-Pakistan Economic Corridor (CPEC) in different parts of Pakistan, he said, not a single Chinese citizen working in any CPEC project was killed.
He said that the two Chinese citizens killed in Quetta by terrorists last year were working for a South Korean Christian missionary organization.
He remarked that robberies, burglaries, and murders could take place everywhere in the world and pointed out that more Chinese were killed in the USA every year than Pakistan.
Prof. Li also lamented the Indian media for spreading rumours about the security of Chinese citizens, particularly in Balochistan province.
Responding to a question regarding progress on the projects being completed under CPEC framework, he expressed his complete satisfaction and said that Pakistan and its people were lucky to have a friend like China.
He said that when China started its reconstruction in 1949, it was a very difficult time of the country as China was forced to send the army join the Korean War in 1950 because the American invasion army came to Chinese border and bombed China.
As a result, the reconstruction process was delayed for three years. But in Pakistan, a number of power stations were completed taking the country out of electricity load-shedding and it had put positive impacts of the daily life of the people.
He, however, said that media needed to highlight the progress on the CPEC projects in a more positive and appropriate way.
Prof. Li opined that infrastructure projects need good planning from the top and continuity of policies.
On the equal distribution of the Chinese economic support, he said that it could not be divided equally like a piece of birthday cake. Rather, projects were prioritized in accordance with the requirement of different areas.
While commenting on China’s mediatory role it recently played to resolve different regional conflicts, he said that while addressing Pakistan’s Parliament during his visit in 2014 Chinese President Xi Jinping had suggested using Asian values to find a solution of the Asian problems.
He said that China, Pakistan, and Afghanistan were neighbouring countries and the three Asian countries jointly could find a solution of Afghan issue and bring about lasting peace and stability in the war-torn country.
The renowned scholar said that the US troops were in Afghanistan for around 17 years for building the new Afghanistan. But, Afghanistan has one of the worst illiteracy rate, life expectancy, and unemployment.
He said that the US and other 50 allies countries poured billions of dollars and hundreds of thousands of troops into Afghanistan in the name of fighting terrorism, but still the country was the largest shelter of terrorists including IS and Daesh.
“It is a total failure of the American governance in Afghanistan. The current situation in Afghanistan reflects a total failure of the US-led World Order,” he added.
To a question, he said, China had been trying to open its door to the United States and the West since 1949. But US and its Western allies had a containment policy against China until 1971 when Pakistan helped China to open the close-shut door of the West.
He, however, said that despite their boycott before the West open its door to China, China had become an industrial giant and drastically cut down poverty and improved its education and health sector.
He opined that the western media always exaggerated to make issues. Today, the biggest problem is extremists and extremism. “We need peace in Iraq, Syria, and Libya which comes only from unity.”
In his remarks on the NPC and CPPCC sessions, he said that the Chinese political system was different from western style political system wherein the leadership was elected totally on merit.
On the Belt and Road Initiative (BRI) and its opposition of the CPEC by Indian leadership, he said that Indian Prime Minister Narendra Modi wanted to enjoy a high opinion poll by using nationalism in the issue of CPEC and Kashmir and also wanted to take advantage of the US, Japan and Australian stand against China for their self-interest.
He advised Indian leadership to stop opposition of the BRI and become part of the Initiative along with China and Pakistan for the social well-being of the people and development of the whole region.

PML-N paying special attention to South Punjab: Baligh

ISLAMABAD, March 18 (APP):Federal Minister for Education and Professional Training Engr Muhammad Baligh Ur Rehman has said that the Pakistan Muslim League-Nawaz (PML-N) government had been paying special attention to South Punjab, where it has completed many development projects to address grievances of the people.
South Punjab remained neglected for decades but the PML-N governments, both in Punjab and at the Centre, had allocated funds worth billions of rupees to change the fate of people, he said talking to a private news channel.
He said hospitals, schools and universities were established in south Punjab besides constructing network of roads.
The minister said the PML-N had supported the demand of establishing new provinces on administrative basis and was still firm on that stance. However, two thirds majority in the parliament was needed for legislation for the purpose, he added.
Baligh-Ur-Rehman said the PML-N had also got passed a resolution from the provincial assembly on the subject of new provinces.
He said huge participation of the people in PML-N’s public gathering in South Punjab was evidence of the fact that people were supporting its policies.
The PML-N’s policies and development works done in South Punjab would be reflected in the decision of its people in general elections, he said.
He said the people could bring real change as they had the right to elect the government for new term.
The minister said constitutional amendments made in dictatorial regimes to bar the politicians from political activities were abolished in the democratic governments.

PR increased passenger coaches from 972 to 1248 in four years

ISLAMABAD, Mar 18 (APP):Pakistan Railways (PR) has increased 1248 passenger coaches in four years from 972 in 2013 due to dedicated efforts of the management and enhanced spending on up-gradation of coaches.
“It is a fact that the passenger coaches and wagons were not being repaired as per requirement due to less allocation of funds before June, 2013,” an official in the Ministry of Railways told APP.
However, he said the position has been substantially improved as tangible steps have been taken by the present government through allocation of additional funds for repair and up-gradation of coaches.
“A scheme under PSDP has been initiated for special repair of 800 coaches and 2000 wagons and PC-I of the project was approved in December 2014 at an estimated cost of Rs 1810 million,” he added.
He said that up till now, 788 coaches and 1897 wagons have been rolled out after special repair. In addition, the quality of repairs and periodical overhauling of coaches have also been substantially upgraded by using new materials.
To a question, he said the construction work of Bahawalpur railway station building comprising basement, ground floor, 1st floor and 2nd floor at a cost of Rs 278 million is in progress.
The official said 47 percent of work has been completed so far and efforts are being made to make the building functional by April while the remaining work by would be completed by June.

A report aired by a private news channel , as the Pakistan Day holds a significant place in the history of Pakistan and to mark it in a befitting manner Armed Forces are busy in rehearsals and drills to celebrate it in a spectacular way. Preparations for 23rd March Parade are in full swing at Shakarparian parade ground.
Special ‘dua’ ceremonies would be organised at the Mosques after Fajar prayers, seeking solidarity, integrity and prosperity of the country. Armed forces troops and other departments can be seen busy in rehearsals and making other administrative arrangements for the day, to be held in dignified and respectful manner.
Residents of the twin cities of Islamabad and Rawalpindi are also taking keen interest in the rehearsal and visiting nearby areas such as Faizabad and I-8 interchanges to witness aerobatics maneuvers of fighter jets of Pakistan Air Force (PAF).
Participating troops include foot columns of Pakistan Army, Pakistan Navy, PAF, Frontier Corps, Northern Light Infantry, Mujahid Force, Islamabad Police, Tri-Services Lady officers, Tri-Services Armed Forces Nursing Service, Girls Guide, Boys Scouts, Special Service Group from three Services, mechanized columns of Armored Corps, Artillery, Army Air Defence, Signals, Engineers, Army Strategic Force Command, Camel Band and Presidents Body Guard.
Meanwhile, the Islamabad Capital Territory Police (ICTP) has chalked out special security plans to ensure holding such a maga even in a magnificent manner.
The Traffic police has also devised traffic plan for keeping the smooth flow of traffic on the city roads. Certain routes would remain closed for the public transport which would be offered alternative routes, keeping in view the convenience of the genal public.
Guests are requested to bring their National Identity Cards (NADRA issued) with them. Armed Forces Personnel to be in possession of their Service Identity Cards.
Guests are requested not to bring mobile telephones,cameras, electronic car key chains, weapons, fire arms, ammunition, incendiary material, hand bags and eatables etc with them.

LPG sector witnesses over 134.25 % growth in last four years

ISLAMABAD, Mar 18 (APP):The sale of Liquefied Petroleum Gas (LPG) has increased from 502,232 Metric Ton (mt) to 1,176,496.47 mt during the last four calendar years, showing a remarkable growth of 134.25 percent.
“Total sale of the LPG was 502,232 mt in the year 2014, which increased to 875,087 in 2015, 1,164,706 mt in 2016 and 1,176,496.47 mt in 2017. This sector witnessed remarkable growth due to effective policies of the present government,” Chairman Liquefied Petroleum Gas Distributors Association of Pakistan (LPGDAP) Irfan Khokhar told APP while sharing official data.
Giving further details, he said, local production of the commodity was 440,115 mt in 2014, 629,509 mt in 2015, 650,918 mt in 2016 and 715,142 mt in 2017, while its import gradually increased from 62,117 mt to 461,354.47 mt during the period under review.
Answering a question, he said the government had successfully brought down and maintained the LPG prices between Rs 80 and 100 per kilogram during the last four and half years, which was earlier being sold at Rs 350 and Rs 400 per kg in different parts of the country.

Li Keqiang endorsed as Chinese premier

BEIJING, March 18 (APP):Li Keqiang was endorsed as Chinese premier of the People’s Republic of China on Sunday morning at the ongoing first session of the 13th National People’s Congress (NPC), the country’s top legislature.
Nearly 3,000 NPC deputies voted to approve the nomination of Li by President Xi Jinping as the premier at the ongoing session.
Born in July 1955, Li has been a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee since 2007, and the premier of the State Council since 2013.
Li is from Dingyuan County in east China’s Anhui Province. He began his first job in March 1974 and joined the CPC in May 1976. From 1978 to 1982, he studied in Beijing at Peking University’s Law Department and earned a Bachelor of Laws degree. Later, he completed an in-service graduate program in economics at the university’s School of Economics and was awarded a Doctoral Degree in Economics.
Li was a member of the Secretariat of the Communist Youth League (CYL) Central Committee from 1985 to 1993, and the first member of the CYL Central Committee Secretariat from 1993 to 1998.
At the age of 43, Li became the acting governor of central China’s Henan Province in 1998. He was elected governor of the province the following year and served as secretary of the CPC Henan Provincial Committee from 2002 to 2004.
From 2004 to 2007, Li served as Party chief of the northeastern province of Liaoning.
He was elected member of the Standing Committee of the CPC Central Committee Political Bureau at the first plenary session of the 17th CPC Central Committee in October 2007.
Starting from 2008, he served as vice premier of the State Council under then Premier Wen Jiabao, before succeeding Wen as the head of government in March 2013.
Li was re-elected twice as member of the Standing Committee of the CPC Central Committee Political Bureau in 2012 and 2017.

People to again give heavy mandate to PML-N: Khawaja Asif

SIALKOT, Mar 17 (APP)::Foreign Minister Khawaja Muhammad Asif on Saturday said politically matured masses would
again give heavy mandate to PML-N in general elections.
Addressing the party workers convention held here, he said people would again bring PML-N into power with their votes during the next general elections.
The minister said the PML-N government was fulfilling its promises, adding only the PML-N had full capabilities to serve the nation and the country in a better way.
He said the government had put the country on the path to development and prosperity besides ensuring economic and political stability as well.
Khawaja Asif said PML-N was ensuring the sanctity of votes and respect of voters and their mandate in the country, adding only the ballot papers could change destiny of the nation.
The minister said Nawaz Sharif was still ruling on hearts of masses as he had put Pakistan on the way to progress and development.
He added that the PML-N had served the people due to its people-friendly policies.
Provincial Minister for Local Bodies Manshaullah Butt, MPA Ch Muhammad Ikraam, Mayor of Sialkot Ch Tauheed Akhtar, Deputy Mayor Ch Bashir and Chairman Union Council Pakka Garah Mian Asif Javed were also present.

CPEC to make Pakistan industrial hub of South Asia: Ahsan

ISLAMABAD, March 17 (APP):Minister for Planning and Development Ahsan Iqbal Saturday said Pakistan would become an industrial hub of South Asia after the completion of China-Pakistan Economic Corridor (CPEC) as it would play an important role in the regional economic growth through connectivity by the CPEC.
Talking to PTV, he said the CPEC would bring mega improvement in social infrastructure, energy, industrial cooperation, agriculture and many other sectors, besides creating millions of job opportunities for the youth of the country.
The minister said in 2013 when the Pakistan Muslim League-Nawaz (PML-N) came in to power, the country was facing many challenges, including terrorism, energy shortfall, and deteriorating law and order situation. The government with its effective policies, reduced terrorist acts, overcame energy shortage and improved the law and order situation.
He said some 11,500 mega watt electricity was added to the national grid during the last four years. About $ 35 billion was being spent in the energy sector only and there was not even a single penny of loan included in it, rather it was investment under the CPEC, he added.
Ahsan Iqbal said the CPEC project was launched after comprehensive consultation and consensus of the all political parties. The government had also held an all parties conference on the matter.
Some elements, he added, were trying to sabotage the CPEC, which was recognised as a game changer not only for Pakistan but for the entire region also.
Replying to a question, he said Gilgit-Baltistan and Balochistan would become gateways of the CPEC. Trade zones would be set up in the federal capital, all the four provinces, Azad Jammu and Kashmir, Gilgit-Baltistan, and Federally Administered Tribal Areas, he added.
He said Chinese and Pakistani companies would make large-scale investment in the trade zones, which would not only create new jobs, but also help transfer new technology to Pakistan.

Zardari, Imran flaying Punjab govt to hide failure in Sindh, KP: Shehbaz

D G KHAN, March 17 (APP): Punjab Chief Minister Muhammad Shehbaz Sharif Saturday said PTI chief Imran Khan and and PPP leader Asif Zardari were criticizing the development made in Punjab to hide their failure in Khyber Pakhtunkhwa (KP) and Sindh.
Addressing a public gathering here, the chief minister said an alliance of the Pakistan Tehreek-e-Insaf (PTI) and the Pakistan Peoples Party (PPP) was made to deceive the people through politics of lies and baseless allegations.
He said the nation would give a strong reply to this alliance after three months during the general elections.
Responding to baseless allegations levelled by the PTI chief regarding the Multan Metro Bus project, Shehbaz Sharif offered a transparent investigation, saying he would quit politics if corruption of even a single penny were proved against him and if otherwise, the nation would decide punishment for Imran Khan.
He said all the institutions, including parliament and armed forces, were playing their important roles to end
terrorism from the country.
The PML-N government had strengthened the national economy by eliminating electricity load-shedding from
the country, Shehbaz maintained.
The government, he said, had taken revolutionary steps to improve education, health, agriculture and other sectors. Free books were being provided to children along with imparting quality education, he added.
Shehbaz Sharif said mega projects of Rs 47 billion had been launched in the Dera Ghazi Khan district during the
last nine years. Establishment of a cadet college in D G Khan was also under process, he said, adding a committee was constituted to look into the matter for the provision of quota to students hailing from tribal areas in Ghazi Medical College.

Economy growing rapidly due to effective govt policies: Ahsan

SIALKOT, March 17 (APP): Interior Minister Professor Ahsan Iqbal Saturday said the national economy was rapidly growing due to positive and effective economic policies of the government and it would touch growth rate would touch 6 per cent during the current year.
It was the Pakistan Muslim League-Nawaz (PML-N) government, which had successfully put the country on the path to economic and political stability and those rejected by the masses, could never halt that journey of development and prosperity through their negative politics, he added.
Addressing the inaugural ceremony of Sub-Campus of the University of Veterinary and Animal Sciences in Narowal, the minister said the people would again bring the PML-N into power with their votes in the next general election.
PML-N supreme leader Nawaz Sharif, he said, had won hearts and minds of the people due to his welfare-oriented policies.
The minister said Prime Minister Shahid Khaqan Abbasi would inaugurate the Lahore-Narowal Road next month. “We are inaugurating such projects and the whole country is making progress,” he added.
He said during next two years the government would establish universities in all districts to promote quality higher education.
