UNWTO project “Tourism towards 2030” aims future development

ISLAMABAD, Apr 13 (APP):The United Nations World Tourism Organization (UNWTO) Tourism Towards 2030 is a broad research
project in continuation of UNWTO’s work in the area of long-term forecasting. The project aims at providing a global reference on tourism future development. Following the
long-term forecast series of reports Tourism 2020 Vision, the Tourism Towards 2030- Global
Overview report updates international tourism projections through 2030.
Central in the study are the projections for international tourism flows in the two decades
2010-2030, with as basis data series on international tourist arrivals as reported by destination
countries for the period 1980-2010, taking into account subregion of destination, region of origin,
mode of transport and purpose of visit.
The World Tourism Organization is the United Nations agency responsible for the promotion of
responsible, sustainable and universally accessible tourism.
It is the leading international organization in the field of tourism, which promotes tourism as a
driver of economic growth, inclusive development and environmental sustainability and offers
leadership and support to the sector in advancing knowledge and tourism policies worldwide.
It serves as a global forum for tourism policy issues and a practical source of tourism
knowledge.
It encourages the implementation of the Global Code of Ethics for Tourism to maximize the
contribution of tourism to socio-economic development, while minimizing its possible negative
impacts, and is committed to promoting tourism as an instrument in achieving the United Nations
Sustainable Development Goals (SDGs), geared towards eliminating poverty and fostering
sustainable development and peace worldwide.

Youth must be empowered to combat terrorism, UN chief says at Pak-sponsored event

UNITED NATIONS, Apr 13 (APP):UN Secretary-General Antonio Guterres and other speakers at a forum — sponsored by Pakistan, Norway and the UN — on Thursday expressed the view that while young people are prime targets of extremist recruiters, they can also play leadership roles in fighting terrorism and creating greater opportunities for all.
“I do not agree that young people are the leaders of tomorrow. More and more, they are the leaders of today,” the secretary-general said, as he praised Pakistani Ambassador Maleeha Lodhi for her initiative in holding the event on “Investing in Youth to Counter Terrorism”.
“I thank all the young women and men who are stepping up and assuming those responsibilities,” he added.
On her part, Ambassador Lodhi told the largely-attended event that Pakistan had, through a comprehensive strategy, turned back the terrorist tide. “My country and its brave people have met this threat with fortitude and determination”.
In his keynote address, Guterres, the UN chief, said, “Nearly half the world’s population –46 per cent — is 24 years-old or younger; Africa and the Middle East have the highest proportions of young people.”
The radicalization of young people is a source of deep concern in rich and poor countries alike, as poisonous ideas flow across borders at the touch of a button or the tap of a tweet, Guterres said.
Terrorist groups exploit social, economic and political injustices to entice young people through false propaganda that glorifies distorted ideologies, while unscrupulous recruiters using social media to lure unsuspecting teenagers down dangerous roads.
Guterres observed that “violent extremist groups target and invest in young people because they are aware of their potential and their strong desire for change.”
In her address, Ambassador Lodhi said that over the past two decades, terrorism had emerged as the most pervasive threat to peace and security even as the international community had intensified its efforts Ito address the challenge.
Young people, she underscored, were the most vulnerable to terrorism. “Terrorist and extremist groups prey on this vulnerability, recruiting youth to their violent ways by playing on their sensitivity to injustice and oppression; by propagating hate, intolerance and violence as the sole response to myriad inequities”, she added.
While agreeing that lack of good governance and absence of the rule of law contribute to the “conditions conducive to terrorism”, Ambassador Lodhi pointed out that more significantly, terrorism is spawned by foreign interference and occupation, political and economic injustice and marginalization as well as discrimination and social exclusion.
Pakistan, she said, had witnessed terrorism emerge and expand in the region as a consequence of unending turmoil and conflict caused principally by a series of foreign interventions in Pakistan’s neighborhood over the past several decades. But Pakistan had turned the tide.
Ambassador Lodhi stressed that hard power was a necessary but not sufficient factor in fighting terrorism. Pakistan, she said, has undertaken the largest anti-terrorism military campaign anywhere in the world, deploying 200,000 troops. “But we complemented the use of force with a holistic National Counter Extremism Policy that encompasses political, economic, social and cultural elements, she added.
She also told the gathering that Pakistan has mobilised faith leaders and scholars to issue a Fatwa to unequivocally condemn terrorism. “The Fatwa also states that the territory of Pakistan will not be permitted to be used for terrorism anywhere”, she said.
Ambassador Lodhi recounted the steps taken by Pakistan Government to engage youth in productive activities, including a comprehensive “Prime Minister’s Youth Programme”, which aims at providing the young and under privileged with skills training, access to higher education as well as to employment.
A short video, highlighting Pakistan’s efforts to turn the tide against terrorism and embark on multidimensional efforts to create an environment for sustainable peace and progress following successive law enforcement was also shown at the event.
The Norwegian Ambassador to UN, Tore Hattrem, in his remarks called for empowerment of youth, calling them the “most important asset” in the fight against terrorism.
Under-Secretary-General Vladimir Voronkov, who heads the UN Counter-terrorism Office — a sponsor of the event — appreciated the initiative of starting a dialogue on engaging youth to counter terrorism. He underlined a the need for more of such events to develop a consensus on a comprehensive approach to address challenges being faced by youth across world.
For her part, the Secretary-General’s Envoy on Youth, Jayathma Wickramanayake, asserted, “the fact is, the vast majority of youth are peaceful, and are not in danger of participating in violence.”
“On the contrary,” she continued, “young people’s resilience is transforming local communities while combating extremist movements.”
After the opening session, the panelists highlighted “Challenges faced by Youth in Different Parts of the World” and their efforts to help youth deal with these specific challenges.
The first panelist from Pakistan, Ahmad Jalal, head of the Aman Foundation, highlighted the Foundation’s work in empowering youth.
Dr. Feriha Peracha, Director of the Sabaoon Project gave a presentation on the efforts by Sabaoon towards the de-radicalization of youth involved in violent acts.
The third panelist, Mrs. Shannon Martinez, the US Regional Coordinator for Against Violence and Extremism Network (AVE) emphasized the need to socially integrate young people to prevent them from falling for twisted ideologies. As a former white supremacist, who has left her life of hate behind, and now works on combating violent extremism, she shared her moving experiences with the audience.
After the presentations, the floor was opened to participants’ comments. Speakers from different regions of the world thanked Pakistan and Norway for their timely initiative to organize this event on an issue of critical importance. Ambassadors and representatives who spoke on the occasion included Qatar, Tunisia, Finland, UAE, Mexico, the United States, Morocco, Egypt, Ireland, South Korea, Uzbekistan, Tajikistan and Italy.
The event was attended by a large number of Ambassadors, diplomats, UN Secretariat staff and members of civil society.

UN moves to improve road safety worldwide

UNITED NATIONS, Apr 13(APP):The United Nations on Thursday launched a trust fund aimed at preventing traffic deaths, as an estimated 1.3 million drivers, passengers and pedestrians lose their lives each year on the world’s roads.
Speaking at the UN General Assembly where the launch was announced, Deputy Secretary-General Amina Mohammed highlighted the opportunities offered by the UN Road Safety Trust Fund.
“We have a chance to save the lives of millions of people around the world, and to prevent injuries, suffering and the loss of opportunity associated with road accidents,” she said, urging all stakeholders to contribute to the Trust Fund and to step up their efforts to achieve global road safety targets.
According to the UN Economic Commission for Europe (UNECE), the Organization’s development arm in the continent, which is also the secretariat for the Trust Fund, every $1,500 contributed to the Fund could save one life; prevent 10 serious injuries; and leverage $51,000 towards investments in road safety.
“The Road Safety Trust Fund will serve as a catalyst for much-needed progress towards the road safety targets of the Sustainable Development Goals,” Olga Algayerova, the head of UNECE, said.
Dealing specifically with road safety, SDG targets 3.6 and 11.2 aim to halve the number of global deaths and injuries from road traffic accidents; and to provide access to safe, affordable, accessible and sustainable transport systems as well as improve road safety for all, respectively.
“[We] are committed to working with all stakeholders to multiply the impact of global action to improve road safety,” Ms. Algayerova added.
Echoing these words, Jean Todt, the President of the Federation Internationale de l’Automobile and the UN Special Envoy for Road Safety, also underlined the importance scaling up of resources to achieve global road safety targets.
“[The Trust Fund] has the potential to galvanize our global efforts to address the road safety situation, building on the progress made and experience gained over the Decade of Action for Road Safety 2011-2020,” he said.
The Trust Fund will support efforts along the five pillars of the Global Plan for the Decade of Action for Road Safety, which include strengthened road safety management capacities; improved safety of road infrastructure and broader transport networks; enhanced safety of vehicles; improved behaviour of road users; and improved post-crash care.
Also on Thursday, the UN General Assembly ” the UN body with universal membership of all 193 Member States” adopted a resolution on road safety in which it called for a host of measures to prevent road accidents and to minimizing the resulting damage.
One of the measures, it urged, the adoption policies and measures to implement vehicle safety regulations to ensure that all new motor vehicles meet “applicable minimum regulations for the protection of occupants and other road users, with seat belts, airbags and active safety systems fitted as standard equipment.”

Over 2,000 civilians casualties in Afghanistan in first quarter of 2018: UN

UNITED NATIONS, Apr 12 (APP):Armed conflict in Afghanistan killed 763 civilians and injured 1,495 in the first three months of this year, the United Nations mission said Thursday.
“All parties to the conflict in Afghanistan must do everything in their power to protect civilians from harm,” Ingrid Hayden, the Secretary-General’s Deputy Special Representative for Afghanistan, said. “Afghan civilians continue to suffer, caught in the conflict, in ways that are preventable; this must stop now.”
The 2,258 civilian casualties, documented from 1 January to 31 March by the UN Assistance Mission in the country, known as UNAMA, are at the similar levels recorded in the first three months of 2017 and 2016. Anti-Government elements caused 1,500 civilian casualties, up six per cent from the same period last year.
Suicide improvised explosive devices (IED) and complex attacks were the leading cause of civilian casualties – a new trend. The Mission found that combats on the ground were the second leading cause, followed by targeted and deliberate killings, explosive remnants of war, and aerial operations.

ISLAMABAD, April 12 (APP):Minister of State for Information, Broadcasting, National History and Literary Heritage Marriyum Aurangzeb Thursday said that media had a vital role to play in successful implementation of sustainable development goals (SDGs).
Speaking on the eve of 7 SACOSAN South Asian Conference on Sanitation here, the minister said that international experts on water and sanitation were attending the event which was an honour for Pakistan.
She said that for the partners and stakeholders, the agenda was to align the synergy and partnership in integration in what we need in development sector.She said that Pakistan has made considerable improvement in terms of sanitation during past few years. Pakistan has been implementing targets of SDGs in alignment with vision 2025,
she added.
She said that there was always a challenge that how national goals could be integrated with its international commitments.She said it was fortunate that at the time when SDGs were being introduced,Pakistan was developing its own development goals.
The minister said that Pakistan was the only country which constituted a full fledged parliamentary task force on SDGs on the direction of Speaker National Assembly Sardar Ayaz Sadiq. The task force had uniqueness in the sense that it had provincial chapters as well as playing the role of oversight, review of the SDGs and representing the people in the assemblies on SDGs. She said leaving no one behind was the slogan of both SDGs and Vision 2025.
The minister said that SACOSAN was also unique as it also left no one behind and had representation from all regions and the countries deliberating on plan on sanitation 2030.
She said availability of right data was imperative for policy making process and data analysis.The minister said that Pakistan successfully conducted census after 19 years,another milestone achieved in data analysis.She said that joint sector review is another milestone achieved with all stakeholders especially provincial institutions participation in WASH and SDGs reviews.
She called for creation of awareness on water and sanitation among the public through media. She said that media was well aware about the SDGs and PTV and Radio Pakistan had been conducting
specific and relevant programmes on education, health, mother and child, water and sanitation.The minister said that major focus was to align all relevant polices at the federal level with the SDGs, and water and sanitation policies were also a part of it.
She said that the importance of this conference could be realized from the fact that President of Pakistan attended its opening session and the federal minister for Climate Change was leading that conference.
Marriyum Aurangzeb said that integration of all bordering countries was vital as all such issues transcend boundaries. She said that Pakistan achieved a milestone in facing the challenge of eradication
of polio from the country.
We tend to focus on supply side of the issue, but time had come to focus on the demand side of the development and involve the local communities reduce burden on the resources, she said. In Pakistan there was bulge of youth and they should be engaged to raise their awareness on issues like water and sanitation, she added.
She said there was need to think out of box and use tools of broadcasting, film industry, which were vital to change the mindset of people through entertainment. She also called for using the civil society and influential groups of the country to achieve the desired results.

President, PM condole with Algeria over loss of lives in plane crash

ISLAMABAD, Apr 12 (APP):President Mamnoon Hussain and Prime Minister Shahid Khaqan Abbasi on Thursday expressed their condolences over the loss of lives in a tragic plane crash in Algeria.
The president and prime minister in their separate condolence message addressed to Algerian counterparts conveyed condolences on their as well as on behalf of the people of Pakistan over the unfortunate plane crash near Boufarik Airbase, which claimed more than 250 precious lives.
The president in his message said, “I was deeply grieved to learn about the unfortunate plane crash near Boufarik Airbase, which claimed more than 250 precious lives.”
“In this hour of loss and bereavement, the people of Pakistan stand with their Algerian brothers and convey heartfelt condolences and sympathies to the Government of the People’s Democratic Republic of Algeria, the bereaved families and the brotherly people of Algeria,” he added.
The prime minister in his message said, “It was with profound sorrow and grief that we learnt about the tragic plane crash near Boufarik Airbase in Algiers, in which more than 250 people lost their lives.”
“On behalf of the People and the Government of Pakistan and on my personal behalf, please accept our deepest condolences. May Allah Almighty rest the deceased in eternal peace and give fortitude and patience to the bereaved families to bear this irreparable loss,” he added.

IIU extending intellectual support to state to tackle challenges: President

ISLAMABAD, Apr 12 (APP):President Mamnoon Hussain on Thursday said International Islamic University (IIU) had extended valuable support to the state at intellectual level for tackling the challenges faced by the country.
He said this while presiding over the 13th session of IIU’s Board of Trustees here. During the meeting the proposal of giving a vacant seat of the Board of Trustees to former President of Sudan Abdur Rehman Swar Al-Zahab was approved.
During the meeting, attended by the members from Pakistan, Saudi Arabia, Morocco, Egypt, Kuwait and some other Islamic countries, several administrative decisions were taken.
The president said the “Paigam-e-Pakistan” edict issued by the Ulema of this university about understanding the reasons behind extremism and its solutions was an important document.
He said the universities and research institutions which were very important in terms of understanding the issues faced by humanity and providing their solutions also had important role in political, economic and social development of a society. Towards this end, IIU had contributed a lot, he added.
The president expressed his satisfaction over the fact that in order to the run university’s administrative and educational matters successfully, the meetings of its Board of Trustees were held regularly, which would help bring further improvement in the university affairs.
He hoped that the university would benefit from the knowledge and experience of renowned Ulema of Islamic world and the new generation from Muslim Ummah would serve their countries and nations by getting modern education from IIU.

RIYADH, April 12 (APP)::Managing Director Associated Press of Pakistan (APP), Masood Ahmed Malik Thursday met Vice President of Saudi Press Agency (SPA), Ahmed bin Abrahim Alawadh and invited him to attend International Conference of News Agencies being held in Islamabad next month, which he accepted.
The managing director APP suggested enhanced cooperation among the Muslim world media organizations to refute misconceptions against Islam and the Muslims. On behalf of Pakistani media, he assured the Saudi Press Agency’s vice president that all types of cooperation would be extended in that regard.
Both the news agencies would work together for strengthening the religious and cultural ties among the Muslim world, he said and added, special focus would be given to accuracy and authenticity of the news to strengthen the credibility of Islamic world media.

APP, SPA agree to exchange news

RIYADH, April 12 (APP):The Associated Press of Pakistan (APP) and Saudi Press Agency (SPA) on Thursday agreed to reactivate the Memorandum of Understanding for exchange of news between the two organisations.
The understanding was reached during a meeting between Managing Director, APP, Masood Ahmed Malik and Vice President of SPA Ahmed bin Abrahim Alawadh here on Thursday.
Both the sides also agreed to develop a mechanism for training and orientation of editorial staff from the two news agencies and visit of officials from both the organisations to their respective countries of origin.
The top officials expressed the hope that exchange of editorial staff from both sides would help promote understanding and comprehension on the working mechanism, culture, political and economic systems as well as progress in health, education and other sectors.
It was also agreed to continue cooperation and collaboration between the two agencies as regular feature during the days to come.

No new tax in next budget: Rana Afzal

ISLAMABAD, Apr 12 (APP):Minister of State for Finance, Rana Muhammad Afzal Thursday said that the government was
not imposing any new tax in the budget 2018-19 to facilitate especially common people.
“The government wanted to provide maximum relief to people belonging to all sectors of life in the budget,” Rana Afzal said while addressing a pre-budget seminar organized by National Press Club
here.
The minister said that due to a number of reforms introduced by the current government in taxation system, the revenue collection had been doubled to over Rs 4 trillion in the year 2017-18 compared to Rs 1.9 trillion in 2013 besides, expansion of tax base from 775,000 to over 1.2 million tax payers.
He said in 2013, Pakistan was on the verge of being declared as a defaulter and a failed state, but the new government led by Pakistan Muslim League-Nawaz (PML-N) took a number of initiatives to strengthen economy which has resulted in a record economic growth of 5.8 per cent which was the highest in 13 years.
However, the minister admitted that there were still few challenges to the country’s economy which needed to be addressed immediately.
He said although fiscal deficit witnessed sharp increase during current year, but the economic team of the federal government was endeavoring to contain it to five per cent by end of current fiscal year.
“Our exports are now growing by 13 percent while during March, 2018, the exports witnessed an increase of around 23 per cent which was a positive sign for the country’s economy,” he said adding
that bumper crops, controlled inflation, increasing remittances were the positive signs for our economy.
He also called upon the opposition to get together for evolving a charter of economy and to prepare responsible economic policies so that the country could achieve sustained economic growth.
He also called upon the people of Pakistan to provide PML-N another chance to rule the country for next tenure in order to ensure continuation of economic policies and reforms introduced by the
current government in next five years as well.
To a question regarding tax amnesty scheme, the minister said that through this scheme nobody will be affected, however it would help expanding tax net and collection of more revenues.
Earlier, Former Chairman FBR Dr Muhammad Irshad said that salaried class was being provided a big relief in terms of taxes in the next budget.
He hoped that the government would not impose any new taxes.
He pointed out that the main problem in Pakistan’s taxation system was narrow tax base and this problem could be resolved by taking measures to broaden tax base in the country.
Another dilemma in taxation system, he said was lack of balance between direct and indirect taxes.
Regarding tax amnesty scheme he expressed reservations and said that it should have been announced after developing political consensus.
Former Secretary Finance, Dr Waqar Masood said the country witnessed strong growth during current fiscal year and touched 5.8 percent, the highest in over a decade.
Fiscal deficit, he said was the mother of all evils in country’s economy which saw a sudden jump during current year to 6 percent.
He said during previous few years, the government had to spend billions of dollars to support for stabilizing value of Pak rupee.
