Govt incorporates record 62% Senate recommendations in budget document: Dar

ISLAMABAD, June 17 (APP): Finance Minister, Senator Muhammad
Ishaq Dar Friday informed the National Assembly that the government
has approved as many as 86 recommendations, forwarded by the Upper House for incorporation in the Finance Bill 2016 17.

The Senate had forwarded 139 recommendations to be incorporated
in the budget document, out of which 86 have been approved by the government, which is 62 percent of the total recommendations, he
said while concluding the debate on budget 2016 17.

This is a record in the parliamentary history of Pakistan,
he added.

Giving break up figures, the finance minister said that out
of the 86 proposals, 34 were accepted in totality while 30 were approved in principle with remaining 22 approved partially.

He said that implementation on 53 proposals was not
possible.

The Finance Minister thanked the opposition leader for
his positive response on the idea of formulating Economic Charter.

He said the government has already provided three year
(2016 19) Medium Term Macro Economic Framework with the budget document.

He urged the opposition to give its recommendations so
that economic roadmaps for seven years, ten years and 15 year could be formulated to lead the country towards sustainable development.
Dar lamented that undue criticism was made against inflation which was against the reality.

He said that the inflation was reduced from 25 percent
in 2008 to average 12 percent from 2008 2013 and less than 3 percent currently.

He said that the Fiscal Deficit was also reduced form
8.4 percent to 4.3 percent during the past three years and the government targets to bring it more down to 3.8 percent during the current fiscal year.

He said the government has reduced cost of fertilizers,
tax and tariff rates on tube well electricity besides providing them credit facilities to enhance agriculture produce.

He said it has become fashion among some circles, now
to doubt statistical figures, which was not a good practice.

He said Pakistan Bureau of Statistics (PBS) had been
set up by passing an Act of the Parliament and the Chief Statistician is administered oath by the President.

He said that the PBS is working in accordance with
international standards so the doubts on this count were baseless and meaningless.

He said that rains and pest attack resulted in low
agriculture growth, however, he added the services and industrial sector performed well.

He said that there was no discrimination in implementing
China Pakistan Economic Corridor (CPEC) projects in the
provinces. He said that CPEC was a game changer which would result in spread of road networks all across the country.

He said that the portion of Direct Taxes has increased
compared to the past and the SRO exemptions have been eliminated while it has been made difficult for non filers to remain out of tax net.
He said that the government did its best to give relief
on the commodities in use of poor and vulnerable by providing exemption on Indirect Taxes.

He also dispelled the impression that taxes on petroleum
products have been increased. He read out the figures before the House to show that actually the taxes and petroleum development levy have been reduced during the tenure of current government.

Dar said that Sales Tax on MS petrol has been reduced from
Rs 14.70 in March 2013 to Rs 9.36 now. Similarly the tax on
Kerosene oil has been reduced from Rs 14.30 to Rs 5.58, High Octane form Rs 19.32 to 10.58 and Light Diesel Oil from 13.55 to 1.86.

However, he added that the tax on High Speed Diesel has been increased from 15.66 to 18.47.

He said that Petroleum Development Levy on petrol has
decreased from Rs 10 to 9.68, on Kerosene from Rs 6 to just
5 paisa, High Octane from Rs 14 to Rs 11.89 and Light Diesel
Oil from Rs 3 to just 5 paisa.

Naeema Kiswar of JUI F also endorsed the Senate recommendation
that the budget should be discussed in the committees before its actual presentation.

She said that the minimum wage of Rs 1400 was not sufficient
so it may be increased further.

She also underlined the importance that the tax return forms
must be made easy and proposed an increase of 15 percent in salaries and pension of government employees.

S. A Iqbal Qadiri of MQM said that the Senate recommendations
have utmost importance despite the fact the Upper House has no role in Finance Bill.

He said that the Senate has given 147 recommendations and these
should be seriously considered.

While endorsing the Senate recommendation about small dams, he
said these must be constructed in all provinces to enhance storage capacity in the country.

He said E cadre employees who had completed 7 years should
also be promoted to the next grade.

Sahibzada Tariq Ullah of JI appreciated the recommendation given
by the Senate and said that all the recommendations on the Public
Sector Development Programme (PSDP) should be shared with the parliamentarians before finalizing it.

He endorsed the Senate recommendation on installing solar panels
in the far flung areas and also approved the recommendation to hold population census as soon as possible.

New survey should be conducted in the Benazir Income Support
Programme (BISP) to list out all the undeserving people who are
getting monthly stipened through this scheme.

Shazia Marri of PPP said that the Senate has fulfilled its
responsibility by giving recommendations on Finance bill for year 2016 17.

She said that zero tax should be continued on stationery
items. She also endorsed that maximum time should be given to the lawmakers to discuss the budget and give their input before the presentation of the federal budget.

She said that it was a great injustice with Ex cadre of
National assembly and they should also be promoted.

She also supported the Senate recommendation to enhance
the salary and pension of the employees up to 15 per cent.
She also appreciated Senate regarding about interest free
loans for widow and poor.

Shazia Marri said that Sindh government has allocated for
six billion for K 4 project of Karachi and requested the Finance Minister to enhance federal government share up to Rs 2.7 billion.

Aftab Khan Sherpao of Qoumi Watan Party endorsed that Customs
Act should be abolished from Malakand Division keeping in view
their sacrifices in war on terrorism.

He suggested for eliminating the duty on tractor imports.
He said that the budget for FATA was not sufficient adding
the tribal areas should be brought under the National Finance Commission (NFC) Award and funds for this region should be provided from the divisible pool.

He said that the Western route should be funded in letter
and spirit and warned if it was ignored, it would not be good for the Federation.

Mehmood Khan Achakzai, Pashtoonkhwa Milli Awami Party said
that the government should work on solar energy projects to run tube wells in Balochistan provinces.

He said that a dam should be built at Khushalgarh or some
other feasible place to provide water for agriculture to the vast area from Akora Khattak to D.I Khan.

He suggested that if country was passing through hard
times, the pay of military, judiciary and other such carders should be brought at par with the parliamentarians.

Haji Sha Jee Gul said that FATA should also be given package
at par with Haqooq Aghaz Balochistan package to uplift the area.
He said FATA parliamentarians paid more taxes than other
people. He said that tax incentives should be given to FATA so that industry could be set up in the areas.

He said that Senate recommendations should be implemented
in letter and spirit.

Usman Taraki of PTI said that the Senate proposals should
be implemented in letter and spirit and urged for streamlining the mechanism of power distribution companies.

Romanian envoy pays farewell call on Defence Production Minister

ISLAMABAD, June 17 (APP): Outgoing Ambassador of Romania
Emilian Ion Friday paid a farewell call on Minister for Defence Production
Rana Tanveer Hussain.

During the meeting, they discussed matters of mutual interest and
increased cooperation in diverse fields, said a press release issued here.
The envoy underlined the need for frequent exchange of
Parliamentary delegations between the two countries.

Emilian admired cultural values of Pakistan and said he would write
a full chapter on Pakistan in his ‘Memoir,’ covering the period he stayed here.

In that chapter, the envoy said, he would present true soft image of
Pakistan.

Federal Minister Rana Tanveer Hussain appreciated ambassador for
playing active role in enhancing ties between the two countries.

He mentioned that for the first time Ministry of Defence Production
and Romania were going to sign a Memorandum of Understanding.

Pak Afghan parliamentary group for resolution of all disputes through dialogue

ISLAMABAD, Jun 17 (APP):Pakistan Afghan Parliamentary Friendship Group on Friday stressed the need for resolution of all disputes through dialogue.

The group paid rich tributes to the valour of martyred Maj. Jawad Chengezi and prayed for early recovery of all those injured in Torkham border skirmish said a press issued by National Assembly Secretariat here.

The Group expresses deep concern over rising tension on Torkham Border.

The group noted that the region is already suffering from the menace of terrorism and any tension between Afghanistan and Pakistan would only further the nefarious designs of forces which do not wish to see peace on both sides of the Durand Line.

“Unless peace is restored on Pak Afghan border,
both the countries will continue to suffer the ordeal which they have been bearing for last many decades.”

The Group demands both Pakistani as well as Afghan
government to act calmly and deal with the issues with extreme caution and as far as possible avoid provocative statements failing which the escalated tension may enflame the entire region.

Pakistan cricket team to fly England on Saturday

ISLAMABAD, June 17 (APP): The Pakistan cricket team will depart to England on Saturday for a lengthy series comprising four Tests, five ODIs and a Twenty20.

Pakistani players will participate in a training camp this month as to get familiar with the English conditions before their first warm-up game against Somerset at Taunton on July 3.

Misbah ul Haq will be leading the national test team in the Test series while Azhar Ali and Sarfraz Ahmed will captain the teams in ODIs and Twenty20, respectively.

Talking to APP, a Pakistan Cricket Board (PCB) official said the board has barred the players to give interviews and have asked them to have limited interaction with the English media unless permitted by the manager.

However, the players have been allowed to take their families on tour till the start of the series. “The players have been allowed to take their families on tour but will have to send them back before the start of the Test series,” he said.

This will be the first assignment for new head coach Mickey Arthur, while it will see the return of Muhammad Amir in England after the infamous spot-fixing scandal in 2010.

He said PCB has also cautioned Amir to be patient and tolerant on the tour of England.

Amir, who has not played Test cricket since his involvement and ban in match fixing during Lord’s Test, would return to Test on July 14 on the same ground.

“Amir is asked to follow each and every instruction in England given to him by the team management, anti corruption unit and security manager.

The official said that Chief Selector Inzamamul Haq is also likely to tour England in the series to monitor players’ performances closely.

Senate unanimously passes Energy Efficiency, Conservation Bill

ISLAMABAD, June 17 (APP): The Senate on Friday unanimously passed the National Energy Efficiency and Conservation Bill-2016 aimed at stipulating mechanism and procedures for effective conservation and efficient use of energy in the country.

State Minister for Water and Power Abid Sher Ali moved the bill to provide for the establishment of institutions and enunciation of mechanisms and procedures for effective conservation and efficient use of energy in the House.

Abid Sher Ali said the legislation would help save billion of rupees.

The statement of objects and reasons of the bill say that the conversion and efficient use of energy is pivotal for development of the country.

It has a great potential to alleviate the adverse effects of shortage of
energy supply causing serious energy crisis in the country.

For this purpose, it is imperative to establish institutions and stipulate mechanism and procedure for effective conversation and efficient use of energy in the country.

The National Energy Efficiency and Conservation Authority will act as
focal federal agency for initiating, catalysing and coordinating the
implementation of energy conservation activities in all sectors of the
economy under the auspices of the Pakistan Energy Efficiency and
Conservation Board (PEECB) headed by the federal minister for Water and Power.

Kalash girl converts to Islam

CHITRAL, June 17 (APP): Another girl from Kalash community
has converted to Islam on her own choice.

According to DPO Chitral, a student of 9th class Reena Bibi
daughter of Ghulam Muhammad Kalash, a resident of Aneesh, Bumborat Kalash valley converted to Islam.

Some local media persons from Kalash community had reported
that the girl was forcibly converted by Muslims.

Reena speaking at a press conference denied her forcible
conversion to Islam and said that she was very much impressed
by Islam. So, she said, she converted to Islam on her own choice
without pressure of any Muslim group or individual.

She also recorded her statement before Judicial Magistrate
Fazal Wadood Jan under Section 164 that she embraced Islam on her
own choice.

Responding to a question she said that she embraced Islam
because it is a religion of peace and love and she denied
propaganda against Muslim community.

During the press conference her father, uncle and aunt, and
elites of Muslim community and Kalash community were also present.
Both the Muslim and Kalash communities welcomed her
conversion to Islam. Reena has appealed to both the communities to
maintain peaceful environment in the valley.

NDMA stresses establishing strong, efficient warning system to avoid losses

ISLAMABAD, Jun 17 (APP): Chairman National Disaster Management
Authority (NDMA) Maj Gen Asghar Nawaz Friday stressed the need for
establishing strong and efficient early warning dissemination system and timely prepositioning of required rescue and relief stocks at the district level to avoid monsoon losses.

Chairing a high level meeting in Karachi,he expressed
satisfaction over the ongoing preparations and apprised the participants about national scale contingency plan to combat 2016 monsoon season, said a press release.

He said NDMA has emphasized that the limitations in response
mechanism be mitigated through better preparedness and enhanced coordination between all departments.

NDMA is holding consultative meetings in collaboration with
all the provincial/ regional disaster management authorities to review preparedness about impending Monsoon Season by respective provinces/regions for upcoming Monsoon Season.

The participants of the meeting included NDMA officials,
representatives of all key provincial stakeholders including (Secretaries, Commissioners as well as key departments/line agencies) besides representatives of PDMA Sindh, PMD, Armed Forces and Navy.

DG PDMA Sindh gave detailed presentation on various contours
of provincial contingency plan for Monsoon 2016, details of vulnerable districts that may fall in the threat of flooding during the Monsoon Season 2016.

The DG also apprised NDMA team on the level of PDMA Sindh
preparedness based on lessons learnt from previous floods across the country especially in Sindh province to cope with any rain/flood situation.

After holding the consultative meeting, Chairman NDMA also had
detailed meeting with Chief Secretary Sindh Muhammad Siddique Memon where in need to better manage ground situation in case of any emergency was stressed with the support of entire provincial setup and also assured him of NDMA’s support.

Rs 587.476 mln allocated to step up natural resources’ exploration

ISLAMABAD, June 17 (APP): The government has allocated Rs 587.476 million in the Public Sector Development Programme (PSDP 2016-17) for the four major ongoing schemes aimed at stepping up exploration activities of natural resources to achieve self-reliance in the energy sector.

According to the official data available with APP, the projects approved by the Central Development Working Party (CDWP) and Departmental Development Working Party (DDWP), are being executed at an estimated cost of Rs 935.857 million without any foreign financial assistance.

Under the programme, Rs 415.807 million have been earmarked to acquire four drilling rigs and their accessories for the Geological Survey of Pakistan.

While Rs 131.619 million would be spent on appraisal of newly discovered coal resources in Badin and its adjoining areas of Southern Sindh.

The funds amounting to Rs 28.700 million would be utilized in exploration and evaluation of metallic and minerals in Bela and Uthal areas of district Lasbella, Balochistan.

Similarly, Rs 11.350 million have been reserved for exploration of Tertiary Coal in the Central Salt Range of Punjab.

Currently, the country is facing a huge gap between demand and supply of energy, its total gas production is four billion cubic feet per day (bcfd) against the demand of 8 bcfd of gas. The oil production stands at 10,000 barrels per day, while its requirement is seven to eight times higher than the production.

Over 50 US diplomats urge Obama to hit Syria in internal memo

NEW YORK, June 17 (APP): More than 50 US diplomats signed an internal memo urging the Obama administration to approve military airstrikes against the government of Syrian President Bashar al-Assad, The New York Times and Wall Street Journal reported Friday.

In the memo obtained by The New York Times, the diplomats say that American policy has been “overwhelmed” by the catastrophic violence in Syria. The signatories call for a “a judicious use of stand-off and air weapons, which would undergird and drive a more focused and hard-nosed U.S.-led diplomatic process.”

“The moral rationale for taking steps to end the deaths and suffering in Syria, after five years of brutal war, is evident and unquestionable,” the memo said. “The status quo in Syria will continue to present increasingly dire, if not disastrous, humanitarian, diplomatic and terrorism-related challenges.”

The memo was filed through what is known as the State Department’s “dissent channel,” a method that was set up during the Vietnam war which allows serving U.S. diplomats to protest current administration policy without risking their careers. The channel has been frequently used in the past, but the 51 signatories to the current proposal
has been described by the Times as “extremely large, if not unprecedented.”

“We are aware of a dissent channel cable written by a group of State Department employees regarding the situation in Syria,” State Department spokesman John Kirby said in an email. “We are reviewing the cable now, which came up very recently, and I am not going to comment on the contents.”

Kirby said the “Dissent Channel” was an official forum that allows State
Department employees to express alternative views.

Most of the signatories are reported to be mid-level career diplomats, a number of whom have worked on Middle Eastern affairs. Though there are no high-ranking names on the list, it is no secret that several officials within the Obama administration have pushed for more decisive action on the Syria conflict.

Former U.S. ambassador to Syria Robert Ford has been particularly vocal on the need for more U.S. involvement on the Syrian conflict. Ford, who served in the country during the peak of the conflict from 2011 to 2014, has been vocally critical of the Assad regime since the conflict began.

“I’m at something of a loss as to what the American strategy, this administration’s strategy, is,” Ford said during an April seminar on Capitol Hill.

Ford has criticized Obama’s unwillingness to stop what he called Assad’s mass murder of his own people. His frustration led him to resign from his post in 2014. The most recent estimates say that as many as 400,000 people have died in the conflict, a great deal of whom are civilians.

The memo concluded that the U.S. must act, saying “it is time that the United States, guided by our strategic interests and moral convictions, lead a global effort to put an end to this conflict once and for all.”

US-based organization condemns US Drone Attacks in Pakistan

WASHINGTON, June 17 (APP): Pakistan American Democratic Forum (PADF), a US-based organization has condemned the US drone attacks in Pakistan, saying the act will set a dangerous precedent for the nations to intrude and violate the territorial integrity of the countries.

The PADF Chairman Dr. Mohammad Ashraf Toor called on fellow Americans and Pakistani expatiates to condemn the US drone attacks calling it extra Judicial killings and violation of Pakistan’s sovereignty.

“These attacks constitute not only an offense against the rule of
law in general but also the “constitution of Pakistan”, Dr. Toor said in a statement.

He said the PADF resolves that such strikes were not only unjustified but also disregard fundamental rights of citizens.
