Half of Japan municipalities say evacuation shelters fall short: survey

0

TOKYO, Aug 18 (Kyodo/APP): Nearly half of municipalities across Japan say evacuation shelters they are preparing do not meet government guidelines on the required number of toilets or minimum living space per person, a recent Kyodo News survey showed, citing budget and capacity constraints.

The survey findings highlight the urgent need for the central and local governments in quake-prone Japan to make further efforts in this area, as inadequate shelter conditions could even prove fatal.

In December, the Japanese government revised its evacuation shelter guidelines to align with the internationally recognized Sphere standard for humanitarian response.

The government recommends at least 3.5 square meters of living space per person and one toilet for every 50 evacuees in the initial stage of a disaster.

The questionnaire, conducted in June and July and answered by 96 percent of the heads of 1,741 cities, wards, towns and villages involved in shelter operations, found that 49 percent fell short on both standards.

Regarding insufficient toilets, 8 percent said they plan to meet the standard within a certain timeframe, while only 2 percent said the same for living space.

Those reporting no set timeline to meet the standards or finding it difficult to do so in the future totaled 40 percent for toilets and 47 percent for living space.

The most commonly cited barriers to increasing toilets, with multiple responses allowed, were “difficulties in securing budgets” and “challenges in finding space to store or use in normal times,” both at 58 percent, followed by “lack of staff and management know-how” at 13 percent.

For space-related issues, 50 percent said, despite securing enough evacuation shelters, each was not large enough to provide the minimum required space per person, while 32 percent said they did not have enough shelters for the projected number of evacuees.

Fire breaks out at building in Osaka’s popular Dotombori district

OSAKA, Aug 18 (Kyodo/APP): Three people were taken to hospital after a fire broke out Monday in a building located in Osaka’s Dotombori district, one of the city’s busiest shopping areas and a popular tourist spot, local firefighters said.

An emergency call at around 9:50 a.m. reported the fire on the first floor of the building in the western Japan city, according to the fire department.

One woman was taken to hospital after suffering smoke inhalation and two firefighters were also sent for treatment, according to police. All three were conscious at the time.

Black smoke was seen spewing from the building, located close to the famous Glico neon billboard, with crowds of passersby and tourists stopping to watch firefighters’ attempts to extinguish the blaze.

A man who works in a nearby ramen shop said he rushed outside after police warned him about the blaze.

UN chief expresses ‘deep sorrow’ over flood-related deaths in KP, offers help

0

UNITED NATIONS, Aug 18 (APP): UN Secretary-General Antonio Guterres on Sunday expressed “deep sorrow” at the tragic loss of lives following devastating flash floods in Pakistan and India, saying the world body stands ready to provide help if requested.

“The Secretary-General offers his sincere condolences to the victims’ families and stands in solidarity with those affected by this disaster,” a statement issued by his spokesperson Stephane Dujarric said.

“We stand ready to provide assistance should it be requested,” the statement added.

More than 300 people are reported dead in Pakistan’s northwest region after two days of heavy rains and flash floods. The deluge hit the remote mountainous northern part of the Khyber Pakhtunkhwa region, with cloud bursts, flash floods, lightning strikes and landslides in the deadliest downpour of this year’s monsoon season.

In September 2022, the UN chief visited Pakistan to assess the catastrophic floods that had ravaged the country.

He witnessed the impact of the floods in Sindh and Balochistan provinces, where over 1,300 lives were lost and millions were displaced.

President calls for collective response as climate change impacts loom large

0
ISLAMABAD, Aug 17 (APP):President Asif Ali Zardari emphasized the need for a collective response from citizens to climate change through the advancement of the ‘Green Pakistan Programme’, as erratic climatic patterns were bringing disasters to the country, most recently in Khyber Pakhtunkhwa, where flash floods triggered by cloudbursts caused heavy losses.
“At this critical time, when climate change has already brought destruction to Khyber Pakhtunkhwa and other parts of the country through floods and cloudbursts, we must act decisively to plant more and more trees,” the president emphasised in his message on the occasion of the Monsoon tree plantation campaign.
The president said their collective response must be to work for advancing the Green Pakistan Programme, a national initiative to expand forest cover, rehabilitate degraded lands, restore the balance of nature, and promote nature-based solutions.
“This is not simply about planting trees; it is about creating healthier communities, protecting livelihoods, and ensuring a climate-resilient future for generations to come,” President Secretariat Press Wing, in a press release, quoted the president as saying.
In this plantation campaign, the president urged all citizens to take part in this noble cause and plant saplings to build a greener, cleaner, and more prosperous Pakistan for generations to come.
President Zardari said the 18th of August marked the launch of a nationwide tree plantation drive at a time when Pakistan faced the harsh realities of climate change.
This year, he said, between August and October, over 41 million saplings would be planted across Pakistan.
From cities to villages, and schools to government institutions, this campaign would reshape their landscapes, strengthen resilience against climate disasters, and kindle hope for a greener tomorrow, he added.
“Its success depends on collective responsibility. Youth must lead as ambassadors of change, the media should inspire households, and farmers can protect both crops and the environment through tree plantation. Civil society, community leaders, and religious scholars must also motivate and encourage the people to plant trees as a national duty,” the president further underlined.
The well-being and progress of any nation were grounded in the preservation of its forests and natural environment, he said, adding deforestation, rising temperatures, and frequent floods were challenges affecting millions of lives.
“With insufficient forest cover leaving our land vulnerable to disasters that endanger our economy, agriculture, and well-being, this campaign is not symbolic—it is an important step to safeguard Pakistan’s future,” the president added.
He further observed that trees were the lifeline of the environment and one of the strongest defenses against climate change, adding they cleaned the air they breathed, enriched the soil that fed them, regulated their climate, conserved their precious water resources, and provided shelter to countless species of life.
“Trees lower extreme temperatures, absorb rainwater, and reduce floods and landslides. Every tree planted is a shield against disaster and a source of life for generations,” he added.

Govt to use all resources for tree plantation campaign: PM

0
ISLAMABAD, Aug 17 (APP):Prime Minister Muhammad Shehbaz Sharif said the government of Pakistan was committed to the new tree plantation campaign by utilizing all available means and natural solutions in order to increase the proportion of forests and soil fertility under its Green Pakistan Programme.
In a message on the occasion of Monsoon Tree Plantation Campaign, he said, “Let us unite in this national tree plantation campaign and make it a success in a systematic manner so that a green, healthy, clean and prosperous Pakistan can be our destiny and that of our future generations.”
“On the launch of the Monsoon Tree Plantation Campaign in Pakistan, I urge all my dear countrymen to develop a sense of responsibility to fulfil this important national, environmental and climate duty,” he remarked.
“Let the federal and provincial governments, social and religious leaders and citizens of all ages from different classes and walks of life renew their commitment to plant trees because the tree plantation campaign is not just a symbolic act, but it is a national duty to create a healthy and natural environment for future generations and prevent the disasters of climate change,” he added.
The prime minister said the government was observing the monsoon tree plantation campaign under different themes this year to highlight the importance of tree plantation and the role of different segments of society.
“The campaign needs the involvement of women, youth and various institutions in tree plantation and climate change prevention activities. It will also be an occasion to pay tribute to the sacrifices of those who were martyred during different rescue operations,” he noted.
He said, “Plantation, with its positive impact on human life, plays a key role in the conservation and growth of our beloved country’s invaluable natural resources, flora and fauna.”
“Increasing the proportion of plantation is essential to prevent the harmful effects of climate change. Pakistan is among the countries worst affected by climate change in the world,” he observed.
He reminded that the recent monsoon season’s exceptional rainfall and the destruction caused by flash floods and the loss of life and property had once again shown that climate change mitigation measures were crucial for Pakistan.
“The proportion of forests in Pakistan is five percent, which is insufficient for the environmental protection of any country. With the joint and united efforts of all citizens and classes, the proportion of forests can be significantly increased, and Pakistan can cope with environmental challenges and difficulties,” he stressed.
He said in the current national plantation campaign, 41 million new saplings will be planted across the length and breadth of Pakistan during the three months, from August to October.
