Govt, UN aim effective liaison as 33 million flood-hit people await relief assistance: FM

ISLAMABAD, Aug 30 (APP): Foreign Minister Bilawal Bhutto Zardari on Tuesday said current flashfloods had affected around 33 million in the country and stressed joint efforts by the government, international community and thr United Nations’ donor agencies to overcome the enormous challenge.

At a joint press conference with United Nations Resident Coordinator Julien Harneis here at the Ministry of Foreign Affairs, the foreign minister said rescue, relief and rehabilitation activities were at full swing across the country.

Bilawal said following the initial assessment of the disaster, urgent steps were required by the world, the UN and the partner agencies to cope with the magnitude of the challenge.

He said Pakistan, this monsoon, received three times of the usual rainfall that resulted in floods affecting 23 districts of Sindh and 30 districts of Balochistna, Khyber Pukhtunkhwa and South Punjab.

He mentioned that there was a shortage of tents and food items to meet the demands of the flood-affected people and vowed to ensure transparency in disbursement of relief supply items.

He said drainage of water was a big challenge in the low-lying areas inundated with flood water, adding that evacuations were being made despite limited resources.

He said the support of international community would help Pakistan overcome the daunting challenge. He thanked the UN and its agencies in coordinating with the government of Pakistan in carrying out relief activities.

He also mentioned the gesture of exemplary generosity by Pakistani people and civil society in mobilizing relief work.

The foreign minister said there was a long-way ahead in effective mitigation of the flood relief and rescue.

To a question regarding the capacity to deal with the challenge, he said joint efforts at federal, provincial and international agencies’ levels would overcome the problem.

Bilawal recalled that Prime Minister Shehbaz Sharif during his visit to Sindh had announced Rs 15 billion as grant. The amount, he said, would not be sufficient viz-a-viz the damage, however would complement the efforts of the provincial government.

Asked about lack of coordination among federal and provincial governments, Bilawal mentioned the efficacy of the data availability under Benazir Income Support System that helped in carrying out the relief activities.

The foreign minister said it was not the time of doing politics over the matter of floods. However, he pointed out that the flood-hit people in Khyber Pukhtunkhwa awaited repatriation, while the provincial government remained busy in catering to the helicopter flight of their leader Imran Khan.

He said the problem of current floods had compounded the issues pertaining to national economy that already faced the pressure of inflation.

Bilawal expressed confidence that the coalition government despite immense challenges would effectively deal with the challenges.

The UN Resident Coordinator, who had also visited the areas of Sindh and Balochistan, expressed concern over the displacement of hundreds of people and said the UN would provide assistance to the flood-affected people.

He said Pakistan could not overcome this challenge alone and called for the support of international community in this regard.

He said climate change contributed to ‘super floods’ in Pakistan and needed a proper strategy to sort out the issue.

Julien Harneis said the funds collected through international appeal would cover the issues of health and emergency services, and livestock vaccination.

He said the UN’s humanitarian response facilities would complement Pakistan’s national capacity to deal with the challenge.

He said the UN had initiated collaboration with the local authorities, including the dispensation of supplies amounting $3 billion for water and livestock vaccination in Lasbela, Balochistan.

The UN official said he had held meetings with the Chairman National Disaster Management Authority and the officials of Ministry of Foreign Affairs and added that the UN would respond if more assistance was needed.

He said the experts of the World Food Programme would be visiting the flood-hit area tomorrow to assess the requirements on-ground.

He mentioned that the UN’s central emergency relief programme was triggered following the floods in Pakistan.

On climate change, he said Pakistan’s voice had not been efficiently heard and further steps needed to be taken with regard to management of river system.

Australia to provide $2 mn in humanitarian aid to Pakistan: FM Wong

ISLAMABAD, Aug 30 (APP): Australian Foreign Minister Senator Penny Wong on Tuesday said that Australia would provide $2 million to Pakistan in urgent humanitarian assistance in response to devastating floods.

“I extend Australia’s deepest sympathies and condolences to the families and communities that have lost loved ones, and those whose lives and livelihoods have been affected,” she said in a press statement.

The foreign minister further said that Australia’s support would be delivered through the World Food Programme to assist the Pakistan Government and its people to respond to immediate humanitarian needs, particularly those disproportionately affected by the floods, including women, children and the vulnerable.

Pakistan had declared a national emergency, with more than 33 million people affected by the disaster.

Tragically, more than 1,000 lives have been lost. A further 200,000 people have been displaced and at least 50,000 homes destroyed.

China deploys Y-20 plane on emergency delivery mission to Pakistan

BEIJING, Aug 30 (APP): The Chinese People’s Liberation Army (PLA) Air Force dispatched two Y-20 cargo planes to provide emergency humanitarian supplies including 3,000 tents to flood-hit Pakistan Tuesday.

After receiving the order, the PLA Air Force arranged two Y-20 planes to take off at dawn to get to Chengdu Shuangliu International Airport in the early morning for urgent air transport preparations.

The planes are scheduled to arrive at Karachi airport at 16:00 Beijing time today, China Economic Net (CEN) reported.

“As Y-20 can perform long-range tasks with heavy load and fast flight speed, two such cargo planes have been arranged to send humanitarian aid to Pakistan to help people in the disaster-hit areas overcome difficulties and rebuild their homes at an early date,” said captain Feng Wei.

Pilot Liu Xiaojun is another captain of this mission. The urgent air transport mission to Pakistan is of special significance to him as he personally experienced the relief efforts after Wenchuan earthquake in 2008.

“Pakistan rushed to our assistance after the Wenchuan earthquake in China in 2008. As I come from Sichuan, I deeply feel the brotherly friendship between the two countries. I also want to express my support for the Pakistani people with the successful completion of the mission,” said Liu Xiaojun.

Eight killed, three injured in rain-related incidents during last 24 hours: PDMA

PESHAWAR, Aug 30 (APP): At least eight people were killed and three others injured due to rain and flood-related incidents in Khyber Pakhtunkhwa during the last 24 hours.

According to Provincial Disaster Management Authority (PDMA), relief operations were ongoing in flood-affected districts and all available resources were being utilized to provide relief to the flood affectees.

PDMA spokesman said that 116 relief camps had been established for flood victims throughout the province. 77 camps were established in Nowshera district in which 25000 people were staying, food and other basic facilities were being provided to them.

11 camps had been established in Dera Ismail Khan in which basic needs were being provided to 25000 people, while the district administration had established 17 relief camps in Charsadda and seven in Dir Upper, two each in Malakand and Mansehra.

According to Director General PDMA Sharif Hussain, relief operations were ongoing in the flood-affected districts and provincial government was making all-out efforts to provide relief to the flood victims.

A flood emergency and response center had been established in Abbottabad district, in which all the government agencies will be present round the clock to provide relief to the flood victims.

Relief camps had been set up at different places in Mansehra, in which the flood victims were being provided food and drink items and essential equipment.

Three people, including two Bulgarian women, have been rescued in a rescue operation by the district administration in Upper Kohistan.

In Lower Kohistan, 600 packages had been delivered to the affected families by helicopter in various villages. 178 people were rescued and shifted to safe places by helicopter in Dir Upper, 14 in Chitral Upper and 210 in Dir Upper.

Medical assistance had been provided to 6,149 people. 10,660 food packages had been provided to different people. NFI kits had been distributed among 10 families during the last 24 hours in these areas.

On the instructions of Chief Minister Khyber Pakhtunkhwa Mahmood Khan, PDMA released an additional amount of Rs 220 million to 11 flood-affected districts.

According to DG PDMA Sharif Hussain, Rs 30 million had been released for Kohistan Lower and Tank each, Rs 20 million for Nowshera and Chitral each, while Rs 1.5 million had been released for Shangla district, Rs 10 million for Buner district, and Rs 20 million for Dir Upper.

Similarly, Rs10 million for Malakand, Rs 2 million for Swat district, Rs2.5 million for Lakki Marwat and Rs2 million had been released for Dir Lower.

PDMA had released Rs 850 million to different district administrations since July to till date to deal with the situation.

PM lauds President Erdogan for humanitarian aid

ISLAMABAD, Aug 30 (APP): Prime Minister Muhammad Shehbaz Sharif on Tuesday said that in line with his commitment, President of Turkiye Recep Tayyip Erdogan was leading a humanitarian aid drive for flood affectees of Pakistan.

On his Twitter handle, the prime minister said that Turkiye had mobilized a massive relief effort for the flood-devastated population of Pakistan.

“6 flights have landed so far; 2 more will arrive tomorrow. Train carrying relief goods left Ankara for Pakistan,” the prime minister posted a tweet.
