Global food systems ‘broken’, UN chief says, as more people go hungry

UNITED NATIONS, Jul 24 (APP): UN Secretary-General Antonio Guterres Monday highlighted the need to address global hunger, promote cooperation between businesses and governments, and mitigate the damaging impact of continuing climate change on food production.

Addressing the ‘UN Food Systems Summit +2 Stocktaking Moment’, in Rome, the UN chief said that in a world of plenty, “it is outrageous that people continue to suffer and die from hunger.”

“Global food systems are broken – and billions of people are paying the price,” he added.

According to UN estimates, over 780 million people experience hunger, almost one-third of all food produced globally is lost or wasted and nearly three billion people cannot afford healthy diets.

Developing countries face additional challenges, as limited resources and debt burdens prevent them from investing fully in food systems which can produce nutritious food across the social spectrum.

Unsustainable food production, packaging and consumption are also contributing to the climate crisis, accounting for a third of all greenhouse gas (GHG) emissions, 70 per cent of the world’s freshwater usage, and driving biodiversity loss.

The recent termination of the Black Sea Initiative by Russia has further exacerbated the situation, Guterres said.

It enabled the export of millions of metric tons of food from Ukrainian ports, and together with the UN’s parallel accord with Russia on the export of food and fertilizer, had been vital for global food security and price stability.

“With the termination of the Black Sea Initiative, the most vulnerable will pay the highest price,” he added, emphasizing that both Russia and Ukraine are crucial to global food security, urging Moscow to reverse course.

The UN chief said he remains committed to enabling unimpeded access to global markets for food and fertilizers from both countries, “and to deliver the food security that every person deserves.”

In his address, the UN chief cited three key areas for action, starting with a “massive” investment in sustainable food systems.

“Starving food systems of investment means, quite literally, starving people,” he said, calling on governments to respond to UN’s call for an SDG Stimulus, amounting to at least $500 billion annually to support long-term financing for all countries in need.

Second, Guterres called on governments and businesses to collaborate and “put people over profit” in building food systems.

This involves exploring new ways to increase the availability of fresh, healthy food for all individuals, keeping food markets open, and removing trade barriers and export restrictions, he said.

With food systems playing a key role in reducing carbon emissions and limiting global warming to 1.5 degrees Celsius, the Secretary-General called for food systems that reduce the carbon footprint of food processing, packaging, and transportation.

Harnessing new technologies to reduce the unsustainable use of land, water, and other resources in food production and agriculture is vital, he said, urging “stronger and faster action” to tackle the climate crisis and commit to reaching net-zero emissions by 2040 for developed countries and 2050 for emerging economies.

Also speaking at the opening, Qu Dongyu, Director-General of the UN Food and Agriculture Organization (FAO), highlighted the importance of assessing progress in agrifood systems transformation towards reaching the 17 SDGs, agreed by all the world’s nations in 2015.

He noted the progress in identifying solutions agrifood systems can provide for better production, better nutrition, a better environment and a better life, including more sustainable farming, efficient water management, responsible packaging, reforestation and reduced food waste.

Qu added that these depended on transforming global agrifood systems to be more efficient, inclusive, resilient, and sustainable.

“In the face of increasing uncertainties and multiple crises, we need to urgently undertake this transformation to fulfil the high expectations we have from our agrifood systems,” he said.

From 24 to 26 July, the UN Food Systems Summit +2 Stocktaking Moment will convene over 2,000 participants from over 160 countries to review progress on the commitments made at the first Food Systems Summit in 2021, and identify successes, as well as continuing bottlenecks while refocusing priorities.

It includes a series of high-level events, dialogues and side events related to transforming agrifood systems on topics such as food waste, climate change, healthy diets, partnerships, science and technology, indigenous people’s knowledge, and transportation.

Khursheed Shah seeks secretaries adherence to committee’s recommendations for affected employees

ISLAMABAD, Jul 24 (APP): Minister for Water Resources Syed Khursheed Ahmed Shah on Monday urged the Deputy Speaker National Assembly Zahid Akram Durrani to summon all secretaries of ministries in the privilege committee tomorrow and inquired from them about the compliance into the recommendations given by the Special Committee on Affected Employees headed by Abdul Qadir Mandokhel.
Speaking in the National Assembly, he said that the House has constituted a committee to provide relief to the sacked employees under the Chairmanship of Abdul Qadir Mandokhel. The results and the progress of the committee should be shared with the house, he said.
He said compliance reports should also be sought from the secretaries of the various ministries and departments. He urged the chair to take notice of it.
The Deputy Speaker said the committee did a marvelous job. However, some complaints were received that some departments have not provided compliance reports. Action would be taken against such departments who failed to provide compliance to the committee, he added.

ISLAMABAD, Jul 24 (APP):Prime Minister Shehbaz Sharif Monday thanked President of Azerbaijan Ilham Aliyev for his support in the finalization of Liquefied Natural Gas agreement on favorable terms to Pakistan.

In a tweet on social media platform Twitter, he said, “Today marks a major development in the bilateral relations of Pakistan & Azerbaijan. Our respective ministries signed an LNG Agreement today to procure one LNG cargo per month for a period of one year. This agreement will help ease gas shortage in the country & provide relief to the people & industry.”

“I am grateful to H.E President of Azerbaijan, for his support in the finalisation of this agreement on favorable terms to Pakistan. My appreciation is also due to Minister of Finance Ishaq Dar, Minister of State for Petroleum Dr Musadik Malik & their teams for the hard work. Without their commitment to public service, this agreement would not have been possible in the shortest span of time,” he added.

Bilawal, EU High Representative discuss revival of Black Sea Grain Initiative

ISLAMABAD, Jul 24 (APP):Foreign Minister Bilawal Bhutto Zardari held a telephone conversation with European Union’s High Representative for Foreign Affairs and Security Policy Josep Borrell here on Monday and discussed matters of mutual interest.

Expressing Pakistan’s concerns over the expiry of the Black Sea Grain Initiative (BSGI), the Foreign Minister said that the resulting food inflation and food security-related challenges would adversely impact developing countries like Pakistan which were already under economic pressure.

The Foreign Minister said that he had also spoken to his Ukrainian and Turkish counterparts on this subject. He hoped that efforts aimed at reviving the initiative would come to fruition through dialogue and constructive engagement accommodating the concerns of all parties. The Foreign Minister requested the EU High Representative to play his role to help find a solution that would allow the renewal of BSGI, and conveyed Pakistan’s readiness to contribute to collective efforts in that regard.

The Foreign Minister and the EU’s High Representative agreed to remain engaged on the issue and other matters of mutual interest.

ED vacant post in HEC to be filled soon: Rana Tanveer

ISLAMABAD, Jul 24 (APP): Minister for Federal Education and Professional Training, Rana Tanveer Hussain on Monday assured the National Assembly that Executive Director vacant post in the Higher Education Commission (HEC) will be filled soon.

Responding to a calling attention notice regarding the vacant ED position, the minister said that the post would be filled once the proposed amendments to the existing law, established in 2002, are approved.

“The amendments will be passed within a week, and the appointment of the Executive Director will be made subsequently,” the minister reassured the assembly.

He further explained that the suggested amendments aimed to further improve the existing laws governing the commission.
In the meantime, the current ED has been granted an extension until July 31, ensuring continuity in HEC’s operations during the transitional phase.

He emphasized that the Higher Education Commission operates independently and autonomously, and the government has no role in the extension decision taken for the present ED.

During the session, Muhammad Jamal-ud-Din from Jamiat Ulema-e-Islam Pakistan (Fazl) highlighted issues in his area and called on the government to take notice and initiate measures for resolution.

He also urged the government to address concerns related to law and order in the region, ensuring the safety and security of its residents.

Speaking on the floor of the House, MMAP leader Maulana Salahuddin Ayyub passionately called for an end to propaganda against Madrassas, highlighting their crucial role in providing free education to the people.

He also emphasized the urgent development needed in his area, urging the government to allocate funds for regional progress.

Pakistan Muslim League Nawza Waseem Akhtar Sheikh brought attention to the aftermath of recent floods in his area, underscoring the severe damages to crops, homes, animals, and infrastructure. He called on the NDMA and provincial government to provide essential assistance to the affected population.

BNP’s Muhammad Hashim Notezai shed light on the longstanding struggles faced by the people of Balochistan and urged the prioritization of resolving their issues. He expressed appreciation for Akhtar Jan Mangal’s efforts in raising Balochistan’s concerns in the assembly.

CCoIGCT approves G2G agreement between UAE and Pakistan

ISLAMABAD, Jul 24 (APP): The Cabinet Committee on Inter-Governmental Commercial Transactions (CCoIGCT) on Monday approved G2G draft framework agreement between United Arab Emirates (UAE) and Pakistan for the ratification of the Federal Cabinet.

The meeting was chaired by Federal Minister for Finance and Revenue Senator Mohammad Ishaq Dar chaired, said a press release issued here.

The agreement will be signed between the governments of the UAE and Pakistan.

The CCoIGCT considered summary of Ministry of Maritime Affairs regarding G2G agreement between the Governments of UAE & Pakistan on Cooperation for the Development of Bulk and General Cargo Terminal at East Wharf at Karachi Port under Inter-Governmental Commercial Transaction Act, 2022.
