SC issues notices to BGC, Balochistan govt, others in Reko Diq case

ISLAMABAD, Oct 25 (APP): The Supreme Court on Tuesday issued notices to Barrick Gold Corporation (BGC), Balochistan government, Oil and Gas Development Company Limited (OGDCL), Pakistan Petroleum Company and others on the presidential reference regarding Reko Diq.

A five-member larger bench of the apex court headed by Chief Justice Umar Ata Bandial and comprising Justice Jamal Khan Mandokhail, Justice Aijazul Ahsan, Justice Munib Akhtar and Justice Yahya Afridi heard the presidential reference.

President Arif Alvi, on the advice of Prime Minister Shehbaz Sharif, had filed a reference in the Supreme Court to get validation for the new Reko Diq project deal under Article 186 of the Constitution.

During the course of proceedings, Additional Attorney General Chaudhary Amir Rehman appeared on behalf of the federal government and said that the Balochistan government entered into the Chagai Hill Joint Venture Agreement in 1993 while the Tethyan Copper Company invested $240 million in 2000.

He said that a constitutional petition was filed in the Balochistan High Court against the gold mining agreement in 2006, which was dismissed. The Supreme Court declared the Chagai Hill joint venture illegal in 2013, he added.

He said that Tethyan Copper Company approached the international courts against the Supreme Court’s decision and international courts had imposed 9 billion dollars fine on Pakistan. Under the proposed agreement, the Government of Pakistan would get 25% share and Barrick Gold Company would get 50% share, he added.

Justice Jamal Khan Mandokhail asked what share Balochistan government would get from Rekodiq agreement. He asked why Barrick Gold Company was getting 50% share. He asked who actually owned Rekodiq?

The Additional Attorney General said that the Balochistan government was getting 25 percent share while the federal government was paying them. 104 billion dollars profit would come from Rekodiq agreement, Federation and Government of Balochistan would get 62% profit from Rekodiq agreement, he added.

He said that Tethyan Copper Company needed solid assurance for such a huge investment, if the court did not allow, Pakistan would have to pay 9 billion dollars.

Justice Ijaz asked from where the government of Pakistan would pay 9 billion dollars. On which the Additional Attorney General said that Pakistan was already saving the Roosevelt Hotel situated in New York in the Pakistan International Airlines (PIA) case. If 9 billion dollars had to be paid, no foreign investment would be possible in Pakistan, he added.

Subsequently, the court also issued a notice to the Pakistan Bar Council for assistance and postponed the hearing of the matter till November 1.

Pakistan envoy, Canadian minister discuss strengthening multidimensional bilateral partnership

ISLAMABAD, Oct 25 (APP): Pakistan High Commissioner to Canada Zaheer A. Janjua on Tuesday met the Canadian Minister of Housing, Diversity and Inclusion Ahmed Hussen and discussed the issues of mutual interest.

The Canadian minister called the meeting with the high commissioner as a productive discussion during which many ways were discussed to strengthen Canada and Pakistan’s friendship and people-to-people ties between both countries.

High Commissioner Zaheer Janjua thanked the Canadian minister for receiving him in his office and for subsequent productive discussion between them for further strengthening what he called multidimensional partnership between Pakistan and Canada.

Over 0.4 mln children to get anti-polio drops: DC

ISLAMABAD, Oct 25 (APP): Over 400,000 children under the age of five would receive anti-polio drops during the week-long drive commenced on the other day, deputy commissioner, Islamabad Irfan Nawaz Memon said on Tuesday.

“Multiple teams are deployed at toll plazas, bus stands, hospitals, schools, parks and other areas so that no child would be missed during the immunization campaign,” he told APP, adding that all-out efforts would be made to achieve the set target.

Similarly, teams were visiting door-to-door to administer anti-polio drops to the children. The performance of teams were being monitored on daily basis to make the campaign successful.

“If a child miss vaccine during first day it was marked and kept on priority for the very next day,” he elaborated.

The additional deputy commissioner and assistant commissioners, he said were paying visits to high risk areas to guide the field staff to ensure coverage of refusal cases on priority.

He said the assistant commissioners were tasked to inspect the performance of polio workers and effective coordination with health teams participating in the drive in their respective jurisdictions.

He appealed to parents to cooperate with the teams in administering drops to their children for their healthy life and for making Pakistan a polio-free country.

Judoka Qaisar Afridi off to Australia for Perth Oceania Open 2022

ISLAMABAD, Oct 25 (APP): Pakistan judoka Qaisar Khan Afridi departed for Australia on Tuesday to participate in Perth Oceania Open 2022 as part of his campaign to amass maximum points to qualify for Paris 2024 Olympics.

“He has directly flown to Australia from Abu Dhabi where he featured in the Grand Slam, an Olympics qualifying event. He is accompanied by Iranian coach Sajjad Kazmi,” Masood Ahmed, vice president of Pakistan Judo Federation (PJF) told APP.

According to Masood, Pakistan’s Japan-based judoka Shah Hussain Shah, who also took part in Abu Dhabi Grand Slam will proceed to Australia on Wednesday after obtaining visa of that country. Shah competes in -90kg division, while Afridi contests in -100kg division. The Perth Oceania Open 2022 is scheduled for October 29-30

“After participation in Perth Oceania Open, both Afridi and Shah will leave for Azerbaijan to feature in Baku Grand Slam, taking place from November 4-6. Then, they along with judoka Hamid Khan (+100kg) will take part in Tokyo Grand Slam, to be held from December 3-4. “All these events serve as Olympic qualifiers, hence it is crucial for our judokas to compete in them as they carry the weightage of 50 per cent points,” Masood added.

“The IJF (International Judo Federation) has declared Perth Oceania Open equal to Grand Prix. This will offer a perfect opportunity to our judokas to collect maximum points by exhibiting good performance and brighten their chances to earn Paris tickets by improving their rankings,” he said.

Masood said that the PJF officials had recently held a meeting with Pakistan Sports Board’s (PSB) top brass wherein they were assured of financial support to it for judokas’ participation in the international events.

“A series of more qualifying events will be taking place next year, but we’ll plan about them later on as initially we are focused only on this year’s events,” he said.

The quotas for Paris 2024 will be allocated in line with the International Judo Federation’s (IJF) world ranking list during the Olympic qualification period. It means all world tour events held between June 24, 2022 and June 23, 2024 will impact the quota allocation. At the end of this period, for each of the seven weight categories, the top 17 countries represented in the world ranking will each receive a quota.

Targeting $100 bn exports in 5 years vital to address external financing issues: Ahsan Iqbal

ISLAMABAD, Oct 25 (APP):Minister of Planning, Development, and Special Measures, Professor Ahsan Iqbal on Tuesday said that there is a need to increase domestic exports from $30 billion to $100 billion in the next five years to cope with the external financial needs of the country.

He said the annual funding requirements for Pakistan’s development programme were over Rs 1900 billion, however the government could manage to set aside only Rs 700 billion for the current financial year due to financial constraints in the ongoing fiscal year.

The Federal Minister expressed these views while briefing a meeting of the National Assembly Standing Committee on Planning presided over by Khalid Magsi.

The minister said that the PML-N government gave Vision 2010 and then Vision 2025 during its tenure, but the previous government failed to approve the five-year plan.

He further said that the former government kept calling everyone thieves, and it angered China by accusing the friendly country of expensive projects. “We are now restoring China’s confidence, and the government is all set to hold 11th meeting of Pakistan-China Joint Coordination Committee on China Pakistan Economic Corridor (CPEC).”

Ahsan Iqbal added that the whole government was running on borrowing as the tax and non-tax revenues of the federal government would be Rs 9000 billion this year, out of which Rs 4000 billion would go to the provinces, and Rs 4000 billion would be spent on paying debts.

China has the grand Belt and Road Initiative plan and Pakistan has advantage of its location, he said adding that benefiting from this advantage, we can become a trade hub between a large region.

He said that China also has the advantage of getting an alternative corridor in CPEC. If even 5 percent of China’s trade starts from Pakistan, it will be of great benefit to Pakistan.

Chinese companies have set up energy projects on IPPs mode, he said adding that the concessional loans were given by China for infrastructure projects.

The minster said due to the high cost of labor in China, more than 80 million new employment opportunities were being created from which Pakistan could benefit.

Ahsan Iqbal said that during the Tehreek-i-Insaaf tenure, there were problems regarding visas for Chinese companies. He said that after the 18th amendment, 58% of the revenue under NFC goes to the provinces, the continuation of economic development policies on sustainable basis and political stability is necessary.

In the meeting, member committee Syed Mahmood Shah complained that in his constituency, not a single project was included in the Public Sector Development Programme (PSDP) 2022-23.

Women in Nuclear Science & Technology honoured at PNS special session

ISLAMABAD, Oct 25 (APP): Women in the field of Nuclear Science and Technology were honoured during a special session ‘Women in Nuclear (WiN) Pakistan’ on the second day of three-day conference ‘Applications of Nuclear Techniques for Sustainable Socioeconomic Development’, being held here.

The session, organized by the Pakistan Nuclear Society (PNS) on Tuesday, aimed at empowering the women scientists in the field of nuclear science and technology by celebrating their achievements.

Addressing the event, the chief guest, Ex-Director of CTC Naseem Bhatti lauded the role of women in the field of nuclear science and technology saying that the field had a lot of opportunities for women which needed to be explored, especially by the future generations.

She said that the field of nuclear science and technology was once considered a no go area for women, “but now a lot of women are exploring this field due to the vast exposure.”

Earlier in her welcome address, Dr Ismat Fatima from Pakistan Nuclear Society highlighted the role of WIN forum, saying “Women in Nuclear Global (WiN Global) is a global non-profit organization of women working professionally in various fields of nuclear energy and radiation applications.”

She said that WiN currently had around 35,000 members including chapter members and individuals from 129 countries.

Talking about WiN Pakistan, Dr Fatima said, “WiN Pakistan has great potential to contribute in the field of nuclear science and inspire women to join and contribute in this field.”

She was of the view that formation of the formal executive body through election was required to make the forum more effective in the future.

During the session, DCS/Head Electronic Division PINSTECH, Nazneen Kosar gave a presentation on ‘Instrumentation in Nuclear Power Plant’, while DCS/Head Chemistry Division PINSTECH, Dr Naila Siddique talked about the Nuclear Chemistry in her address.

Dr Ayesha Ammar from NORI Hospital talked about nuclear medicine. PS, LINAC Project, Dr Sumaira Javed briefed the participants about applications of LINAC while PS PINSTECH, Samreen Shehzadi spoke about agriculture and biotechnology.

AJK PM warns India to avoid misadventure of attacking liberated territory

AJK PM announces housing project for members of Kashmir Journalist Forum

MUZAFFARABAD, Oct 25 (APP): The Prime Minister of Azad Jammu and Kashmir Sardar Tanveer Ilyas Khan on Tuesday warned India to avoid any misadventure of attacking liberated territory otherwise it would have to face stiff resistance and humiliation from the freedom loving people of AJK.

“We are the followers of Abu Ubayda ibn al-Jarrah, Khalid Bin Waleed, and Muhammad Ibn al Qasim and we will not only defend every inch of our motherland but will also protect the honor and sanctity of our Muslim mothers, sisters and daughters in India”, he said while addressing a seminar jointly organized by the University of Azad Jammu and Kashmir (UAJK) and Jammu and Kashmir Liberation Commission in connection with the 75th Foundation Day of AJK government.

Terming the universities and educational institutions as nursery schools to prepare youth for nation building, the PM expressed his pleasure for organizing such a wonderful seminar by the university to sensitize the students about the struggle of their forefathers for achieving freedom.

Sardar Ilyas said despite of the worst kind of Indian atrocities, Kashmiri brothers and sisters continuously carried on their indigenous freedom movement with full courage and perseverance against one million Indian Armed forces. “Even today, Kashmiri mothers name their sons Burhan Wani and Syed Ali Geelani as to show their symbolic association with these personalities besides, their commitment with the liberation struggle”, he asserted.

PM AJK warns if the United Nations does not resolve the long-standing Kashmir issue as per its unanimously passed resolutions, it will lose its existence like many other global institutions.

Former AJK Prime Minister Raja Muhammad Farooq Haider Khan urged upon the government of Pakistan to trust on Kashmiris and give them an opportunity to present their case themselves before the world community. “World is more interested in hearing the grievances of Indian atrocities by Kashmiri people themselves other than Pakistan’s stance on Kashmir”, he added.

Farooq demanded that the Azad Kashmir government should enter into a defense pact with Pakistan to protect the region from any possible Indian aggression. “In the first phase, Pakistan should try to get observer status for Kashmiris in the Organization of Islamic Cooperation”, he suggested.

The former AJK Chief Justice Syed Manzoor ul Hassan Gillani while speaking on the occasion said the longstanding Kashmir issue cannot be resolved according to the conditions and requirements of 1947 because the world has rapidly changed, now the Kashmir issue needs to be presented in today’s situation and global perspective.

The Vice-Chancellor University UAJK Prof. Dr. Muhammad Kaleem Abbasi in his welcome address threw light on the aims and objectives of the seminar and said that this event is an effort to help sensitize the youth about the background of base camp of Kashmir liberation movement, its objectives and goals as well as future challenges. “Such programs are a regular feature of UAJK to continue its services in presenting the Kashmir issue in its true perspective to aware the youth in this connection”, he added.

Dr. Abbasi informed that UAJK plans to host an international conference on Kashmir next year in which policy makers from Pakistan will be invited to get help in preparing a clear road map on the Kashmir issue.

He observed that India has expansionist ambitions in the region and neighboring countries are also not safe from Indian evil motives.

Former Chief Justice AJK High Court Ghulam Mustafa Mughal in his address regretted that despite the passage of 75 years, no uniform national position could be adopted on the Kashmir issue. He said the time has come that Kashmiris should be given the right to represent their case before the world community so that they can better inform and persuade the world.

Executive Director Center for International Strategic Studies AJK Dr. Asma Shakir Khawaja underlined the need to discuss the future course of action as India is constantly attacking the interests of Kashmiris. “Indian atrocities in the held valley are aimed at intimidating Kashmiris so that they cannot raise their voices against these acts of cruelties being committed against them by the Indian military and paramilitary forces on a daily basis”, she added.

She said it is the right time to raise this issue on all world forums and inform that world community regarding the sensitivity of Occupied Kashmir and the after affects of Indian unlawful and illegitimate actions of India and its repercussions on the Kashmir issue in future.

The seminar was also addressed by Secretary Jammu and Kashmir Liberation Commission, Ijaz Hussain Lone, Director Jammu and Kashmir Liberation Commission, Dr. Raja Sajjad Latif, Director Students Affairs, Dr. Imtiaz Ahmed Awan and others.
