OICCI for heavy penalties on IPR breach

0

KARACHI, Oct 17 (APP): Overseas Investors Chamber of Commerce and Industry (OICCI) – the collective body of over 200 top foreign investors, has recommended a substantial increase in penalties to ensure Intellectual Property Rights (IPR) protection which is imperative to attract foreign direct investment in high-value research-based products and services in Pakistan. Sharing the results of OICCI’s IPR Survey- 2022, conducted annually, the Chamber’s President Ghias Khan and CEO and Secretary General, M. Abdul Aleem, in their joint statement here on Monday, called for full and strong IPR enforcement. They mentioned that the Intellectual Property Organisation of Pakistan, the regulatory body for IPR, was without its Chairman since May 202.
There had not been any significant action taken to strengthen the IPR Tribunals, especially in Karachi. IPR violations had caused the government significant revenue loss besides endangering the life and well-being of public exposed to counterfeit products including medicine, the OICCI top office bearers said. OICCI President emphasized that timely registration of copyrights and trademarks supported by strict enforcement regime was critical for building confidence of the existing and potential foreign investors in Pakistan.
OICCI would continue to support IPOP and share its international knowledge base on IPR towards ensuring a robust IPR regime in the country, he added.
He said that research-based foreign pharmaceutical companies operating in Pakistan were quite concerned that there was very poor linkage between the Patent Law and Drug Regulatory Authority of Pakistan on product registration. The registrations were being issued to companies infringing patents, forcing the patent holders to approach court for the protection of IPR at a heavy cost.
Lengthy processing timelines for granting IP rights, complicated procedure for registration and long drawn judicial procedure for the protection of IP rights were the key issues highlighted in the OICCI IPR Survey 2022. More than 50 percent of the respondents believe that Trademarks and Copyrights get registered in 1–3 years whereas 53% of the respondent (vs 46% in previous survey) reported that it takes more than 3 years to resolve an IPR dispute, he said.
OICCI members, however, had appreciated the increasing focus of Custom IPR Wing at Karachi Port for closely monitoring the import of counterfeit products.
OICCI’s CEO and Secretary General, M. Abdul Aleem said that OICCI worked closely with IPOP in supporting initiatives towards strict monitoring of IPR violated products. More engagement with brand owners in Pakistan and improving check on import valuation which would help boost the government revenue and manufacturing of legitimate value-added products in Pakistan.
IPOP together with Law Enforcement Agencies and media has a pivotal role in promoting high level of protection of IPR in Pakistan and attracting quality research-based product and investments in the country, he said.

Pakistan calls for international protection for Palestinians from Israeli attacks

0

UNITED NATIONS, Oct 17 (APP): Pakistan, speaking on behalf of Group of 77 (developing countries) and China, Monday urged the international community to provide protection to the Palestinians from Israel’s repeated attacks, and push for a two-state solution to resolve the Israeli-Palestinian conflict.

Addressing the United Nations General Assembly’s Second Committee, which deals with economic and social issues, Muhammad Imran Khan, a counsellor in the Pakistani Mission to the UN, voiced concern over the adverse impact of the “persistent” Israeli practices in the occupied Arab territories on all areas of life, including the sovereignty of the Palestinian and Syrian people over their natural resources.

Pakistan is the current chairman of G77 and China, which now has 134 members and is the United Nations’ biggest intergovernmental group of emerging countries.

The Pakistani delegate reiterated G77’s support for economic development efforts and aspirations of the Palestinian people in the occupied Palestinian territory, including East Jerusalem, and the Syrian people in the occupied Golan Heights.

The G77, he said, remained “deeply concerned” about the further decline of Palestinian people’s social and economic conditions resulting from illegal Israeli practices, including the continuing colonization of the Palestinian land in “grave” breach of international norms and relevant UN resolutions.

In this connection, Counsellor Imran Khan reaffirmed G77’s demand for a halt to Israel’s confiscation of Palestinian property, construction and expansion of Israeli settlements and the wall, demolition of Palestinian homes, mass dispossession and forced displacement of civilians as well as all measures of annexation, and calls for respect of international law and all relevant resolutions.

The Palestinian people continued to face severe restrictions on access to Area “C”, “which constitutes more than 60 per cent of the occupied West Bank area as any investment or economic activity in this area requires Israeli occupation-issued permits– a permit that is nearly impossible for the Palestinian people to obtain, as nearly 99 percent of building permit applications have been rejected over the years”, it was pointed out.

In Gaza, the G77 chairman said the Israeli blockade and repeated military aggressions had made development goals ever more elusive,

In that regard, he said, the G77 “reaffirms the inalienable rights of the Palestinian people and of the population of the occupied Syrian Golan over their natural resources, and demands that Israel cease their exploitation, damage, cause of loss or depletion and endangerment”.

“We also emphasize the need for urgent mobilization and the deployment of multilateral efforts to advance the realization of a political horizon and preserve the prospects of achieving a just and lasting solution for the people of Palestine, on the basis of the two-state solution, with the peoples’ living side by side in peace and security, within secure and recognized pre-1967 borders,” the Pakistani delegate added.

Havelian Police book TLP workers under ATA

0

ABBOTTABAD, Oct 17 (APP): The Havelian Police on Monday registered a case against the leaders and workers of Tehreek-e-Labbaik Pakistan (TLP) under 7 Anti-Terrorism Act (ATA) for kidnapping five government employees, injuring 33 police officers, besides damaging and burning both public and private property, including vehicles and motorcycles.

Some 34 violent protestors were arrested.

According to police sources, over 6,000 TLP workers led by party chief Saad Hussain Rizvi, Mufti Shafiq Amin and Qari Umeer Al-Zari, aboard about 600 vehicles, entered the Abbottabad district in violation of Section 144.

The district administration, along with the members of Dispute Resolve Committee (DRC) and local Peace Committee, Ulema, and businessmen, tried to negotiate with the TLP leaders to maintain the law and order situation, but they refused.

The TLP workers resorted to violence, using batons, rods, and slingshots, besides firing, injuring some some 33 police officers and jawans. They also set many police and private vehicles and motorcycles, on fire and escaped with a huge quantity of arms and ammunition.

The TLP workers also abducted five government employees, who were later recovered by the police from their custody.

District Police Officer Abbottabad Sajjad Khan visited Ayub Medical Complex and inquired after the injured police officers admitted there.

The police booked the TLP leaders and workers under the Pakistan Penal Code provisions of 324/436/153A/353/365/188/ 189/147/148/149 /341/427, besides Anti-Terrorism Act.

Meanwhile, all the educational institutions in Havelian remained closed.

Imran Khan begging for appointment of new COAS: Marriyum

0

ISLAMABAD, Oct 17 (APP): Minister for Information and Broadcasting Marriyum Aurangzeb Monday said PTI chief Imran Khan had no comparison with Pakistan Muslim League-Nawaz (PML-N) leader Nawaz Sharif, who had appointed six army chiefs while holding the country’s chief executive office thrice.

“Imran Khan says Nawaz Sharif cannot appoint the army chief in total contrast to the fact that the latter had appointed six army chiefs. Ironically, Imran Khan himself has been begging, beseeching and touching feet (of others) for one army chief’s appointment though he is not that much lucky,” she said while addressing a news conference.

Marriyum said Imran Khan could appoint the army chief only by removing the incumbent government in a constitutional way, but he did not have the required numbers for the purpose.

Nawaz Sharif was constitutionally empowered to appoint the army chiefs, while “liar and thief” Imran Khan, who had received foreign funding and traded off the national interests against diamonds and lands, was not entitled for the same, she added.

Marriyum alleged that Imran Khan launched a malicious campaign against the state institutions to achieve his ulterior motives and even did not spare the martyrs of Pakistan Army who lost their lives while assisting the people in the flood-hit areas.

He just wanted to make the army chief’s appointment controversial and for that reason, he gave mutiny calls in the rank and file of the Pakistan Army, she claimed.

She said Prime Minister Shehbaz Sharif enjoyed the majority in the National Assembly having the support of its 176 parliamentarians and he would appoint the new army chief in accordance with the law and Constitution.

The Pakistan Tehreek-e-Insaf (PTI), she said, had lost two more seats in the National Assembly after the by-election. Technically, the PTI incurred the loss of eight seats as the resignation of Imran Khan (from NA) had not yet been accepted.

The minister said the number of government’s votes had increased to 176 in the National Assembly from 172 after the by-election. Imran Khan’s threats and bullying would not work as he could only form his government by removing the incumbent one in a constitutional way, which was an impossible task, she added.

She said Imran Khan could not compete with Nawaz Sharif who had strengthened the national security, built motorways across the country, added 14,000 megawatts of electricity, increased the economic growth rate to 6 per cent and kept inflation under control during his all government tenures.

Imran Khan, she said, wanted the entire nation to forget his “draconian” and “inept” four-year rule which was marred by economic and moral bankruptcy, corruption, inflation, poverty, unemployment, political victimization, and human rights violations.

“After listening to Imran Khan’s press conference today, I am convinced that he has been suffering from the disease of ‘political Alzheimer’ as he, himself, has forgotten that it was he who remained imposed on the country for the four years,” she maintained.

The minister alleged that Imran Khan was a “foreign funded Fitna”, who had gone berserk to regain power, and bent upon creating chaos and anarchy in the country.

She reminded Imran Khan that he was rejected by the people in Multan and Karachi by-elections and had not got right to launch an assault on the Federal Capital by winning elsewhere.

The minister said that she was amazed to note that Imran Khan did not demand the resignation of chief election commissioner or malign the state institutions in today’s presser. He resorted to attack the institutions and their heads when the decisions were given against him, and remained silent on getting favourable verdicts, she added.

She said Imran Khan was blaming the current government for the country’s economic turmoil, but, in fact, it was he who had defaulted Pakistan by laundering ill-gotten money abroad through his front persons.

Imran Khan had been ruling Khyber Pakhtunkhwa for the last ten years, but he failed to build even a single university or hospital anywhere in the province, she said, adding the PTI chief inaugurated those projects in Punjab which were completed by Prime Minister Shehbaz Sharif while being the chief minister of the province.

She accused Imran Khan of taking historic loans of Rs 25,000 billion during his tenure. He did visit every country carrying a begging bowl, and even served as a driver for heads of other countries, but in vain, she added.

The minister said Imran Khan had damaged the country’s relations with friendly countries and that was all part of his plan, aimed at weakening Pakistan in exchange of the funding he received from the enemies.

Imran Khan said he would write a letter to the Human Rights Watch for highlighting the alleged torture on Senator Azam Swati, but he ironically he did not reach out to those organizations when Shehbaz Sharif, Maryam Nawaz, Shahid Khaqan Abbasi, Miftah Ismail and other PML-N leaders were illegally arrested during his government’s tenure, she stated.

The minister said Imran Khan had falsely implicated Rana Sanaullah in a drugs case, put the PML-N leaders in the death cells and even did not spare to the female members of their families.

Marriyum said the Human Rights Watch declared Imran Khan a predator for the journalists’ community as he sent Irfan Siddiqui to jail, off air the TV programmes of Hamid Mir and Talat Hussain and forced different news organizations to fire those journalists who raised voice against his tyrannies.

She said the PTI chief could only cite the name of Imran Riaz Khan for custodial torture, who was a political worker of his own party.

Marriyum said Imran Khan kept hostage Tayyba Gul in the Prime Minister’s House to blackmail the then chairman of NAB, and locked up head of the FIA in a washroom to force him file corruption cases against his political opponents.

She said the person who was out on roads to achieve so-called ‘Haqeeqi Azadi’, himself was holding dialogues through back channels and for that purpose, he even made the President’s Office controversial.

“Hold dialogue in front of public instead of opting for the backdoor channels,” she asked Imran Khan while castigating him over his duplicity and hypocrisy.

To a query, she said Imran Khan could only demand election if he had majority in the Parliament. The election would be held on time and the incumbent government would complete its tenure.

Coalition govt rejects demand for early elections

ISLAMABAD, Oct 17 (APP):The coalition government Monday categorically rejected the demand of Chairman Pakistan Tehreek I Insaf (PTI) Imran Khan for early elections and said the allies would decide about the timing of elections in the country.

In a joint statement, the government allies said no group on the basis of its power would be allowed to impose its will.
Those who would take law into their hands would be dealt with according to the constitution and law.

In the statement, the allied parties in the government strongly condemned the statements and allegations against former president Asif Ali Zardari and Quaid Pakistan Muslim League (N) and former prime minister Muhammad Nawaz Sharif.

In the statement, the coalition partners said prime minister of Pakistan would decide about the appointment of army chief and it would not be done because of pressure of the foreign funded anarchist and threats and dictation.

The targeting of the army chief, leadership of the intelligence agencies, officers, Chief Election Commissioner and others was blackmailing and was not a political attitude but part of a conspiracy which would not be not allowed to succeed.
The constitution and law were clear that the prime minister had the constitutional authority to make appointments, of army chief and on other posts.

According to the statement, a person deprived of power was targeting national institutions according to a well thought out agenda.
The dirty campaign against the martyrs of Pakistan army, statements about mutiny in the army and instigation, were the steps akin to animosity against the country and would be dealt with according to the constitution and law.

The hooliganism and pressure tactics would not be allowed to make the constitution, democracy and system hostage.
It was clarified in the statement that the economy of the country and rehabilitation of the flood affectees at this time was a national priority and no compromise would be made on it.
The government, institutions and the system were unanimous that political instability would not be allowed, rather the process of putting the economy back on track and provision of assistance to the flood affectees would not be allowed to be affected.

In the statement, it was further said that after the bye elections of October 16, 2022, seats of the coalition government in the National Assembly had increased from 174 to 176 and due to arrogance of a lunatic the PTI had eight seats less in the National Assembly.
