IHC says it will entertain PTI MNAs’ plea if they assure their return to NA

ISLAMABAD, Oct 6 (APP): The Islamabad High Court (IHC) on Thursday observed that it would not entertain the Pakistan Tehreek e Insaf (PTI) MNAs’ petition until they satisfied it that they would returned to the National Assembly.

Chief Justice Athar Minallah, while hearing the plea of 10 PTI members of the National Assembly (MNAs) against acceptance of their resignations, observed that the members should have been in the parliament until the acceptance of their resignations to serve their constituencies.

They should also demonstrate the good intention by attending the NA session and in the meantime the case could be adjourned, he added.

The chief justice observed that the court could not allow them (the PTI members) to accept only those which were according to their wishes.

PTI’s lawyer Barrister Ali Zafar said attending the NA session was a secondary issue. At this, the chief justice remarked that it meant that the PTI lawmakers were virtually boycotting the House.

He asked the petitioners to hold a deliberation in that regard and submit an affidavit that they would join the parliament.
If the 10 MNAs still supported the PTI’s policy of ‘not joining the parliament’ then the court would not hear their case.

The chief justice remarked that the court could not pass an order on a petition meant for mere political point scoring.

Chief Justice Minallah said the court could not provide the facility for a political dialogue. The petitioners had stated that they did not accept the current parliament, he noted.

The court observed that the petitioners wanted to prolong the political instability in the country, which was not in the national interest and could lead to economic damages.

The chief justice remarked that the court could not issue instructions to the National Assembly speaker. MNA Shakoor Shad’s resignation case differed from the instant matter as he had attended the NA session. Such political disputes should be better settled in the parliament and the courts should not be dragged into them, he added.

Barrister Ali Zafar said he was not in a position to inform the court regarding the return of PTI members to the parliament. Once the memberships of his clients were restored then he would be able to respond on the matter, he contended.

The counsel said the resignations of PTI members were genuine but were conditional. The MNAs would not go to the parliament in violation of their party’s policy. Resignations of 11 PTI members were accepted in contrary to the procedure and law, he added.

He said the PTI leadership would take a decision regarding returning to the House after five days.

On this, the court said it could give five days to the petitioners to reach on a conclusion. They should satisfy the court that they wanted to attend the NA sessions.

The chief justice said the court could adjourn the case for an indefinite time. The PTI’s lawyer responded that then the by-polls would take place against the vacant seats.

The court asked whether the petitioners only wanted to suspend the by-polls.

The court then adjourned the hearing.

Inter-district Hockey League to be played among students in 11 districts of South Punjab, to begin from Oct 10

MULTAN, Oct 06 (APP): Inter-district Hockey League to be played among students from public, private schools and seminaries up to the intermediate level or equivalent in 11 districts of South Punjab.

The Hockey League would commence from October 10 as the decision was made in a conference of DPIs, Divisional Directors, Additional Directors and CEOs of South Punjab at the Education Secretariat South Punjab, here, on Thursday.

It was presided over by Secretary School Education South Punjab Dr. Ehtesham Anwar, while Divisional directors, Additional directors and CEOs of eleven districts and other officers of Multan, Dera Ghazi and Bahawalpur participated.

Holding of school hockey league, school olympics, formation of teams, restoration of helpline ‘1234,’ early morning school project, teaching of ‘Green Book’ in schools, plan to grow Miyawaki forest in 256 schools and other issues were discussed in the meeting.

The speed of work on the annual development schemes of school education South Punjab was also reviewed.

Secretary Education Dr. Ehtesham Anwar while directing the CEOs said that the cases of teachers’ promotion should be sped up, immediately.

He said that the CEOs should play a key role through teamwork to ensure the successful organization of school hockey league and school olympics.

CPEC termed as journey towards economic regionalization in globalized world

ISLAMABAD, Oct 06 (APP): The Federal Minister for Science and Technology Agha Hassan Baloch said the China-Pakistan Economic Corridor (CPEC) is a journey towards economic regionalization in the globalized world.

“CPEC will not only benefit China and Pakistan but will have a positive impact on Iran, Afghanistan, Central Asian Republic, and the region,” the minister said during a dinner arranged by the Chinese Ambassador to Pakistan Mr. Nong Rong in honour of the former, the other day.

Sharing the details of the good bilateral cooperation, the federal minister stated that (CPEC) is a framework of regional connectivity.

The enhancement of geographical linkages has improved the road, rail and air transportation system with frequent and free exchanges of growth and people to people contact.

Both the federal minister and Chinese ambassador discussed the historical perspective of the good relation particularly in the field of Science and technology between the two countries.

It was discussed during the meeting that Pakistan and China are pursuing formal Scientific and Technological Cooperation after signing an agreement of Science and Technology (S&T) cooperation in 1976.

This Agreement is implemented through Executive Protocols. So far 18 (eighteen) Executive Protocols have been successfully implemented. 13 Joint Research Projects are under implementation under the 18th Protocol.

The two sides emphasized on the early holding of the 19th session of the Joint Committee on S&T Cooperation.

To deepen the bilateral S&T cooperation under the Belt and Road Initiative (BRI) and CPEC the two sides signed an MoU on the establishment of Pakistan-China Joint Working Groups (JWGs) on Science, Technology in March, 2020.

The first meeting of the JWG on S&T was held on November 06, 2020 in virtual mode.

The second meeting of the JWG on S&T under CPEC was held on 20th April, 2022 in a virtual mode.

Implementation status of the main decisions of the two meetings of the JWG are as under:

1: Establishment of China Pakistan Joint Research Center on Earth Sciences at a cost of Rs.6.8 billion.

After signing of the Document of Understanding (DoU) between Chinese Academy Sciences (CAS) and Higher Education Commission (HEC), the 50 acre of land required / donated by Quaid-e-Azam University for the Center.

CIDCA and HEC signed an MoU on the Project of China-Pakistan Joint Research Center (CPJRC) on Earth Sciences on 21st March, 2022.
· The Planning Commission of Pakistan has approved the PC-I of the Project at cost of Rs. 7.397Billion
ii. Cooperation on STEM Education
Pakistan Science Foundation (PSF) is coordinating with its Chinese counterpart for cooperation on Knowledge Corridor, STEM Education, Capacity Building and training through people to people exchanges. An MoU in the above regards is being finalized between the two sides.
iii. Mutual Recognition Agreement (MRA) between PEC and CAST
Pakistan Engineering Council (PEC) and China Association for Science and Technology (CAST) are working on an Mutual Recognition Agreement (MRA) for cooperation of mutual recognition for engineers by two sides.
iv. Training of Pakistani Researcher through TYSP
So far more than 207 Pakistani researchers have availed capacity building opportunities in China in different Institutions through “The Young Scientists Program (TYSP)”.
v. Cooperation on Technology Transfer
An MoU on the Establishment of China-Pakistan Technology Transfer Centre at PCSIR is ready for signing. The center has already held two x Matchmaking Virtual Workshop themed on deepening China-Pakistan Cooperation on STI for CPEC respectively held on July 2019 and December 16, 2021.
vi. Cooperation on Technology Parks
A MoU between STZA and GreatWall Enterprise Institute (GEI), for Training and Capacity Building of policy-makers and decision-makers on S&T Ecosystem and S&T Parks is ready for signing subject to the concurrence of the Chinse side.
63 Personnel have received online training on Industrial Park in September 2021.

vii. Cooperation on the Joint Research Laboratories
The Southeast University of China and the University of Science and Technology Bannu are working on MoU for the Establishment of Joint Laboratory on Smart Disaster Prevention of Major Infrastructures at University of Science and Technology Bannu.
viii. Space Cooperation between China and Pakistan
MoST Pakistan and the Chinese Embassy in Islamabad are coordinating for holding of a celebration ceremony on the return of Pakistani origin seed taken by the Chinese Astounds into space in June 2022 for experimental purposes.
