Finance ministry contests rating action by Moody’s

ISLAMABAD, Oct 06 (APP): The Finance Ministry on Thursday strongly contested the Moody’s rating action, which it said was carried out unilaterally without prior consultations and meetings with its teams and State Bank of Pakistan (SBP).

According to press statement issued by the ministry, Moody’s has released the revised rating for Pakistan in which it has downgraded the sovereign credit rating from B3 to Caa1.

“The rating action by Moody’s is strongly contested by the Ministry of Finance as the rating action by Moody’s was carried out unilaterally without prior consultations and meetings with our teams from the Ministry of Finance and State Bank of Pakistan,” the statement said.

Following Moody’s intimation of the rating action, the ministry held two meetings with the Moody’s team over the past 24 hours, sharing data and information which clearly show a picture contradicting Moody’s rating action. 

After a regular stock take of the economic and fiscal conditions, Ministry of Finance informed that government policies over the last few months have helped in fiscal consolidation. 

It said, the government had adequate liquidity and financing arrangements to meet its external liabilities. 

It said, Pakistan was currently under the IMF Programme, the continuity of which was based on the confirmation and confidence in country’s ability to maintain the fiscal discipline, debt sustainability and its ability to discharge all its domestic and external liabilities. 

The country remains committed to the agreements reached under IMF programme, it added.

Moody’s “worsening near- and medium-term economic outlook” does not depict the correct picture due to gaps in information available with Moody’s and its use of estimations is not grounded in fundamentals. 

As such, the estimate of economic cost of the floods at US$ 30 billion is premature as the data is still being compiled in collaboration with World Bank and other partners, to ensure transparency and accuracy, and will be available once the figures are firmed up. 

Thus, the impact on GDP growth rate cannot be fully and accurately assessed at this time and so Moody’s downward revision of GDP growth rate at 0-1% has no solid basis. 

Similarly, translating economic losses into fiscal deficit is contested. On the expenditure front, government will largely be involved in public infrastructure rebuilding, and that too, over a number of years. 

The uptick in urgent current expenditure is being met through re-allocations and re-appropriations of budgeted funds thus mitigating the risk of rising deficit. On the revenue front, the increase in nominal GDP is likely to compensate for any dip in revenues.  

During recent meetings with multilaterals, the government has received additional funding commitments from ADB of over US$ 2.5 billion. Similarly, World Bank has also pledged additional funding of around US$ 1.3 billion for infrastructure and other projects in the current financial year. These are in addition to Ministry’s financing plan at the start of the financial year. 

On the appeal of UN Secretary General, funds to the tune of US$ 816 million were pledged by countries in a conference in Geneva on October 04, 2022. 

“We expect further fundings from multilaterals and friendly countries in the donor conference planned to be held in Pakistan in November this year. Consequently, we expect the external sector to improve further in line with the increase in liquidity,” the statement added.

The impression of restructuring of Pakistan’s debt is refuted unequivocally as currently no such proposal is under consideration or is being pursued as has been categorically stated by the Finance Minister.

Some of the key numbers that can further help understand performance of the economy in the post-flood scenario include growth of taxes by 28% in September FY23.

Similarly, the recent post-flood performance numbers of various sectors of the economy including agriculture and livestock show that its impact on current account deficit is likely to be moderate compared to that assumed by Moody’s. 

Commodity prices, especially crude oil, have eased compared to a month ago, this would help in offsetting some of the impact of floods on the current account deficit. 

The downward trend of the deficit during the past months of FY23 has already been widely reported.

The overall situation of the country, especially in the post-flood scenario, needs to be seen in the context of the steps taken by the government for relief and recovery and the assistance and commitments by the global community, including multilaterals and bilateral, to help in the rehabilitation and reconstruction phase. 

“Ministry of Finance strongly feels that the downgrading of Pakistan’s rating is not truly reflective of Pakistan’s macroeconomic conditions,” it concluded.

SC continues hearing of petition against amendments in NAB law

ISLAMABAD, Oct 06 (APP):The Supreme Court on Thursday continued hearing of Pakistan Tehreek-e-insaf (PTI) Chairman Imran Khan’s petition against amendments in the National Accountability Bureau (NAB) Ordinance.

A three-member SC bench comprising Chief Justice of Pakistan Umar Ata Bandial, Justice Ijaz Ul Ahsan and Justice Syed Mansoor Ali Shah heard the case.

During the course of proceedings, Imran Khan’s lawyer Khawaja Haris, continuing his arguments, took the stand that the plea bargain would be canceled if there was an allegation of pressure under the amendment. In case of cancellation, the amount deposited under plea bargains would be refunded, he added.

Justice Ijaz-ul-Ahsan asked whether the cancellation of the plea bargain would eliminate the crime along with the punishment. A plea bargain was a confession of crime in which the court agreed to pay back money as punishment.

Khawaja Haris said that under the amendment, both the crime and the punishment would be abolished. Along with the cabinet and other forums, ministers and special assistants had also been exempted. The amendments would also applied to assets abroad. The entire arrangement had been made through the amendments to protect the accused of corruption, he added.

Justice Ijaz remarked that if the corruption was less than Rs 500 million, the case would also end with a plea bargain. According to the amendment, corruption up to Rs 490 million was right, he added.
He said that a benchmark of Rs 500 million was made in these amendments.

Justice Mansoor Ali Shah remarked that if the murderer’s crime could be over, then why not the corruption accused.
The Chief Justice asked whether a common man who had benefited from the amnesty scheme could also come on the NAB radar. He said that business people had to pay bribes in many places. He asked would the businessmen be punished for doing business?

Khawaja Haris said that the person facilitating the money laundering of the public official would come on the NAB radar.
Justice Mansoor Ali Shah asked whether the NAB amendments were not made in the light of court decisions. On which Imran Khan’s counsel told the court that the court decisions were misinterpreted and the amendments were introduced.

The Chief Justice inquired how many cases had been returned from the courts so far after these amendments, to which the NAB prosecutor said that the number of caes were 219 at the beginning which had now increased to around 280. All the cases had been returned to NAB and a committee would examine these cases, he added.

Khawaja Haris said that it was the same in the amnesty scheme, the name and amount could not be disclosed. On which Justice Mansoor Ali Shah asked whether he was saying that amnesty scheme was also fraudulent?

The Chief Justice remarked that according to media reports these amendments were initiated by the previous government. The credit go to the Law Minister for drafting these amendments in two months, he added.

On this occasion, lawyer Makhdoom Ali Khan said that some credit went to the previous government, which itself was involved in the process and then challenged it.

During the hearing, NAB also submitted the details of the plea bargain in the court during the last 21 years.

The court asked how could the sentence given by the court be abolished by legislation? The President could also pardon the sentence in appeal for mercy, but the crime still did not end, it added.
Subsequently, further hearing of the case was adjourned till Monday.

Green channel mechanism to be established in Planning Ministry for processing flood related projects

ISLAMABAD, Oct 06 (APP):Federal Minister for Planning, Development and Reform Ahsan Iqbal here on Thursday directed to establish a Green Channel mechanism in Planning Ministry for processing the flood related projects on urgent basis to swiftly utilize the foreign multilateral funding.

The minister was chairing meeting that was convened under the Chairmanship of Federal Minister / Deputy Chairman Planning Commission to review a revised project presented by Ministry of National Food Security Research.

The meeting was attended by Chief Economist Dr. Nadeem Javaid, Members Planning Commission and senior officers of line ministries.

The Central Development Working Party recommended the project tiled “Locust Emergency and Food Security” with the total cost of Rs. 25,120 million to Executive Committee of the National Economic Council for further consideration. Apart from World Bank assistance of Rs.21,120 million, Government of Pakistan has also a share of Rs 4000 million.

Locust Emergency and Food Security is an ongoing project being sponsored by M/o National Food Security Research and will be implemented all over the country. An amount of Rs. 800 million has been allocated during the current fiscal year 2022-23.

In the face of the challenges posed by recent floods, the public sector development projects funds are being reallocated to cater the prevailing emergency needs. The Locust Emergency and Food Security Project is being revised to reallocate funds for providing wheat and oil seeds to the farmers in the flood affected areas.

The minister further directed to review the scope to facilitate flood affected farmers. He said the sponsors will review vehicle demand and all project vehicles will be monitored and reported on monthly basis through tracking system for effective use. It was directed to ensure maximum resources under the project towards input supply to the farmers.

The project has been submitted to ECNEC for further consideration.

Imam, Asad bat Balochistan safely to a draw

RAWALPINDI, Oct 06 (APP): Valiant knocks by Imam-ul-Haq and Asad Shafiq helped Balochistan secure a draw against Central Punjab at the Pindi Cricket Stadium on the fourth and final day of the second round of Quaid-e-Azam Trophy 2022-23.

The other two matches between Khyber Pakhtunkhwa and Southern Punjab at Abbottabad and Sindh and Northern at Faisalabad also ended in draws.

Northern with 33 points are at the top of the table, followed by Balochistan (30). Central Punjab have 28 points, Sindh 21, Southern Punjab 16 and the title defenders Khyber Pakhtunkhwa find themselves at the bottom with 13.

Balochistan began the day at 137 for one and were 213 runs behind Central Punjab’s mammoth 535 for six with Imam not out on 72. The left-handed opener converted his overnight score into his 10th first-class century before he was run out for 108. The 26-year-old smashed 13 fours in his 231-ball innings.

Following Imam’s dismissal, Asad, the Balochistan captain, took the leading role in the fightback and added 63 runs for the fifth wicket with Ali Waqas (25 off 64), depriving Central Punjab bowlers any further inroads. Asad was unbeaten on 62 off 140 balls and had dragged Balochistan to 303 for six in 118 overs at the close of play.

Khyber Pakhtunkhwa’s Kamran Ghulam missed what could have been his second century in as many matches by 14 runs. The right-handed middle-order batter made 86 off 175 (10 fours and two sixes) before Ahmed Bashir curtailed his stay at the crease. Kamran began the fourth and final morning of the match at 41 not out.

Khyber Pakhtunkhwa were 275 for seven at the start of the day and were all out for 334. Southern Punjab were 101 for two in 44 over with opener Zain Abbas top-scoring with 32 off 51.

Pakistan Test teammates Nauman Ali, captain of Northern, and Fawad Alam, Sindh’s middle-order batter, scored half-centuries at Iqbal Stadium, Faisalabad.

Northern began the day on 363 for six and were all out on 417 with the highlight of the day being Nauman’s 123-ball 65 (nine fours and two sixes).

Starting the second innings with a 40-run lead, Sindh made 160 for four. They had their first three wickets down for 23, but Saad Khan and Fawad Alam, with 72 and 60 not out, respectively, ensured there were no further dramas and Sindh finish the match as a draw.

Pak forex slash to $ 13.58808 bn

KARACHI, Oct 06 (APP):Total liquid foreign reserves of the country decreased to $13.58808 billion, said State Bank of Pakistan.

SBP’s weekly statement issued here on Thursday said that on Sept. 30, the foreign reserves holding by SBP were
$7,899.8 million. The net foreign reserves with commercial banks amounted $5,689.0 million.

During the week ending on Sept. 30, SBP’s reserves decreased by $106 million to $7,899.8 million due to external debt repayment which includes interest payments on Eurobonds.

Wapda to face Pak Army in National Women Basketball Championship final

ISLAMABAD, Oct 06 (APP): Defending champions Pakistan Wapda will lock horns with Pakistan Army in the final of National Women Basketball Championship on Friday here at Liaquat Gymnasium, Pakistan Sports Complex.

The formidable Wapda, who are still unbeatable in the event thrashed hosts Islamabad Blues in the first semifinal by 63-21points. Wapda ace player Sidra Hakim again led the winning side by scoring 14 points. Mehvish Nawaz with 10 points and Kainat Zafar with 8 points were other main contributors for Wapda.

In the second semifinal, Pakistan Army outclassed Karachi by 66-15.

Karachi played well in the championship but failed to make an upset in the semifinal round as Army won the match by a difference of 51 points.  Kashifa was the top player for Army as she scored 15 points, while Ayesha Khan scored
12 points.

ISLAMABAD, Oct 6 (APP): British Deputy Opposition Leader of the Lower House and Deputy Leader of Labour Party Ms Angela Rayner on Thursday said that the United Kingdom firmly stood with the flood-hit Pakistan and supported its relief efforts for the affected people.

“The world needs to find a sustainable way of ensuring that people are not as devastated by the lives lost here in Pakistan and the disruption that has happened to the people here,” she said in an exclusive interview with APP.

Ms Angela Rayner, who along with Lord Wajid Khan, Member House of Lords, visited the flood affected areas, said efforts should be made to prevent such a catastrophe going forward into the future.

The climate change was rapidly affecting the world and Pakistan had become its first victim, and it required extraordinary efforts and collaboration to tackle the issue, she added.

The United Kingdom, she said, would raise the issue and ask for a sustainable solution to combat it in the upcoming COP27 meeting in Egypt next month.

“I hope that the bilateral talks will mean that more support will come to Pakistan and other areas of the globe that have faced the devastation of climate change but in a more sustainable and structured way.”

She further stated that the world had to protect the people’s future from the climate change effect as it was devastatingly affecting the humanity.

Speaking about her visit to the flood-affected areas of Pakistan, Angela Rayner said it was devastating to see how the people have to endure the crisis.

Hundreds of thousands of people had been affected by the flash floods, besides losses of life and property, and standing crops, which was devastating, she added.

Angela Rayner She said the British Government had already donated 16.5 million pounds to the flood-affected people of Pakistan.

Moreover, she added, the British Pakistani diaspora had immediately been incredible regarding the relief effort. “Many fundraisers and support have been offered, the Pakistani diaspora in the UK has been incredibly generous, and part of the reason why I’m here is that I wanted to, as a UK politician is that Pakistan hasn’t been forgotten, even in my own constituency Ashton-under-Lyne underlying they’ve been from raising and doing so much to help the flood relief efforts.”

To a question, she explained the bilateral trade and said Pakistan had a very challenging economic time. However, the British industry was supporting Pakistan’s Industry. The longer-term goal for both Pakistan and the UK was to build that trading partnership.

She further stated that the UK was also having a very challenging time with its economy. “So it’s in our interests to build that trading relationship and support each other’s economy.”

As regards the Kashmir issue, Angela Rayner said the Labour Party had always been committed to supporting the people of Kashmir, and finding a peaceful resolution and supporting the United Nations Security Council resolutions to resolve the dispute.

Moreover, Pakistan and India had to find a peaceful resolution for the Kashmiri people, which was important because every life lost in the conflict was a loss of humanity, she added.

Pakistan achieves drastic decline in eye blindness to 2%

ISLAMABAD, Oct 6 (APP):The recently launched National Survey of Blindness and Vision Impairment showed that avoidable blindness has been more than halved in the last decade for the people over age of 50 across the country.

The survey while appreciating the government for its efforts in reducing the prevalence of blindness from 7 percent in 2004 to 2 percent in 2022 underlined that the ground-breaking achievement comes as a result of years concerted efforts to address the inequalities and challenges of eye care, supported by Sightsavers and other organisations, Munazza Gillani, Country Director Pakistan at Sightsavers said in a news release.

He said the efforts included improving access and quality of eye care services, particularly for marginalised groups and people with disabilities, and enhancing eye health infrastructure, service delivery, and human resources.

“Sightsavers is calling on government, organisations, donors, and communities to ensure eye health continues to be prioritised. Prevalence of blindness in Pakistan has reduced, but the number of people in need of eye care could still spiral due to population growth, ageing, urbanisation, and lifestyle changes. The recent devastating floods will also have an impact, increasing the potential for eye infections and disrupting health services infrastructure,” said Munazza Gillani, Country Director Pakistan at Sightsavers.

She added that the eye health crisis was a global problem, not just a regional one, and it was estimated that, without concerted action, the number of people who were blind across the world could triple by 2050. “Good eye health has a ripple effect on society, improving education, well being, economics, and health outcomes.

The Pakistan government and other organisations have shown commitment to reducing the burden of vision impairment, but we cannot afford to be complacent and must continue to build on recent successes.”

“The eye health crisis is not inevitable. We can stop it if we come together to act now. By increasing the attention to the eye care, recognising how integral it is to every facet of life, and focusing on gender and disability inclusion, we will reduce inequality and help achieve the United Nations’ Sustainable Development Goals.”

Munazza continued that the United Nations’ Sustainable Development Goals mention leaving no one behind, but there were still many people in that position. “If we are to tackle the eye health burden in Pakistan, continued cross-sector collaboration, well-resourced interventions, funding, and commitments are needed to integrate inclusive eye health into wider health, education, employment, and development systems.”

ISLAMABAD, Oct 6 (APP):The experts at the conclusion of a two-day media training workshop on Thursday called for facts based and proactive environmental reporting of the issues related to country’s growing environmental vulnerability and recurrence of natural disasters.

The Global Change Impact Studies Centre (GCISC) organised the two-day media training workshop on “Climate Extremes with Emphasis on Health Impacts” in collaboration with the NIH, PAMI and Environmental Journalists Association (EJA).

At the conclusion, Head of Agriculture and Coordination, GCISC Dr Arif Goheer said Climate Change itself was a very vast issue which was taken as a leftover agenda in the media as it was mostly dominated by political news.

“The message through effective and fact based environmental journalism has to be made forceful by journalists to replace political agenda. I demand all participants to utilise the knowledge acquired from this workshop for nation building and human good,” he said.

During the second day, three technical sessions were held on diverse topics including forecasting of monsoon, weather and climate forecasting and projection in Brazil and media broadcasting, science communication for media in USA, communication of glacier changes in Pakistan, heatwave and adaptation strategies, infodemic of climate change and health, role of media in highlighting climate change impacts on human health, and media reporting on correct use of terminologies.

The experts hailing from government departments, academia, private sector and media presented their detailed analysis on various topics of discussion which was followed by an extensive question and answer session.

Chairperson Islamabad Wildlife Management Board (IWMB), Rina Saeed Khan in her vote of thanks said that climate change was an existential threat to mankind whereas the environmental damage once crossed the threshold would be irreversible.

She added that the media should have interaction with scientists to write good fact based stories and to understand the nature of environmental issues and their dangerous impacts on the ecology.

ECP to display final electoral rolls for Balochistan on Oct 7

Online Scrutiny System helps ensuring transparency in Punjab elections

QUETTA, Oct 06 (APP):The Balochistan Chapter of the Election Commission of Pakistan on Thursday asked registered voters in the province to check tentative electoral lists for necessary corrections, alteration and deletion of votes.

“After the completion of revision process of the electoral rolls administered by the Election Commission of Pakistan, the Final Electoral Lists will be published on October 7 in all the districts of Balochistan,” ECP Balochistan Spokesman Naeem Ahmed said.

These electoral rolls were compiled in light of Section 27 of the Elections Act, 2017 after the door-to-door verification process and display centers phases.

It is also worth mentioning here that the process of new entry, correction, alteration or deletion of votes under Section 37 in these electoral rolls published under Section 35 of the Elections Act, 2017 will also begin.

Therefore, Spokesman ECP Balochistan urged the public to check their vote on 8300 and if they want to register, correct or change their vote, get the relevant form from the office of their respective District Election Commissioner (Registration Officer) or nearest Assistant Registration Officer.

For this purpose, he further added that one Window Centers have been established in the offices of 34 Registration Officers i.e. District Election Commissioners and “facilitation centers” in the offices of 261 Assistant Registration Officers whose detail could also be checked on www.ecp.gov.pk.

“It should also be noted that the process of entries, correction, transfer or deletion of names in these election lists will continue until the election schedule is announced,” Naeem Ahmed maintained.
