BISP receives high performance award from CIRDAP Bangladesh

ISLAMABAD, Oct 28 (APP): The Center on Integrated Rural Development for Asia and the Pacific (CIRDAP), Bangladesh has awarded “Azizul Haq Rural Development Award” to the Benazir Income Support Programme (BISP) on Friday in recognition of its outstanding performance in terms of rural development and poverty reduction.

The CIRDAP has acknowledged BISP’s contributions to promoting multi-disciplinary programme activities contributing in integrated rural development and poverty reduction to improve the livelihood of rural communities of Pakistan.

Azizul Haq Rural Development Award has been awarded to the BISP after approval of the Governing Council of the Center for Rural Development for Asia Pacific, Bangladesh.

The CIRDAP is a Bangladesh-based intergovernmental organization involved in rural development and poverty alleviation.
It was established on July 6, 1979 at the initiative of the countries of the Asia-Pacific region and the Food and Agriculture Organization (FAO) of the United Nations with support from several other UN bodies and donors.

They met with Arshad’s family, including his mother and children, and expressed their condolences. Shazia and Faisal prayed for the elevation of the ranks of late Arshad Sharif and assured the bereaved family of every possible support.

PM thanks U.S. over additional $30 mln relief aid for Pakistan flood victim

ISLAMABAD, Oct 28 (APP): Prime Minister Shehbaz Sharif on Friday expressed gratitude to the United States for additional $30 million flood relief assistance for the flood-affected people of Pakistan.

“Grateful to U.S. govt for the announcement of an additional $30 million in humanitarian assistance for flood victims,” he said in a tweet.

He mentioned that with the onset of winter, the challenges of food, health and shelter still persisted.

Shehbaz Sharif urged the international community to show urgency in contributing to the UN flash appeal on relief assistance for the flood-struck people of Pakistan.

“World should promptly contribute to UN aid appeal to mitigate the impact of tragedy,” he said.

U.S. Ambassador Donald Blome on Thursday announced an additional $30 million in humanitarian assistance to support flood-affected populations in Pakistan.

This new funding brings the United States total assistance to Pakistan for flood response, food security, and disaster preparedness and capacity building efforts to $97 million this year.

The new funding, according to a press statement by the U.S. embassy, will expand efforts to address immediate needs, scaling up assistance to the most affected communities and enabling USAID to reach more than 4 million people.

With the additional funding, the U.S. government, through USAID, will provide life-saving food, nutrition, and health assistance to mitigate increased food insecurity and malnutrition resulting from the impact of the floods, as well as curb the rise of diseases resulting from stagnant flood waters.

The new funding will also provide shelter supplies to help families rebuild as well as winterization kits to help families prepare as cold weather approaches.

Masses reject ‘bloody march’: Marriyum

In her tweet in reaction to PTI leader Fawad Chaudhry’s tweet, she said that Pakistan’s youth could not become the protectors of “the system of Tosha Khana thief, Farah Gogi and Bushra Bibi”.

The minister maintained that the people have refused to become pawns in one person’s lust for power.

Pakistan needs over $16 bn for post flood reconstruction: Report

ISLAMABAD, Oct 28 (APP):Pakistan needs at least US$16.3 billion for rehabilitation and reconstruction in a resilient way to support the country’s adaptation to climate change and overall resilience of the country to future climate shocks, said a new report of Post Disaster Needs Assessment (PDNA) launched here on Friday.

The assessment estimates total damages to exceed $14.9 billion, and total economic losses to reach about USD 15.2 billion.

The report shows that housing; agriculture and livestock and transport and communications sectors suffered the most significant damage, at $5.6 billion, $3.7 billion, and $3.3 billion, respectively.

Sindh is the worst affected province with close to 70 percent of total damages and losses, followed by Balochistan, Khyber Pakhtunkhwa and Punjab.

The Ministry of Planning, Development and Special Initiatives led the Post-Disaster Needs Assessment (PDNA), which was conducted jointly with the Asian Development Bank (ADB), the European Union (EU), the United Nations agencies with technical facilitation by the United Nations Development Programme (UNDP) and the World Bank.

The PDNA, in addition to estimating damages, economic losses and recovery and reconstruction needs, also assesses broader macro-economic and human impacts and recommends principles along which it has to develop a comprehensive recovery and reconstruction framework.

The report was launched by Minister for Planning, Development and Special Initiatives Ahsan Iqbal, Minister for Economic Affairs Division (EAD) Ayaz Sadiq and Minister for Climate Change Sherry Rehman.

Addressing the ceremony, Ahsan Iqbal asked International Monetary Fund (IMF) to soften the conditions on Pakistan government to utilize its own resources.

He said as per the IMF condition, the government could not spend 40 percent of the allocation approved under Public Sector Development Programme (PSDP) before the last quarter. “I, as a Planning Minister of Pakistan government request the IMF to review such harsh conditionality.

“As the support and help will take time from international community, at least the government of Pakistan should be able to mobilize its own resources to help its own people”, he said adding “I think this condition is very harsh and very unjust because we need to mobilize our own resources to be able to meet the needs of rehabilitation and reconstruction”.

The minister expressed the hope that the IMF would reconsider this condition. “The International community will show its commitment and moral obligation in the donors conference that is suppose to be convened shortly to take more responsibility for reconstruction and rehabilitation of Pakistan’s destruction through climate disaster that will show whether the world truly does climate justice or does not to the all of these poor people and turns a blind eye,” he added.

Federal Minister for Climate Change, Senator Sherry Rehman said that Pakistan has geared up its efforts to make the case for climate justice at the upcoming multilateral climate forum COP27 in Egypt.

“Prime Minister Shehbaz Sharif will address the heads of states during the summit. He will also co-chair a high-level roundtable with the Prime Minister of Norway on the theme of climate change and the sustainability of vulnerable communities, said the Minister. Pakistan will definitely take up this in upcoming COP27 pressing the world community for climate justice as Pakistan one a great victim of that,” she added.

According to the report, the floods affected 33 million people and more than 1730 lost their lives. They are particularly impacting the poorest and most vulnerable districts. The situation is still evolving, with flood waters stagnant in many areas, causing water-borne and vector-borne diseases to spread, and more than 8 million displaced people now facing a health crisis.

The crisis thus risks having profound and lasting impacts on lives and livelihoods. Loss of household incomes, assets, rising food prices, and disease outbreaks are impacting the most vulnerable groups. Women have suffered notable losses of their livelihoods, particularly those associated with agriculture and livestock.

The PDNA Human Impact Assessment highlights that the national poverty rate may increase by 3.7 to 4.0 percent, potentially pushing between 8.4 and 9.1 million more people below poverty line.

Multidimensional poverty can potentially increase by 5.9 percentage points, implying that an additional 1.9 million households are at risk of being pushed into non-monetary poverty.

Compounding the existing economic difficulties facing the country, the 2022 floods are expected to have a significant adverse impact on output, which will vary substantially by region and sector. Loss in gross domestic product (GDP) as a direct impact of the floods is projected to be around 2.2 percent of FY22 GDP. The agriculture sector is projected to contract the most, at 0.9 percent of GDP. The damage and losses in agriculture will have spillover effects on the industry, external trade and services sectors.

The government is providing immediate relief to the impacted communities and supporting their early recovery, while aiming to ensure macroeconomic stability and fiscal sustainability. Moving forward, as recovery and reconstruction spending rises, the loss in output could be mitigated. Yet, significant international support will be needed to complement Pakistan’s own commitment to increase domestic revenue mobilization and save scarce public resources, and to reduce the risk of exacerbating macroeconomic imbalances.

Although, the early loss and damage estimates may increase as the situation is continuously evolving on the ground, the PDNA lays the groundwork for an agenda for recovery and reconstruction that is designed to build back a better future for the most affected people in Pakistan, the report added.

It said while the recovery will require massive efforts for the rehabilitation and reconstruction of damaged infrastructure, buildings and livelihoods, it will also be an opportunity to strengthen institutions and governance structures.

The report puts forth recommendations for developing a comprehensive recovery framework. While the primary focus will be on the affected areas, such framework presents an opportunity to embed systemic resilience to natural hazards and climate change in Pakistan’s overall development planning.

This tragic disaster can be a turning point, where climate resilience and adaptation, increased domestic revenue mobilization and better public spending, and public policies and investments better targeted to the most vulnerable populations; all figure at the core of policy making going forward.

In the short term, targeted mechanisms such as social assistance and emergency cash transfers, provision of emergency health services, and programs to restore shelter and restart local economic activities, particularly in agriculture, should be prioritized.

Reconstruction and rehabilitation should rest on key principles of: participatory, transparent, inclusive and green recovery for long-term resilience—“building back better”; pro-poor, pro-vulnerable, and gender sensitive, targeting the most affected; strong coordination of government tiers and implementation by the lowest appropriate level; synergies between humanitarian effort and recovery; and a sustainable financing plan.

Given Pakistan’s limited fiscal resources, significant international support and private investment will be essential for a comprehensive and resilient recovery. The Pakistani authorities are committed to accelerate reforms to generate additional domestic fiscal resources and improve efficiency and targeting of public spending.

Beyond the immediate needs of floods reconstruction, these reforms, while protecting the most vulnerable, will be important to generate fiscal space to invest more broadly into more climate-resilient infrastructure and adaptation to climate change, as well as to build buffers to face future shocks, while addressing macroeconomic imbalances.

This commitment of the government will also be key to mobilize further international support as well as to unlock private sector sources of financing—both of which will be absolutely critical to face the current climate change-induced shock.

The ADB, the EU, the UNDP and the World Bank are fully committed to working with the government and the people of Pakistan during the ensuing recovery phase, and to increase the country’s climate resilience, a press release issued by the World Bank said.

CDA starts construction work on Bhara Kahu flyover

CDA plans to build two hostels for youth in Capital

ISLAMABAD, Oct 28 (APP):The Capital Development Authority (CDA) has started construction work on the flyover section of Bhara Kahu bypass project.

The CDA’s contractor, National Logistics Cell (NLC) has started piling work (underground pillars) of the one kilometer flyover project, which is part of the Bhara Kahu bypass road.

The officials of the civic body’s Engineering Wing told that around 275 piles would be fixed in the flyover portion.

They said that during the construction work, motorists could face more traffic congestion as the existing Murree Road was two lane and inadequate to accommodate the traffic load. However, officials said that utmost effort would be made to ensure smooth flow of traffic.

The total length of the bypass road is 5.33km – 4km is grade road and 1.33km is elevated (flyover).

Currently, except the area of Quaid-i-Azam University (QAU), work on the project was continuing with full pace. The QAU portion has been suspended after faculty members of the University got a stay order from the Islamabad High Court (IHC).

CDA officials have said that the project worth Rs 6.5 billion would be completed within four months .

ISLAMABAD, Oct 28 (APP): Prime Minister Shehbaz Sharif on Friday lauded the role of police in eradicating terrorism from the country and maintaining law and order.

Addressing the passing out parade of the 48th Specialized Training Programme of Police Service of Pakistan at National Police Academy, the prime minister paid tribute to the immense sacrifices rendered by the police force in the line of duty.

The prime minister expressed confidence that the police would live up to the expectations of people and would never refrain from any sacrifice to maintain law and order.

The prime minister emphasized setting up a counter-terrorism centre and forensic laboratory in the capital and urged working out a project in this regard.

He mentioned that the Counter-Terrorism Department and Punjab Science Agency were role model departments, which needed to be replicated in other parts of the country.

The prime minister congratulated the cadets who achieved awards in their professional field and also expressed satisfaction over the contribution of the women police force towards national development.

He urged the cadets to demonstrate dedication, professionalism, and commitment in their field.

Shehbaz Sharif said the government despite financial constraints would provide funds to Islamabad police to enhance its professional capacity.

He announced that the adjacent vacant land to the National Police Academy would be transferred in the name of the academy by this evening.

He also announced raising the salaries of faculty and staff of the academy at par with other police training institutions.

The prime minister distributed shields and medals among the officers who secured distinction during the course.

He gave away an award to ASP Anum Sher for being the overall best-performing under-training officer.

PM directs disbursement of resources for early rehabilitation of flood-affected on priority

ISLAMABAD, Oct 28 (APP): Prime Minister Shehbaz Sharif on Friday directed the concerned departments to ensure disbursement of all resources for early rehabilitation of the flood-affected people on top priority.

He was chairing a meeting to review rehabilitation of the flood affected people. He was briefed on Post Disaster Need Assessment (PDNA) prepared with the assistance of the Asian Development Bank and the United Nations agencies.

Minister for Planning and Development Ahsan Iqbal briefed the prime minister on the extensive measures being taken to rehabilitate the flood-affected people.

The meeting was also attended by Lt Gen Zafar Iqbal of National Flood Response Coordination Centre (NFRCC) , Minister for Climate Change Sherry Rehman, Minister for Finance Ishaq Dar, Additional Secretary Nadeem Aslam Chaudhry.

Meezan Bank donates Rs. 35 million to finance solar panels for Indus Hospital

Meezan Bank leads Rs. 1 bln syndicated Islamic finance Facility for 7 MW solar power project

ISLAMABAD, Oct 28 (APP):Meezan Bank- Pakistan’s leading Islamic bank has donated Rs. 35 million to Indus Hospital & Health Network for installation of a solar panels system.

The initiative is part of the Bank’s Corporate Social Responsibility and Sustainability initiatives for 2022 and will provide financing to cover part of the 1.2MW solar power project being installed on the hospital’s rooftop, says a press release issued here on Friday.

The system financed by the Bank will generate nearly 300 KW of electricity, reducing approximately 114,000 Kg of Carbon dioxide emissions per annum, which is equivalent to taking over 25 gasoline-powered vehicles off the road for one year.

With the proposed solar panel system installation, The Indus Hospital (TIH) would be able to reduce its rising electricity expenses while channelling those funds towards patients’ welfare. The collaboration between both the parties promises a shared sustainable future for the community at large, benefitting healthcare of individuals – thus fulfilling one of the core objectives defined in the Bank’s CSR policy.

Deputy CEO, Meezan Bank Ariful Islam handed over the cheque on Meezan Bank’s behalf to Dr. Abdul Bari Khan – founder Indus Hospital & Health Network. Senior management team members from both the organizations were also present at the occasion.

Pakistan export to China up 2pct in Jan-Sept 2022

BEIJING, Oct 28 (APP):Pakistan’s export to China crossed US$2.57 billion in the first nine months of this year, up 2 percent year on year, shows the official data from the General Administration of Customs of the People’s Republic of China (GACC).

Ghulam Qadir, Commercial Counsellor at Pakistan Embassy in China, told China Economic Net (CEN) that Pakistan’s exports to China are increasing every month on a yearly basis and the Pakistani government is working hard to increase export to China and reduce the trade deficit to enhance bilateral trade.

“We are working with the Chinese partners to shift some of the strategic and priority sectors and manufacturing facilities to Pakistan. Our main target is to produce products in Pakistan and export to the world”, he stated.

According to data from GACC, in the month of September Pakistan’s exports to China crossed US$182.18 million whereas, in the same month last year, it was $257.47 million which showed the floods hit badly Pakistan’s exports worldwide.

Overall, from January to September 2022, China’s imports and exports from Pakistan counted US$ 20.19 billion up 3% year on year while in the same period of 2021 it was US$19.60 billion, whereas in the month of September Pakistan’s exports to China decreased by 29 percent year-on-year, due to heavy monsoon caused floods and COVID-19 which destroyed many sectors including agriculture, infrastructure, and industry.

According to a Pakistani expert, the trade potential volume between Pakistan and China in all sectors is always great and the business community can take benefit from it.

He said recent floods have devastated Pakistan’s economy because 33 million people have been affected and the agriculture sector has faced losses, adding that but still there is a space for increasing trade activity because China is the second largest economy in the world and a major trading partner of Pakistan.

The exports of major products to China increased such as rice, Zinc ores & concentrates, oil seeds and oleaginous fruits, sesamum seeds, pine nuts, seafood, and other agricultural products.
