Pakistan to take all possible measures to augment its defence capability: Sartaj

ISLAMABAD, June 7 (APP): Advisor on Foreign Affairs Sartaj Aziz
Tuesday said Pakistan would take all possible measures to augment its defence capability.

He was winding up discussion on an adjournment motion moved by Javed Abbassi over the recent Indian test fire of supersonic Interceptor missile.

Sartaj Aziz said Pakistan was not oblivious to its defence requirements
and upgrading its capabilities through suitable technologies without entering into arms race.

He said,”Our efforts for peace and friendship must not be interpreted
as our weakness. We are fully capable to defend our people and territory.”

The Advisor said Pakistani scientists and experts constantly monitored
and evaluated the strategic threats that Indian nuclear doctrine posed to Pakistan’s security. Despite limited resources, Pakistan had developed a robust nuclear deterrent system whose safety and security was acknowledged (by the world).

On the diplomatic front, he said Pakistan was planning to highlight the
dangerous implications of India’s plan to nuclearize the Indian Ocean at
all the relevant international fora. One specific proposal under consideration was to move resolution in the next session of the UN
General Assembly to declare the Indian Ocean nuclear free zone.

He said Pakistan would approach other countries as well to co-sponsor this resolution. This, he said, would be an important initiative.

About the Nuclear Suppliers Group membership, the Advisor said
Pakistan had undertaken a proactive diplomatic offensive in all the
member countries of the group. “Our efforts towards non discriminatory approach will pay off,” he said with confidence.

He said Pakistan’s lobbying in the United States was quite active. “We have short listed lobbying firms. Our missions are also very active to protect the country’s interests.”

Earlier, speaking on his adjournment motion, Javeed Abbasi said
India had conducted a test of intercept missile on May 15 which would
start arm race in the South Asia. Pakistan, he recalled, had to conduct nuclear tests in 1998 after India conducted tests.

He said Pakistan did not want to enter in arms race but it would disturb balance of power in the region.

Certainly the national institutions were doing their jobs but it was an issue of immense importance, he added.

Mushahid Hussain Syed said that it was an important issue as India was trying to become a member of the Nuclear Supplier Group (NSG). There was a dire need to redefine the national security paradigm, he stressed.
Farhatullah Babar said that it was a need of hour to revisit the security policy.

Gen ® Sallahudin Trimizi, while refuting an impression that Pakistan had entered in arms race, said Pakistan was the first which offered India to declare the region nuclear free. However, India always sabotaged such efforts, he added.

He said,”We should define our aim and sets our national goals.” India’s entire diplomacy revolved around Pakistan, he added.

Rehman Malik said the United Staes was not recognizing the sacrifices rendered by Pakistan in the war against terror as it always demanded to “do more”.

Pakistan Army Volleyball Team took part as a foreign country for the first time in the history of this championship, on the invitation of Sri Lanka Army Volunteer Force.

The Inter-Regiment Volleyball Championship 2016 was organized by the Sri Lanka Army Volunteer Force.

The championships serve as the launch pad for national and international recognition of talented sportsmen and women, besides generating healthy sporting competitions.

Implementation of women laws only way to ensure relief

ISLAMABAD, Jun 7 (APP): Strict implementation of laws for the protection of women are the only way forward to ensure relief to the woman folk.

A number of legislation promulgated by different regimes failed to check
discrimination against women in different spheres within four walls of the house or in outer world for working ladies.

These legislations failed to bring in any tangible change in the society in regard to protection of women and child rights in the country.

Pakistan is among one of the countries which has taken numerous steps for ensuring rights of marginalized segments in last few years besides signing of international treaties and conventions related to Human Rights (HR) but still criticized for HR violations.

Secretary Ministry of Human Rights, Nadeem Ashraf stated that without basic level of economic emancipation no one would get through their rights.

“If women are not economically stable and reforms in judicial system is ensured, grievances of vulnerable groups could not be addressed”, Nadeem remarked.

As first step legislation on key issue of child marriages, acid throwing, domestic violence etc. has been done but to counter the issue of implementation, National Action Plan has been introduced for the first time.

The Secretary further said they have directed all provinces to submit their strategy plan for implementation, initiated an awareness campaign on HR education and mechanism to access them through electronic and print media to get results at the earliest.

The timing of Ministry of Human Rights (MOHR) helpline 1199, has been increased from 9.00 am to 10.00 pm and within a month more steps would also be taken under hand holding concept, follow up of complains, providing free lawyers etc. to facilitate people.

Giving details of laws introduced by federal government for ensuring rights of women in last three years, an official of ministry of HR informed that it included Protection against Harassment of Women at Workplace (Amendment) Bill, 2014, Hindu Marriage Bill, 2015,Anti-Rape Laws (Criminal Laws Amendment) Bill, 2013 and Anti Honour Killing Laws (Criminal Laws Amendment) Bill, 2014.

The provincial assemblies, he stated, made eight laws for the protection of rights of women in last three years including Domestic Violence (Prevention and Protection) Act, 2013 by Government of Sindh.

The next one is Elimination of Custom of Ghag Act 2013 enacted by Government of KPK. Punjab Commission on the Status of Women Act 2014. The Balochistan Domestic Violence (Prevention and Protection) Act, 2014.

The Punjab Fair Representation of Women Act, 2014, Hindu Marriage Act,  2016 by Government of Sindh, The Punjab Protection of Women Against Violence Bill,2015.

Measures of Federal and Provincial Governments undertaken for protection of the rights of child since July, 2013, he said that the Criminal Law (Second Amendment) Act, 2016, and the Criminal Law Amendment Act, 2015 has recently been enacted.

A draft National Commission on the Rights of the Child Bill, 2015, has been prepared for effective supervision, coordination and monitoring
implementation of the United Nations Convention on the Rights of the Child.

To set up uniform standards in child rights, the HR ministry introduced bill on ‘National Commission on the Rights of the Child”.

The next endeavour is Draft Child Protection ICT Bill, 2016, which aims at providing protection and care to children in Islamabad Capital Territory (ICT) from all forms of physical or mental violence, injury, neglect, maltreatment, exploitation and abuse.

The Bill also aims at providing alternate care to unattended children such as orphans, children with unknown parentage, abandoned, neglected or homeless children.

The enactment of the proposed Bill will provide a protective and enabling environment for the children of Islamabad Capital Territory.
Under Punjab Marriage Restraint (Amendment) Act, 2015 Restraint
(Amendment) Act, 2015, wedding of a boy below 18 year and girl below l6 years be considered an offence punishable with imprisonment which may extend to 6 months and fine of 50,000 rupees.

Punjab Prohibition of Child Labour at Brick Kilns Ordinance, 2016 enacted considering it necessary to prohibit employment of below 18 years children at hazardous work places.

Sindh Child Marriage Restraint Act, 2013 declares marriage below the age of 18 years punishable by law.

Khyber Pakhtunkhwa Elimination of Custom of Ghag Act, 2013,
addresses the customary practice under the name of Ghag whereby a male person forcefully demands or claims the hand of a women without her own or her parents’ or wail’s consent.

It has been made an offence punishable with imprisonment of either description for a term which may extend to seven years but shall not be less than three years and shall also be liable to fine up to five hundred thousand rupees or both.

The Khyber Pakhtunkhwa Prohibition of Employment of Children Act, 2015, has been enacted to prohibit employment of children in any establishment and to regulate the hours and other conditions of workers in commercial establishments in the province.

Libyan PM, Commonwealth Secretary General wish Nawaz Sharif good health

RAWALPINDI, June 7 (APP): Civil and military leadership Tuesday discussed the issues relating to national security in a high level meeting held here at the General Headquarters.

Federal ministers Khawaja Muhammad Asif and Ishaq Dar, Adviser to Prime Minister on Foreign Affairs Sartaj Aziz and Special Assistant to the Prime Minister on Foreign Affairs Tariq Fatemi, besides the Foreign Secretary attended the meeting.

According to Inter Services Public Relations (ISPR), the meeting was also attended by Chief of the Army Staff, Director General Inter-Services Intelligence and other senior military officials.

Participants of the meeting dwelt at length on various issues related to external and internal security situation of the country, including China-Pakistan Economic Corridor (CPEC).

It was noted with satisfaction that successes of the operation Zarb-e-Azb had been phenomenal and it was agreed that “our achievements in bringing stability in the country will have to be sustained whatever it takes.”

The meeting also took cognizance of ongoing regional developments and inimical designs against the country’s stability and prosperity.

Reaffirming Pakistan’s commitment to enduring regional peace, it was underlined that hostile intelligence agencies and their facilitators would not be allowed to foment trouble inside Pakistan.

The meeting expressed its concern on May 21 US drone strike saying it was a clear violation of Pakistan’s sovereignty affecting mutual trust and undermined the spirit of Afghan peace process under mutually agreed Quadrilateral framework.

The leadership resolved to protect the core national interests and effectively countering any negative outside influence.

ISLAMABAD, Jun 7 (APP): During the recent visit of the Trade Development Authority of Pakistan (TDAP) delegation to Russia, a Memorandum of Understanding (MoU) between Islamic business and finance development Fund (IBFD) and TAWUN, an emerging Shariah consulting company of Pakistan, was signed.

The delegation was led by Chief Executive of Trade Development Authority of Pakistan S.M Muneer, says a statement issued by TDAP on Tuesday.

He was accompanied with number high-level representatives of business community of Pakistan, including Mehmood Arshad, who is the Founder of TAWUN and also Chairman of FPCCI Standing Committee on Islamic Banking and Takaful and affiliated with Pak-Qatar Group in Pakistan.

Speaking at the occasion, CE TDAP S.M.Muneer declared the event as an important milestone in the trade and business relations between Russia and Pakistan.

No unscheduled load-shedding in any part: Spokesman

ISLAMABAD, June 7 (APP): The Spokesman Ministry of Water and Power has said that no unscheduled load-shedding was being carried out in any part of the country.

In a statement here Tuesday, he said 97 per cent Urban and 85 per cent of rural areas have been provided electricity without any interruption at the moment during Sehar and Iftar.

The ministry team headed by Secretary Water and Power Muhammad Younus Dagha is monitoring the situation.

The spokesman said there was record demand this year due to severe heat wave.

Load-shedding schedule would start after 15 minutes of the Sheri timing, he said and added that normal load management would follow for the day.

The spokesman said for Peshawar Electric Supply Company (PESCO) 1820 MW has been drawn by the system.

Pakistan receives $234.8 mln FDI in Oil & Gas sector in 10 months

ISLAMABAD, June 7 (APP): Pakistan received $234.8 million Foreign Direct Investment (FDI) in the Oil & Gas exploration sector during 10 months of the current fiscal year, which is two percent higher than the last year.

“During July-April FY 2015-16, Foreign Direct Investment in Oil & Gas exploration remained $ 234.8 million as compared to $ 230.1 million in the corresponding period last year thus posting a growth of two percent,” official sources in the Ministry of Petroleum and Natural Resources told APP.

They said Pakistan was also pursuing a robust policy to enhance
domestic gas production to meet the ever-increasing demand of energy in the country.

Recounting achievements of the government in the petroleum sector, they said, one of the milestone was import of Re-gassified Liquefied Natural Gas (RLNG) at the lowest rate.

During July 2015 to February 2016, as many as 175 million cubic feet per day (mmcfd) RLNG was imported, which significantly improved supply to natural gas consumers.

The government is taking all possible measures to ensure energy security and sustainable development in the country. Efforts are underway to improve power sector fuel mix in the country to reduce price of power sector and improve financial viability, the sources said.

In pursuit to its exploration led growth strategy Oil and Gas Development Company Limited (OGDCL) drilled 16 wells, and completed drilling and testing of 9 wells spudded in the previous fiscal year have been completed during the period, the sources disclosed.

Rs 22 b allocated for Burhan-Hakla section of CEPEC’s western route

ISLAMABAD, Jun 7 (APP): The government has allocated Rs 22 billion for Burhan-Hakla (Dera Ismael Khan Motorway), part of the western route of China-Pakistan Economic Corridor (CPEC) under Public Sector Development Programme for the year 2016-17.

The 285-kilometer motorway project to connect Dera Ismail Khan to Hakla area, will be completed in two years at a cost of over Rs 129 billion.

The motorway will pass through Pindi Gheb, Sawan, Mianwali, Rokhri, Rehmani Khel and terminate at Yarik (D I Khan).

According to the data released by Ministry of Planning, Development and Reforms, Rs 5 billion has been allocated for Gwadar-Turbat-Hoshab section, Rs 4 billion for Hoshab-Nag-Basima-Surba section, and Rs 1.1 billion for D I Khan-Mughalkot section of the western route.

Similarly, Rs 4.6 billion is earmarked for the construction of Burhan-Havelian Expressway and Rs 16.5 billion for Thakot-Havelian.

In Gwadar component of PSDP, Rs 4.7 billion is allocated for East Expressway, Rs 1.5 billion for New Gwadar International Airport, and Rs 1 billion for necessary facilities for fresh water treatment, water supply and distribution etc.

Govt to resolve ToRs matter with opposition during Ramzan: Saad

ISLAMABAD, Jun 7 (APP): Minister for Railways Khawaja Saad Rafique
Tuesday said the government wanted to resolve the matter of Terms of
Reference (ToRs) with opposition through talks during the holy month of Ramzan.

The government wanted to tackle the ToRs issue as soon as possible
to carry out a investigation on the Papers, he said talking to a private news channel.

The minister said the opposition is doing politics on Panama Papers
and its ToRs are person specific start from the Prime Minister and also
end on him (PM). Although the Prime Minister’s name was not mentioned in Panama Papers, he added.

He said the accountability should be carried out across the board
against the person involved in corruption. The leaders of Pakistan Tehreek-e-Insaf’s names were also mentioned in Panama Papers, he said.

Khawaja Saad said the government was ready for legislation on Panama
Papers through parliament.

Replying to a question that PTI would again hold a protest
demonstration in the country, he said PTI had wasted its and nation’s
time in sit-ins at D-Chowk.

He said that PTI wanted to do politics of agitation and it is
cleared that it would again waste its time doing the same.

MNAs demand enhancing direct taxes ratio, decreasing indirect ones

ISLAMABAD, June 7 (APP): Members of the National Assembly on Tuesday demanded enhancing the ratio of direct taxes, decreasing indirect taxes, increasing government employees’ salaries upto 20 per cent, besides announcing a new housing scheme for government employees.

Taking part in the budget debate in National Assembly, Parliamentary Leader of Mutahidda Qaumi Movement Dr Muhammad Farooq Sattar called for withdrawal of taxes on stationary items. The government employees should be enhanced upto 20 per cent and minimum wages of labour be fixed at least Rs 20,000 per month, he added.

He said the Federation should be authorised to collect agriculture tax from the provinces. Benazir Income Support Programme (BISP) should be converted into Benazir Income Generation Programme.

Asad Umer of Pakistan Tehreek-e-Insaf (PTI) claimed that the economic growth ratio of country was 4.3 per cent during the last financial year. Foreign direct investment had also decreased, he added.

Quoting Planning Commission figures, he claimed that 1.5 million youth were unemployed in the country. Only 300 MW power was added in last three years. Taxes on electricity and gas should be reduced, he demanded.

The ratio of General Sales Tax (GST), he said, should be decreased to 15 per cent.

Chief of Awami Muslim League Sheikh Rashid Ahmed said the farmers should be paid the actual price of their produce.

ISLAMABAD, June 7 (APP): Minister of State for National Health Services, Regulations and Coordination Saira Afzal Tarar on Tuesday informed the Senate that out of total 612, prices of only 177 medicines were allowed to increase under hardship cases.

Responding to a calling attention notice raised by Mian Muhammad Ateeq Shaikh about the decision of the Drug Regulatory Authority of Pakistan (DRAP) about 8 per cent increase in the prices of medicines, she said these hardships cases had been pending since 2011. Keeping

in view the court order and hardship cases, it was decided to increase the prices of only 177 medicines.

She said a transparent mechanism was adopted for increasing medicine prices.

ISLAMABAD, June 7 (APP): Senators on Tuesday underlined the need for ensuring supremacy of Parliament and rule of law for effectively takling the present day challenges being faced by the country.

Resuming debate on the budget in Senate, Usman Kakar of Pakhtoonkhawa Mili Awami Party said gap between the rich and the poor was widening due to unjust economic and administrative policies.

Efforts should be made to review all the policies for the prosperity of the country, he added.

He said the federating units should be empowered as presently no new National Finance Commission award had been announced nor the budget document reflected the due shares of the provinces.

He said Pakistan was like a bouquet of five flowers, so equal care should be taken of all.

The 18th Constitutional Amendment, which provided for empowering federating units, was not implemented in letter and spirit and certain forces had put hurdles in this regard, he added.

He said the poor were being exploited in the name of Islam and
they were being deprived of their due rights. These people offered sacrifices during martial law era but during democratic regimes, they were not given any bebefits as all the perks were enjoyed by the upper class, he added.

He said the foreign policy should be sovereign. Peace in Afghanistan
was in the interest of Pakistan so efforts should be made to ensure durable peace there, he added.

He said the issues of Pashtoons and Balochs should be resolved
through talks and they should be given their due share in development initiatives under the CPEC. The projects of the western part of the CPEC should be allocated adequate funds, he added.

Saeed Ghani of Pakistan Peoples Party (PPP) said issues like power
loadshedding with circular debt of Rs 650 billion still persisted as
most budgetary targets had been missed. Foreign exchange reserves would exhaust if Pakistan had to pay billions of dollars debt. Despite announcement of Rs 340 billion Kisan relief package, agrculture sector
declined. Exports, he claimed, declined by 10 per cent while the entities, which were not in loss, were privaitized.

He claimed that none of the development projects forwarded by the Sindh government were in PSDP for the current fiscal year.

Zafrullah Dandla of of PML-N appreciated the government for presenting a pro-poor budget as it would extend relief to common people.

Shahi Syed of ANP said the smaller provinces should be given their due rights and they should be taken on board on all important issues.

Jamal Dinni of BNP-M said that budget did not reflect any planning
or funds’ allocation for the construction of new water reservoirs or conservation projects.No remedies had been suggested for issues arisen due to climate changes, he added.

He said wildlife should be protected with steps to control deforestation.
He said the Federal Government should take tangible measures for resolving Balochistan’s issues. Schemes should be worked out to provide gas to areas of Balochistan from Iran-Pakistan gas pipeline project, he added.

Jamaat-e-Islami Ameer Sirajul Haq alleged that more loans were being
taken to retire the existing ones.

He said it was a good omen that a special package was announced for the farmers in the budget. However, five per cent landlords occupied 65 per cent of the land.

He claimed that limited amount was allocated for education and health.
“We even lag behind Bangladesh and Sri Lanka in the two sectors.”

Sirajul Haq called for enhancing funds for the rehabilitation of Temporary Displaced Persons (TDPs) of FATA as Rs 100 billion allocated in the budget for the purpose was not sufficient.

He also noted that no amount was earmarked for small dams and forestation.

He said development projects should be extended to less developed areas.

Sherry Rehman of Pakistan Peoples Party alleged that the NFC award had been ignored in the budget. Certain measures announced in the budget were against the provinces, she added.

She claimed that Sindh was given less share in the PSDP.

She said concrete steps should be been taken to end loadshedding,
circular debt and poverty.

Ayesha Raza of PML-N said the budget had focused on all sectors of economy, giving boost to economic growth.

She said decline in cotton crop production was a worldwide phenomenon  as it was witnessed in China, America and India as well due to unfavourable weather conditions.

She said the government announced a relief package for the farmers, which would encourage them and give boost to the agriculture sector.

She said adequate allocations had been made for important sectors including energy, water and communication, education and health. The budget also reflected hike in funds for several people’s welfare programmes like Rs 4 billion for Pakistan Baitul Mal and Rs 215 billion for BISP.

Farhatullah Babar of PPP said Senate should have a role in adoption of
PSDP portion of the budget since provinces had several reservations.

He opined that Senate should have its representation in the
Public Accounts Committee (PAC). He also called for diverting funds of Islamic Ideology Council to National Commission on Status of Women.

Shibli Faraz of PTI said there should be legislation with regard to CPEC to ensure transparency and protect national interests. Pakistan should engage its own workforce on several projects, he added.
