Religious affairs minister deliberates on new measures introduced for pilgrims’ convenience

ISLAMABAD, August 31 (APP): Caretaker Minister for Religious Affairs and Interfaith Harmony, Aneeq Ahmed, in a ‘Hajj Debriefing Session’ on Thursday, deliberated upon various new initiatives aimed at enhancing the experience of pilgrims, including tracking through QR codes, the introduction of a short Hajj package, and provision of internet data services.

He said, “Today, we are gathered here to ensure the best possible facilities for our honorable pilgrims. While I don’t make grand claims, I assure all stakeholders’ cooperation in facilitating the comfort of the pilgrims.”

The meeting focused on comprehensive training, discipline, and physical fitness for future Hajj pilgrims besides recommending strict actions against doctors issuing fake fitness certificates.

The ministry was actively working to introduce short and long Hajj packages within the Government Hajj Scheme, while also implementing QR codes to minimize complaints of lost items.

Minister Aneeq further announced that final arrangements would soon be made to ensure better residential, dining, and transport facilities in Saudi Arabia.

For cost-effective communication and data packages during the Hajj, he said proposals from Pakistani cellular companies were being considered.

He directed the directors of all Hajji camps to expedite maintenance work for pilgrim facilities.

The participants in the session included Secretary of Religious Affairs Dr. Aftab Akbar Durrani, Director-General Hajj Abdul Wahab Soomro, officers from Hajj Wing, airlines, banks, directors of Hajji camps, and representatives of Hajj organizers.

LHC disposes of plea for judicial inquiry of Jaranwala incident

LAHORE, Aug 31 (APP):The Lahore High Court (LHC) on Thursday disposed of a petition seeking directions for judicial inquiry of torching  churches and houses by an angry mob in Jaranwala.
The court ordered the inspector general of police Punjab to hear the stance of the petitioner and decide the matter within two weeks.
Justice Shahid Bilal Hassan heard the petition filed by Grace Bible Fellowship Church Pakistan, a missionary trust, through its chairman.
The petitioner submitted that although the government had constituted a joint investigation team for probing the violent incident but it would submit findings after completion of due course, which was a time taking practice.
He pleaded with the court to issue directions for a judicial inquiry committee to ensure a fair investigation and trial of the perpetrators of the Jaranwala incident.

Nine soldiers embraced martyrdom after suicide bomber targeted military convoy in Bannu

RAWALPINDI, Aug 31 (APP): Nine soldiers of Pakistan Army on Thursday embraced martyrdom after a motorcycle-borne suicide bomber exploded himself while targeting a military convoy in general area Jani Khel of Bannu District in Khyber Pakhtunkhwa.

Among the nine soldiers Naib Subedar Sanobar Ali also embraced shahadat (martyrdom), while five soldiers were injured, an Inter Services Public Relations (ISPR) news release said.

The area was cordoned by the security forces and sanitization was being carried out to eliminate any terrorists found in the area.

“Security forces of Pakistan are determined to eliminate the menace of terrorism and such sacrifices of our brave soldiers further strengthen our resolve,” the ISPR said.

FBR collects Rs669 bln in Aug 2023

ISLAMABAD, Aug 31 (APP):The Federal Board of Revenue (FBR) has surpassed the revenue target by Rs20 billion as against the projected target of Rs649 billion for the second month of the current fiscal year.
The net revenue collection reached at Rs669 billion in August 2023, showing a growth of 35 percent, said a press release issued here on Thursday.
Despite all odds, FBR has put in tremendous efforts to achieve the revenue target for the month of August-2023.
FBR paid Rs 42 billion in refunds during the month under review as against Rs 38 billion in August 2022.
For the first two months, FBR has collected Rs.1,207 billion against assigned target of Rs. 1,183 billion.
Similarly, FBR collected Rs488 billion under the head of Income tax compared to Rs347 billion in the same period, showing an increase of 41 percent.
A healthy growth of 16 percent was achieved in the collection of sales tax with collection surpassing Rs473 billion as against Rs407 billion in July and August 2022.
Almost Rs80 billion were collected as Federal Excise Duty  (FED) showing an increase of 57 percent whereas cumulative growth of 29 percent has been achieved in the collection of Inland Revenue taxes.
On the imports side however, same momentum could not be maintained due to compression in imports.
This has impacted collection of Customs duties where Rs166 billion was collected as against Rs151 billion in July and August 2022 with growth of 10 percent.
Team FBR is dedicated to not only achieve the assigned target but surpass them for the year ahead.

Judicial officers may not be appointed ROs: TLP suggests

ISLAMABAD, Aug 31 (APP): The Tehreek-e-Labbaik (TLP) representatives on Thursday recommended that judicial officers should not be appointed as returning officers in view of their pressing responsibilities which might affect ability to effectively supervise the electoral process.

This suggestion was made during a consultative session with the Election Commission of Pakistan (ECP), which was chaired by Chief Election Commissioner (CEC) Sikandar Sultan Raja.

The TLP representatives also stressed the need to remove names of deceased voters from the electoral rolls.

They said that the local governments should be empowered. The said the previous government attempted to delay local government elections by hastily expanding the number of union councils in Islamabad from 50 to 101, and then to 125 at the last moment, and that ultimately led to the cancellation of elections.

The TLP representatives put forward suggestions for enhancing the election monitoring mechanism to guarantee transparency.

They also advocated for holding elections within a 90-day timeframe. They recommended augmenting the workforce to expedite the completion of the constituency delimitation process swiftly. Additionally, they emphasized the necessity of enhancing the law and order situation prior to the elections.

During the event, the Chief Election Commissioner mentioned that in accordance with Article 140-A, the Election Commission was tasked with organizing elections in line with the local government laws of the provinces.

“The provincial governments show reluctance in holding elections, and when the Election Commission completes its preparations for the electoral process, amendments to laws are introduced. A similar scenario unfolded in Islamabad,” he added.

Additionally, the CEC said, the Election Commission took steps to improve the accuracy of the voter rolls by collaborating with NADRA and the union councils to remove names of deceased individuals and duplicates.

The Chief Election Commissioner stated that the provincial governments exhibited a lack of willingness to conduct elections. “Once the Election Commission finalizes the preparations for the elections, amendments to laws come into play, similar to the situation observed in Islamabad. Additionally, the Election Commission took measures to enhance the precision of the electoral rolls by procuring data from NADRA and the Union Council to eliminate names of deceased and duplicate voters, thereby improving the accuracy of the process.

“This process is continually underway. The Election Commission will also systematically oversee electoral campaigns and expenses. To achieve this, all necessary preparations have been finalized,” he added.

The Chief Election Commissioner noted that for the sake of peace and security, the assistance of the police, armed forces, and other law enforcement agencies would be enlisted.

H e said the Election Commission planned to engage with political parties regarding the code of conduct. “Prior to the consultation, the draft of the code will be shared with political parties to gather feedback, aiming to establish an improved code of conduct for upcoming elections.”

The Chief Election Commissioner emphasized that legislative action was required for certain party suggestions, and in that context, the Election Commission was committed to its role, expecting political parties to share the same commitment.

In another meeting, a delegation from the Pakistan Muslim League (Q) expressed their support for the Election Commission’s verdict regarding the new constituency delimitation. They underscored the importance of a fresh delimitation, rooted in the recently published census findings, to guarantee impartiality.

Both factions conveyed their trust in the Election Commission’s competence and dedication to conducting transparent elections. The Chief Election Commissioner provided assurance that the ongoing delimitation timetable, intended to conclude within 120 days by December 14, 2023, is being optimized to expedite the process. Following that, the election schedule will be promptly announced.

The Chief Election Commissioner also reaffirmed the Commission’s unwavering commitment to ensuring transparent and lawful delimitation of constituencies as well as elections.

The individual meetings involved delegations from Tehreek-e-Labbaik Pakistan and Pakistan Muslim League (Q). These meetings were attended by members of the Election Commission, the Secretary of the ECP, and other senior commission officials.

Representing Tehreek-e-Labbaik Pakistan were Chaudhry Rizwan, Muhammad Qasim, Zia ur Rahman, and Chaudhry Azhar, while the Pakistan Muslim League (Q) delegation included Muhammad Tariq Hussain, Ms. Farukh Khan, Ghulam Mustafa, Rizwan Sadiq, and Hafiz Aqeel Jalil.

Gohar Ejaz for boosting country’s export to overcome economic challenges

LAHORE, Aug 31 (APP):Caretaker Federal Minister for Commerce and Industry Dr Gohar Ejaz on Thursday emphasized on boosting country’s export to steer the country out of existing economic challenges.
He said this while addressing the launching ceremony of Haval Jolion at a local hotel on Thursday.
He said, “We have to push our industries towards export.”
The Commerce Minister said that there was need to create maximum job opportunities, adding that after three years their would be 4.5 million children in job market.
Gohar Ejaz said, “The country has to focus on achieving the 80 billion dollars export figure.” He further said that collective efforts were required to put the country in right direction.
The Minister said he would give a strategic plan in 90 days that how contribution could be made to boost exports.
He said that 50 percent of country’s economy was not documented which needed to be documented.
He said that unfortunately export culture was not promoted, adding that the country had all potential just little more effort was needed in this regard.
He said, “We have to earn in dollars and it is possible through exports.”
Later, talking to media he said that the country had to sell its products globally to achieve desired results, adding that as Pakistan’s prosperity was linked with exports. He said there was a need to develop small medium enterprises.
Country’s export should be of 80 billion dollars to stabilize the currency, he added.

SMIU to celebrate 139th Foundation Day on Friday

KARACHI, Aug 31 (APP):Sindh Madressatul Islam University to mark the 139th foundation day on Friday (Sept 01) at 10:00 a.m. at its auditorium.
Federal Minister for Education Madad Ali Sindhi will be the chief guest, while chairman Sindh HEC Dr. Tariq Rafi and Vice Chancellor SMIU Dr. Mujeeb Sahrai will be the guest of honour. Senator Javed Jabbar, Ms. Mehtab Akbar Rashdi, Mr. Niaz Panhwar, Prof. Aijaz Qureshi, and Dr. Subhash Babu will be the keynote speakers.
Documentaries on the historic journey of SMI and its founder Khan Bahadur Hassanally Effendi will be screened. Students’ performance is also a part of the event.
SMI was established by Khan Bahadur Hassanally Effendi and his friends on 1st September 1885 in Karachi. It was considered as the first modern Muslim educational institution in the subcontinent.

ISSI launches book on ‘Emerging Threats, Shifting Doctrines: Challenges to Strategic Stability in South Asia’

ISLAMABAD, Aug 31 (APP):Lieutenant General (R) Sarfraz Sattar, former Director General of Strategic Plans Division (SPD) Thursday said that India was feverishly indulged in unprecedented increase in its fissile material stockpile and acquisition of all kinds of weapon systems and technologies, posing a great risk to the region and beyond.
In his keynote address at the launch of a book titled “Emerging Threats and Shifting Doctrines: Challenges to Strategic Stability in South Asia”, edited by Malik Qasim Musfata, he said that the book was a second breath of fresh air coming out of Pakistan’s strategic community during the current year after Ambassador (R) Zamir Akram’s book on “Pakistan’s Nuclear Deterrence and Diplomacy”.
Other speakers at the seminar, hosted by the Arms Control & Disarmament Centre (ACDC) at the Institute of Strategic Studies (ISSI), included Major General (Retd) Ausaf Ali, Advisor, SPD; Malik Qasim Musfata, Director ACDC-ISSI; Ms. Ghazala Yasmin Jalil, Research Fellow ACDC-ISSI; Dr. Aqeel Akhtar, ACDA, SPD; Dr. Ahmad Khan, ACDA, SPD; Ms. Aamna Rafiq, Research Associate, ACDC-ISSI; Air Commodore (Retd) Khalid Banuri, former DG, ACDA, SPD; and Dr. Adil Sultan, Dean, FASS, Air University, Islamabad.
Sarfraz Sattar said topics covered in the ACDC’s book were contemporary in nature, arranged in a logical sequence, and related to the subject of strategic stability.
He added that Pakistan needed to brace itself for future contingencies where it could see the application of such a course to gain ascendency over a short span of time.
He said there was already talk of such a thing happening around the next Indian elections. India with its nuclear power had a hegemonic design and it would continue to pressurize Pakistan and force it to either fight or give in, he concluded.
Earlier, in his welcome remarks, ISSI Director General Sohail Mahmood said that it was no exaggeration to say that the world, today, was at a major inflection point. There was an intensification of geopolitics and the proliferation of old and new threats, both in traditional and non-traditional security domains.
He said it was important to view the developments in South Asia against this backdrop. Without a doubt, the transformation in South Asia’s security environment had both global impulses and regional dynamics.
Malik Qasim Mustafa, Director ACDC-ISSI, and editor of the book, stated that each chapter of the book was unique in a way that each highlighted the impact of shifting doctrines and various emerging threats and when all are put together, it presented a bigger picture.
He added that India was shifting away from its positions and developing conventional and nuclear war-fighting doctrines; modernizing and enhancing its conventional and nuclear weapons capabilities; pursuing hypersonic and ballistic missiles programs; increasing its naval build-up; adding a nuclear dimension, wanted to control the Indian Ocean as a so-called “net security provider; militarizing space developing LAWS and weaponizing AI, and the cyber domain.
Given the rapid technological revolution at the global level and India-Pakistan conflictual relations, Major General (Retd) Ausaf Ali stressed the need to take timely actions to address the risks generated by LAWS.
In her remarks, Ms. Ghazala Yasmin Jalil said that India’s doctrinal transformation and precision strike weaponry eroded nuclear deterrence.
Dr. Aqeel Akhtar said that the development of sea-based nuclear capabilities constitutes a significant component of India’s nuclear modernization which raises the risks of arms race instability, aggressive nuclear posturing, command and control related issues, and higher alert levels in the region.
In his remarks, Dr. Ahmad Khan linked the Indian space ambitions with the changing South Asian strategic landscape.
While identifying the consolidation trends of emerging military technologies and their integration into the Indian military doctrine and nuclear posture, Ms. Aamna Rafiq said that such transformations would provide an entire spectrum of opportunities to India for the initiations of short, intense, and lethal crises under nuclear threshold against Pakistan.
In his comments, Air Commodore (Retd) Khalid Banuri stated that this book brings out the issue of Pakistan’s security dilemma. The official manifesto of the BJP clearly states that there is a need to enhance the strike capability of India.
In his comments, Dr. Adil Sultan stated after the 2019 crisis, India has moved rapidly to make qualitative and quantitative improvements in its air power and in the process of integrating it with its past capabilities.
He said any future crisis between the two nuclear neighbors might involve the use of unmanned vehicles as a cost-effective means to achieve a limited political objective. He thanked the authors and editor for their excellent work and highlighted the need for collective wisdom to build our narrative through credible research.
In his concluding remarks, Ambassador Khalid Mahmood, Chairman BoG ISSI, stated that strategic stability in South Asia was affected by extra-regional dynamics. A conventional asymmetry with India compelled Pakistan to go nuclear, making Pakistan a reluctant nuclear power in 1998. Ever since, the doctrines, postures, actions, and policies of India have eroded regional stability in the absence of any global oversight.
The launch was attended by academics, practitioners, former and serving Pakistani diplomats and officials, experts from think tanks, students, and members of the diplomatic corps in Islamabad.

Anti-malaria spray drive launched to control diseases in Lasbela

QUETTA, Aug 31 (APP):On special directive of Caretaker Balochsitan Minister Prince Ahmad Ali Ahmadzai, Lasbela district Health Department launched the indoor residual anti-malaria spray campaign with the aim to control diseases in the area on Thursday.
Chairman Municipal Committee Othal, Waseem Khas Khail, District Supply Chain Officer Amjad Ali Shah visited various places of Othal city and reviewed the performance of Hari mosquito spray teams.
On the occasion of the visit, District Health Officer Lasbela Dr. Abdul Hameed Baloch said that by doing the current spraying, the breeding of mosquitoes could be controlled for six months.
This will manage various diseases in the area, especially malaria and mosquito-borne diseases, he said and added that the launch of IRS in Lasbella was positive step as it was everyone’s primary responsibility to keep the environment clean according to health norms.
Only a healthy society can develop, so spraying will be done during the IRS campaign across the district to control the mosquito population, he noted.
He said that the teams of the District Health Department would visit door to door and spray mosquito killers in different USCs of Lasbela.
He urged to the public to take care of their health and play a role in tackling the health challenges facing the society by following the basic SOPs in daily life.
It should be noted that IRS mosquito spray campaign has been started in Lasbela district with the support of International Committee of Red Cross (ICRC), Government of Balochistan, Lasbela Health Department, Malaria Control Program and NRSP.
The people of Lasbela expressed their gratitude to the Minister Prince Ahmad Ali Ahmadzai for starting the anti-malaria spray campaign.

In a post on his X handle, he said, “Heartbroken by the loss of 9 valiant soldiers in Bannu Division, KPK, to a cowardly terrorist act that injured many. Such acts are utterly reprehensible. My thoughts are with the families of the martyred and injured. Pakistan stands resolute against such terror.”
