UN urgently seeks $1 bln aid for Sudan conflict refugees
UNITED NATIONS, Sep 04 (APP): The UN refugee agency, UNHCR, and 64 humanitarian and national civil society organizations Monday appealed for $1 billion to provide essential aid and protection to more than 1.8 million people fleeing the ongoing conflict in Sudan, who are expected to arrive in five neighbouring countries by the end of 2023.
Since the crisis began when rival military groups clashed in mid-April, projections of growing numbers of people trying to escape fighting have sharply spiked upwards.
“The crisis has triggered an urgent demand for humanitarian assistance, as those arriving in remote border areas find themselves in desperate circumstances due to inadequate services, poor infrastructure and limited access,” said Mamadou Dian Balde, UNHCR Regional Bureau Director for the East and Horn of Africa and Great Lakes, and Regional Refugee Coordinator for the Sudan Situation.
“Partners active in this response are making every effort to support those who are arriving and their hosts, but without enough donor resources, these efforts will be severely curtailed.”
The current appeal is based on expectations reflecting a two-fold increase of what was initially estimated in May to respond to the crisis.
More than one million refugees, returnees, and third-country nationals have already fled the country, the agency reported.
Critical necessities include water, food, shelter, health services, cash aid, core relief items, and protection services. Urgent attention is also required for an increasingly dire health situation among new arrivals. High malnutrition rates, disease outbreaks, such as cholera and measles, and related deaths are occurring in several receiving countries.
“It is deeply distressing to receive reports of children dying from diseases that are entirely preventable, should partners have had sufficient resources,” Mr Balde said. “Action can no longer be delayed.”
The countries receiving people fleeing Sudan – Central African Republic, Chad, Egypt, Ethiopia, and South Sudan – were hosting hundreds of thousands of displaced people even before this crisis.
“Countries in the region are facing major challenges of their own and yet they continue to show remarkable generosity, but we cannot take their hospitality for granted,” he said.
“The international community needs to stand in solidarity with host governments and communities and address the persistent underfunding of humanitarian operations; this is crucial to support individuals and communities in need, pending much needed peace.”
The 2023 Sudan Emergency Regional Refugee Response Plan (RRP) was launched in May 2023, revised in June 2023, and again in August 2023. The revisions reflected dramatic and ongoing increases in external displacement from Sudan and the resulting humanitarian crisis.
While needs have grown exponentially, donor resources have not kept pace, it was pointed out. Currently, only 19 per cent of the increased requirements has been received.
Steps urged to make country TB-free
ISLAMABAD, Sep 04 (APP): Civil society and celebrities on Monday stressed the need to take further steps to make the country free from Tuberculosis.
“Our nation’s fight against TB requires unwavering commitment at the highest levels,” renowned actor, producer, director, screenwriter and end TB celebrity ambassador Sarmad Khoosat said while addressing a press conference along with others.
He said Tuberculosis (TB) continues to claim 132 precious lives each day in Pakistan, a nation that ranks as the world’s fifth-highest TB burden country. However, this deadly disease is entirely preventable and curable.
He said that Pakistan is a signatory to the United Nations High-Level Meeting (UNHLM) 2018 declaration on TB, and urged to ensure commitment to address this issue.
He said that the second UNHLM on TB is scheduled on September 22, 2023, in New York, USA, where countries will review progress made since the 2018 Political Declaration on TB.
He said that to demonstrate Pakistan’s unwavering commitment, we urge the highest possible level of participation, to show Pakistan’s resolve to end TB.
Drama artist, Sania Saeed said that our delegation should be strong and comprehensive, with representatives from civil society and TB-affected community as integral members of the delegation.
ECNEC approves $1784.93 mln ‘Emergency Plan for Polio Eradication’

ISLAMABAD, Sep 04 (APP): The Executive Committee of the National Economic Council (ECNEC) here on Monday approved Emergency Plan for Polio Eradication (3rd revised) at a cost of USD 1784.93 million.
The amount included grant from The Global Polio Eradication Initiative (GPEI) partners of US$.1197.93 million, Islamic Development Bank loan of US$.552 million and French Development Agency (AFD) loan of US$.35 million.
The ECNEC meeting was chaired by caretaker Federal Minister for Finance, Revenue, Economic Affairs and Privatisation, Dr. Shamshad Akhtar, according to press statement issued by finance ministry,.
The polio eradication plan was presented by Ministry of National Health Services, Regulations & Coordination under which polio eradication vaccines would be supplied all over Pakistan and will be executed by WHO and UNICEF.
The ECNEC after discussion extended the duration of umbrella PC-1 of the project to three years with authorization to Economic Affairs Division (EAD) to enter into loan agreements to finance the project on behalf of Pakistani government to achieve the objectives of eradication of Polio and make polio free Pakistan.
The ECNEC requested Planning Commission and Ministry of National Health Services, Regulations and Coordination to provide project/programme evaluation of Polio Eradication programme and integrated lesson learnt in implementation of Phase –III.
The ECNEC also directed that a committee co-chaired by the Secretary Finance and Secretary EAD to examine the re-lending arrangements with provinces for funding of project of similar nature with clear recommendation to ensure proper implementation of the projects.
Among others, the meeting was attended by Sami Saeed, Minister for Planning, Development and Special Initiatives, Shahid Ashraf Tarar, Minister for Communications, Maritime Affairs & Railways, Muhammad Ali, Minister for Power & Petroleum, Ahmad Rasool Bangash Minister for Finance, Revenue, and Excise & Taxation KPK, Muhammad Younas Dhaga Minister for Finance, Revenue Sindh, Amjad Rasheed, Minister for Finance & Revenue Balochistan, federal secretaries and other senior officers from federal ministries and provincial departments.

ISLAMABAD, September 04 (APP): Caretaker Minister for Religious Affairs and Interfaith Harmony, Aneeq Ahmed on Monday said the Quran would continue to serve as the guiding light for the human mind throughout eternity.
In a briefing held at the Ministry’s Research and Reference Department, he made a significant announcement and also issued directives regarding the upcoming Seerat Conference.
During the briefing, the minister expressed the belief that Islam was a comprehensive and all-encompassing religion.
He stressed the importance of addressing contemporary issues and modern challenges while remaining firmly rooted in the teachings of Islam. He stated that their love for religion was unwavering, but to provide guidance to the world, they must harness the knowledge found within the Quranic sciences.
Furthermore, Minister Aneeq highlighted the need for greater Muslim involvement in the fields of modern science and ongoing research. He expressed concern that the Quranic perspective on cosmic control seems distant from the Muslim community in today’s world. To address current global issues, he advocated seeking guidance from distinguished scholars.
The minister also mentioned their commitment to counteract forces that attempt to influence the minds of the youth with doubts and suspicions contrary to Islam. He announced plans to hold an economic discussion during the Seerat Conference on 12th Rabi-ul-Awal, focusing on solutions to contemporary financial challenges. He emphasized that the Prophet Muhammad Peace Be Upon Him had issued directives for his companions to acquire knowledge of their time.
The meeting witnessed the participation of Aftab Akbar Durrani, the Secretary for Religious Affairs and Interfaith Harmony, along with other officers from the Research and Reference Department.
Govt to come up with out-of-box solution on power sector for public relief: PM
ISLAMABAD, Sep 4 (APP): Caretaker Prime Minister Anwaar-ul-Haq Kakar on Monday assured that his government was exploring realistic options to come up with out-of-box solutions to provide relief to electricity consumers.
The prime minister, in an interaction with foreign media representatives, said the government would make informed decisions to satisfy the masses on the issue of electricity bills without deviating from the country’s commitments with the international financial institutions.
Mentioning the issues of circular debt, power theft, and taxes, the prime minister said the government would introduce short-term solutions to the issue without undermining the agitating people.
He assured that the interim government was mandated to facilitate holding the general elections as early as possible while observing the constitutional obligations.
He said the Constitution called for carrying out the delimitation following the population census.
Prime Minister Kakar said without redesigning the government structure, the interim setup was mainly focused on rearranging the fiscal and monetary policies to build an edifice for economic revival.
Calling the Special Investment Facilitation Council (SIFC) a strategy for economic revival, he said it focused on agriculture, mines and minerals, defence production and information technology.
However, he also spelled out the economic reform agenda of his government, saying that the imminent steps included the privatization of two or more power distribution companies.
He said the reforms needed in taxation and power sectors and that the government would leave behind a basis for mid-level reforms.
Kakar said the government was pursuing a policy of doing the doable and providing a strategic direction to the economic planning.
To a question, he said all the registered political parties would be provided a level playing field to contest the general elections without any discrimination.
However, he said in certain instances, political behavior turned into vandalism and the country’s law was already in vogue to deal with such conduct.
Talking about the terror attacks by the TTP, the prime minister drew attention to the leftover military equipment by the US and allied forces back in Afghanistan which he viewed were becoming a threat to peace thus necessitating a coordinated approach to deal with the challenge.
He said the foreign forces left Afghanistan after losing interest but “we are here to defend our home, children, mosques and places of worship.”
He said the Pak-Afghan ties were deeply rooted in cultural and faith-based linkages as well as social integration.
Pakistan showed magnanimity to the Afghan refugees and that the government was coming up with a policy to address the challenge of illegal immigrants, he added.
Responding to a query, the prime minister said the government had an “excellent working environment” with the Pakistan Army and both were working together, also for economic revival.
Prime Minister Kakar said regardless of any political association, the people of Balochistan welcomed every project under the China-Pakistan Economic Corridor which had entered the second phase.
He reiterated the government’s resolve to go to any extent to protect the Chinese workers taking part in the CPEC projects.
Referring to the massive reserves worth $6 trillion of copper and gold in Balochistan, the prime minister said the Reko Diq project was about to start soon.
He called for all the stakeholders to formulate a model to explore the mineral-rich area to make the world see Pakistan through a different prism.
The prime minister expressed the hope that foreign investment projects worth $25 billion each from Saudi Arabia and the Middle East would realize in a time span of two to five years.
About the May 9 riots, he said the attack on the military installations was an attempt to create societal disorder. That existential threat needed a lawful response and he supported the laws to curb such behavior.
