‘Reform or rupture’: UN chief urges sweeping changes to UNSC, global financial systems
UNITED NATIONS, Sep 19 (APP): United Nations Secretary-General Antonio Guterres Tuesday called for sweeping changes to multilateral institutions, including reforming the powerful UN Security Council, and restructuring global financial systems.
Speaking before world leaders, including Pakistan Caretaker Prime Minister Anwaar-ul-Haq Kakar, in the iconic United Nations Assembly Hall, the UN chief warned of a looming “Great Fracture” in the world, describing existing global governance structures as failing to serve a changing world.
“The alternative to reform is not the status quo. The alternative to reform is further fragmentation,” he said. “It’s reform or rupture.”
“Our world is becoming unhinged. Geopolitical tensions are rising. Global challenges are mounting. And we seem incapable of coming together to respond,” Antonio Guterres told the people who run the world’s nations. He said that the United Nations — and the ways that countries cooperate — must evolve to meet the era.
“The world has changed. Our institutions have not,” Guterres said. “We cannot effectively address problems as they are if institutions don’t reflect the world as it is. Instead of solving problems, they risk becoming part of the problem.”
He said the world needed action now – not merely more words – to deal with the worsening climate emergency, escalating conflicts, “dramatic technological disruptions” and a global cost-of-living crisis that was increasing hunger and poverty.
This year’s week-long session, the first full-on meeting of world leaders since the COVID-19 pandemic disrupted travel, has 145 leaders scheduled to speak. It’s a large number that reflects the multitude of crises and conflicts.
But for the first time in years, US President Joe Biden, who will speak soon after the UN chief, will be the only leader from the five powerful veto-wielding nations on the UN Security Council to address the 193-member assembly.
China’s Xi Jinping, Russia’s Vladimir Putin, France’s Emmanuel Macron and Britain’s Rishi Sunak are all skipping the UN this year. Ukraine’s President Volodymyr Zelenskyy is making his first appearance at the Assembly’s podium.
In his passionate speech, Guterres described increasing global multipolarity as heralding “new opportunities for justice and balance in international relations” – an acknowledgment of the rise of new powers in the world like India and China, and growing negotiating power of regional blocs.
But new and strengthened multilateral institutions would be all the more important for ensuring peace in a multipolar order, he added.
The United Nations Security Council and Bretton Woods agreement still reflected the unequal power relations of 1945, Guterres said, “when many countries in this Assembly Hall were still under colonial domination.”
The Security Council is made up of five permanent members – the US, the UK, France, China, Russia – and 10 non-permanent members. Only one leader from the permanent five members – US President Joe Biden – chose to attend the UN General Assembly this year.
More than 50 UN countries have never been members of the Security Council.
The UN chief underscored that “we cannot effectively address problems as they are if institutions don’t reflect the world as it is. Instead of solving problems, they risk becoming part of the problem.”
He asserted that it was high time to renew multilateral institutions based on 21st century economic and political realities – rooted in equity, solidarity and universality – anchored in the principles of the United Nations Charter and international law.
“That means reforming the Security Council in line with the world of today,” he said.
“It means redesigning the international financial architecture so that it becomes truly universal and serves as a global safety net for developing countries in trouble,” Guterres said.
“I have no illusions. Reforms are a question of power. I know there are many competing interests and agendas. But the alternative to reform is not the status quo. The alternative to reform is further fragmentation. It’s reform or rupture,” he said.
The UN chief underscored the importance of reform at a time when global divides are deepening.
“Divides among economic and military powers. Divides between North and South, East and West,” he said.
Guterres warned that “we are inching ever closer to a Great Fracture in economic and financial systems and trade relations; one that threatens a single, open internet; with diverging strategies on technology and artificial intelligence; and potentially clashing security frameworks.”

724 power pilferers nabbed in Islamabad
ISLAMABAD, Sep 19 (APP): The Islamabad Electric Supply Company (IESCO) on Tuesday caught 724 power pilferers and imposed a fine of over Rs 4.97 million for stealing electricity in various areas of the company during the ongoing special anti-power theft drive.
The IESCO spokesperson said that over 1.08 million units were charged to the power pilferers. A sum of over Rs 7.92 million was also recovered from the defaulters.
He said that not only FIRs were registered against the power thieves but also some of them were arrested.
He also requested the consumers to inform the focal person of anti-power theft on his personnel cell number 03195991340. Curbing power theft is a guarantee of prosperity in Pakistan.
He also urged the consumers to pay their bills timely in order to stop disconnection.

BEIJING, Sept 19 (APP): Chinese Assistant Foreign Minister Nong Rong has said that China and Pakistan should engage in mutually beneficial cooperation which will benefit all Pakistani people, including those in the Balochistan province.
During a meeting with the visiting Press Corps from the Balochistan province of Pakistan, he said China and Pakistan, as “ironclad friends”, had always supported each other and stood together in times of difficulty.
He said,”China attaches great importance to the high-quality development of the China-Pakistan Economic Corridor and is willing to deepen industrial cooperation with Pakistan and accelerate the implementation of livelihood projects.”
In recent years, Nong Rong said, the Gwadar Port had witnessed rapid development, and its achievements had benefited the local people. “The media are welcome to report more on these developments,” he added.
Both sides needed to jointly create a secure and predictable business environment to achieve a benign cycle of development and security, he added.
The press corps said that friendship with China was a consensus among various sectors in Pakistan. Gwadar Port, roads, hospitals, schools, and others had greatly promoted regional connectivity and generated employment opportunities.

The Army Chief visited Barotha Garrison and interacted with the exercising participants. He was briefed on the scope and conduct of the exercise by the General officer Commanding Special Service Group.
The exercise is aimed at further harnessing the historic military-to-military relations among the friendly countries, including nurturing of joint employment concept, while identifying areas of mutual interest for future military collaborations and benefiting from each other’s experience against terrorism.
Prior to visiting Brotha, the COAS also visited Junior Leadership Academy (JLA) Shinkiari, which is the Center of Excellence for training of Non Commissioned Officers. He laid floral wreath at Yadgaar e Shuhada (The Martyrs Monument) and addressed the participants of the Academy.
COAS remarked that “Junior Leaders are the backbone of Pakistan Army and are key to success in Conventional and Unconventional Warfare.”

US Embassy working to reduce visa appointment wait time
ISLAMABAD, Sep 19 (APP): The Embassy of the United States on Tuesday said steps were being taken to reduce visa appointment wait time for the people of Pakistan.
“Demand for US visas is the highest it has ever been. We are processing more visa applications than ever before and are working hard to bring down visa appointment wait times,” said a US Embassy news release.
It said thousands of non-immigrant visa appointments had been expedited.
“More than 10,000 Pakistani visa applicants originally scheduled for 2024 at the US Consulate General in Karachi are receiving notice that their appointments have been rescheduled in 2023, some as early as next week,” the embassy added.
“If you have a visa appointment in the next few months at the US Consulate General in Karachi, please check your e-mail and log-in to your account at our website, ustraveldocs.com/pk, to confirm your expedited appointment time.”
To create added flexibility for Pakistani travelers, it said, visa applicants could rebook appointments at either the Consulate General in Karachi or US Embassy in Islamabad — whichever works best for them.
“Our hope is that this will allow applicants more freedom and flexibility to find a convenient date, time, and location.”
Finally, starting September 25, US Consulate General Karachi will begin accepting new interview waiver applications for some applicants who have previously been issued U.S. visas.
“Applicants can check ustraveldocs.com/pk to determine whether they are eligible, print out a confirmation letter, and submit their application materials to a drop box without the need for an appointment.”
The US Embassy said it was already accepting interview waiver applications for qualified applicants.
