ISLAMABAD, Sep 19 (APP): Ambassador of Iran to Pakistan Dr. Reza Amiri Moghaddam called on Caretaker Minister for Human Rights George Khalil here on Tuesday.

During the meeting, both sides discussed in detail diverse areas of cooperation in the field of human rights between the two brotherly countries.

Pakistan and Iran share long-standing and time-tested close fraternal relations, said the Minister underlining the need to expand cooperation between the two neighboring countries.

WHO urges to raise awareness on breastfeeding, child nutrition

ISLAMABAD, Sep 19 (APP):World Health Organization (WHO) has urged all stakeholders to collaborate in raising awareness, provide accurate information, and create breastfeeding-friendly environments at workplaces.
According to WHO, the organization is also supporting federal and provincial departments of health for promulgation of laws to promote and protect breastfeeding and child nutrition.
It said that championing breastfeeding could contribute to Pakistan’s healthier generation.
The organization said that it had also provided lactation management rooms in selected health facilities to provide a conducive environment where mothers would feel comfortable to breastfeed.
It is important to note that counselling on maternal, infant and young child nutrition is done in all 154 WHO supported nutrition stabilisation centres across the country enabling wide dissemination of these crucial messages to mothers and family members.
The organization is supporting government of Pakistan’s efforts in promoting, protecting and sustaining breast feeding interventions by among other things setting a network of baby friendly hospitals, provision of breastfeeding corners in health facilities, advocacy and awareness discussions with parliamentarians, media as well as academia on importance of breastfeeding and capacity building of health care workers on maternal infant young child nutrition and lactation management.
While congratulating the Sindh Government, during the commemoration of World Breast Feeding Week 2023, the WHO Representative in Pakistan, Dr Palitha Mahipala remarked “Breastfeeding saves lives of children. It is one of the most cost-effective child survival interventions. Let’s join hands to promote and protect breastfeeding.”
Pakistan has high levels of stunting at 40% and wasting (low weight for height) at 17%. Despite its manifold benefits, exclusive breastfeeding rates for six months in Pakistan remain suboptimal at 48 percent.
Studies have shown that breastfeeding can decrease the risk of ovarian cancer further underlining its significance.
Additionally, it fosters a unique bond between mother and child, promoting emotional well-being for both parties.
Over time, global breastfeeding rates have declined, prompting the World Health Assembly’s (WHA) adoption of the International Code for Marketing of Breastmilk Substitutes in 1981.
This code emphasizes that infant formula should not be promoted in ways that hinder breastfeeding’s protection and promotion.
Advertising and public promotion of relevant products are prohibited, and healthcare facilities should not be utilized for formula promotion.
The code also prevents manufacturers and distributors from offering inducements to health workers for product promotion.
Since its adoption, multiple WHA resolutions have urged member states to implement policy initiatives for breastfeeding enhancement.
It said that the introduction of the Sindh Protection and Promotion of Breastfeeding Bill, 2023, is a crucial step toward enhancing the health of both children and mothers in the Sindh province.
It sets a valuable precedent for other provinces to emulate by enacting similar legislation.
The WHO said that breast milk, is rich in essential nutrients that are tailor-made for a newborn’s delicate digestive system.
It provides a balanced mix of proteins, fats, vitamins, and minerals crucial for optimal growth and development.
“Breast milk contains antibodies and other immune-boosting compounds that offer newborns critical protection against infections and illnesses.”
The benefits extend beyond infancy, with breastfed children showing enhanced immunity in their early years, reducing the burden on the healthcare system, it added.

PJN, British Council collaborate for Punjab’s social cohesion

ISLAMABAD, Sep 19 (APP):The Peace & Justice Network (PJN), in conjunction with the British Council, hosted a dialogue session called “Awaz Il” the other day to discuss ways to strengthen interfaith harmony and social cohesion among local communities in Punjab.
Around 77 provincial-level stakeholders, including representatives from the Department of Human Rights and Minority Affairs, National Commission for Human Rights, Punjab Women Protection Authority, Auqaf and Religious Affairs Department, IT University Punjab, Social Welfare & Bailt-ul-Maal Department Punjab relevant institutions participated on this occasion.
The provincial dialogue aimed to create a platform to highlight the issue of minorities and also to promote tolerance in society.
In her welcome remarks Dr Yasmin Zaidi, Team Lead British Council, Aawaz also said that “Part of Aawaz I| ” project to address discrimination, exclusion, and exploitation faced by vulnerable segments of society.
She explained that the Aawaz ll project is currently active in 37 districts within Punjab and Khyber Pakhtunkhwa.
The initiative’s objectives include establishing community forums, implementing community-driven early warning systems and early response mechanisms (EWS-ERM), promoting connections among individuals from different faiths, and strengthening their relationships with relevant government institutions.
On this occasion, Dr. Ahmed Afnan, Additional Secretary, Auqaf and Religious Affairs Department Punjab, has said that “there is a dire need to improve interaction and undertake awareness campaigns to promote tolerance and strengthen social cohesion in the society”.
He went on to mention that the Pakistan Bait UI Mall is working to improve social cohesion and elevate the status of religious minorities throughout Punjab.
Participants representing religious minorities from different districts of Punjab provided case examples of the best practices from Aawaz ll’s experiences in various districts, sharing testimonies of case studies such as conflict over
burial places, incidents of societal intolerance, and disputes over water Sources which were successfully preempted with the help of EWS-ERM that Aawaz Il established across its communities.
During the process, participants, especially members from religious minorities shared several recommendations to promote interfaith harmony and safeguard the rights of religious minorities.
These recommendations included organizing capacity-building sessions for district human rights and interfaith harmony committees, addressing behavior change in schools to prevent false blasphemy allegations against children,
offering alternatives to compulsory Quranic classes for children of religious minorities.
Their suggestions emphasized the importance of inclusivity and the protection of minority rights within the community.
Aawaz ll aims to create awareness, behavior change, and increase citizen-state engagement to promote behavior change on harmful practices of child marriage, gender-based violence, exclusion, exploitation, and intolerance.
The program has reached over 30 million individuals with its interventions including communications campaigns on behavior change.
The five-year program is administered by the British Council with backing from the Foreign, Commonwealth, and Development Office (FCDO). It has called for a Provincial Dialogue to Promote Interfaith Harmony.
Arshad Mehmood, Deputy Team from the British Council, and Syed Raza Ali, CEO of PJN, urged the government to promptly establish a national commission for minority rights.
The speakers emphasized the importance of interfaith harmony, stating that it aims to create a platform for highlighting the issues faced by religious minorities while promoting tolerance and understanding in society.
They highlighted that interfaith harmony plays a crucial role in creating a platform to address minority concerns and promote tolerance within society.

SC orders to implement law regarding prisoners’ release on probation

ISLAMABAD, Sep 19 (APP): The Supreme Court on Tuesday ordered the authorities concerned to immediate implement laws pertaining to the release of prisoners on probation.

The Supreme Court, in a five-page written decision authored by Justice Athar Minallah, also ordered the federal and provincial governments to ensure the release of prisoners eligible for release on probation.

It observed that serious violations of human rights were taking place in prisons across the country.

The provision of constitutional rights to the prisoners in jail had become impossible due to overcrowding in prisons, it added, observing that the majority of the people who suffered from lack of facilities in prisons were poor, while the state was also not playing a role in providing cheap and quick justice to them.

It further said that the criminal system allowed the exploitation of the weaker sections of society by the powerful.

The court said that such a condition of prisons was intolerable in a constitutional society. It was the responsibility of the state to protect the fundamental rights of every prisoner. The prisoners were entitled to enjoy all constitutional rights except freedom of movement, it added.

A division bench of the apex court led by former Chief Justice of Pakistan Umar Ata Bandial had heard the matter.

ADCR directs intensified crackdown against electricity theft in commercial plazas

RAWALPINDI, Sep 19 (APP): Additional Deputy Commissioner Revenue (ADCR) Rawalpindi region, Nabil Sindhu on Tuesday directed to intensify a crackdown against electricity theft in commercial plazas and industrial zones across the district.

He gave these directives in a meeting held to review the measures taken against electricity theft in the district here, a news release said.

Focal Person AC Headquarters, Chaudhry Waheed Sadiq, Deputy Director Technical Islamabad Electric Supply Company (IESCO) Syed Ghazanfar, DSP Headquarters Shahida Yasmin including the management and officials of IESCO and Tehsil Enforcement Committees participated in the meeting.

The ADCR was briefed about the action taken against commercial, industrial and domestic consumers who were involved in electricity theft. In light of the orders of the Punjab Government, the electricity theft campaign was actively in progress.

On the other hand, applications have been filed by IESCO authorities against six more people on the charge of electricity theft in the concerned police stations.

The police have registered the first information reports (FIR) against 35 electricity thieves this month.
Out of which 30 domestic consumers and 5 commercial consumers are included, the FIRs registered against the consumers belong to Waris Khan, Rawalpindi Cantt, Saddar, Airport, Morgah, Kalar Syedan, Kahuta, Rawat and Mandra.

This month, IESCO officials have given applications to the police against 85 people on the charge of electricity theft while two people have been arrested on the charge of electricity theft.

Netting Corrupt: AJK PM announces to execute accountability in State soon

MIRPUR (AJK):, Sep 19 (APP):: Azad Jammu Kashmir (AJK) Prime Minister (PM) Chaudhry Anwar ul Haq has announced to execute indiscriminate accountability all across the state soon.

Addressing the members of the District Bar Association Mirpur and Mirpur Protection Forum at the Jammu and Kashmir House in the federal metropolis late Monday the PM said that across-the-board accountability would be ensured and no one would be exempted from accountability.

Referring to the ongoing AJK-wide heated issue of the inflated electricity bills, the PM said, “Since the government has decided to suspend all additional charges on electricity, the billing will be made on the old tariff rates”.

The PM said that no penalty or additional surcharges would be slapped on consumers.

Referring to his government’s efforts to improve governance in the state, he said that people of good repute and brilliant track records were being inducted into the bureaucracy.

Referring to the challenges faced by the public, the PM said, “I do realize and understand the problems, but the fact is that the wrongs of the past several decades cannot be rectified in moments.” He said that many promises were made in the past but never fulfilled.

He said that he held the judiciary with the highest esteem. “The decisions of the judiciary will be fully implemented”, he said.

The prime minister said that there was a written agreement on Mangla Dam and it was made in 2003, and approved by the cabinet. “We should not live in isolation. If our demands are legitimate, they will be fulfilled,” the AJK PM asserted.

He said that before the passage of the 13th amendment, the Kashmir Council had the authority to levy tariffs on electricity.

The PM said the authority to levy tariffs was then transferred to the AJK government. ” In 2022, the notification, which authorized the DG commercials to increase tariffs, was suspended”, he added. He said that the tariff issue has been taken up with the Government of Pakistan. “The issue was discussed threadbare and the federal government endorsed our stance on the issue.”

He said that an increase in petrol levies also has a direct effect on Azad Kashmir. According to the Mangla Dam up-raising Amended Agreement, the PM said that the AJK government would receive one rupee and ten paisa water usage charges per unit. The PM said that after hectic file work, he realized that the things that could have been fixed earlier can no longer be fixed now.

He said that Rathoa Haryam, Mirpur Water Supply Scheme, sewage, and other outstanding issues should have been settled under the 2003 agreement. He said that in the 2003 agreement, there was a mention of dam-affected families but there was no mention of sub-families in the agreement.

“When the MDHA was created, the committee was responsible for solving all these issues”, he said. There will be important work on Rathoa Hariyam which will be completed soon, progress will be made soon, and work will also be done to solve the problem of sub-families.

Appreciating the civil society, lawyers, and the trader’s community for highlighting the issues of public concern, the PM said, “You have fought a peaceful struggle, which has given me the opportunity to discuss all those issues at the highest level”.

“The awareness wave that has taken place in Azad Kashmir regarding rights is good but the real task is to utilize it to the best interests of the state and its people”, the PM said, adding that he had also apprised the national security agencies about these issues.

AJK Finance Minister Colonel (Rtd) Waqar Noor besides ministers without portfolios including Raja Faisal Mumtaz Rathore, Chaudhry Arshad Hussain, Mian Abdul Waheed, Chaudhry Qasim Majeed, Chaudhry Yasir Sultan, Chaudhry Akbar Ibrahim, Chaudhry Akhlaq, Chaudhry Azhar Sadiq, Chaudhry Nisar Ansar Abdali, Taqdees Geelani, and others were also present on the occasion.

PSCA engages police to control crime

LAHORE, Sep 19 (APP):The Punjab Safe Cities Authority (PSCA) and Lahore police have taken a proactive measure to curb criminal activities.
PSCA is providing a visual representation of crime data called a “crime heat map” to the Lahore police. This heat map allows police officers to identify areas and times with higher crime rates within each police station’s jurisdiction. Additionally, the Safe City initiative is equipping the police with information about crime patterns and the locations.
The crime heat map assists law enforcement in better understanding crime trends. This knowledge enables them to strategically allocate resources, such as patrolling and personnel deployment, to effectively address the issue.
SP Arslan Zahid stated that they are conducting targeted operations to prevent activities like theft and robbery using insights from the heat map. The data from the PSCA initiative is proving invaluable in creating the crime heat map and identifying crime hotspots.
The presence of safe city cameras, swift responses to 15 emergency calls and the effective deployment of field forces are all contributing to the maintenance of low crime rates.
