NANKANA SAHIB, Sep 22 (APP):Caretaker Federal Minister for Human Rights, Mushaal Hussein Mullick on Friday said Canada has exposed the ugly face of extremist and racist India targetting Sikh community across the world.

The interim minister on the directions of the Prime Minister visited Nankana Sahib to express solidarity with the Sikh community.

Mullick said, “Baba Guru Nanak always taught peace, love and brotherhood. I have come to Gurdwara Janam Asthan to express solidarity with the Sikhs.”

She added that the killing of Sardar Hardeep Singh in Canada was condemnable, whereas there were many freedom movements going on in India including Khalistan.

The Minister also mentioned that the Jarranwala tragedy was orchestrated by the Indian spy agency RAW, adding, the RAW agents burnt 23 churches in Jarranwala.

She termed the Jarranwala tragedy as regrettable incident and said after the tragedy of Jarranwala, the entire state got moved. “The houses of 94 affected Christian families have been restored in Jarranwala,” Mushaal Mullick said.

The Minister said India wanted to destroy the peace of the entire world and had made the lives of Kashmiris miserable. “No minority is safe in India. The places of worship of all religions are destroyed in India and no place of worship of any religion is safe in India,” she added.

The worst violations of human rights were happening in India, and Hurriyet leader Yasin Malik was kept in death cell, Mushaal Mullick said.

Caretaker FM says LD Fund must respond to needs, priorities of vulnerable countries like Pakistan

NEW YORK, Sept 22 (APP): Caretaker Foreign Minister Jalil Abbas Jilani on Friday said that the Loss and Damage (LD) Fund must be responsive to the needs, priorities and circumstances of vulnerable developing countries like Pakistan.
“It must play a central role in the systemic global response to losses and damages caused by climate change. All vulnerable developing countries, irrespective of their level of development and geographical grouping, must be eligible. No vulnerable developing country should be left behind,” the foreign minister expressed these views in the consultative ministerial meeting on “Funding Arrangements for Responding to Loss and Damage” held at the United Nations Headquarters.

The meeting was co-chaired by Sameh Shoukry, Minister of Foreign Affairs of Egypt and COP27 President, and Dr Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technologies of the UAE and COP28 President-Designate.
The foreign minister said with climate-induced disasters continuing to inflict excruciating pain, suffering and losses on millions around the world, especially those in the developing countries most vulnerable to climate change such as Pakistan, the expectation of COP28 was clear ‘It must deliver successful operationalization of a robust, efficient and well-resourced loss and damage fund’.
Last year, Pakistan, he said, as Chair of the G-77 & China, played a positive and significant role in support of establishing the loss and damage fund at COP27 and since then, they continued to remain constructively engaged in the Transitional Committee’s process.
“It is our sincere hope and endeavour that to achieve the operationalization of the LD fund at COP28, all outstanding issues related to its institutional arrangements, as well as the ‘funding arrangements’ would be addressed within the Transitional Committee,” he added.
Highlighting some of the broad priorities and expectations, FM Jillani elaborated that any proposal to limit the eligibility of the fund to any specific group or groups of developing countries would be patently counterproductive to the overall spirit, the purpose and the collective efforts behind establishing the fund.
“We would not be able to lend our support to any such select, divisive and exclusionary approach,” he declared.
He said, additional, adequate, non-debt producing, and grant-based public finance must be the primary source of the LD funding. Innovative finance should complement, not replace the public grant-based finance by the developed countries.
To ensure alignment of eligibility criteria, he observed programmes and policies of the LD fund with UNFCCC and the Paris Agreement, it should be operationalized as an Operating Entity of the Convention and the Paris Agreement.
The fund should have a dedicated and independent Secretariat to ensure that the implementation of the fund’s policies and delivery on guidance from COP and CMA were done in an impartial manner. The fund must be parties-driven, he added.
The foreign minister said the fund should comprehensively cover the full continuum of ongoing and ex post (including rehabilitation, recovery and reconstruction) actions, including slow onset and extreme weather events, and economic and non-economic losses and damages, adding creation of sub-funds under the LD fund should be avoided, in order to avoid the potential risk of ear marking of resources to some of the sub-funds, at the cost of under financing of others.
“The fund must ensure direct and rapid access for national governments of vulnerable developing countries facing extreme weather events and climate-induced devastation (like Pakistan in 2022 and 2023). We remain of the view that the principles of the UNFCCC and the Paris Agreement are sacrosanct. And the principles of Equity and Common But Differentiated Responsibilities and Respective Capabilities (CBDR-RC) are a central pillar of the climate finance architecture,” he added.
He said Pakistan believed that the LD fund should be the centrepiece of the broad loss and damage finance architecture.
They also supported the proposal to establish at COP28 a ‘high-level advisory council’ on the new ‘funding arrangements’, with the LD fund playing a central role in it. Such a mechanism could promote complementarity, coherence and coordination amongst the LD fund and the designated ‘funding arrangements’, to better respond at scale to the growing impacts of loss and damage.
 

Pakistan to continue working to strengthen multilateral institutions: PM

UNITED NATIONS, Sept 22 (APP): Caretaker Prime Minister Anwaar-ul-Haq Kakar on Friday reiterated that Pakistan would continue to work actively to strengthen multilateral institutions and enhance global cooperation.
“The complex global and regional challenges that the world faces today can be best addressed through effective multilateralism within the framework of the United Nations,” he said while addressing the 78th UNGA session.
However, the prime minister observed that multilateralism was being eschewed due to the unilateral policies of and strategic rivalry and tensions between global powers.
“Pakistan looks forward to continuing negotiations on the scope and elements of the Summit of the Future and the Pact for the Future, building on the convergences that emerged in earlier consultations,” he added.

Finance Minister suggests listing of govt debt securities at PSX

ISLAMABAD, Sep 22 (APP): Dr. Shamshad Akhtar, the Federal Minister for Finance and Revenue on Friday said that the securities market can play a vital role in the development of debt market through the listing of Government debt securities on Pakistan Stock Exchange (PSX) .
Speaking at the inauguration ceremony of the Centralized Gateway Portal, Dr Akhtar said that the issuance securities through public auctions at PSX will facilitate retail participation, provide greater transparency, channelize savings and promote debt market in Pakistan, Said a press release issued by SECP here.
The SECP, PSX and other stakeholders need to extend concerted efforts to enable efficient implementation of these reforms.
The Minister formally inaugurated the Centralized Gateway Portal, a unique financial initiative simultaneously onboard investors and customers in the securities market, the NBFC sector, and the insurance industry.
The CGP also offers standardized, one-time KYC requirements across different asset classes. The SECP Chairman, Akif Saeed and Badiuddin Akber, Chief Executive Officer at CDC also spoke to the launching ceremony.
She highlighted that one of the key issues undermining the growth of capital markets is the lack of liquidity which is directly attributable to the small number of investors. She believes that the Centralized Gateway Portal can provide the impetus for the much-needed growth of our investor base.
Dr Shamshad appreciated that the CGP provide immense opportunities to investors and great convenience to market intermediaries by removing duplications and streamlining the customer onboarding process.
She appreciated SECP for its efforts and constructive reforms for facilitating investors’ onboarding, with having the potential of transforming the landscape of Pakistan’s capital markets.
However, Shamshad said the successful launch of the CGP should not be deemed the end of this project. Having developed this promising digital platform, we are now faced with the critical part of realizing the potential it offers. This requires focused marketing efforts and promotion on the part of the PSX and other stakeholders like brokers, insurance companies and AMCs, she added.
Attracting new investors in the capital market should be one of our primary objectives going forward, which requires coordinated efforts from all Capital Market Infrastructure Institutions (CMIIs), as well as the market intermediaries, especially the brokerage houses, under the guidance of SECP.
In addition to the demand-side aspects linked to market liquidity, she suggested to concentrate on the supply side simultaneously. In this regard, it is vital to channel efforts towards increasing the number of Initial Public Offerings (IPOs) on Pakistan Stock Exchange (PSX).
A greater supply of securities in the market shall enhance liquidity, enabling the generation of higher trade volumes. She asked the SECP and PSX to work aggressively for creating awareness, making the listing process efficient and facilitating businesses in utilizing the stock exchange for capital formation. PSX should maintain an IPO pipeline to ensure maximum results and again targets should be assigned in consultation with the CTIs.
Dr Shamshad asked the SECP and Capital market institutions to collectively review the costs of investing in the capital market, particularly to ensure that maintaining an account is not expensive enough to disincentivize small investors.  She emphasized on keeping digitalization with international trends.
 She said it is important to attract entrants in the newly created sub-category of online-only brokers, with the aim to drive greater competition in the industry.
