Commerce minister for diversifying exports to achieve the targets

KARACHI, Sep 22 (APP): Caretaker Federal Minster for Commerce, Industries and Production. Dr. Gohar Ejaz, Friday, stressed diversifying exports and enhancing the export of manufactured items so that targets of export enhancement could be achieved.

He, while addressing a press conference at the Karachi Chamber of Commerce and Industries here, said that enhancement of export attracts foreign direct investment and the government was committed to increasing the volume of exports and various measures were being taken in this regard.

He pinpointed that a large chunk of Pakistan’s exports was comprised of textile and agricultural products but we have to diversify our exports and enhance the export of manufactured items.

Dr Ejaz further informed that arrangements were being made to organize a conference of the top 100 brands of the world in Pakistan and those would be offered special incentives to set up their business offices and units in the country.

The minister said that the government has set September 9 as the deadline for setting up business hours from 9 am to 6 pm but it was extended further while the complete data on electricity consumption by traders and shopping trends of consumers was sought from the chamber of commerce across the country.

The final decision would be made after reviewing all the available data and the interest of the people would be attached topmost priority while deciding the matter, he maintained.

The minister said that that after electricity thieves, a crackdown will soon be initiated against gas thieves from next week and no person or institution involved in gas theft will be spared.

Pakistan does not have natural gas in ample quantity and we have to go for a gas mix to meet our demands, he noted and urged the industrialist community of Sindh to realize the ground facts and adopt the option of 50-50 per cent natural gas and LNG ratio to keep their industries functional.

He said that the government was providing a subsidy of Rs.966 billion on electricity while a new policy of provision of electricity on wheeling charges that would benefit industries and they would be able to get power supply from Thar at the rate on par with a regional tariff that was 7 to 8 cents per unit.

Under the policy, the industries of Sindh and Punjab should buy electricity directly from Thar coal-based power plants and they do not have to pay various charges for it, he said adding that two Thar coal power plants were identified in this regard as well.

Speaking on the depreciation of the Rupee the minister said that the exchange rate of the dollar was quickly increasing in the past but SIFC took significant decisions in this regard and following the implementation of the committee’s decision the dollar rate has fallen significantly and today the real effective exchange rate in the country was Rs.260 against the US dollar.

He said that in the past when imports were banned to save dollars smuggling increased at a sharp pace and the volume of Afghanistan Transit Trade increased from $ 4 billion to $6 billion while trade with Iran also increased.

The minister said that the caretaker government has stopped smuggling, they will not allow the value of the dollar to increase further.

Appreciating the role of the business community in the development of the country, Gohar Ejaz said that he would maintain close coordination with the community and take every possible step to resolve their issues on priority.

Interim CM approves joint operation against dacoits, street criminals

KARACHI, Sep 22 (APP): Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar presiding over the 28th meeting of the provincial APEX committee approved the launching of a comprehensive joint operation with Pak Army/Rangers against dacoits in the Riverine area of Sukkur and Larkana.

The Committee also decided to curb street crime, drug mafia and operation of illegal hydrants in Karachi and to start halted construction work on the Ghotki-Kashmore bridge on the River Indus.

“The elimination of dacoits, and curbing of street criminals, drug mafia, and illegal operations hydrants would build the confidence of the people in the government and its institutions and organization,” the CM said and directed the IG police to improve the overall condition of the police stations in the city, said a communique here on Friday.

The CM expressed his disappointment and dismay that the dacoits were not allowing the construction of the Ghotki-Kashmore bridge, therefore work has been stopped. At this Corps Commander Karachi Lt Gen Babar Iftikhar directed Rangers and the police to reach the spot immediately and provide security to the people working there.

Home Minister Brig (rtd) Haris Nawaz and IG Police Riffat Mukhtar briefing on law and order, particularly kidnapping for ransom said that overall, 220 persons were kidnapped in 2023, including 128 in Larkana, 46 in Sukkur, 42 in Karachi three in Hyderabad and one in Shaheed Benazirabad rangers. Out of 220 kidnapped persons, 210 have been recovered, including 121 in Larkana, 41 in Sukkur, all 42 in Karachi, and three Hyderabad regions.

At present, only 10 persons, five each in Sukkur and Larkana regions have to be recovered for which police were working. The IG said that there were hardly 50 to 60 notorious dacoits and the rest were their tribesmen living there.

He added that the lists of the dacoits have been prepared to crush them in the operation.

The meeting was told that the joint operation with the Rangers/Pak Army had been planned. Rangers have been deployed along with Police for operations and a crackdown on organized Weapon smuggling has been started.

The first cache of military-grade weapons has been seized at Ghotki. The intelligence agencies are also supporting the operation, the meeting was told. The meeting was told that sophisticated military-grade weapons such as Sniper Rifles, Grenade launchers, Mortars, night vision devices, and drones were required for the operation.

It was disclosed that an NOC for the purchase of sophisticated weapons was pending in the Ministry of Interior/ Defence.
At this Corps Commander Karachi said that he has already given clearance only the Minister of Interior has to issue a formal NOC.

The CM assigned the task to the Chief Secretary to talk to the Ministry of Interior for NOC so that weapons could be purchased from the Pak Army.

The IG police shared a comprehensive joint operation plan to clear hideouts in the Katcha area in which air cover to advise troops would be arranged.

The meeting was told that 18 forward base camps were being established with 50 personnel each in the Katcha areas of the four districts – six each in Ghotki and Kashmore, four in Shikarpur two in Sukkur. 400 police check posts were being established, and of them, 210 have been constructed with a deployment of 3200 policemen.

The CM said that all the expenditures of the operation would be met and released in time.

Additional IG Karachi Khadim Rind briefing the committee on the overall crime situation in the city, particularly the street crime said that in 2013 3467 killings in the city were reported and in 2023 it has been controlled to 411 against which 329 accused wanted in murder cases have been arrested.

He added that personal enmity/disputes were the main motive behind the killing. 533 extortion cases were reported in 2013 and this year only 100 cases have been reported. The police have arrested 86 accused involved in extortion.

In street crime, 39884 cases were reported in 2013 which kept increasing to 85502 in 2022 and in this year- 2023, 61098 cases have been reported so far (till Sept 17). At this, the CM said that street crime has not only developed a sense of insecurity among the people but has earned a bad name for the government.

The CM was told that the district East was on top in street crime with 17570 cases, followed by Central with 14648 cases, Korangi with 10731 cases, West 6551 Malir with 3193, Keamari with 3174, South with 2741, and City with 2490 cases. The CM said that when the police have the data where the crime rate was high, they should have a strategy and plan to curb it.

The Apex Committee after a thorough discussion decided to launch a joint operation of police and Rangers against the street criminals and drug mafia who are also involved in the menace.

The committee approved frequent combing operations in slum areas and starting the snap-checking duration peak hours. Surveillance and action against bailed-out criminals, repeat offenders, narcotic peddlers, and absconders would be initiated.

The meeting also decided to increase in watch & surveillance through CCTV camera networks and command and control centres proliferation.

At the CM constituted a committee under the provincial caretaker minister Omar Soomro with Chairman P&D Shakeel Mangijo, Home Secretary Iqbal Memon, and DG Safe City Authority Aijaz Shaikh as its members.

The meeting would submit its report within a week and the CM would convene a meeting for implementation of the Safe City Project.

Director General Rangers Major Gen Azhar Waqas briefing the meeting said that the Rangers, along with the Police have started operations against illegal hydrants.

He added that 27 operations have been conducted in Nazimabad and New Nazimabad – District Central, Orangi, Manghopir, and Baldia in District West, Jamshed Quarters District South, and in Chakra Goth District East. DG Rangers disclosed that 27 illegal hydrants have been sealed and arrested 43 individuals and impounded water Bowsers.

He added that the water board would have to be vigilant so that the sealed hydrants may not start operating again.

Pakistan, Azerbaijan FMs discuss Islamophobia, climate change challenges

NEW YORK, Sep 22 (APP): Caretaker Minister for Foreign Affairs Jalil Abbas Jilani on Friday met his Azerbaijani counterpart Jeyhun Bayramov wherein they discussed the common challenges including Islamophobia and climate change.

In the meeting held on the sidelines of the 78th session of the United Nations General Assembly, the two sides agreed to work together at the international fora, especially at the United Nations and the OIC.

The two sides reviewed the recent developments in bilateral relations, especially in the domain of bilateral trade, defence, energy and IT cooperation.

Welcoming the announcement of direct flight operations of Azerbaijan Airline (AZAR) to Pakistan, the foreign minister termed it a positive development to facilitate people-to-people exchanges for business and tourism.

He thanked Azerbaijan for its consistent and valuable support to Pakistan on the Indian Illegally Occupied Jammu and Kashmir (IIOJK) at various international fora, including at the OIC Contact Group on Jammu and Kashmir.

Foreign Minister Jilani briefed the Azerbaijani counterpart about the grave situation in IIOJK, marked by gross violations of human rights, illegal attempts to change the demographic structure of the occupied territory, and intensification of ceasefire violations by the Indian side on the LOC threatening peace and security.

The regional situation of South Caucuses and Azerbaijan’s efforts to promote peace and stability in the region were also discussed.

US ambassador pledges support for GB’s development, welfare initiatives

GILGIT, Sep 22 (APP): US Ambassador to Pakistan, Donald Bloom Friday called on Deputy Speaker Gilgit-Baltistan (GB) Assembly Sadia Danish  and pledged to support for region development and walfare initiatives.
Member Gilgit-Baltistan Assembly, Sanam Faryad was also present on the occasion.
The meeting focused on matters of mutual interest and prominently highlighted the development and welfare of women in the region.
The ambassador expressed keen interest in various sectors within GB, recognizing the region’s potential.
Deputy Speaker Sadia Danish emphasized the challenges faced by women and proposed solutions.
She called for prioritizing students from Gilgit-Baltistan in scholarships and admissions to US educational institutions.
Furthermore, Deputy Speaker Danish underscored the untapped opportunities within the tourism sector of Gilgit-Baltistan and requested technical support and cooperation for its development.
She also shed light on the environmental issues the region faces, such as annual floods and rains due to climate change, resulting in financial losses for the local population.
Stressing the urgency of environmental protection, she called for serious measures.
The ambassador assured the deputy speaker of special support in the areas of environmental protection, tourism promotion, women’s development, and education for the people of Gilgit-Baltistan.
