PSX gains 87.38 points

ISLAMABAD, Sep 27 (APP): The 100-index of the Pakistan Stock Exchange (PSX) turned around to bullish trend on Wednesday and gained 87.38 points, showing positive change of 0.19 per cent, closing at 46,365.04 points against 46,277.66 points the previous day.

A total of 177,497,178 shares valuing Rs.6.928 billion were traded during the day as compared to 259,046,624 shares valuing Rs. 6.688 billion the previous day.

As many as 325 companies transacted their shares in the stock market; 172 of them recorded gains and 124 sustained losses, whereas the share price of 29 companies remained unchanged.

The three top-trading companies were Maple Leaf with 11,085,943 shares at Rs.30.18 per share, Pak Petroleum with 9,115,995 shares at Rs.74.47 per share and WorldCall Telecom with 7,096,855 shares at Rs.1.14 per share.

Unilever Foods witnessed a maximum increase of Rs.450.00 per share price, closing at Rs.20,550.00, whereas the runner-up was Pak Hotels with a Rs.15.45 rise in its per share price to Rs.251.99.

Nestle Pakistan witnessed a maximum decrease of Rs.47.21 per share closing at Rs7,142.79, followed by Pak Services with a Rs.29.85 decline to close at Rs.701.15.

Gang arrested for street crimes

PESHAWAR, Sep 27 (APP):Under the supervision of Assistant Superintendent of Police Faqirabad Syed Talal Ahmad Shah along with SHO Faqirabad Police Station Imtiaz Khan and SHO Police Station Pahari Pura Ali Idarsh succeeded in arresting three active and dangerous gangs here on Wednesday.
According to the City Police, 8 suspects of gangs involved in motor car, motorcycle snatching and street crimes were arrested. The arrested suspects are also involved in snatching valuable mobile phones from citizens at gunpoint.
The police have recovered 5 stolen vehicles, 13 motorcycles, 48 valuable mobile phones and weapons from the possession of the arrested accused. The alleged accused have been arrested from other areas besides Peshawar during various operations.
The arrested suspects of the gang used to tamper with stolen vehicles and motorbikes by changing engine chassis numbers as well. The accused are also involved in selling vehicles, motorcycles and mobile phones at exorbitant prices,the police said.
Among the accused, there are also experts who restore and change IMEI of stolen mobiles, ASP Faqirabad Syed Talal Ahmad Shah said while talking to media men. Special operations are going on under the direction of SP Faqirabad Dr. Muhammad Umar to eradicate street crimes and other crimes in Faqirabad division, he informed.

Russia-Ukraine Conflict taking huge toll on food, energy: Speakers

ISLAMABAD, Sep 27 (APP): The Speakers at a webinar on Impacts of Russia-Ukraine War on food and energy Wednesday said the Russo-Ukrainian conflict is taking a huge toll on food and energy supplies, and is pushing the world at the brink.

Likewise, the excessive reliance on supply chain from Ukraine, as it is the food basket of the world, is leading to rise in prices and inflation, apart from threatening the world’s peace and prosperity.

This emerged from a webinar on “Impact of the Russia-Ukraine Conflict on the Food and Energy Security of the Nations” organized by Islamabad Policy Research Institute (IPRI) and Ilko Kucheriv Democratic Initiatives Foundation (DIF), Ukraine, a news release said.
The Speakers said that the Russian invasion has weakened the supply chain drastically, and the same cannot be recovered until the war comes to an end. Ships with perishable products laden on them are stranded at more than 12 ports of Ukraine, and so is the case with impediments in supply of oil and gas to the region and beyond. They estimated that the total loss in the last 16 months is over $137 billion, and owing to Russian highhandedness, the Black Sea Grain Deal is in limbo.
They noted that 25 million tons of grain was shipped under the deal, before it got ruptured, and likewise Russian cruise missiles attacks on ports and energy projects have taken a definite toll, with natural gas prices rising to over 130% in Europe.

The session was presided over by Amb. Dr. Raza Muhammad, President, IPRI. Other speakers were Petro Burkovskyi, Executive Director, Ilko Kucheriv Democratic Initiatives Foundation (DIF); Maj. Gen. (R) Zahid Mubashir Sheikh, former ambassador of Pakistan to Ukraine; Ambassador Volodymyr Lakomov, former ambassador of Ukraine to Pakistan; Maj. Gen. (R) Wajahat Mufti, former ambassador of Pakistan to Ukraine; Dr. Mariia Bogonos, Head of the Center for Food and Land Use Research (KSE Agrocenter) Kyiv School of Economics; Dr Farah Naz, Assistant Professor, Department of Government and Public Policy, NUST; Dr. Olena Pavlenko, President and co-founder of the DiXi Group, Kyiv, and Dr. Ashfaque Hasan Khan, Principal of School of Social Sciences & Humanities.
The speakers noted that both the countries have a lot of potential to bilaterally interact in new spheres of developmental cooperation, and added that they have played a stabilizing role in the region.
“The need is to keep in mind national interests and espouse a policy that is well-coordinated in an interdependent world,” Petro Burkovskyi observed. He said that one of the key observations of aggression is the undeniable fact that the European Union and NATO failed to see the real Russian aggressive designs.
He also noted that Pakistan and Ukraine must learn from this episode, and create new domestic energy and food markets. “It is not wise to count on a single alliance, as the response should be collective,” he remarked.
Maj. Gen. (R) Zahid Mubashir Sheikh, former ambassador of Pakistan to Ukraine, praised the courage and resilience of the Ukrainian nation for standing fast against Russian aggression, as it was widely hoped that they will not be able to resist the onslaught.
He, however, regretted that bilateral ties between the two countries have been at their lowest ebb, and pointed out that during his tenure as ambassador no high-profile visit was materialised. He said mostly the cooperation was in the defence sphere, as Pakistan purchased Ukrainian tanks and hardware, and the volume of trade was less than $100 million.
He urged the need for expanding visa and commercial activities, and pointed out the debut visit of Ukrainian foreign minister to Pakistan in July 2023, as a step in the right index.
Amb. Sheikh said that interdependence is the factor that drives relations in the new era, and Pakistan must take a fresh look at ties and buoy interaction.
“Technologically both are advanced states. Pakistan is a nuclear power, whereas Ukraine is known for manufacturing quality military hardware. We need to complement and venture into manufacturing civilian and military aircraft, as well as automobiles,” he suggested.

He also pointed out that in the field of education, there is much room for cooperation. He noted that there were hardly 300 to 400 Pakistani students in Ukraine, whereas the Indian strength was over 12,000.
Ambassador Volodymyr Lakomov, while elucidating the diplomatic trajectory of both the states, said that agriculture is a promising area and the cooperation could extend to new heights. He also showcased a postal stamp of Rs50 issued with initials of both the countries’ ancient heritage, and observed that this can add to be one more area of cooperation. The history between the two nations is not novel, rather the relations date back to 5000 B.C.
He narrated the ordeals faced by Ukrainians due to the ongoing conflict and how fast they have stood the trials of death and destruction. He said that Ukraine is ready to resume the full-fledged implementation of the Grain Deal, and blamed the closure of ports and embargo as a reason for the crisis in the supply chain.
Maj. Gen. (retd) Wajahat Mufti, former ambassador to Ukraine, listed out four avenues in the supply chain: the producers; distributor and retailers, suppliers and consumers. He said that the invasion on February 24, had torpedoed the entire circumference of trade and commercial activities in the region.
Speakers also alluded to the crisis that started since 2014, in the wake of Orange Revolution and the domestic upheavals in Ukraine.
Ambassador Mufti observed that to this day Ukraine’s joining of EU has not been completed, and the annexation of Crimea and the subsequent siege laid on Black Sea by Russia has disturbed the entire geopolitical situation.
It was noted that Ukraine was deprived 80% of its naval power outlets due to blockade, and it has devastated the supply chain; and seven million people are forced to migrate to regional countries.
Dr. Ashfaque explored the implications of the sanctions on Russia and dove deep into the statistics to unravel the dependency of the European nations, including Germany, Finland, Louisiana, Poland, France, and other nations on the Russian oil and gas resources. He speculated that the war will linger and will only cause casualties and destruction. There are no winners and losers in any war, therefore the clock is ticking and the states should be brought to the negotiating table.

RTI laws crucial to promote transparency in govt: Information Commissioners

ISLAMABAD, Sep 27 (APP): Chief Information Commissioner of the Pakistan Information Commission (PIC) Ijaz Hassan Awan and both Information Commissioners Shoaib Ahmad Siddiqui and Huzaifa Rahman have underscored the pivotal significance of Right to Information (RTI) laws in fostering transparency within government institutions

In a media statement issued in relation to Universal Access to Information Day being observed on September 28, the commissioners emphasized that Article 19-A of the Constitution granted the fundamental right of access to information to all the citizens which was however subject to certain limitations.

They stated that this constitutional provision was the cornerstone of a democratic society, enabling citizens to stay informed and hold government bodies accountable for their actions.

They elaborated on the vital role of RTI laws in empowering citizens to actively participate in the democratic process.
When citizens have access to information, they can make informed decisions, engage in constructive dialogue, and ultimately contribute to better governance and the right to vote, they added.

The commissioners emphasized that RTI laws were a tool to ensure that government institutions remained transparent, responsive, and accountable to the people they served.

They stressed that these laws provided a mechanism for citizens to obtain information and documents from public bodies, thereby reducing the opacity that could often surround government operations.

They reassured that the Pakistan Information Commission was committed to upholding the principles of transparency through access to information enshrined in the country’s Constitution.

The officials affirmed their dedication to assisting citizens in their pursuit of information and ensuring that public bodies adhere to the requirements of the RTI laws.

Finance Minister reviews Raast implementation, highlights importance of public-private partnership

ISLAMABAD, Sep 27 (APP):Reviewing implementation status of RAAST, the Caretaker Federal Minister for Finance, Revenue and Economic Affairs, Dr. Shamshad Akhtar on Wednesday highlighted the importance of public-private partnerships in achieving sustainable development goals and inclusive growth.
During a meeting with Country Lead (Pakistan), Bill and Melinda Gates Foundation (BMGF), Syed Ali Mahmood, and Chief Executive Officer, Karandaaz, Waqas ul Hasan, she welcomed the contribution of their organizations in this regard.
The minister highlighted government’s commitment to fostering inclusive economic growth, attracting investments, and addressing socio-economic challenges in the country.
The Minister thanked the BMGF for its assistance on RAAST and the integrated social safety net programme and welcomed the idea of signing a Memorandum of Understanding to formalize the future support on Digital Pakistan
Stack.
The meeting was aimed at reviewing the implementation status of Raast-Pakistan Instant Payment System support provided by the BMGF, integrated social safety net programme and BMGF’s offer for assistance on the Digital Pakistan Stack.
Other potential areas of collaboration including climate finance and upscaling conditional cash transfers to integrated social payments also came under discussion.
On the occasion, Waqas ul Hasan, CEO Karandaaz briefed the Minister on Raast-Pakistan Instant Payment System support provided by the BMGF through Karandaaz and outlined the key features of the Digital Pakistan Stack i.e. next generation of Raast supported Digital Public Infrastructure (DPI) which Pakistan can introduce with Foundation’s help.
An amount of over Rs.4 trillion has already been transacted through RAAST which has over 33 million unique IDs now, he added
The design of integrated social safety net programme for improved immunization, nutrition, women economic empowerment, financial inclusion by the BMGF’s was also discussed.
It was agreed that the MoU for BMGF’s assistance through Karandaaz will be signed on the sidelines of the World Bank meetings at Morocco in October 2023.
The National Financial Inclusion Council, chaired by the Federal Minister for Finance, will oversee the implementation of the Digital Pakistan Stack.

The core objective of this groundbreaking endeavor is to provide a platform for individuals to seek professional guidance and support in matters related to mental well-being.

The app, “HumRaaz,” is designed to serve as a convenient and accessible resource, allowing users to access mental health consultancy services at their fingertips, said a release issued here.

Mental health is a cornerstone of an individual’s quality of life and is of paramount importance.

This initiative aligns with the strategic reforms proposed by the Ministry of National Health Services Regulations and Coordination, Government of Pakistan.

Vice Chancellor Prof. Dr. Kalsoom Paracha, a staunch advocate for promotion of mental health, stressed that neglecting mental well-being could lead to severe consequences, including depression, anxiety, and an increased risk of physical health issues such as heart disease, diabetes, and hypertension.

NEPRA concludes public hearings into FCA of DISCOs

ISLAMABAD, Sep 27 (APP): The National Electric Power Regulatory Authority (NEPRA) Wednesday concluded public hearings into Fuel Cost Adjustment (FCA) of all power distribution companies (DISCOs) for August.

The hearings were presided by the NEPRA Authority comprising its Chairman, Waseem Mukhtar, Member (Licensing), Engr. Maqsood Anwar Khan, Member (Technical & Finance), Mathar Niaz Rana and Member (Law), Ms. Amina Ahmed.

The Central Power Purchasing Agency (CPPA-G) on behalf of XWapda DIDSCOs sought Rs 1.82 per unit increase in the power tariff for the said period.

As per the NEPRA calculation, the increase stood at 37 paisa in the tariff for DISCOs after adjustment.

The authority heard the petitioners and would decide the matter after due diligence and considering the comments of all stakeholders.

The raise would be applicable to all consumers except lifeline consumers and Electric Vehicles Charging Stations.

‘Culture Caravan’ best way to explore rich regional history

ISLAMABAD, Sep 27 (APP):Minister of State for Tourism Wasi Shah on Wednesday said that ‘Culture Caravan’ was arranged to explore the rich history of the region and engage with experts to provide insight into the significance of Gandhara heritage.

He made the remarks while addressing the Caravan on World Tourism Day 2023 at Taxila, organized here by Pakistan Tourism Development Corporation (PTDC) in collaboration with its partners.

The minister, who is also Chairman of PTDC, said World Tourism Day is celebrated every year on September 27 under the auspices of the United Nations World Tourism Organization (UNWTO) to create awareness of and importance of tourism in the international community.

Wasi Shah said the government was taking significant steps to enhance foreign investment in the tourism industry and leaving no stone unturned to revive this sector.

Pakistan had great religious and cultural tourism potential which needed to be explored by devising tourism policies, he said. “Our country has seen an increase in the number of foreign tourists during the last few years and it is high time that we tap into this opportunity and provide them updated facilities like ‘theme parks’.”

He said the Day would promote tourism and the social and cultural values besides its effects on political and economic aspects should be kept in mind as well.

Visiting Taxila Museum and Julian, he said, “The place we are standing today is the 22-hundred-year-old Taxila University, which is considered one of the first universities in the region and the oldest in the world. I decided to celebrate World Tourism Day at this place this year so that our friends in the country and abroad to give a message that the civilization that Pakistanis are inheritors has been the beacon of knowledge since 2200 years ago.”

He said the other purpose of celebrating World Tourism Day in Taxila was to convey the message that Pakistan is also the inheritor of Harappa civilization about 5,000 years old and Mehrgarh about 5,000 years old.

Caretaker Chief Minister Khyber Pakhtunkhwa, Muhammad Azam Khan said that the provincial government was taking numerous steps to promote tourism as an industry.

In a message issued in connection with World Tourism Day being observed across the world including Pakistan on September 27, he said that the provincial government was effectively working under an integrated strategy to provide all facilities to domestic and foreign tourists.

He said that millions of domestic and foreign tourists come to Khyber Pakhtunkhwa and enjoy its natural beauty and hospitality. He said that so far, more than 11 million domestic and foreign tourists have visited Khyber Pakhtunkhwa during the current calendar year.

Muhammad Azam Khan said that by promoting tourism, not only employment opportunities could be created rather strong foundations could also be laid for the national economy.

Managing Director, PTDC, Aftab ur Rehman Rana said the country’s tourism and hospitality industry contributes 3.5 percent to the country’s GDP which was contributed by the domestic tourism.
“About 6.5 million people are directly or indirectly engaged in the industry. This is quite unfortunate that only a few know or are willing to invest in the green practices,” he added.

He added that the federal government had taken the provincial authorities onboard to ensure sustainable ecotourism models, adding that more awareness campaigns and stakeholders’ engagement are desired to control undue interventions.

The Adventure Club of Pakistan (ACP) in collaboration with Pakistan Tourism Development Corporation (PTDC) organized the 13th Sport Climbing Competitions here at Ibex Club, Lake View Park on Wednesday to mark World Tourism Day.

The Club is dedicated to promoting adventure/outdoor healthy activities in the country. The event was organized through the continued support of Ibex Sports & Leisure Club, Lake View Park, Islamabad.

A seminar on the role of tourism in the development of the country’s economy was organised on the occasion of World Tourism Day at the Department of Tourism and Hospitality Management at Islamia University Bahawalpur.

Speaking on this occasion, the head of the department, Dr. Shakeel Sarwar, said that Islamia University Bahawalpur is a university with a prominent role in promoting tourism in South Punjab.

Special ceremonies followed by special walks to mark the day, were held in various parts of the AJK, including capital city of Muzaffarabad as well as other major cities, including Mirpur, Rawalakot and Bhimbher.

Commissioner resolves to make upcoming anti-polio drive successful

PESHAWAR, Sep 27 (APP):Commissioner Peshawar Division, Muhammad Zubair has said that all available resources would be utilized to make the anti-polio campaign a successful attempt to eradicate the chances of spread of this crippling disease from the society.
Presiding over a meeting here on Wednesday about National Immunization Days starting from 2ND October to 8th October, the Commissioner directed the deputy commissioners of all the five districts of Peshawar Division to personally monitor the anti-polio campaign.
He said an awareness drive will be started from 28th September during which the refusing parents would be persuaded to vaccinate their children against the polio and administer Vitamin-A drops to their children.
In this regard, he said services and help would also be sought from the Ulema.
The polio teams, he said, would be provided foolproof security and in sensitive areas, extra force would be deployed. The Commissioner warned that officials showing negligence will be terminated from the service.
The meeting besides others was attended by the deputy commissioners of five districts of the Peshawar Division, district health officers, district police officers, local government officers, and representatives from UNICEF and Bill Gates Foundation.
The Commissioner was told that all arrangements for the upcoming anti-polio drive have been completed and a strong strategy has been formulated to make this drive successful.
At the meeting, it was decided that officers including the deputy commissioner of Mohmand district, Dr Ehtishamul Haq and his team would be awarded commemorative certificates for showing the best performance during the last anti-polio campaign.
