China launches its latest remote sensing satellite

ISLAMABAD, Sep 27 (APP):China on Wednesday sent its latest remote sensing satellite into space from the Jiuquan Satellite Launch Center in northwest China.
The satellite, Yaogan-33 04, was launched on a Long March-4C carrier rocket at 4:15 a.m. (Beijing Time), and has entered its planned orbit successfully.
It will be used for scientific experiments, land resource surveys, crop yield estimates, and disaster prevention and relief work, Xinhua reported.
The launch was the 489th flight mission of the Long March carrier rocket series.

COAS encourages women to participate in progress of KP, NMDs

RAWALPINDI, Sep 27 (APP): Chief of Army Staff (COAS), General Syed Asim Munir on Wednesday visited Peshawar and had an interactive session with the respectable women of Khyber Pakhtunkhwa (KP) during ‘KP Women Symposium – 2023’.

The Army Chief encouraged the women to take part in the progress and development of KP and Newly Merged Districts (NMDs), an Inter Services Public Relations (ISPR) news release said.

The COAS also attended a meeting of the Provincial Apex Committee along with Caretaker Chief Minister KP, Muhammad Azam Khan.

While addressing the participants of the women symposium, the COAS said that women have played a positive and an important role in the progress of the country throughout the history of Pakistan.

He highlighted that women’s role in Pakistan’s progress and development was quintessential and most important.

COAS remarked that the women of KP have continued to face multi-faceted challenges due to the prolonged fight against terrorism, however, they have proven their resilience, commitment and bravery at the face of all odds.

During the Apex Committee meeting, the Army Chief was briefed about the overall security situation including initiatives against smuggling, hoarding and drug trafficking.

The participants of the meeting affirmed that state institutions and people are united for the protection of life and property of citizens. They also paid rich tribute to the Shuhada and their families.

COAS concluded, “We have to synergise our efforts for the peace and prosperity of our beloved country. Pakistan Army will continue to play its role in ensuring peace and stability in KP to provide a secure environment for economic development.”

Earlier upon arrival, the COAS was received by Commander Peshawar Corps.

Digital transactions continue growth trajectory in FY2022-23

KARACHI, Sep 27 (APP):State Bank of Pakistan (SBP), on Wednesday, said that digital transactions continued its growth trajectory in fiscal year 2022-23 as overall mobile and internet banking transactions witnessed an annual growth of 57% by volume and 81% by value.
It was revealed in the Annual Payment Systems Review for the fiscal year 2022-23 released by the central bank. The review presents growth and trends in banking transactions accompanied by the usage of payment systems’ infrastructure and instruments in the country.
As per the annual review digital transactions continued their growth trajectory owing to the increased consumers’ preference for digital channels of mobile and internet banking for meeting their financial needs.
E-Banking transactions through Banks and Microfinance Banks (MFBs) grew by 29% while value increased by 21% during the year, the Review stated adding that a growth pattern was also observed in Branchless Banking (BBs) transactions with a number of transactions increasing by 28% and value by 45% during FY23.
The SBP further stated that the number of e-banking users also increased significantly as the year saw an increase of 15% in internet banking users, 30% in mobile banking users and 42% in BB mobile app users.
Electronic Money Institutions (EMIs) also contributed meaningfully to the inclusion of digital banking users by opening more than 2 million e-wallets since their inception.
The e-banking was attracting more customers due to its efficient and instant payment solutions, and its transactions were growing at a steady pace over the years, the Review indicated adding that in contrast, paper-based transactions have declined by more than 4% during FY23 and cumulatively around 20% in last five years. However, value of paper-based transactions increased by 20% in FY23, it further added.
The Real-Time Gross Settlement (RTGS) system of Pakistan and Raast- Pakistan’s Instant Payment System, owned and operated by SBP- facilitates financial institutions and banking customers in processing and settling transactions.
During the year, RTGS processed 4.9 million transactions amounting to Rs.640.4 trillion, while 155 million transactions were processed on Raast amounting to PKR 3.2 trillion during this fiscal year.
Financial institutions are also strengthening their e-banking infrastructure by expanding Point-of-Sale (POS) terminals, Automated Teller Machines (ATMs), Cash/Cheque Deposit Machines (CDMs), e-commerce merchants and agents’ networks to meet customers’ needs, the SBP noted.
As of June 30, 2023, there were 115,288 POS terminals, 17,808 ATMs, 520 CDMs and 6,889 e-commerce merchants for providing payment services to the customers. During the fiscal year, the number of transactions through POS (199.3 million) and ATMs (809.7 million) grew annually by 45% and 17% respectively.
Domestic e-commerce transactions using payment cards were 31.8 million which amounted to Rs. 142 billion during the year, the review stated adding that as of June 30, 2023, there were 58.1 million payment cards in circulation of which 44.5 million were issued by banks and MFBs, 10.8 million by branchless banks, and 2.8 million by EMIs.

PRA to start crackdown against defaulters of property tax

LAHORE, Sep 27 (APP):Punjab Revenue Authority (PRA) will start crackdown against defaulters of property tax and fraudsters.
Deputy Commissioner Ahmed Hassan said the tax collecting agency has launched an Investigation and Prosecution Cell whose purpose is to collect data of entities conducting tax frauds and take legal action against those causing loss to the national exchequer.
The cell is being headed by Additional Commissioner PRA Ghulam Mustafa Dogar while other members of the team included deputy commissioners, enforcement officers and others.
According to the Deputy Commissioner, fraudsters will be arrested and tried in accordance to Section 54 of the Punjab Sales Tax on Services Act 2012.

Nilofar visits Sukkur, see developments in Fatima murder case

ISLAMABAD, Sep 27 (APP): Chairperson National Commission on the Status of Women (NCSW) Nilofar Bakhtiar, visited Sukkur, Khairpur, and Ranipur to see the developments in the heartbreaking murder case of nine-year-old domestic maid Fatima.

Nilofar Bakhtiar expressed solidarity and support for the bereaved family of a minor girl who lost her life after brutal torture and abuse in the house of an influential Pir.

The Sindh Commission on the Status of Women joined this mission through its member Ayesha Dharejo, who accompanied the Chairperson during this visit.

The chairperson visited the Anti-Terrorism Court Sukkur where the hearing of the Fatima murder case was fixed.

In the court of judge Nadeem Badar Qazi, she was given a special permission to speak. She appealed to the court for expeditious justice for nine-year-old Fatima.

She further discussed the issue with the legal team to review medico-legal and visual evidence and other important issues like honor killings and forced conversions were also highlighted.

She emphasized that the life and dignity of every woman and child is important and we need to focus on our weakness for implementation of laws. “We have to safeguard and edify our society with respect, equality and bestowing due rights to everyone irrespective of gender and class”.

She further said that unless elimination of class discrimination, the justice system can never flourish. Later, she was also briefed by the lawyers about the Fatima case and other such cases in Sindh.

The chairperson also visited the office of DIG Sukkar Abdul Hameed Khoso, SSP Khairpur Sami Ullah Somoro, and DC Khairpur Ahmed Fawad Shah to get details and recent developments in the case.

She was informed about the surrender of one of the prime suspects Hina Shah, wife of Pir Asad Shah which may lead the case to a logical end.

She appreciated the courage and professionalism of police that is working diligently even in the face of severe pressure and other multiple challenges.

She also visited the Sukkur Police Complaint Cell for Women and inquired about the issues and problems women complainants and victims are facing.

Following that, the chairperson visited the grieving family of Fatima Phuroro to offer her condolences. She assured them about the commission’s unwavering support to get justice for Fatima. She also visited a local girls’ school which was in a very deplorable condition. Even its lights, fans, and windows were stolen.

She promised that she would take up the matter with the Sindh Education Department for the restoration of the school and its building and would request them to name it on the name of Fatima to make it a symbol of support for poor women and girls in the area.

She reiterated her resolve to make Pakistan a country where women and children are safe and getting their due constitutional rights. She urged the media, civil society, relevant provincial stakeholders, and every person having any capacity to bring justice to victims like Fatima.

Food authority recovers 50000 liter fake beverages, 4000 kg China salt

PESHAWAR, Sep 27 (APP):The Khyber Pakhtunkhwa Food Safety Authority on Wednesday conducted raids in various areas of Mardan city and recovered 50,000 liters of fake beverages and 4,000 kilograms of Chinese salt.
According to Deputy Director of Food Authority Mardan, Kamran Khan, 50000 liters of fake beverages were recovered during thirteen raids conducted in several of the city.
As many as 172 sacks of China salt and 1200 kilogram packing material to be used for packing snacks and ice cream were also recovered in raids.
He warned action against those found guilty of ignoring orders of the authority and said that raids would be continued to ensure the provision of healthy food to consumers.

PCB announces hefty increase in men’s central contract list

LAHORE, Sep 27 (APP):The Pakistan Cricket Board (PCB) on Wednesday announced much-awaited men’s central contract list with heft increases for a period of three years from July 2023 to June 2026.
The previous red-ball and white ball national contracts have been merged under the new central contracts to the 25 cricketers including portion of the ICC revenue.
The PCB confirmed it has successfully negotiated a three-year central contracts deal with its senior players through its Central Contract Committee which had proposed to evaluate players in terms of winning matches and aimed at promoting fairness, transparent selection process.
The cricketers have been divided into four categories with significant increase in monthly retainers besides revenue from ICC to be incorporated in overall monthly remuneration.
Category A (3 players): 202 %
Category B (6): 144 %
Category C (2): 135 %
Category D (14): 127 %
Category A: Babar Azam, Mohammad Rizwan and Shaheen Shah Afridi
Category B: Fakhar Zaman, Haris Rauf, Imam-ul-Haq, Mohammad Nawaz, Naseem Shah and Shadab Khan
Category C: Imad Wasim and Abdullah Shafique

Players’ match fees will also see a major hike: 50% increment in Test, 25% in ODI and 12.5% in T20I.
Centrally contracted players who are playing domestic cricket will be paid 50% of international match fee. In addition, players will be allowed to play two foreign leagues in each season.
The three-year tenure of the contacts will have its financial model locked for the term. Player performance however will be reviewed after every 12 months. The previous central contract cycle expired on 30 June and the new deal will be deemed effective from 1 July, 2023.
PCB Management Committee Chairperson, Zaka Ashraf said: “I am pleased to announce that after lengthy negotiations, the PCB has come to a financial agreement with the players. We believe that our players are the true assets of Pakistan cricket, and it is our utmost priority to ensure their well-being and provide them with the best possible services.
“This deal signifies our commitment to improving the financial health of our players, acknowledging their hard work and dedication to the game. We firmly believe that a financially secure and motivated team is more likely to excel on the field.
“As we move forward, the entire nation stands behind these players to do well in the upcoming ICC Men’s World Cup. We have faith in their abilities, and we are confident that they will make the nation proud with their outstanding performances.”
Pakistan captain, Babar Azam said: “It is by far a historic deal. I am extremely happy and satisfied that we have reached an agreement with the PCB. It has been a lengthy and, at times, challenging negotiation process, but I believe we have reached a fair and beneficial agreement for both parties.
“I would like to extend my special thanks to chairman Zaka Ashraf for personally overseeing and facilitating these negotiations. He took personal interest and his commitment to Pakistan cricket are truly commendable.
“This agreement signifies a new chapter in players’ career and in Pakistan cricket. It is a testament to the hard work and dedication of all players towards the game and now we are all geared up ahead of the ICC Men’s World Cup.”

ECP releases Preliminary Constituency Report and Form 5 list for public viewing

ISLAMABAD, Sep 27 (APP): The Election Commission of Pakistan (ECP) posted the initial constituency report and Form 5 list on its website, www.ecp.gov.pk, on Wednesday for public access.

According to ECP spokesman, the website also provides access to the preliminary constituency maps. The publication of the preliminary constituencies will continue for 30 days, commencing on September 27 and concluding on October 26, 2023.

Voters within the relevant constituency have the opportunity to submit objections (representations) regarding these initial delimitations to the Secretary of the Election Commission. These objections can be lodged at the Election Commission Secretariat, Shahra Dastur, Islamabad, until October 27, 2023.

After assessing objections (representations) raised by relevant parties, the Election Commission of Pakistan (ECP) will render decisions from October 28 to November 26, 2023.

It is a requirement that the individual submitting objections must be a registered voter within the respective constituency.
The representation should be submitted to the Secretary of the Election Commission in the form of a memorandum.

The voter in question will personally sign the memorandum and deliver it to the ECP Secretariat, either on their own or through a designated representative.

To file representations, it is essential to provide (8) copies of the maps to the Election Commission. District maps can be obtained from the Election Commission by paying the appropriate fee.

Submissions made through methods such as courier, post, or fax will not meet the requirements. To ensure the acceptance of representations, they must be submitted as per Rule 12 of the Elections Rules 2017.

The Electoral Commission of Pakistan (ECP) has allocated a total of 266 seats for the National Assembly, 297 seats for the Punjab Assembly, 130 seats for the Sindh Assembly, 51 seats for the Balochistan Assembly, and 115 seats for the Khyber Pakhtunkhwa Assembly.

Notably, the inaugural constituency for the National Assembly will be NA-1 Chitral, and the concluding one will be NA-266 Qila Abdullah and Chaman. Similarly, the first Punjab Assembly constituency is PP-1 Attock, and the final one is PP-297 Rajanpur.

In Sindh, the initial constituency is PS-1 Jacobabad, while the ultimate one is PS-130 Central Karachi. In Khyber Pakhtunkhwa, it commences with PK-1 Chitral and wraps up with PK-115 Dera Ismail Khan. As for Balochistan, the starting constituency is PB-1 Shirani Wajub, and the last is PB-51 Chaman.

The ECP’s report indicated that the final outcomes of the 7th digital census were officially released by the Pakistan Bureau of Statistics (PBS) on August 7. Subsequently, the ECP initiated the delimitation process in accordance with Section 17 of the Elections Act, 2017.

Regarding this issue, five delimitation committees were established to draft proposals for the constituency delimitation of the assemblies. The report also detailed the ECP’s procedure for delimiting seats in the National and provincial assemblies.

The population of the province or area was divided by the total number of general seats, leading to the determination of the average population quota per National Assembly seat. Similarly, the population of a province was divided by the total number of general seats allotted to its provincial assembly to establish a quota per seat.

In the calculation of the total number of seats, any fraction equal to or greater than 0.5 was typically rounded up to one seat, while fractions below 0.5 were disregarded,” clarified the report. It further noted that, due to Balochistan’s unique circumstances, multiple districts have been combined to form a single seat. This practice has also been applied in other provinces when necessary.

“The allocation for a district was established by dividing its population by the quota per seat of the National Assembly or, if applicable, the Provincial Assembly,” the report stated. Additionally, the report highlighted that Punjab has the largest number of seats in the National Assembly, followed by Sindh, Khyber Pakhtunkhwa, Balochistan, and Islamabad.

Breaking it down, Punjab, with a population of 127.6 million, has been assigned 141 seats in which each constituency has been delimited with a quota of 905,595. Furthermore, the Punjab Assembly is allotted 297 seats, with each quota seat set at 429,929.

In Sindh, the distribution of 61 National Assembly seats for its 55.6 million population has been based on a quota of 913,052 per seat. In the case of the Sindh Assembly, the 130 seats have been apportioned with a quota of 428,432 per seat.

Regarding Khyber Pakhtunkhwa, the census recorded a population of 40.8 million, leading to the allocation of 45 National Assembly seats.

Each of these National Assembly seats has been delimited based on a quota of 907,913. In the context of the Khyber Pakhtunkhwa Assembly, the distribution comprises 115 seats with each seat determined by a quota of 355,270.

In Balochistan, a population of 14.8 million has resulted in the allocation of 16 National Assembly seats, with each constituency divided based on a quota of 930,900. For the provincial assembly, which comprises 51 seats, each seat has
been delimited using a quota of 292,047.

In contrast, Islamabad, the federal capital with a population of 2.3 million, has been allocated 3 seats, with each seat’s quota determined at 787,954.

Last week, the ECP announced that the general elections in Pakistan are scheduled for the final week of January 2024.
The election commission also determined that the ultimate list of constituencies would be released on November 30, following the review of objections and input regarding the delimitations.

Following the conclusion of the 54-day election timeline, the elections will take place in the final week of January next year, as indicated in the ECP statement.
