‘Balochistan reports alarming increase in AIDS patients’

QUETTA, Nov 22 (APP):Manager Provincial AIDS Control Program Dr. Afzal Khan Zarkoon here on Tuesday disclosed that there were more than 7000 patients suffering from HIV Aid in Balochistan fearing that if not controlled, the number of the patients would rise to an alarming level.

He said this while chairing a meeting organized by the AIDS Control Program and NET member organizations to finalize the activities related to World AIDS Day this year at the office of the Provincial AIDS Control Program.
Civil society representatives including Amanullah Kakar, Watanyar Khalji Fahmida, and officials of the Provincial AIDS Control Program participated in the meeting.

The meeting expressed concern over the increase in the number of AIDS patients and it was told that only in Quetta, the number of patients had increased by 250 this year compared to last year and AIDS was found in eighteen out of one hundred transgenders in Quetta this year.

It was decided in the meeting that this year, the campaign to celebrate World AIDS Day would be started from November 25 which would continue till December 5.

It was decided that various seminars and awareness sessions would be held during this campaign, while awareness programs would also be aired in different regional languages on radio and TV. A grand event will be organized on World AIDS Day on 1st December, while various other activities will be organized to create awareness among the people, the meeting decided.

Provincial AIDS Control Program Manager Dr. Afzal Khan Zarkoon said that the increase in the epidemic of AIDS was worrying for all of us. “The Government of Balochistan should provide resources to the Provincial AIDS Control Program to prevent this epidemic, while other donor organizations should also come forward to control the deadly virus”, he added.

SC adjourns hearing of presidential reference related to Rekodiq Agreement

ISLAMABAD, Nov 22 (APP):The Supreme Court on Tuesday adjourned the hearing of the presidential reference on the Rekodiq Agreement till Wednesday.

A five-member larger bench headed by Chief Justice of Pakistan (CJP) Justice Umar Ata Bandial and comprising Justice Ijazul Ahsan, Justice Muneeb Akhtar, Justice Yahya Afridi, and Justice Jamaal Khan Mandokhel heard the presidential reference filed in the case.

The President on the advice of Prime Minister Shehbaz Sharif had filed the reference to seek the top court’s opinion on the Rekodiq settlement agreement.

During the course of proceedings, Makhdoom Ali Khan, counsel for Barrack Gold Company, argued that provincial governments could enter into international trade ventures but could not enter into state-level agreements.

The Chief Justice said that the federal government was also a participant in the Rekodiq project, so there was no issue of the provincial government’s permission to invest.

Makhdoom Ali Khan said that Barrack Gold wanted the court’s opinion to avoid legal complications like the previous Rekodiq project as the risk of Pakistan going into default was increasing. He argued that the Rekodiq deal was the largest investment in Pakistan’s history at $4.297 billion.

On this, the Chief Justice asked whether Barrack Gold was also monitoring the economic situation of Pakistan. It would be better to tell the court about the transparency of the Rekodiq agreement instead of intimidating it, he added.

Makhdoom Ali Khan said that Barrack Gold was not in the business of bailing out countries from bankruptcy. If the Rekodiq agreement was reached till December 15, Pakistan’s $9 billion fine would be waived, he added.

He said that after the agreement, the expected fine of the International Criminal Court would also be removed and the extracted gold and copper deposits would be sent abroad through the port.

He said that Barrack Gold would build an underground pipeline from Rekodiq to the port in Balochistan. He said that the company would also work on roads and community development in Balochistan.

He said that the project would provide 7000 jobs in Balochistan first and 4000 jobs in the long term.

ISLAMABAD, Nov 22 (APP): Deputy Representative of the United Nations Children’s Fund (UNICEF) in Pakistan Dr Inoussa Kabore, called on Chairman National Disaster Management Authority (NDMA), Lieutenant General Inam Haider Malik.

The UNICEF delegation sought views on aspects of key action areas of mutual cooperation and engagement during emergency response and disaster mitigation in Pakistan, said an NDMA news release.

Dr. Inoussa Kabore apprised the Chairman NDMA of the organization’s ongoing relief work in the fields of health, education, food, behavioral communication, and psychological needs of children in flood-hit areas.

He discussed the possibility of exploring other areas such as information management, digital geographical mapping, rapid need assessment, community education, and learning trajectories in perspective of climate change and its implication on vulnerable communities in Pakistan.

The Chairman NDMA lauded the relief efforts by UNICEF during recent floods and underscored the need for technology-driven disaster management and preparedness plans with integrated response structures. He also informed about NDMA’s priority to chalk-out yearly ‘disaster/ risk calender’ and mapping of high-risk areas toward climate disasters for better execution of disaster management plans.

The meeting ended with a reaffirmation to extend the engagement on the level of technical teams for working out the modalities regarding the principally agreed priority areas.

ISLAMABAD, Nov 22 (APP):Country Director World Food Programme (WFP) Pakistan Chris Kaye called on Chairman National Disaster Management Authority (NDMA), Lt General Inam Haider Malik here on Tuesday and discussed the way-forward to address lingering food insecurity and food inflation amidst floods 2022 and food security management system, to protect vulnerable communities from grip of climate-induced disasters.

During the meeting, Kaye highlighted WFP’s relief operation to help flood affectees through provision of food, cash, nutritional and livelihood support in collaboration with global partners, a news release said.

He added that WFP has repositioned its program towards assistance of Government in helping the identification of priority areas, implementation of food chain program and establishment of facility centers along with training programs for technical staff.

The Chairman NDMA acknowledged the WFP’s humanitarian interventions through logistic support, supplies of food and nutrition and urgently needed assistance in flood-ravaged areas. He agreed with Country Director’s insights that emergency assistance staves off hunger in the short-term, however, food insecurity in Pakistan can only be meaningfully addressed by adequate investment in tackling root causes and helping to build the resilience of communities at frontline of the climate crisis.

At the end, both mutually agreed to continue cooperation for mapping of food-chain and protecting the most vulnerable segment with financial safety nets.

ECP to observe ‘National Voters’ Day’ on Dec 7

PESHAWAR, Nov 22 (APP):Joint Provincial Election Commissioner, Khyber Pakhtunkhwa Javed Rehmat has said that the Election Commission of Pakistan (ECP) is going to observe ‘National Voters’ Day on December 7, 2022.

In this connection, he said the biggest ceremony of the provincial level would be organized in Peshawar while seminars and awareness campaigns would also be organized in all districts of the province.

He made this announcement while presiding over a meeting of KP Gender & Disability Electoral Working Group here in a local hotel on Tuesday.

The campaign has been launched in collaboration with IFES and NADRA.

Besides, Director (Elections) Zulfikar Ahmad, Deputy Director (Media Coordination) Sohail Ahmad and Assistant Director, Gender & Social Inclusion), Syed Aoon Ahmad, the representatives of civil society also attended the meet at large.

He said that a special campaign for issuance of National Identify Cards (NICs) and enrollment of women and deprived segments of society is in progress in 10 newly merged districts.

Javed Rehman said that the role of civil society in the issuance of NICs and registration of the votes of women and other deprived segments of society is of higher importance. He said that besides, the registration of women voters, there is also a need for efforts to increase voter-turn-out, which could not be achieved without the cooperation of political parties, civil society and media.

He said that the Election Commission of Pakistan is making efforts for the participation of all segments of society in the election. He said that all offices have been made accessible for disable persons and efforts are continue to make all polling stations accessible for them in the next elections.

Javed Rehmat said that final electoral lists have been published and new voters could be added to the role. He said that they are busy in the preparations for general elections.

He said that polling agents also play important role in elections and they also required formal training and urged the civil society to play its due role in this regard.
