Debt repayments on track, foreign reserves to increase in 2nd half: SBP Governor

ISLAMABAD, Dec 08 (APP): All debt repayments are on track and country’s foreign exchange reserves are expected to increase in second half of the current fiscal year, said Governor State Bank of Pakistan (SBP), Jameel Ahmad.

In the latest episode of the SBP Podcast series, Governor SBP discussed in detail the country’s capacity to meet its international financial obligations and addressed concerns over external account vulnerabilities.

He said, for the fiscal year 2023, around $33 billion were to be repaid to external stakeholders, including the Current Account Deficit (CAD) of $10 billion and $23 billion in loan repayments.

Out of the payable $23 billion external debt, Pakistan has already repaid more than $6 billion whereas as a bilateral loan of $4 billion has been rolled over with the cooperation of relevant countries.

Another $8.3 billion maturing obligations are expected to be rolled over as discussions are underway. The remaining outstanding repayment stands around $4.7 billion for the remainder of this fiscal year. This includes $1.1 billion in commercial loans that have to be paid to foreign banks and $3.6 billion in multilateral loans.

He said, Pakistan has received foreign exchange inflows of $4 billion (excluding the rollovers of $4 billion mentioned above). Pakistan will continue to make timely loans payments while inflows are expected to increase significantly in the second half of the current fiscal year.

Along with the rollover of some external obligations, Pakistan’s foreign exchange reserves are expected to increase significantly in the coming months.

He said, during the week 28Nov-02Dec SBP reserves reached $7.9 billion after receipt of $500 million from AIIB . During the week SBP paid US$ 1,000 million against maturing Pakistan International Sukuk and some other external debt repayments.  Accordingly, Pakistan’s foreign exchange reserves stood at $6.7 billion as of December 2, 2022.

Earlier the central bank had repaid two commercial loans totaling $1.2 billion. These banks are expected to refinance the same amount, in coming days, helping to raise the country’s foreign exchange reserves.

The government is also in talks with a friendly country for the disbursement of a $3 billion loan and negotiations with multilateral agencies are progressing, for further financial support.

He said, the debt profile of Pakistan is composed of bilateral and multilateral creditors and only a small percentage is owed to foreign banks. SBP has enough reserves to repay all obligations in an effective manner and the inflows expected will boost forex reserves.

He was of the view that globally, the war in Ukraine, a historic increase in the international  commodity prices and monetary tightening pursued by central banks are major challenges.

As a result of this, developing countries, including Pakistan are facing difficulties in raising funds from international financial markets. On the domestic front, the economy is impacted  by floods which created challenges for  Pakistan.

Overall the situation is challenging; however, SBP and the government are taking measures to  improve it.

He said, at the beginning of the fiscal year, SBP projected CAD to be $10billion for FY23,  however, as Pakistan was hit by historic floods, this led to expectations of some increase in imports particularly that of wheat, fertilizers and cotton.

Along with this, the country’s exportable crops were impacted  due to floods and as a result, it was expected that Pakistan’s CAD will increase by US$2 to US$3 billion.

In the international market, however, some important developments have taken place including a decrease in the price of petroleum products. SBP has also taken policy actions that will reduce some outflows significantly. As a result of these policy interventions and other measures, it is expected that CAD will remain below $10 billion for FY23.

He said,  in the last quarter of FY22, SBP and government implemented some administrative measures to rationalize imports and improve the external accounts position.

SBP placed restrictions on imports mentioned in chapters 84, 85 and certain items of 87. These restrictions covered about 15 percent of Pakistan’s total imports whereas no restrictions have been placed on 85 percent of imports.

Thereafter, SBP in coordination with the government identified 8 to 10 business sectors which were genuinely affected and needed relief. They were allowed to import 50 percent to 60 percent of their monthly average import payments made during January to June, 2022.

Similarly, some importers reported cases of demurrages where LCs for imports were opened before the issuance of SBP restrictions. SBP in coordination with commercial banks resolved the issue and the backlog of payments were cleared.

Further, some relaxations were also given after consultation with industry. Consequently, less than 10 percent of the country’s imports are currently subject to administrative controls. All such restrictions are temporary and will be withdrawn gradually.

He said, Petroleum and Pharmaceuticals are among the priority sectors for SBP adding there are absolutely no restrictions on the import of petroleum products, or on the import of raw material or inputs related to the pharmaceutical sector.

He said SBP recognize that administrative measures on imports must not be continued and need to relax them gradually. From next year, the bank may review them and bring more ease to the businesses.

PPP celebrates victory in LG polls

MUZAFFARABAD, Dec 08 (APP): Pakistan Muslim League-Nawaz (PML-N) held lead in the final phase of the local government elections held in the Mirpur division of Azad Jammu and Kashmir (AJK), according to unconfirmed and unofficial results announced by the AJK Election Commission here on Thursday evening.

Chief Election Commissioner Justice (retd) Abdul Rasheed Sulehria, during a presser in the Central Control Room, announced the results of 31 seats, of which PML-N secured nine followed by the ruling Pakistan Tehreek-e-Insaf (PTI) won six seats of union councils. One seat was secured each by Muslim Conference and Pakistan Peoples Party (PPP).

The third and final phase of the LG polls in AJK was held in three districts of the Mirpur division: Kotli, Mirpur and Bhimber.

Justice (retd) Sulehria said LG polls concluded in the region peacefully and in a free and fair manner which was a matter of satisfaction for him.

He lauded the services and cooperation of the administration, police, and particularly the media extended to the commission during the electoral process.

He said a separate schedule would be announced for election on reserve seats in urban and rural councils.

Discrimination against differently-abled people condemnable: President

ISLAMABAD, Dec 8 (APP):President Dr Arif Alvi on Thursday said any discrimination, taboo, disrespect or stereotype associated with differently-abled people (DAPs) was highly condemnable as they were as mentally capable as any other person.

The president, addressing a ceremony in connection with the International Day for Persons with Disabilities (PWDs) here at the Aiwan-e-Sadr, said as a society, “we should change our attitudes towards the DAPs and create inclusiveness in all respects of life, remove barriers in their movement at public places and buildings, impart them with skills and create jobs, which suit and correspond to their respective disability.”

First Lady Begum Samina Arif Alvi, representatives of the World Health Organization (WHO), differently-abled people (DAPs), members of the diplomatic community, and people from different walks of life attended the ceremony.

The president said the DAPs should be given jobs not only on the basis of charity but also as equal persons with equal abilities and should be given specially designed jobs and tools to make them productive and useful members of society.

He said all necessary steps should be taken to impart education, and provide them with tools and assistive technology to remove barriers to their movement and inclusion at national, provincial and local levels, besides giving them jobs as per their ability with dignity, honour and respect.

The president said hitherto the 10% neglected population could be transformed into productive and useful members of society enabling them to contribute to nation-building.

He said there were stereotypes in society associated with the DAPs and they also had to face ridicule, which perpetuated discrimination and hate and discouraged them from taking part in daily societal activities.

He said practices of name-calling and stereotypes should be stopped and a collective attitudinal change was needed to make the society inclusive which was necessary for the development and progress of the country.

He said that it was society’s duty to create awareness through media and other forms of communication among parents and DAPs to avail of the loans and become financially and economically independent in their life.

Earlier, Begum Samina Arif Alvi, in her address, said the entire month of December was dedicated to promoting the rights of DAPs at all levels of society and the institutions both in the public and private sectors.

She said white canes would be provided to all blind persons with visual impairments to help them in their movement.

She said although there had been a fixed quota for the DAPs in government and private organizations, which, however, was either not filled or the jobs were given to them as a charity.

She said customized jobs should be created, which correspond to and facilitate the DAPs to perform to their fullest potential.

Secretary of the Ministry of Human Rights, in his address, outlined various steps taken by the government to ensure the inclusion of DAPs as full and dignified members of society.

He said an act had been enacted to ensure the rights of DAPs, and a mobile phone-based application had also been launched.

He said initiatives had been taken to train at least one teacher in one school with the required skills to communicate with the DAPs with ease to help them fully adjust to society.

Earlier, children with different abilities performed a tableau, besides reciting the National Anthem in sign language. The president also used sign language to recite the National Anthem at the beginning of the ceremony.

President urges politicians to reduce political polarization through democratic means

ISLAMABAD, Dec 8 (APP):President Dr Arif Alvi on Thursday said the armed forces were committed to performing their mandated functions as per the Constitution, therefore, all the politicians should commit themselves to democratic means of negotiations, consultations and deliberations to achieve consensus on issues confronted by the nation and reduce political polarization to achieve financial and economic stability in the country.

The president expressed these views while addressing here the concluding session of Islamabad Conclave-2022, titled “75 Years of Independence: Achieving Comprehensive National Security”.

He said in the past the superpowers adopted the doctrine of Mutually Assured Destruction, which diverted resources of the world towards meeting and developing more lethal weapon systems.

Even if a fraction of those resources, he said, were diverted, the poverty and hunger in the world could have been eliminated as well as the effects of climate change mitigated.

He added that democracy, military defence, information and communication security, and economic independence were essential elements for a comprehensive defence of the country.

The president said the Constitution of Pakistan safeguarded the rights of all citizens equally, irrespective of their social status, wealth or influence.

He said justice should be served promptly and cheaply without any discrimination, which would help the country to move forward on a fast-track basis.

President Alvi said information was another vital element of national security as disinformation could be used to destroy the country and mislead innocent people.

He said disinformation regarding the ‘Weapons of Mass Destruction’ led to a major conflict in the Middle East, which resulted in the loss of many precious lives, and the destruction of property and assets.

He stated that Pakistan acquired nuclear deterrence, which provided it relief and a credible defence system for 20 to 30 years, but with the advent of cyber security, the entire defence system paradigm had changed.

He stressed that concrete steps should be taken to safeguard national assets from cyber security attacks. A system should be set in place for countering any future cyber-attacks in the country, he added.

The president urged higher education institutions to avoid refusing admission to students. All aspiring students should be given admission to increasing the number of persons with higher education, he added.

The Higher Education Commission should take decisive and concrete steps to increase the capacity and capabilities of higher education institutions by adopting out-of-the-box solutions and bringing in hybrid and online teaching systems to ensure that all aspiring students could be accommodated in the higher education system, he remarked.

Talking about population control, he said there was a need to remove taboos attached to the preventive methods of population control and ensure the availability of contraceptives. This, he said, could reduce unwanted pregnancies, which were 50% of the total pregnancies that took place in the country.

ISSI Director General Ambassador Aizaz Ahmed Chaudhary briefed the participants about the issues discussed at the conclave.

He informed that discussions were held on the topics such as defence and security, the search for peace in South Asia, Pakistan’s economic frontiers, the pursuit of geo-economics, and Pakistan’s human and economic security.

Keynote speaker F.S Aijazuddin termed population the major issue on the internal front whereas relations with India were the one on the external front. He also highlighted the major challenges in the way of enhancing regional connectivity.

PM for early completion of Resilient, Recovery, Rehablitation Plan for flood-hit areas

ISLAMABAD, Dec 8 (APP): Prime Minister Shehbaz Sharif on Thursday directed the authorities concerned to ensure the early completion of the Resilient, Recovery Renovation and Rehablitation Plan for the flood-affected areas, after getting input from all the provinces and other stakeholders.

The prime minister, who was chairing the meeting of the federal cabinet, was presented a report on the Post Disaster Needs Assessment (PDNA) which reviewed the flood-inflicted losses to 17 major economic sectors across 94 districts.

The PDNA reviewed the damages done to the sectors including health, agriculture, industry, infrastructure, communications and others.

Compiled by the Ministry of Planning and Development, the assessment report was prepared in coordination with the European Union, the United Nations, World Bank, Asian Development Bank, the provincial governments, GB and AJK governments, civil society, academia and NGOs.

The cabinet meeting was told that as per the report, the flood had badly affected the agriculture sector across the country but it hit the worst in Sindh province.

It was told that the PDNA would help carry out the mid and long-term planning for the reconstruction of the flood-ravaged areas which would be resilient to cope with the impacts of climate change.

The cabinet members were told that in light of the PDNA, a Resilient, Recovery Renovation and Rehablitation Plan was being formulated in consultation with all the relevant ministries, divisions as well as provincial governments.

Discussing other agenda items. the federal cabinet, on the Petroleum Division’s recommendation, approved the restoration of 11 Petroleum Exploration Licenses which would lead to the revival of exploration activities in 11 exploration blocks.

The cabinet also nodded at the signing of the transit trade agreement between Pakistan and Tajikistan which is expected to be signed during the upcoming visit of the Tajik president to Pakistan.

The federal body also endorsed the decisions of the Economic Coordination Committees taken in its meeting held on November 29 and December 2, 2022.

The cabinet also endorsed the decisions of the Cabinet Committee for the Disposal of Legislative Cases taken on December 1, 2022.
