ISLAMABAD, Dec 2 (APP): The interim Afghan government on Friday strongly condemned the attack on Pakistan’s Head of Mission in Kabul Ubaid Nizamani, assuring that a “serious investigation” would be conducted to bring the perpetrators to justice.

“The IEA (Islamic Emirate of Afghanistan) strongly condemns failed firing attack towards Pakistan Embassy in Kabul,” the spokesperson of the Afghan foreign ministry Abdul Qahar Balkhi wrote on Twitter.

Praying for a speedy recovery of a security guard injured in the attack, he said that their government would not allow any “malicious actors” to pose a threat to the security of diplomatic missions in Kabul.

“Our security will conduct a serious investigation, identify perpetrators & bring them to justice,” the spokesperson assured.

While in Islamabad, Pakistan summoned the Afghan Charge d’affaires to convey its “deep concern and anguish” over the attack in Kabul on Pakistan’s Head of Mission.

Responding to Pakistan’s call for apprehending the perpetrators and launching an investigation, the Afghan diplomat said that the security of the Pakistani diplomatic missions had already been beefed up and assured that the Afghan authorities would leave no stone unturned in bringing the perpetrators of this dastardly act to justice.

ISLAMABAD, Dec 2 (APP): Ambassador WADA Mitsuhiro on Friday said that Japan attached immense importance to its relationship with Pakistan and is fully committed to further improving ties in all areas of mutual interest.

Talking to a group of senior journalists, he said, “The relationship between Japan and Pakistan has been very close as “Deerina Dost” and continues to spread through mutual cooperation based on shared values such as democracy, peace and sustainable development.”

As the Ambassador of Japan to Pakistan, “I assure you all that I am fully committed to further developing our long-standing friendship through various channels” he said.

The envoy further said that both nations have supported each other and that this year Japan and Pakistan are celebrating the 70th anniversary of the establishment of diplomatic relations.

“Our diplomatic relation was established on April 28 in 1952. Pakistan was one of the countries which welcomed Japan back to the international arena after World War II” he recalled.

He further said that Pakistan helped Japan diplomatically by sending a delegation to participate in San Francisco Peace Treaty.

“Pakistan was the first country that started to export cotton to Japan in the 1950s, which played an important role in the Japanese post-war reconstruction. Japan processed raw cotton from Pakistan into yarn and cloth. Japan on the other hand exported machinery such as spindles to Pakistan. In this way, we helped each other, particularly in the textile sector” the envoy added.

WADA Mitsuhiro said that during the first decade after Pakistan’s independence, a number of Japanese business offices were set up in Karachi mainly for trading purposes.

The ambassador said, “Today, we continue to make further efforts to promote the business relationships. We are working for a more business-friendly environment for activities of foreign companies in Pakistan, which will surely lead to mutual economic benefits.”

As for the Official Development Assistance (ODA) from Japan, he said, Pakistan was one of the first countries, which Japan started to provide in 1954.

He said that Japan remained one of its major bilateral development partners to Pakistan since 1954, extending assistance in multifaceted sectors of socio-economic development.

The ambassador said the total value of assistance has amounted to $11.7 billion while 7,273 trainees have been accepted from Pakistan as of January 2022.

Japan’s assistance, he said, included concessional loans, grant assistance, and technical cooperation. He said most aid has been utilized for supporting infrastructure, and social development, including assistance in creating roads, power generation, transmission, distribution, water, sanitation, agriculture, education, health, security, disaster management, climate change and human resources development.

“The Kohat tunnel, Pakistan Institute of Medical Sciences (PIMS), the construction of steel bridges near Fort Munro which connects Southern Punjab to Balochistan via N-70, Indus Highway, Weather Forecasting and Surveillance Radar System are a few examples of Japanese assistance” he added.

The envoy said polio eradication is one of the focused areas of Japanese assistance. Since 1996, the Government of Japan together with other partners has been consistently assisting Pakistan to eliminate this disease.

The video was also shown to the media regarding the working of JICA in Pakistan. “The video you are watching on the screen today is called “Weave Your Dreams” which is showing JICA’s activity to support women’s empowerment through technical training. You will watch the success stories of female graduates from three garment-related vocational training institutes in Faisalabad and Lahore” he added.

As a trusted partner, he said, Japan has tirelessly supported Pakistan at the time of the devastating earthquake in 2005, countrywide floods in 2010 and 2022, the COVID-19 pandemic or Locust invasion. “Japan is always standing by Pakistan as “Deerenah Dost” he added.

He said, that the Government of Japan also offered academic scholarships to Pakistani students every year for higher studies in Japan.

“This academic scholarship started in 1963 in Pakistan and so far 820 graduates (470 Embassy-recommended scholarships and 350 direct scholarships) have successfully completed their degrees from Japan. This scholarship is very popular and competitive due to the good academic environment of Japanese universities as well as its fully funded program” he said.

He said that Japan had also offered professional training courses such as the Teachers Training Course as well as the Young Leaders Program for Government officers, aiming to provide an opportunity to learn modern knowledge and advanced skills in Japan.

In 2018, he said, Japan also started another human resource development scholarship called JDS, which is exclusively for young Pakistani civil servants to acquire higher education in top Japanese universities with the purpose of nation-building for Pakistan.

The ambassador said People-to-people exchanges are the foundation of two countries’ friendship from a long-term perspective. In this regard, “I actively support events and programs which encourage further interactions and deepen mutual understanding.”

This year Pakistani military musical band, he said, participated in the annual grand concert organized by the Japanese Self-Defense Forces in Japan.

AJK CDC approves over Rs.2.365 billion development projects:

MIRPUR (AJK): Dec 02 (APP): Azad Jammu Kashmir Cabinet Development Committee Friday approved four development projects worth Rs. 2.365 billion.

The approved projects include one each for Physical Planning & Housing, Communication & Works departments besides Information Technology and Commerce & Industry Departments.

AJK Prime Minister Sardar Tanvir Ilyas Khan chaired the extraordinary meeting of the AJK cabinet development committee.

The meeting was attended, among others, by the government ministers, secretaries, heads of departments and other relevant officials.

The projects approved by the Cabinet Development Committee were relating to the construction of the District Judicial Complex in Muzaffarabad, slide management and control of important highways of Poonch Division, computerization of land records phase two and construction of a building for Government College of Technology, District Bhimbar.

Speaking on the occasion, Prime Minister Sardar Tanveer Ilyas directed the authorities that development projects should be completed in the stipulated time frame and transparent manner.

He said that there would be no compromise on the quality of work. “The mission of the PTI government is to bring a revolution of construction and development in the liberated territory”, he said adding that uniformed development across the state was his government’s first priority.

“We will live up to the expectations of the people who have placed their trust in us”, he said adding that the government would fulfill the promises it had made with the people.

He said that Secretaries should ensure effective monitoring of development projects so that timely completion of projects was made possible.

While preparing the PCs of the projects, the PM said comprehensive planning should be done and special care should be taken to ensure that the natural environment was not affected by the development projects.

Pakistan summons Afghan diplomat to convey “anguish” over attack on its Kabul envoy

ISLAMABAD, Dec 2 (APP): Pakistan on Friday summoned the Afghan Chargé d’affaires to the foreign ministry to convey its “deep concern and anguish” over the attack in Kabul on Pakistan’s Head of Mission Ubaid-ur-Rehman Nizamani.

Additional Secretary (Afghanistan & West Asia) conveyed Pakistan’s grave concern over the serious incident in which the Head of Mission remained unhurt. However, the security guard Sepoy Israr Muhammad was seriously wounded while valiantly protecting the Head of Mission.

The Chargé d’Affaires was conveyed that the security and protection of Pakistan’s diplomatic missions and personnel was the responsibility of the Afghan interim government and that this incident was an “extremely serious security lapse.”

It was underscored that perpetrators of this attack must be apprehended and brought to justice urgently, an investigation be launched into the serious breach of security of the embassy premises, and that all necessary steps be taken to ensure the security of the diplomatic premises, officers and staff working in Pakistan’s Mission in Kabul and consulates in Jalalabad, Kandahar, Herat and Mazar-i-Sharif.

Calling the attack “highly unfortunate”, the Afghan Chargé d’Affaires (a.i.) said that the attack was perpetrated by the common enemies of Pakistan and Afghanistan.

He said the attack had been condemned by the Afghan leadership in the strongest possible terms at the highest level.

He also informed that the security of the Pakistani diplomatic missions had already been beefed up and assured that the Afghan authorities would leave no stone unturned in bringing the perpetrators of this dastardly act to justice.

Meanwhile, in response to a query, the FO spokesperson said there were no plans to close the embassy or withdraw diplomats from Kabul.

“Pakistan is in contact with the Interim Government in Afghanistan and enhanced security measures are being taken to protect Pakistani diplomatic personnel and Missions in Afghanistan,” the spokesperson added.

Federal Minister for Finance and Revenue Senator Mohammad Ishaq Dar chaired the inter-ministerial meeting which reviewed the performance of SME Bank, said a press release issued here.

SAPM on Finance Tariq Bajwa, SAPM on Revenue Tariq Mehmood Pasha, Governor State Bank Jameel Ahmed, President SME Bank Dilshad Ali Ahmed, Chairman SECP, Secretary Privatization, Special Secretary Finance and senior officers from Finance and SME Bank attended the meeting.

The meeting after reviewing the financial health of SME Bank and its status for privatization opined that a concrete course of action and way forward will be decided next week regarding future of SME Bank considering the inputs from all the stakeholders.

The President SME Bank gave a detailed presentation on the profile and performance of SME Bank and its equity position.

NHA signs commercial close of Sukkur-Hyderabad Motorway (M6) with pvt contractor

ISLAMABAD, Dec 2 (APP):The Concession Agreement for construction of Sukkur-Hyderabad Motorway Project, which was earlier approved by the (Public Private Partnership Authority (P3A) Board, with total cost of Rs 307 billion was signed here on Friday between National Highway Authority (NHA) and the contractor.

Under the transaction structure approved by the P3A Board, government of Pakistan will contribute only Rs 9.5 billion over the construction period while the remaining project cost of Rs 297.5 billion will be arranged by the private party through equity and commercial debt., says a statement issued here today.

The private party will also pay minimum Rs 408 billion to the NHA and estimated corporate taxes of Rs 908 billion over the concession period. In addition, the project will be transferred to the NHA at no cost at the end of the concession period.

The motorway commonly known as M6 Motorway is the largest project under the PPP umbrella signed in the history of the country. The project was structured by the federal Public Private Partnership Authority (P3A) under the Build-Operate-Transfer (BOT) mode in collaboration with the NHA.

The motorway spanning over a length of 306 kilometers will comprise of six lanes. Designed to be constructed as a climate resilient project, the private party shall construct and operate the project for 25 years commencing from the date of execution of the PPP Agreement.

Given the shrinking fiscal space and the prevalent economic crunch, the project is a landmark achievement in the PPP sphere. The P3A team closely worked with the NHA to make this project a success. The project will complete the missing link of north-south (Peshawar-Karachi) motorway network. The Project is expected to bring economic benefits in terms of saving significant travel time, travel costs, and lifting socio-economic profile of the region.

SC questions maintainability of contempt of court petition against Imran Khan

ISLAMABAD, Dec 02 (APP): The Supreme Court on Friday raised questions on the maintainability of a plea filed by the Interior Ministry seeking contempt of court proceedings against Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan for allegedly flouting the top court’s orders regarding PTI’s long march on May 25.

A five-member larger bench of the apex court, headed by Chief Justice of Pakistan (CJP) Umar Ata Bandial and comprising Justice Ijazul Ahsan, Justice Muneeb Akhtar, Justice Yahya Afridi and Justice Mazahar Akbar Naqvi heard the plea and observed that the petition was ineffective.

During the course of proceedings, Advocate Salman Akram Raja, the counsel for PTI Chairman Imran Khan, said that he would report on behalf of the party chief.

Salman Aslam Butt, counsel for the Interior Ministry, said the PTI had given the call for its supporters to reach D-Chowk on May 24.
He said that the entire record established that Imran was made aware of the court order.

Salman Butt said that government permission was required for installing jammer devices.

He said that Imran Khan had made false statements in his reply as he first mentioned his and then the chief minister’s jammers.

Upon this, Justice Naqvi asked how did the court determine who was making a false statement?
He said that the Supreme Court was not a trial court that would record testimonies.

He said that the interior ministry’s plea was already ineffective. He asked Salman Butt to first present arguments on the maintainability of the plea.

The counsel said the government filed the contempt of court petition against Imran Khan on the basis of the available material.

At this, Justice Mazahar Naqvi said a matter of contempt was between the court and the contemnor.

Salman Butt said that a petitioner could also seek contempt proceedings.

The Chief Justice said that the matter of contempt was between the court. He said that the court had to decide whether a show-cause notice could be issued to Imran on the basis of the available material.

The Chief Justice asked Salman Aslam Butt that he had to prove that Imran was aware of the court order and the contempt was committed despite having knowledge of the court order.

Justice Ijaz asked what was the federation’s pretension in the contempt case.

Salman Butt claimed Imran had been making false statements in his three replies submitted in the case.

Subsequently, the hearing of the case was adjourned till next week.
