MULTAN, Feb 17 (APP): Multan Sultans defeated Peshawar Zalmi by 56 runs in the fifth match of Pakistan Super League (PSL) at Multan Cricket Stadium on Friday with an outstanding 75 runs of Rilee Rossouw.

Zalmi won the toss and decided to field first. Batting first, Multan Sultan’s openers Muhammad Rizwan and Shan Masood started with a confident partnership of 54 runs before Shan Masood was caught behind on Irshad’s delivery by scoring 20 runs.

The Sultan team Captain Muhammad Rizwan kept on putting pressure with hitting unstoppable boundaries.

He contributed 66 runs in the total after he was dismissed by Muqeem. Rossouw’s 75 runs inning helped Sultans to set a target of 211 with 23 runs of miller and 15 runs of Pollard.

Chasing the target, the Zamli’s went under pressure when Captain Babar Azam was LBW in the first delivery of Ihsanullah’s first over by scoring 9 runs leaving his team at 41/1.

The partnership of Haris and Saim Ayub stabilized the batting line up when Haris was run out after scoring 40 runs. Saim Ayub gave and outstanding performance and scored 53 runs before he was bowled on Usama Mir’s turning delivery.

Ihsanullah and Usama Mir of Multan Sultans took three wickets each. Rilee Rossouw was declared man of the match.

Central Control Room set up to monitor Sindh LG by polls

ISLAMABAD, Feb 17 (APP): “Election Commission of Pakistan (ECP) is performing its mandated legal duties independently, impartially and without any duress or fear.

A constitutional body, the ECP is not taking dictation from anyone but discharging its constitutional and statutory responsibilities in accordance with the law of the land,” said ECP spokesperson on Friday.

“The ECP members are performing their constitutional duties impartially and through the benches formed on a daily basis which has decided hundreds of petitions so far,” he stated.

The spokesperson said that after the end of the term in Senate, elections were successfully held on 48 seats in 2021; by-elections on 5 constituencies of the Senate; and by-elections in 19 constituencies of the National Assembly and 40 constituencies of the provincial assemblies were ensured.

The commission revised and updated the electoral lists across the country and published them on October 7, last year, for the upcoming general elections. The commission successfully conducted cantonment board elections during 2021-22, he added.

Local government elections were organised in Balochistan and Sindh provinces after respective delimitation, he concluded.

DG IAEA holds discussions on enhancing cooperation with Pakistan

ISLAMABAD, Feb 17 (APP):Director General of the International Atomic Energy Agency (IAEA), Rafael Mariano Grossi concluded his visit to Pakistan after holding discussions focused on further enhancement of cooperation between Pakistan and IAEA in the areas of peaceful applications of nuclear technology specifically its role for mitigating the impacts of climate change.
The IAEA Director General visited Pakistan from 15–16 February 2023. During the visit, he called on the Prime Minister, the Foreign Minister, the Minister for Planning, Development and Special Initiatives, and the Foreign Secretary.

DG IAEA holds discussions on enhancing cooperation with Pakistan


Director General Grossi also held meetings with the Chairman of the Pakistan Atomic Energy Commission (PAEC) and the Chairman of the Pakistan Nuclear Regulatory Authority (PNRA), who briefed him on the nuclear security and regulatory regime. At PNRA, he also inaugurated the National Radiation Emergency Coordination Centre (NRECC). Pakistan has five decades of experience of safe and secure operations of civil nuclear power plants which follow the IAEA standards and guidelines.
The Director General, IAEA, visited Chashma Nuclear Power Generating Station (CNPGS), Pakistan Institute of Nuclear Science & Technology (PINSTECH), Nuclear Institute for Agriculture and Biology (NIAB), Pakistan Centre of Excellence on Nuclear Security (PCENS), Nuclear Medicine, Oncology and Radiotherapy Institute (NORI) and the National Institute of Safety and Security (NISAS) to witness the safe and secure applications of nuclear technologies in the area of public health, industry, agriculture, food security, power generation.
At NORI and CNPGS, Director General Grossi inaugurated the CyberKnife and spent fuel dry storage facilities respectively. He also announced that Pakistan will serve, under ‘Ray of Hope’ initiative, as IAEA’s Regional Center for cancer treatment. During his visit to NIAB, Grossi inaugurated the ZODIAC Lab and designated the institute as IAEA’s Collaborating Center in agriculture and biotechnology.
While visiting PCENS and NISAS, Director General, IAEA, appreciated the high standards of these centers dealing with nuclear safety and security. These centers have been imparting international trainings under IAEA aegis.
Director General Grossi delivered a key note address at a seminar on the topic “Climate Change Mitigation and the Role of Nuclear Energy” in Islamabad. In his address, he highlighted the importance of nuclear energy, as a clean source of energy, in countering the adverse impacts of climate change.
The visit concluded with a dinner hosted by the Foreign Secretary at the Ministry of Foreign Affairs in honour of Director General Grossi.
Since 1957, Pakistan, being a founding member of the IAEA, enjoys a productive and mutually beneficial relationship with the Agency. As a member of the IAEA Board of Governors, Pakistan is also contributing to agency’s decision making. Such visits are a regular feature of PAKISTAN-IAEA interaction. Former Director General of IAEA Yukia Amano visited Pakistan twice during his tenure. Director General Rafael Grossi’s visit had been pending due to COVID-19 pandemic.

ISLAMABAD, Feb 17 (APP): The Centre for Afghanistan, Middle East and Africa (CAMEA) at the Institute of Strategic Studies (ISSI), in collaboration with the Friedrich Ebert Stiftung (FES), hosted a one-day international conference on “Pakistan’s Strategic Frontiers: Adapting to Evolving Global Trends,” here on Friday.

Minister of State for Foreign Affairs Hina Rabbani Khar, Foreign Secretary of Pakistan Dr Asad Majeed Khan, Director General ISSI, Ambassador Sohail Mahmood, Director CAMEA Amina Khan and Dr Niels Hegewisch, Country Director FES spoke in the inaugural session, said a press release.

The conference was divided into three working sessions: Evolving Dynamics in Afghanistan; Evolving Situation in the Middle East; and Emerging Non-Traditional Security Threats in Afghanistan, Central Asia & the Middle East.

Hina Rabbani Khar, in her keynote video address, stated that Pakistan, owing to its geographical location, is placed at the center of evolving global power dynamics and increasingly complex interplay between traditional and nontraditional foreign policy actors.

She went on to say that globalization, interdependencies of economies and challenges of climate change and public health, water, energy and food security are compelling factors for win-win approaches. However, she regretted that Geopolitics continues to influence interstate relations.

She added that manipulation of interdependencies for geopolitics runs against the spirit of win-win cooperation that has been the hallmark of globalization for the last many decades and it is against the backdrop of these parallel global trends that Pakistan today has to define its interest.

Foreign Secretary Dr Asad Majeed Khan said the global transformations necessitate newer approaches for Pakistan. In the contemporary international politics, economic interdependencies, investment, trade, energy, connectivity are shapers and drivers of interstate relations.

He went on to say that, in parallel, we are witnessing new geopolitical contestations, competition for influence, resources and dominance in the domain of technology. Pakistan has to navigate similar competing trends and Pakistan’s location also keeps it at the flashpoint of conflict.

He also highlighted the country’s geo-economic pursuits and stated that China Pakistan Economic Corridor (CPEC) is an opportunity redefining regional connectivity. Polarization and power projection have only brought catastrophe and the world needs cooperation, and not confrontation. Furthermore, he said that Pakistan is committed to good relations with its neighbours.

DG ISSI Ambassador Sohail Mahmood highlighted the flux and uncertainty in the global environment. Specifically, he pointed to intensifying great-power competition, differences and disputes escalating into conflict and wars, food and fuel crises engulfing states big and small, a global pandemic manifesting itself in different variants, and a looming existential threat to mankind in the shape of climate change.

Sohail Mahmood underlined that a global order marked by cooperative multilateralism, commitment to UN Charter principles and international law, and strengthening of instruments for collaborative action was essential.

In the context of Pakistan, he stated that after long and hard reflection, it had come to the view that comprehensive security – that puts a premium above all on human security–was the paradigm that it must follow. It encompasses everything from food and health security to climate resilience and water security to population and migration as well as gender security.

“In essence, in the face of emerging global trends as well as all challenges and opportunities, Pakistan’s task is clearly cut out: i.e., to manage the complicated geo-politics and accentuate the pivot to geo-economics,” he concluded.

Amina Khan said that while these evolving global trends pose challenges at the same time and more importantly, they offer an array of opportunities, both economic and political, for Pakistan as well as the world at large. However, this will depend on how Pakistan takes charge and shapes its own future amidst these various scenarios.

Dr. Niels Hegewisch from FES stated that dialogue is the best way to achieve lasting peace. The world since 2021 has witnessed fundamental and unprecedented changes and is still changing rapidly and countries need to adapt.

He raised caution that there is no isolated place which is not affected by the decisions taken by countries miles away.

KARACHI, Feb 17 (APP): Pakistan Poverty Alleviation Fund (PPAF), under Growth for Rural Advancement and Sustainable Progress (GRASP) project, distributed matching grants worth Rs 269 million amongst 128 beneficiaries to promote agri-business in Sindh.

Federal Minister for Poverty Alleviation and Social Safety and Chairperson Benazir Income Support Programme (BISP) Shazia Atta Marri said while speaking at the distribution ceremony here on Friday that the incumbent government was determined to serve the underprivileged communities of Pakistan and pull them out of poverty.

She termed GRASP as a critical intervention for the economic uplift of the rural areas of Sindh and hoped that it will not only improve the financial conditions of beneficiaries but also create job opportunities in targeted areas.

She appreciated the efforts of PPAF aimed at transforming the lives of the poor communities by enabling them to earn sustainable livelihoods and also lauded the GRASP for its special focus on gender equality, the inclusion of minorities, and climate resilience in the project, which will also improve Pakistan’s performance against the SDG indicators in the long-run.

The GRASP is a European Union (EU) funded project being implemented by International Trade Centre (ITC) in collaboration with Pakistan Poverty Alleviation Fund (PPAF) and the Food and Agriculture Organization (FAO).

Under GRASP, the size of the grants distributed ranges from Rs 0.5 to 2.5 million based on the business plans shared by the SMEs and the robust evaluation of the capacities of the SMEs conducted under the project earlier.

Head of Political Section, Delegation of the European Union to Pakistan Daniel Clauss, speaking at the occasion termed GRASP as a significant investment to boost agriculture in Pakistan and expressed pleasure that 47 out of the 128 SMEs owners receiving their awards were women.

He informed that the project is designed to promote climate adaptive and resilient production to also tackle the issue of climate change in Pakistan.

Chief Sector and Enterprise Competitiveness, ITC Robert Skidmore said that the matching grants epitomises GRASP’s co-investment with the private sector to create jobs, improve climate resilience, add more value, and ultimately reduce poverty.

Chairperson PPAF Roshan Khursheed Bharucha said that GRASP was the continuity of the PPAF’s resolve to serve underprivileged communities and reach out to small businesses in rural areas for the provision of technical expertise and training to develop business proposals or to seek soft loans from banks.

Chief Operating Officer PPAF Nadir Gul Barech informed that in the first cycle, Rs 106.5 million were disbursed for 55 SMEs after a competitive process in targeted value chains. The project is governed by three steering committees i.e., at the national level led by the Government of Pakistan and two at the provincial level led by the governments of Sindh and Balochistan, he added.

Secretary Industries Abdul Rasheed Solangi, representatives of the partner organisations including FAO, SMEDA RDF, TRDP, GSF, SAFCWO and GRASP beneficiaries along with other dignitaries were present in the ceremony.

SC suspends transfer order of CCPO Lahore Ghulam Mahmood Dogar

SC issues notices to AGP, political parties in provincial assemblies election case

ISLAMABAD, Feb 17 (APP): The Supreme Court on Friday suspended the transfer order of Capital City Police Officer (CCPO) Lahore Ghulam Mahmood Dogar.

A three-member SC bench comprising Justice Ijaz Ul Ahsan, Justice Munib Akhtar, and Justice Sayyed Mazahar Ali Akbar Naqvi heard the CCPO Ghulam Mehmood Dogar transfer case.

During the course of proceedings, the Secretary Election Commission and Director General (Law) ECP appeared in the court.

Justice Ijaz-ul-Ahsan asked whether the Chief Election Commissioner had come to the court.

Upon this, the Secretary Election Commission replied that the Chief Election Commissioner was not able to come due to his illness.

He said that the Punjab government made a first verbal request to transfer the CCPO on 23 January.

Justice Mazahar Akbar Naqvi inquired whether the Election Commission could allow transfers and postings under normal circumstances.

Justice Ijaz-ul-Ahsan said that the Election Commission could allow the transfer in important situations according to the rules.

Justice Munib Akhtar inquired how the transfer was made on a verbal request. He asked who had empowered the Chief Election Commissioner to transfer officers on verbal request.

He asked if a Mr X called and made such a request, would the court allow it? He asked under what laws assistant commissioners were transferred at the request of a caretaker government.

Justice Munib Akhtar remarked that the Election Commission had the power to permit the transfer, not just the Chief Election Commissioner.

He asked was it the tradition of Election Commission that transfer was done on verbal request.

The Secretary Election Commission said that after the verbal request, a written request was also made. He said that such transfers had taken place in the ECP earlier as well.

Justice Muneeb Akhtar said that Ghulam Mehmood Dogar was transferred on a verbal request, then a written request came.

The Secretary Election Commission told the court that the government made an oral request for the transfer of Ghulam Mehmood Dogar on 23 January while a written request was received on January 24 and it was approved on February 6.

Justice Munib Akhtar inquired whether orders were issued on oral request even in normal circumstances.

Justice Ijaz-ul-Ahsan said that the oral request was received, approved, and implemented after the implementation correspondence was made.

Justice Muneeb Akhtar asked whether government institutions work verbally. He asked could constitutional bodies issue oral orders. The Election Commission could approve the transfer, not the Chief Election Commissioner, he added.

He asked whether the Election Commission had delegated its powers to the Chief Election Commissioner.

The Director General Law said that there was no document regarding the delegation of powers.

The caretaker government of Punjab had asked CCPO Lahore Ghulam Mehmood Dogar to report to the Punjab Service and General Administration Department on 23 January.

Later, the court suspended the Punjab caretaker government’s order to transfer CCPO Lahore.

The court said that a five-member bench of the Supreme Court was already hearing the matter of the transfer posting of police officers and this bench would also hear the transfer case of Ghulam Mehmood Dogar.

During the hearing, a request was made by the Islamabad Bar Association to issue an order for the holding of general elections in 90 days, which was rejected by the court.

Justice Ijaz-ul-Ahsan said that the issue of elections had already been sent to the Chief Justice as this was the discretion of the Chief Justice. The power of constituting a bench rests with the Chief Justice to fix a case for hearing or not, he added.

ISLAMABAD, Feb 17 (APP): Federal Interior Minister Rana Sana Ullah Khan on Friday said that it was too early to determine which terror outfit could be behind the attack on the Karachi Police Office.

Talking to a private news channel, the interior minister did not rule out the foreign involvement, saying it’s premature at this stage to say this with conformity, but it was apparent that police personnel were the target of the attack like Peshawar incident.

Rana Sana Ullah said that he had received a briefing on the attack from the Inspector General of Sindh Police Ghulam Nabi Memon and the Sindh chief secretary.

The minister added that as per what he had been told, there were six to seven terrorists who had stormed the KPO through its front door. The interior minister said the terrorists lobbed grenades to gain access to the police office.

He said as per the Karachi Top cop AIG Javeed Akhter Odho, the terrorist had reached the third floor (the top floor of the building) where armed guards and other police officers had engaged the attackers. “But the situation is not clear yet,” he added.

Asked whether he had any prior knowledge about a threat to the attack, Sanaullah denied any such threat alert. “There was a general threat of terrorism across the country but there was no specific threat for this office,” he added.

“Once police and Rangers enter the building, they will be able to neutralize the terrorists,” the interior minister said quoting Karachi’s top cop.

He further said that it was possible that some of the attackers could be wearing ‘explosives-laden suicide vests’.

The minister said that he would be able to share more information once the operation is completed.

ISLAMABAD, Feb 17 (APP):Federal Minister for Human Rights Mian Riaz Hussain Pirzada on Friday chaired the third meeting of the Islamabad Capital Territory (ICT) Child Protection Advisory Board as its patron in the Ministry of Human Rights.

The objective of this meeting was to discuss the pending issues of the Child Protection Institute (CPI) and Zainab Alert Response and Recovery Agency (ZARRA).

The Advisory Board is mandated, under the Child Protection Act, 2018 to advise the government on matters relating to policy, legislation and implementation of the rights of children at the ICT level. In addition to this, u/s 4 of the ZARRA Act, 2020 the superintendence of the ZARRA agency also vests with the ICT Advisory Board.

In the meeting, Board unanimously approved to move for certain amendments in the relevant section/clause of the act to change the composition of the Advisory Board to make it more practical and viable. Further, the Director General CPI Rabeea Hadi requested the representative of the Inspector General of Police in Islamabad for more coordination and support in the tracing of Afghan Children, their reunification and particularly in the rehabilitation of drug addict children those are handed over to CPI by the police, said in a press release issued here on Friday.

During the meeting, issues of relocation and construction of the customized building of CPI, resource allocation, drafting of supplementary rules, the institutionalization of Helpline 1099, Prime Minister Performance Delivery Unit and ZARRA and recruitment of staff for both CPI and ZARRA also came under the discussion. Moreover, the board discussed the proposal to move for necessary legislation for the adoption of unclaimed children from the CPI.

Minister Riaz Hussain Pirzada urged the Islamabad Police to make sure the availability of lady police while handing over the custody of children to CPI for making this process more protected.

The minister also advised the concerned authorities of CPI and ZARRA to fully utilize the human, tangible, and financial resources to make both CPI and ZARRA fully functional and effective for the better safety of children in ICT.

President condemns attack on police office in Karachi

MD SML presents cheque of Rs 2.5 billion to CM Balochistan

QUETTA, Feb 17 (APP): The provincial government under the leadership of Balochistan Chief Minister Mir Abdul Quddus Bizenjo has achieved another milestone of success as Saindak Metals Limited (SML) paid its share to the province under the Rights Balochistan on Friday.

A cheque of Rs 2.5 billion was presented to the chief minister by Managing Director (MD) SML Muhammad Raziq Sanjrani.

Senior Provincial Minister for Planning and Development Noor Muhammad Dummar, Finance Minister Engineer Zmarak Khan Achakzai and Principal Secretary to Chief Minister Imran Gachki were also present on the occasion.

The payment of cheques was made under initiation Rights Balochistan, in support of Chief Minister Balochistan Mir Abdul Quddus Bizenjo’s principled stance of protecting the province’s resources.

It should be noted that the finance committee meeting of the Saindak Metals Limited Board was held with the efforts of the chief minister.

In the meeting, it was approved to pay its share to the province with the approval of the finance committee of the SML board and the federal government under the rights of Balochistan.
