President calls for development of intellectual resources to support sustainable progress

KARACHI, Mar 20 (APP): President Dr. Arif Alvi, on Monday, stressing on development of intellectual resources for the progress and prosperity of Pakistan on sustainable grounds said that there was enormous potential for promoting innovation in the country.

Promoting innovative ideas, focusing on health and education sectors, timely adoption of and adaptation to newly emerging technologies as well as setting up the right priorities and prudent political decision-making were key to steering the nation on the path of development, the president noted while addressing National Idea Bank Grand Finale ceremony held here at the Sir Syed University of Engineering and Technology Karachi to distribute prizes to winners of the national contest of innovative ideas.

Dr. Arif Alvi said that new ideas and innovation played an important role in human evolution and paved the way to the destination of advancement and progress. He added that the development of intellectual resources was vital for the sustainable advancement of the country besides the development of natural resources.

Information technology was the fastest growing sector across the world which encompasses all other sectors of fundamental importance like finance, manufacturing, agriculture, education and health, he said adding that Pakistan could jump in the fastest moving development vehicle of IT by promoting ideas of our youth in the IT sector and creating an intellectual advantage in IT.

The president said that over 22 million children in Pakistan were out of school while information technology platforms could be utilised to enhance the literacy ratio, particularly for promoting higher education and technical and vocational training.

Currently, services of 3.4 million IT experts were required around the world while 200 billion Internet of Things (IoT) were expected to be available in the IT spectrum in the coming year, Dr Arif Alvi said and noted that Pakistan could acquire a considerable share out of the available opportunities by focusing on the IT sector.

The federal Minister of Information Technology and Telecommunication Syed Aminul Haque addressing the ceremony said that the core objective of ‘Ideas Bank’ was to collect innovative ideas.

He said that 60 per cent of the 220 million population of the country was comprised of youth and it was an asset that has to be utilised and promoted by equipping them with modern technologies for expediting the process of national progress.

The IT ministry has started the Karachi IT Park project while an MoU has been inked to establish a centre of excellence in Gaming and Animation at NED University Karachi, he said adding that IT exports from the country have crossed $ 3 billion and the government was determined to further enhance the volume.

Chancellor Sir Syed University of Engineering and Technology Javed Anwar said that universities should promote entrepreneurship among their students by nurturing new ideas and concepts and National Idea Bank was a significant step forward in this regard.

Chief Executive Officer Aspire, Hassan Syed in his welcome address informed that this year over 3700 ideas were submitted for NIB and out of them 30 ideas were selected by the jury for prizes from a wide range of sectors including Agriculture, Automotive and Transport, Education and Learning, Health, Information Technology, Manufacturing, Natural Resources and Services.

In the previous year, 2100 ideas were submitted and of them, 18 were selected as winners, he informed adding that 15 start-ups based on the winners’ ideas of 2022 had already begun their operations.

President Arif Alvi at the occasion also distributed prizes among the winners of the National Ideas Bank contest.

ISLAMABAD, Mar 20 (APP): A local court on Monday extended the suspension of non-bailable arrest warrants against PTI’s chairman Imran Khan till March 24, in a woman judge threatening case.

The hearing of the case was adjourned without proceeding due to the leave of Additional Session Judge Faizan Haider Gilani.

Earlier, the junior counsel had requested to hold a recession as Imran Khan’s lawyer was coming from Lahore.
The court had previously suspended the arrest warrants against PTI’s chairman till this date.

The court had ordered the lawyers to produce the official letter regarding the withdrawal of security from Imran Khan.

Weather Surveillance Radar Karachi

ISLAMABAD, Mar 20 (APP): The Government of Japan decided to increase the amount of grant aid for “the Project for Installation of Weather Surveillance Radar in Multan” from 2.042 billion Japanese Yen (equivalent to around 14.99 million USD) to 2.8 billion Japanese Yen (equivalent to around 20.57 million USD).

The original Notes to this effect were signed and exchanged between the two governments on 13th August, 2018. In response to the request from the Government of Pakistan, this time, the Government of Japan decided to provide an additional amount of 760 million Japanese Yen (equivalent to around 5.58 million USD) for this project.

The Notes to this effect for the provision of additional amount were signed and exchanged between Mr. ITO Takeshi, Charge d’ Affaires ad interim of Japan to Pakistan, and Dr. Kazim Niaz, Secretary, Ministry of Economic Affairs, said a press release issued here on Monday.

In the signing ceremony, Charge d’ Affaires ad interim of Japan to Pakistan Mr. Ito stated, “This project will enhance PMD’s capabilities, it will be able to disseminate information and deliver more accurate weather forecast, it will be able to send out warnings to protect life and properties of the people in Pakistan. The whole population of the country will be benefitted.”

Pakistan is prone to natural disasters such as floods and landslides caused by heavy torrential rains, tropical cyclones, and earthquakes.

This results in heavy damage, particularly, due to floods triggered by monsoon rains. The Japanese government has been assisting Pakistan proactively, in the enhancement of weather surveillance capacity since the 1980s, to mitigate the damage by floods.

Including the additional amount pledged today, the total amount of Japanese assistance for weather surveillance radars in Pakistan has reached about 11.3 billion Japanese Yen (equivalent to around 82.9 million USD).

So far Japan has supported the installation of 6 weather radars in the cities of Islamabad, Karachi, Dera Ismail Khan, Rahim Yar Khan, Multan (ongoing), and Sukkur (ongoing) and will cover 80% of the country and benefit 90% of the whole population. The weather radar network will surely contribute to further strengthening the weather forecasting capability in Pakistan and help Pakistan become more resilient to future natural disasters.

ISLAMABAD, Mar 20 (APP):The Australian High Commission (HC) organized a six-day cricket training for visually impaired women and girls from across Pakistan in collaboration with the Pakistan Blind Cricket Council (PBCC) and Serena Hotels here on Monday.

The training builds on Australia’s support to PBCC since 2018 which led to the formation of Pakistan’s first blind women’s cricket team.

The new team played its first international Twenty20 game in the same year said a news release.

Speaking at the award-giving ceremony at the conclusion of the training, the Australian High Commissioner to Pakistan Neil Hawkins shared that Australia’s support aims to provide more women and girls with disabilities the opportunity to compete and demonstrate their ability while promoting inclusion in sport.

“We hope to break gender stereotypes and negative perceptions associated with people with disabilities through our support of this initiative. Australia and Pakistan share a passion for cricket, so we are happy to support the Pakistan Blind Cricket Council’s efforts to bring women and girls living with disabilities into the sport,” Hawkins added.

Coaches Abdul Razzaq, Tahir Butt and Bakhtawar Iqbal, who coached the national blind men’s team, helped these players push their boundaries.

The Chairman of the Pakistan Blind Cricket Council, Syed Sultan Shah, said, “Blind Cricket is a sport that has gained popularity in recent years for its unique approach to inclusivity. It provides an opportunity for people with visual impairments to compete at a high level, develop their skills and confidence, and become people of vision, both on and off the field. I hope that this initiative will inspire more people with disabilities to participate in sports and lead fulfilling lives.”

Two blind factory workers invented blind cricket in Melbourne, Australia, in 1922 when they improvised the game using a tin can containing rocks.

A few years later, in 1928, the first sports ground and clubhouse for blind cricket were built at Kooyong in Melbourne.

ISLAMABAD, Mar 20 (APP):Minister for Planning, Development and Special Initiatives Professor Ahsan Iqbal on Monday said Imran Khan Niazi,for personal gains, always attempted to cause a dent in national progress and sabotage development activities taking place in the country.

“Since 2002, this person (IK) has a track record of no constructive work. Every time he gets angry and goes out of the Parliament. Now he did a hat trick.

He resigned in 2002, 2013 and 2018, besides dissolving two provincial assemblies due to his rigidness to collapse the system, “he said while addressing a news conference here.

He questioned whenever Pakistan’s wheel of progress started moving at a steady pace, why Imran Niazi always fanned lawlessness, caused political instability and agitation.

He said the resignations and the assemblies’ dissolution had not served his (IK) purpose of collapsing the system, adding the only option that remained with Imran Khan was to launch riots for creating anarchy and lawlessness.
“Now when Pakistan is trying to come out of IK government’s failed economic policies which caused financial uncertainty, restoring economic contacts with the world and agreement with IMF . . . he (Imran) is again attempting to sabotage the national progress and economic uplift,” he said.

Ahsan Iqbal said Imran Niazi, who considered himself the champion and founder of the justice movement and ‘biggest scholar’ of western democracy, was committing blatant violations of rule of law and the justice system. “The way the state is being attacked, the federal capital and provincial capital (Lahore) were subjected to riots in an attempt to create anarchy; it has no precedent in the history of Pakistan.”

Today, he regretted, the country’s judicial system seemed collapsing and under-pressure of Imran Khan because the person (IK) was getting decisions of his own choice, adding there should be the same facility for all litigants in court that had been extended to the PTI chairman.

There should be one law for everyone, if a litigant does not come to the court in time for any reason, the court must wait for he/she instead of disposing of the case, he added.

The planning minister said almost the whole top leadership of the Pakistan Muslim League-Nawaz (PML-N) had been appearing and facing court cases, but contrary to it Imran Khan caused riots to avoid case hearings but no notice had been taken. “With a supersonic speed, bails are being granted in all cases to the VIP (IK). We too were citizens of this country, but our bail applications took weeks in taking up for the hearing . . . our leadership had to spend months even years in jails to get justice.”

He said evidences were surfacing that Imran Niazi in an organized way managed a riot to avoid appearing in a case at the Judicial Complex court by bringing with him ‘professional people,’ having experience in launching subversive activities, to beat the unarmed law enforcers who were just performing their duties to ensure court orders’ compliance.

Ahsan Iqbal said Imran Niazi always exhibited ‘fascist attitudes’ throughout his political career to press opponents for personal gains, using all illegal and unconstitutional means, adding, in 2018, Imran Niazi constantly ignored and bulldozed the parliament.

He recalled that during the no-confidence motion against Imran Khan in the National Assembly, Speaker and Deputy Speaker took unconstitutional measures by disposing of the motion which was followed by the dissolution of the Lower House of the Parliament. But the apex court restored the National Assembly and declared all unconstitutional measures null and void, he added.

The planning minister said Imran Niazi damaged the investment that was pouring into the country under the China-Pakistan Economic Corridor (CPEC) projects, adding the PTI government laid the foundation of inflation by devaluating the rupee against the dollar and in the last year opened the $72 billion import to show artificial growth and benefit friends with issuing import licenses.

“Imran Khan’s four years in power have shaken the foundations of the national economy, politics and socioeconomics. He only caused polarization and promoted the culture of using abusive language against opponents, making the party workers fanatic,” he added.

Ahsan Iqbal said it was high time to understand the evil designs of Imran Niazi to ensure rule of law and supremacy of the constitution, showing ‘zero tolerance’ for such miscreants who made the entire system ‘hostage.’
“There will be action against all those who have been involved in the riot, establishing writ of the state,” he vowed.

LAHORE, Mar 20 (APP): Caretaker Chief Minister Punjab Mohsin Naqvi on Monday said that protecting the lives and properties of people besides maintaining law & order was among the duties of law enforcement agencies including the police and no compromise would be made in this regard.

Addressing a press conference, he announced the formation of Joint Investigation Team (JIT) to look into the incidents occurred during the past one week in the guise of political activity in the provincial capital and to present the facts before the nation.

Mohsin Naqvi said the provincial caretaker government was also writing a letter to the Election Commission of Pakistan sharing details about what had been happening in the province by a political party.

He said the police had been given a free hand to establish writ of the government in the province as nobody would be allowed to take law into hands.

Political activity was a right of everyone but attacking the police personnel and damaging
public properties to create an atmosphere of chaos and unrest could not be allowed at all,
he said.

The chief minister said the provincial government had been showing constraint in response
to politics of agitation by the Pakistan Tehreek-e-Insaf just to avoid unrest and loss of life.

However, softness of the government should not be taken as its weakness as those involved
in attacking the police personnel and public properties would not be spared anymore.

He added that law enforcement agencies had reached the gate of Khan’s residence twice
but he called them back.

The caretaker CM said that the reason he asked them to return
was that he did not want “anything to happen” that would ruin the environment or cause
a loss of life.

Naqvi also shared that when the police cleared Canal Road, a cop returning from duty
was attacked and an Elite Force car was also attacked the same night.

The chief minister said the police performing duties to maintain law & order were also
being abused by PTI chief Imran Khan while on the other hand, he (Imran) was asking
for security from the same force.

Mohsin Naqvi regretted that the PTI chief was instigating party workers to attack the
police and he was openly threatening the police.

The caretaker chief minister announced financial assistance for the policemen injured
during the current clashes.

He announced Rs 100,000 for minor injured and Rs 500,000 for seriously injured.

The chief minister said the provincial government had started the process of free
flour distribution to the deserving families throughout the holy month of Ramadan
as dedicated centres had been set up in the province.

Citizens visiting the centres for getting the flour should be facilitated and treated well, he added.

Govt. spends Rs. 3,930.72 million on IT-related projects in eight moths

ISLAMABAD, Mar 20 (APP): The government has released funds amounting to Rs 5.156 billion to execute Information Technology related projects during the eight months of the current fiscal year under the Public Sector Development Programme (PSDP 2022-23).

According to official data available with APP, the government has authorized the utilization of development funds amounting to Rs 5,156.57 million out of a total allocation of Rs. 6330.70 million for various ongoing and new projects of the Ministry of Information Technology and Telecommunication.

Out of the total authorized/disbursed amount, the total amount spent on the development projects during the corresponding period (July-February) stood at Rs 3,930.72 million.

According to the disbursement mechanism of the Planning Division, the development funds allocated in the federal budget are released at the rate of 20 per cent in the first quarter (July-September), followed by 30 per cent each in the second and third quarters, and the remaining 20 per cent in the last quarter (April-June) of a fiscal year.

CJP visits SC Quetta Registry

QUETTA, Mar 20 (APP):Chief Justice of Pakistan Umar Ata Bandial on Monday visited the newly- constructed building of the Supreme Court Quetta Registry.

Chief Justice was welcomed by the Supreme Court Judge Jamal Khan Mandokhil on his arrival.
Honorable Judges of the Balochistan High Court were also present on the occasion.

At his arrival the Chief Justice was presented a guard of honor by the police, after which he inspected various parts of the newly- constructed building.

Expressing his pleasure over the construction of the Quetta Registry of the apex court, the CJ said that “may Allah grant us the opportunity to provide justice in the true sense,”

It may be recalled that today, for the first time, two benches of the Supreme Court are hearing cases in the newly-constructed building of the registry.

The bench no. 1 comprises Chief Justice Umer Ata Bandial and Justice Ali Mazhar while bench no. 2 consists of Justice Yehya Khan Afridi and Justice Jamal Khan Mandokhel.

RAWALPINDI, Mar 20 (APP):In an operation against criminal elements, Rawalpindi Police here on Monday arrested four street criminals and recovered Rs 240,000 snatched cash, five mobile phones, weapons and other items from their possession.

According to a police spokesman, Rattaamral police arrested four members of ‘Hilali’ street criminal gang including ringleader namely Attaullah, Bakhat Munir, Waqar Ali and Dawood, were wanted in various cases.

He informed that the police team constituted under the supervision of SHO Rattaamral Police Station on the directives of the Superintendent of Police Rawal, Faisal Saleem conducted a raid and managed to net the accused besides recovering Rs 240,000 cash, five mobile phones, weapons and other items from their possession.

As per the preliminary police record, the criminals were also involved in other crimes, he said.

The arrested accused were being sent to jail for an identification parade, he added.

Islamabad police arrest 198 persons for involvement in violence

ISLAMABAD, Mar 20 (APP): Islamabad Capital Police have arrested 198 persons for their alleged involvement in vandalism, attack on police and damaging official property during the hearing of Imran Khan here in Toshakhana case on March 18.

According to the spokesperson of Islamabad police, raids are being conducted to ensure more arrests of those persons involved in violent activities and chaos.

However, he said that Islamabad Police did not arrest any child below 10 years of age.

A systematic propaganda campaign is being conducted on social media against the Islamabad Capital Police and other law enforcement agencies, the spokesman added.

The process of identification of all the accused involved in violence is underway with the help of cameras. Islamabad police have registered cases in police station CTD and Golra on violent incidents in which 58 policemen were injured.

Four police vehicles and 25 motorbikes were burnt while nine vehicles were vandalized. Police spokespersons said that all miscreants involved in the violent acts will be brought to justice.

The police are performing their duties within the ambit of the law, he said adding that hateful propaganda is being spread to prevent police officers from their legal duties.

Law is equal for all and there would be no discrimination against anyone, the spokesman said and appealed to parents to keep their young children away from crowds.
