Pakistan warns against halting or reducing humanitarian aid to poverty-stricken Afghanistan

UNITED NATIONS, Mar 9 (APP):With 28 million Afghan people facing abject poverty, Pakistan has warned against ending or curbing humanitarian assistance to Afghanistan, saying it would be “morally wrong and politically counter-productive.”

“Halting or reducing humanitarian assistance would hurt the very people — men, women and children — whose human rights the international community seeks to uphold,” Ambassador Munir Akram told the UN Security Council on Wednesday.

Speaking in a debate on the situation in Afghanistan. the Pakistan envoy therefore called for the full funding of the UN Secretary-General’s $4.2 billion recovery plan for the country.

Voicing deep concern over recent developments, he joined others in expressing disappointment over further restrictions placed on the rights of Afghan women and girls, and hoped that the Afghan interim government will find a solution to those issues in line with Islamic injunctions.

Ambassador Akram said that a more comprehensive international effort was required to revive the Afghan economy and its banking and financial sector as well as implementation of the several shovel-ready “connectivity” projects.

Expressing major concern over the terrorist attacks within and from Afghanistan, he said that Pakistan has, in recent months, endured a series of such terrorist attacks emanating from externally-funded TTP and from other terrorist outfits in that country..

“The Afghan interim government has repeatedly assured us, and others, that Afghanistan’s territory will not be used for terrorism against neighboring countries, including Pakistan,” the Pakistani envoy said, adding it needs to do more to fulfill these assurances.

Despite the challenging environment, he said, Pakistan believes that continuing engagement with the Afghan interim government was the best means to achieve the international community’s objectives for the observance of human rights, especially women’s rights, inclusive governance, and an end to terrorism within and from Afghanistan.

Afghanistan’s immediate neighbours need to move in concert in the efforts to restore normalcy and stability in Afghanistan, he said, noting that the OIC also has a vital role in the effort.

In this regard, Ambassador Akram called for the lifting of sanctions, including, as a first step, the restoration of travel ban exemptions.

He also expressed hope that the anomaly of Afghanistan’s United Nations representation can soon be addressed. Afghanistan is still represented by an appointee of the country’s defunct regime of President Ashraf Ghani.

ANF seizes 28 kg drugs, 9000 intoxicated tablets in three operations

RAWALPINDI, Mar 09 (APP):Anti-Narcotics Force (ANF) has seized 28 kg drugs and 9000 intoxicated tablets in three operations conducted in different areas and arrested an accused, said an ANF Headquarters spokesman here on Thursday.

He informed that in an operation near Peshawar Haji Camp Bus Stand, ANF recovered 24 kg charras and four kg opium from a parcel being sent to Lahore.

In another raid at International Mail Office Rawalpindi, ANF recovered 242 grams weed from a parcel booked for London.

He informed that in third operation at Karachi Pakistan International Container Terminal, ANF recovered 9000 intoxicated tablets from a container being sent to Dubai.

ANF also arrested an accused resident of Karachi.
Separate cases have been registered against the accused while further investigations are under process.

Motorway Police to implement ITS on major motorways in two years

ISLAMABAD, Mar 9 (APP): The National Highways and Motorway Police (NHMP) has planned to introduce the Intelligent Transport System (ITS) on motorways M1, M2, M3, and M4 in the next two years.

Talking to APP here on Thursday, an official of NHMP said that the Motorway Police had signed an agreement with the Frontier Works Organization (FWO) through the National Highway Authority to implement the ITS on various motorways including M1, M2, M3, and M4 over the next two years.

He said that with this new system, commuters would no longer be stopped unnecessarily on the motorway.

He said that the Lahore-Sialkot motorway had adopted a completely humanless system and the road users on this motorway will not be stopped for challan payment but will be required to pay the challan along with the toll tax when they exit the motorway.

The official informed that in developed countries the ITS system was designed to send challans to offenders after they have left the road, but in Pakistan, there are several hurdles to overcome. For instance, he said one vehicle was often used by multiple family members, making it difficult to identify to whom the challan should be issued to.

Additionally, he said many people use unregistered vehicles with open letters, making it hard to enforce the ITS system and send challans to their homes. The implementation of the ITS system requires a strong database to ensure accurate and efficient enforcement, he maintained.

He affirmed that despite challenges, the ITS system marks a significant milestone in the NHMP’s efforts to modernise its services. He stated that currently, road users can pay the ‘challan’ [ticket] along with the toll tax, and in the coming years, the ITS system was set to revolutionize the way challans are issued and enforced on Pakistan’s national highways and motorways.

The official said NHMP would implement a state-of-the-art Intelligent Enforcement System, adding that the new system was aimed at minimizing inconvenience for commuters by informing them about when and where they have committed any violations on the road.

Pak-sponsored ‘Women in Islam’ conference ends after rejecting negative stereotyping of Muslim women

UNITED NATIONS, Mar 09 (APP):A day-long conference on ‘Women in Islam’ ended at UN Headquarters in New York Wednesday evening after speakers rejected the negative stereotyping in the west of Muslim women, and asserting that they enjoy full civil, political, economic and cultural rights.

Pakistan convened the conference in its capacity as the chair of the OIC Council of Foreign Ministers (CFM) on the sidelines of the 67th session of the Status of women (CSW).

“We came together today to deliberate on ways to promote a better understanding of rights and identity of Muslim women in diverse cultural milieus and formulate strategies to ensure the full realization of their rights and aspirations,” Foreign Minister Bilawal Bhutto Zardari said in his concluding remarks to the high-level delegates at the conference.

Not only that, he said that the conference was also aimed at celebrating the achievements of Muslim women who have been breaking new grounds in their respective fields.

“I am deeply inspired and heartened by the accomplishments of all our iconic women who are here today and their amazing journeys towards the attainment of their dreams, the foreign minister said, adding, “Their inspiring stories will go a long way towards the empowerment of women and promotion and protection of their rights in both Muslim and non-Muslim societies.”

The opening segment of the conference was addressed, among others, by the President of the UN General Assembly, Csaba Korosi, followed by the Executive Director of the UN-Women, Sima Bahous, the CSW’ Chairperson, Ambassador Mathu Joyini, and Ambassador Hameed Ajibaiye Opeloyeru, OIC Observer Mission to the UN, who delivered a message on behalf of Secretary-General of OIC, Hissein Braham Taha.

A recorded message of UN Deputy Secretary-General Amina Mohammed was also played. She conveyed her greetings to the conference on behalf of herself and the Secretary-General, Antonio Guterres.

Declaring the conference closed to a loud applause, FM Bilawal said the international community must recognize that Muslim women in their societies are acting as agents of change.

“They (Muslim women) are actively participating in the socio-economic development of their respective countries. More importantly, instead of being passive members of their societies, they are redefining and reshaping the role and identity of Muslim women.

“To overcome the perception and reality gap, and the negative stereotyping, it is essential to create global awareness of the rights bestowed by Islam to women,” the foreign minister added.

But he said challenges to women’s empowerment and the enjoyment of their rights remain — both for Muslim and non-Muslim women,” noting that some of them flow from poverty, under-development and conflicts. “We must make collective efforts to address these challenges” he said.

Financing was critical to overcoming the crisis in health and education, in particular to bridge the knowledge gap and the digital divide, and to harness the potential of technologies for all Muslim women and girls” FM Bilawal said. Financial mobilization should include debt relief, concessional finance, Official Development Assistance and the redistribution of existing and new SDRs (Special Drawing Rights).

International financial institutions and the private sector, he said, should promote sustained gender-responsive, community-driven approaches for women’s economic inclusion and participation, including support for social protection systems and assistance to Governments for gender-sensitive and gender-responsive budgeting.

Government representatives and policymakers need to review and reform laws that discriminate against women, including those that restrict their economic, social, cultural and political rights in Muslim and non-Muslim countries, including restrictions to women’s access to inheritance, property, and credit, as well as those that limit their ability to participate in the labour force.

The foreign minister said that ongoing conflicts, including situations of foreign occupation, were destroying the lives of millions of Muslim women and girls.

OIC member states, with the cooperation of international community and international financial institutions, must also initiate programmes to assist Muslim women and girls living in conflict zones or under foreign occupation, such as in Jammu and Kashmir and Palestine.

“Our loadstar should continue to be the empowerment, inclusion and participation of women in every sphere of life i.e social, political, legal, economic and cultural. Let us all work towards making this decade, the decade of gender equality,” FM Bilawal added.

In his remarks, Korosi, the General Assembly president, said it was important for men to show support for gender equality through words and action.
“Given the multiple crises we face, equal rights and opportunities for men and women must be reached and maintained all over the globe,” he added.

Other speakers including Indonesia, the largest Muslim populous country, Saudi Arabia, the land of Muslim’s holiest sites from Makkah to Madinah, Palestine, the home of the Al Aqsa Mosque, called for addressing the perception-reality gap on the rights of women in Islam while denouncing the mischaracterization by extremists and Islamophobes of their rights.

ISLAMABAD, Mar 09 (APP): The National Disaster Management Authority (NDMA) on behalf of the people of Pakistan, is constantly engaged to aid quake-affected displaced Turkish and Syrian brethren.

In view of that spirit, a civil cargo ship carrying 65 containers filled with 1221 tons of relief goods for quake-hit Turkiye and Syria was sailed off from South Asia Pak Terminal, Karachi, a news release said.

Out of the 65 containers, 41 are carrying 8,200 winterized tents for Turkiye and 24 containers carrying 15,000 ration bags making a total of 615 tons for Syria. The ship will drop off the aid containers to Turkiye on 23/24 Mar and Syria by the end March 2023.

The NDMA is spearheading massive relief operations by using all available modes of transportation including Air, Sea and Road. In this regard, special chartered cargo flights operation will also commence soon, whereas assistance is also being sent using the belly space of PIA on regular flights to Turkiye.

UNITED NATIONS, Mar 09 (APP):Foreign Minister Bilawal Bhutto Zardari Wednesday called for restraint on everyone’s part and to stay within democratic norms when international reporters at the UN asked for his comments on the clashes in Lahore that left one opposition party worker dead.

“I think that it is important for everyone to restrain themselves to within the democratic framework and it’s important to be playing one’s role within parliament, within the democratic system,” Bilawal, who is also co-chairman of Pakistan Peoples Party (PPP), said as he emerged from the ‘Women in Islam” conference which is being presided by him.

“What you’re seeing is what happens when half of the parliament, or when the opposition decides that the constitution doesn’t apply to them, that democratic structures don’t apply to them, the National Assembly doesn’t apply to them, and they take to the streets or to social media or other forms”, he said.

“While that is legitimate and that’s their right, a more productive way forward for the people of Pakistan would be to work within the institutions of democracy.”

Earlier, the United Nations, while upholding the people’s right to peaceful protest, called for the security forces to exercise maximum restraint.

“For us the important thing is that all peaceful protests must be able to go ahead without hindrance,” UN Deputy Spokesman Farhan Aziz Haq said in response to a question about the events in Lahore at the regular noon briefing.

“It’s clear to us that wherever they (rallies) take place in the world, people have the right to peaceful protest and security forces around the world should allow them to go forward,” the spokesperson said.

As regard the reported death of the political worker, Haq said it should be investigated thoroughly. “And of course, there needs to be accountability for any deaths or injuries that occur. But, of course, in situations like these, we call on security forces to exercise maximum restraint.”
