Pakistan, France sign roadmap for bilateral cooperation

ISLAMABAD, Feb 10 (APP): Foreign Secretary Dr. Asad Majeed Khan and Secretary General of Foreign Ministry of France Anne-Marie Descôtes signed Pakistan-France Roadmap for Bilateral Cooperation, agreeing to strengthen partnership in political, economic, development, defence, security, education, culture, multilateral and other domains.

The agreement was reached during the 14th round of Pakistan-France Bilateral Political Consultations held in Paris on Friday.
Foreign Secretary Dr. Asad Majeed Khan led the Pakistan side while Secretary-General of the Ministry for Europe and Foreign Affairs Anne-Marie Descôtes led the French side. Ambassador of Pakistan to France Asim Iftikhar Ahmad and other senior officials assisted the Foreign Secretary.
With shared desire and commitment to reinforce ties, the ‘Roadmap for Bilateral Cooperation’ envisages deepening relations in all fields of mutual interest including high level exchanges and cooperation in political, economic, development, science and technology, education, culture, tourism, defence, security and counter-terrorism, migration, climate change and multilateral domains.
The two sides had a comprehensive exchange of views on bilateral cooperation, and regional and multilateral issues. The Foreign Secretary conveyed Pakistan’s profound appreciation for President Macron’s participation in the Geneva Conference on 9 January 2023 and strong support pledged by France for resilient reconstruction of flood-affected areas of Pakistan.
Noting that the meeting between President Macron and Prime Minister Shehbaz Sharif in New York on the sidelines of the United Nations General Assembly in September 2022 had imparted fresh momentum, the Foreign Secretary stressed the importance of regular high-level political contacts to provide guidance and impetus for enhancing broad-based mutually beneficial partnership between the two countries. The two sides also highlighted the importance of parliamentary contacts in deepening political ties and advancing multi-dimensional relations.
While underscoring the priority attached to economic, trade and investment relations, the two sides agreed to enhance cooperation in energy, IT, agriculture and livestock, tourism and other sectors. They discussed arranging dedicated trade events and exchange of business delegations to sustain the positive trajectory of bilateral trade and investment in recent years. The Foreign Secretary underscored the importance of GSP Plus as a trade promotion and development tool, which has been beneficial for both Pakistan and the European Union. He also appreciated French Development Agency (AfD)’s cooperation in renewable energy, urban development, mass transport and preservation of national heritage in Pakistan, noting the potential for further expansion of AfD’s portfolio in the country in areas of mutual interest.
The two sides took stock of the current bilateral defence and security cooperation. They agreed to maintain and further nurture long- standing defence ties and reinforce cooperation on counter-terrorism. They also exchanged views on UN Peacekeeping in the context of multilateral action for maintenance of international peace and security.
Foreign Secretary briefed his French counterpart on the regional situation and the challenges related to maintenance of peace and security in the region. They exchanged views on the situation in Afghanistan. The Foreign Secretary also stressed that resolution of the Jammu and Kashmir dispute in accordance with the relevant UN Security Council resolutions and wishes of the Kashmiri people was fundamental for lasting peace and stability in South Asia.
The two sides agreed to hold the 15th round of Bilateral Political Consultations in Islamabad next year.

President says constitution should be followed

ISLAMABAD, Feb 10 (APP): President Dr Arif Alvi Friday said constitution was a set of rules and it should be followed rather than changing the rules to serve interests of the rule breakers.
In a tweet, he said, “You may think road safety is not an important subject. However if we don’t follow rules we will suffer killer accidents.”
“Politics is similar. I insist that our constitution is a set of rules. Discipline yourself rather than change the rules to serve interests of rule breakers,” he added.

PM grieved over martyrdom of army officers in Kohlu

ISLAMABAD, Feb 10 (APP):Prime Minister Shehbaz Sharif Friday expressed deep grief and sorrow over the martyrdom of officers of Pakistan army Major Jawad and Captain Sagheer during an operation against terrorists in Kohlu, Balochistan.

The prime minister prayed for the elevation of ranks of the martyrs in Jannah and condoled with the bereaved families.
He said the security forces were protecting the country from the nefarious designs of the terrorists, adding terrorists could not sabotage our efforts for peace.
He said the nation saluted those who embraced martyrdom in the fight against terrorism.

8th Multinational Maritime Exercise AMAN-2023 & PIMEC begins at Karachi

KARACHI, Feb 10 (APP): The 8th Multinational Maritime Exercise AMAN-2023 and Pakistan International Maritime Expo & Conference (PIMEC) kicked off here on Friday.

The flags hoisting ceremony was held at Pakistan Navy Dockyard, Karachi, to formally commence the proceedings of 8th Multinational Maritime Exercise AMAN-23, according to a press release issued here.

AMAN-23, the 8th Exercise of the AMAN series is being held from February 10-14, 2023. A large number of senior military representatives from participating countries, observers, diplomats, and Pakistan Navy officials attended the ceremony.

The opening of the Exercise was marked with simultaneous hoisting of flags of all the participating nations of AMAN-23.

The Message of Chief of the Naval Staff, Admiral Muhammad Amjad Khan Niazi was read during the ceremony.
In his message, the Naval Chief warmly welcomed the participants of Exercise AMAN-23.

The Admiral underscored that the AMAN Exercise was a regular feature that involved regional and extra-regional navies to create a secure and favorable maritime environment for smooth and unhindered maritime activities in the region.

He further underlined that Pakistan Navy had been a forerunner in its quest for promoting collaborative maritime security in the region besides generating the camaraderie as highlighted under the Exercise motto ‘Together for Peace.’

Admiral Niazi emphasized that this bond would continue to grow and “bring us even closer to the cherished goals of realizing regional peace and shared prosperity.”

Speaking on the occasion, Commander Pakistan Fleet, Vice Admiral Ovais Ahmed Bilgrami warmly welcomed all the participants and thanked them for their wholehearted participation in the Exercise.

He sought their cooperation in achieving the Exercise objectives and hoped that it would prove to be mutually rewarding for all. He also acknowledged the flags of participating countries from across the globe fluttering together as an embodiment of the Exercise motto, ‘Together for Peace’.

The Naval chief in his message about PIMEC highlighted that Pakistan Navy being the major stakeholder in shaping the maritime thought in the country was proactively playing its role in creating the requisite maritime awareness for exploitation of untapped potential of blue economy.

He further underscored that this milestone event would bring together international and national stakeholders, creating a marketplace for presenting innovative ideas while showcasing maritime potential and opportunities in this dynamic field.

The Admiral further emphasized, “PIMEC is a platform to reaffirm our commitment and resolve towards preserving and sustainable use of oceans and marine resources, exploiting natural resources and to spur growth for collective and shared prosperity.

The exercise is one of the major events of Pakistan Navy held biennially to signify the commitment towards making seas safer for positive human activities while inviting regional and extra-regional navies.

This year the AMAN Exercise is being attended by more than 50 countries with their ships, aircraft, Special Operation Forces and a large number of observers.

Besides, another mega event of Pakistan International Maritime Expo & Conference (PIMEC) commenced at Karachi Expo Center, a protruding initiative of Pakistan Navy under the patronage Ministry of Maritime Affairs aimed to raise awareness amongst national stakeholders and international fraternity about the huge untapped potential of Pakistan’s blue economy.

The opening ceremony of PIMEC was graced by Minister for Foreign Affairs Bilawal Bhutto Zardari, and the Naval chief was also present during the event. Besides, a large number of civil, military, foreign and local delegates attended the event.

In the background of PIMEC, International Maritime Conference has also been organized by National Institute of Maritime Affairs (NIMA), under the auspices of Pakistan Navy from February 10 to 12.

International Maritime Conference would cover the thoughts of distinguished international and national scholars on the theme ‘Embracing Blue Economy: Challenges and Opportunities for Developing Countries.’

The maiden PIMEC has showcased overwhelming interest with the participation around 133 exhibitors, including foreign and local firms. The PIMEC will continue till February 12.

PM calls for implementation of decisions of Apex Committee

ISLAMABAD, Feb 10 (APP): Prime Minister Shehbaz Sharif Friday stressed that full implementation of the decisions of the Apex Committee should be ensured.
He was chairing a meeting here on the overall law and order situation in the country.
During the meeting, the security matters of the four provinces, Islamabad, Gilgit Baltistan and Azad Kashmir were reviewed.
While talking to the participants of the meeting, the PM said protection of citizens was top priority of the government and there was no room for lapse.
No lapse in security would be tolerated, he added.
The prime minister directed the Interior Minister to undertake visits to the four provinces, adding contacts and coordination should be improved among the provinces to bring improvement in the law and order situation.


He said effective steps should be taken to enhance capacity of the counter-terrorism departments in the provinces.
The law enforcement agencies should be equipped with modern weapons and equipment, he ordered.
The meeting was told that steps were being taken to further streamline safe city projects in the big cities.
It was told that on instructions of the prime minister, the federal interior secretary visited the four provinces, looked into issues faced by the provinces and reviewed requirement for resources in an effort to improve law and order situation in the country.
Minister for Interior Rana Sanaullah Khan, Special Assistants to the Prime Minister Syed Tariq Fatimi, Jehanzeb Khan, chief secretaries of the four provinces, Gilgit Baltistan, Azad Jammu and Kashmir, Chief Commissioner of Capital Territory Islamabad, Inspector Generals of Police of the provinces, Gilgit Baltistan, Azad Jammu and Kashmir and officials concerned attended the meeting.

WB appreciates pace of reforms for sales tax harmonization

ISLAMABAD, Feb 10 (APP): Regional Director World Bank Mathew Verghis here on Friday appreciated the progress made in harmonizing the Sales Tax by Federal Board of Revenue (FBR).

He said this in a meeting with Chairman FBR, Asim Ahmad. He was accompanied by Country Director Najy Benhassine and his team.

During the meeting, both sides discussed various initiatives of FBR for revenue mobilization and also reviewed the progress of Pakistan Raises Revenue Program (PRRP) being implemented with financial assistance of the World Bank. Both sides expressed satisfaction with the progress of the project.

The program is expected to contribute to a sustainable increase in domestic revenue by broadening the tax base.
Asim Ahmad praised the efforts of the teams on both sides and expressed optimism that the program will further upgrade IT-based capacities of FBR for strengthening of tax administration.

The FBR and World Bank agreed to continue cooperation in pursuing the reforms agenda under the project.

ISLAMABAD, Feb 10 (APP): The Economic Coordination Committee (ECC) approved the recommendation of Drug Pricing Committee (DPC) for reduction in Maximum Retail Prices (MRPs) of 20 drugs.

Federal Minister for Finance and Revenue Senator Mohammad Ishaq Dar presided over the meeting of the ECC of the Cabinet, said a press release issued here on Friday.

Federal Minister for Commerce Syed Naveed Qamar, Federal Minister for Power Khurram Dastgir Khan, Minister of State for Finance and Revenue Dr. Aisha Ghous Pasha, Tariq Bajwa, SAPM on Revenue Tariq Mehmood Pasha, SAPM on Government Effectiveness Dr. Muhammad Jehanzeb Khan, Chairman SECP, Federal Secretaries and other senior officers attended the meeting.

The ECC considered a summary of the Ministry of National Health Services, Regulations and Coordination and allowed the fixation of Maximum Retail Prices (MRPs) of 18 new drugs as recommended by Drug Pricing Committee (DPC). The prices of these 18 new drugs are at the lowest as compared to the prices of the same drugs in neighboring countries, especially in India.

The ECC considered another summary of the Ministry of National Health Services, Regulations and Coordination on Maximum Retail Price (MRP) of Paracetamol products and approved the recommendation of Drug Pricing Committee (DPC) for the increase in Maximum Retail Price (MRP) of Paracetamol products and the fixed price of Paracetamol Plain Tablet 500 mg at Rs. 2.67 and Paracetamol Extra Tablet 500 mg at Rs. 3.32.

Ministry of Energy (Power Division) presented a summary on refinancing of Power Holding Limited’s debt and a surcharge to recover markup payments.
The ECC after discussion, approved the proposal to recover Rs. 76 billion while exempting non-ToU domestic consumers having consumption equal to 300 units and private agriculture consumers in four months period from March 2023 to June 2023 to recover the markup charges of PHL loans and allowed to impose the additional surcharge of Rs. 1/unit for FY 2023-24 to recover additional markup charges of PHL loans not covered through the already applicable FC surcharge. The above surcharges will be applicable to K-Electric consumers to maintain uniform tariff across the country.

The ECC also deferred PHL’s principal installments payable in respect of Rs. 283.287 billion for a period of two (2) years from the date of execution of fresh facilities and directed Finance division to issue a Government Guarantee for repayment of principal as well as interest/fees, etc for the fresh facilities of Rs. 283.287 billion.

The ECC considered and approved the proposals contained in another summary of the Ministry of Energy (Power Division) regarding the recovery of staggered Fuel Charges Adjustment applicable for the months of August and September 2022.

The ECC deferred the electricity bills for the month of September 2022 for commercial consumers in the flood affected areas till the next billing cycle and waived off electricity bills for the months of August and September 2022 for the non- ToU domestic consumers having = 300 units consumption. The ECC also approved the additional supplementary grant of Rs. 10.34 billion to cover waiver of electricity bills in flood affected areas.

The ECC also considered another summary of the Ministry of Energy (Power Division) and approved the Revised Circular Debt Management Plan.
The ECC considered and approved in principle a summary of Finance Division on Kamyab Pakistan Program and entrusted State Bank of Pakistan to validate the claims of Wholesale lenders (WLs) after due diligence, due to non-existence of Program Management Unit (PMU) at Finance Division.

The ECC considered a summary of Ministry of Energy (Petroleum Division ) and granted approval for the declaration of commerciality (DOC),Field Development Plan (FDP) and Development and Production lease (D&PL) for the period of five years w.e.f. 25th January, 2022 over Jugan Field (Latif Block) to M/s United Energy Pakistan (UEP) Beta.

The ECC also considered another summary of the Ministry of Energy (Petroleum Division) and granted two years extension in renewal in Missa Keswal Development and Production Lease (D &PL) covering an area of 23.43 Sq kms in district Rawalpindi, Punjab w.e.f. 11th April, 2022.

The ECC also approved in principle a technical supplementary grant of Rs. 450 million in favour of the Ministry of Defence.
