Pak-US mid-level defence dialogue on Feb 13-16: FO

ISLAMABAD, Feb 12 (APP): The second round of ‘Pakistan-US Mid-Level Defence Dialogue’ is scheduled from February 13-16 in Washington DC.

“Pakistan’s inter-agency delegation, led by the Chief of General Staff, will comprise of senior officials from the Ministry of Foreign Affairs, Joint Staff Headquarters and three Services Headquarters. The US multi-agency team will be represented by the Office of Undersecretary of Defence,” Foreign Office Spokesperson said in a press release on Sunday.

Issues of bilateral defence and security cooperation will be discussed during the defence dialogue, it was added.

The first round of the dialogue was held in Pakistan in January 2021.

Uzbek envoy calls for promoting connectivity projects between Pakistan, Uzbekistan

ISLAMABAD, Feb 12 (APP): Uzbek Ambassador to Pakistan Aybek Arif Usmanov on Sunday called for promoting connectivity projects between Pakistan and Uzbekistan in order to bolster their bilateral relations.

In an exclusive interview with Radio Pakistan’s English Channel Planet FM 87.6, he said Pakistan and Uzbekistan share a common history and faith, said a release issued here.

The ambassador said historic links are manifested in Sufi traditions in Pakistan. He said political, economic and cultural ties between the two countries are a source of unity. He underscored the importance of knowledge sharing in the fields of science.

Encouraging cotton growing helps excel textile industry'

FAISALABAD, Feb 12 (APP): With the country faces severe economic crunch, the government is mulling multiple options for economic revival including boosting exports to strengthen depleting foreign exchange reserves and generate employment opportunities to overcome growing poverty.


As textile industry had been the key player in exports over the decades, paying special heed to this sector by providing congenial environment could pave the way to capture more international markets and earn revenue.


Enhanced cotton growing is of vital importance for this sector as it encompasses a bigger chain of operations from farming to textiles mills and then to end users’ products showcased at fashion apparel outlets.


This chain of operations not only benefits industrialists but also a major chunk of our populace linked to agricultural sector. But unfortunately, cotton growing diminished with the passage of time after installation of Sugar Mills in cotton growing areas, especially in South Punjab and Sindh provinces.


Pakistan Cotton Ginners Association (PCGA), in its recent fortnightly report on cotton arrivals has put the production figure at 4.7 million bales till Feb 1, 2023 that is almost 35 per cent below than last year.


“If we reach five million bales this year by end of next month, it would be around 50 per cent below than the official production assessment of 11 million bales for 2023”, informed PCGA Chairman Chaudhry Waheed Arshad.


“If we have to survive with our textile industry, we must frame result oriented policies focusing both the farmers and the industrialists,” he stated.


Chaudhry Waheed Arshad recommended measures like announcing support price, declaring specific cotton zones, introducing high yielding, climate smart and pests resistant cotton varieties and mechanized farming techniques to get desired results.


“Agriculture is our mainstay and cotton is our lifeline. Therefore, strengthening this sector and announcing special incentives for cotton growers would definitely improve economic growth and the country’s exports,” he stated.


Chaudhry Waheed said that less cotton growing was harming ginning industry because if produce is less then mill owners can import cotton for their needs but what about ginners. “There are 1300 ginning factories countrywide with only 400-500 units remaining operational normally. But, at present only 154 factories are working.”


He claimed that the country has lost 2.4 million acre cotton area to other crops during last 15 years and “if this trend continues, it would be a severe blow to the cotton-based industries. Therefore, we need to employ full potential of this sector.”


He was confident sooner or later agriculture sector would attain the status of an industry and farmers must be well prepared to harvest its benefits.


According to the Trade Development Authority of Pakistan (TDAP), Pakistan is the 8th largest exporter of textile products in Asia with 4th largest producer and third largest consumer of cotton. Textile is 46 percent of Pakistan’s total manufacturing sector that provides employment to 40 percent of total labor force.


Khawaja Usman, a noted industrialist owning spinning units has said that usually, textile sector needs 16 million cotton bales annually to add value and export a variety of products to international market.


“However, the temporary closure of some textile units due to the global recession troubled the economy.

Therefore, local textile sector requirements would revolve around 12-13 million bales this year,” he predicted.
He said if production finally turns out to be five million bales in 2023, textile sector would need to import seven million bales to meet its requirements. “Therefore, the textile sector had already finalized contracts for import of required cotton bales.”


Khawaja Usman stressed to incentivize the farmers to grow cotton on more area, and the industry to enable it to compete in international market as he regretted that falling of cotton production by 16 percent to merely 8.6 million bales in 2020 from 10.2 million bales in 2019, is not encouraging.


The TDAP officials quoting Pakistan Bureau of Statistics data have also revealed that Pakistan earned over US$15 billion (15400 million dollars) in financial year 2021 up from over US$ 12.5 billion (12526 million dollars) in 2020 from cotton and textile products. According to their statistics although exports of various textile products registered increase, yet export of raw cotton nosedived by 95 percent in FY 2021with the main factor being lower production than expectations.


Vice President, Multan Chamber of Commerce and Industry, Asim Saeed Sheikh has also claimed that local cotton production was usually falling short to meet the needs of the textile sector, except for 2011 when Pakistan touched the highest mark of 14.7 million bales.


“Many of cotton growing farmers shifted to sugarcane crop over the years resulting in diminishing produce. Above this, we also witnessed torrential rains and flooding this year that swept away large cotton areas,” he said. “This would obviously prove to be a major challenge for cotton growers and allied industries.”


According to a climate change research, poor seed quality, heat waves, virus, pests and increasing trend of farmers to switching to other profitable crops for some quick profits reduced cotton production.


Therefore, it is high time to fully concentrate this segment of the economy to steer the country out of the economic crunch, boost exports and earn foreign exchange to bridge trade and current account deficits

Pakistan sends 10-member medical team to Turkiye

ICCI collects donations from business community for earthquake victims of Turkiye, Syria

ISLAMABAD, Feb 12 (APP): A 10-member medical team from Pakistan left for earthquake-affected Turkiye on Sunday to take part in the ongoing relief operations in the quake-hit areas.

According to the health ministry spokesperson, another medical team of 10 doctors from the Pakistan Institute of Medical Sciences (PIMS) is set to leave for Syria later today.

He said that a ten-member medical team of PIMS along with the medicines left for Turkiye, while a separate 10-member doctors’ team will leave for Syria today’s evening.

Minister for National Health Services Abdul Qadir Patel extended heartfelt sympathies to the brotherly Turkiye and Syrian people on the human and material loss in the wake of the recent devastating earthquake.

He said that Turkiye has always helped Pakistan and Islamabad will also not leave Turkiye at this testing time and will provide every possible support.

He said that the medical team will serve the earthquake victims with full dedication and commitment in both countries.

PIMEC 2023: Senator Mushahid Hussain proposes ‘5-point action plan to promote Blue Economy’

ISLAMABAD, Feb 12 (APP):Chairman of Senate Defence Committee, Senator Mushahid Hussain while chairing two sessions of Pakistan International Maritime Expo & Conference (PIMEC) 2023 proposed a 5-point Action Plan to promote Blue Economy.

He said apart from Blue Economy, marine and mineral resources plus China Pakistan Economic Corridor (CPEC) and building on a strategic partnership between Pakistan, China and Saudi Arabia would be a catalyst for an alternative development approach that can help ‘bid goodbye to IMF’, said a press release issued here.

Chief of Naval Staff, Admiral Amjad Khan Niazi, Vice Chief of Naval Staff, Vice Admiral Faisal Rasul Lodhi and other senior officers of Pakistan Navy plus representatives of 50 countries, participating in PIMEC, were also present.

Outlining his presentation, Senator Mushahid Hussain said that it’s now clear that Pakistan needed a new development path.

He focused on exploring and exploiting marine resources by a strategy for Blue Economy, which, according to the World Bank, has resources worth at least $ 100 billion.

He added that 50,000 square kilometers were added to Pakistan’s continental shelf as an exclusive economic zone in 2015, a huge mass of water, almost like a 5th province.

“Added to this maritime economy is the immense mineral wealth, huge reserves of natural gas and 175 billion tons of coal in Thar, all of which cumulatively add up to a hidden wealth of almost a $ 1 trillion (one trillion dollars), that has not been tapped at all due to an absence of policy on these areas.”

Senator Mushahid Hussain then called for developing an alternative economic developmental strategy through a 5-point Action Plan.

First, the government should immediately establish a National Authority for Blue Economy (NABE), to prepare a comprehensive strategy that involves Pakistan Navy, the Ministry of Maritime Affairs and the private sector as principal stakeholders.

Second, the Ministry of Maritime Affairs should have a Secretary, who is from Pakistan Navy, like the Ministry of Defence has a Secretary from Pakistan Army. “That will make the Ministry of Maritime Affairs a proactive and pivotal player on the Blue Economy.”

Third, a special non-governmental Task Force be established comprising experts, academics, think tanks and relevant private sector for devising a Work Plan in 2023 for promoting awareness about Blue Economy amongst opinion leaders and relevant stakeholders.

Fourth, as part of alternative economic development strategy for Pakistan, develop a linkage between Blue Economy, marine and mineral resources, CPEC, TAPI and developing triangular relationship between Pakistan, China and Saudi Arabia, so that Energy Security becomes a key pillar of Blue Economy framework.

Fifth, media mobilisation was a force multiplier for promoting Blue Economy and in this regard, Media Workshops be organised in Gwadar, Ormara, Keti Bandar and Karachi, so that ‘sea blindness’ ends with an awareness of the future potential of Blue Economy.

Senator Mushahid Hussain concluded that adoption of this blueprint for the Blue Economy ‘would help Pakistan stand on
its own feet and bid goodbye to the IMF. We have gone to the IMF for 23 times in 60 years and this is a tried, tested and failed formula’.

UNITED NATIONS, Feb 12 (APP): The United Nations and its humanitarian partners will this week launch flash appeals for urgently-needed funds to provide relief to thousands of victims in the earthquake-hit Turkiye and Syria, UN Emergency Relief Coordinator Martin Griffiths has said.

Griffiths was speaking in the Turkish city of KahramanmaraÅŸ where recovery efforts are ongoing in frigid temperatures. the UN said in a press release released in New York.

The top relief official met with families left homeless by the disaster and listened to their stories of shock and devastation.

He also spoke with search and rescue teams as they carried out their operations in the devastated central parts of the city, amid collapsed buildings with excavation equipment digging through the debris.

UN teams are already on the ground, and more than 130 countries have dispatched responders, sniffer dogs, experts and other personnel.

“There has never been an international response, a Turkish response, to a natural disaster, as we see here in these terrible days,” Griffiths said.

He praised the courage of people, including parents, who are working round the clock in efforts to rescue their families and children from the rubble – “hoping for one more sound, for one more person to survive.”

It is estimated that more than 22,000 people have died in the double earthquake, which struck southeastern Turkiye and northern Syria early on Monday morning.

Millions more have been left homeless, including Syrians displaced by the 12-year war in their homeland and thousands of refugees who have fled across the border.

For Griffiths, the next phase will be to look after those affected by the tragedy, the press release said. “And I’ve met some of them already today,” he said, “people who’ve lost their homes, whose children don’t have schools to go to, who have no food, who have no money, who depend on the generosity of the Turkish people, the Turkish government and the international community.”

Griffiths is expected to visit the UN-authorized cross-border operation to Syria in the south of Turkiye on Sunday before traveling there.

Meanwhile, the Director-General of the World Health Organization (WHO), Tedros Adhanom Ghebreyesus, arrived in Aleppo, Syria, on Saturday.

“I’m heartbroken to see the conditions survivors are facing – freezing weather and extremely limited access to shelter, food, water, heat and medical care,” he wrote in a post on his official Twitter account.

In a separate tweet, Tedros recounted how he met two babies, Nour and Omar, who lost their parents in the earthquake.

“There are no words to express the pain they are going through. Grateful to colleagues and partners who are providing them with needed care, comfort and love, ” he wrote.

In Washington, tributes paid to Kashmiri leader Maqbool Butt on 39th anniversary of his martyrdom

WASHINGTON, Feb 12 (APP): Speakers at an event held to pay homage to Kashmiri leader Maqbool Butt on the 39th anniversary of his martyrdom said on Saturday that he laid down his life for the cause of Kashmiri people’s freedom from India’s yoke.

At a gathering in a local restaurant, Dr Ghulam Nabi Fai, chairman of the ‘World Forum for Peace & Justice’, said Butt was a selfless and inspirational soul.

Dr. Fai said before his hanging on trumped-up charges in New Delhi’s notorious Tihar jail, Maqbool Butt wrote his will, saying, ‘There will be many Maqbool Bhats that will come and go, but the freedom struggle in Kashmir should continue’.”

“Today,” Fai stressed, “the whole nation of Kashmir is following the footsteps of Maqbool Bhat for the liberation of their motherland: Jammu & Kashmir.”

Underscoring that the mission of Maqbool Butt is alive. Fai said, “Today, he is an inspiration to millions of Kashmiris and those striving for human rights, human dignity and right to UN-pledged self-determination.”

Sardar Zarif Khan, secretary-general of the Kashmir American Welfare Association (KAWA) said that Maqbool Butt believed in the Kashmir cause passionately.

He said that the killings of innocent civilians in Indian-occupied Kashmir must shake the conscience of all peace-loving people. He condemned India’s campaign to muzzle the press, and demanded the right to assemble and freedom of expression in Indian-occupied Kashmir.

The ultimate sacrifice of Shaheed Maqbool Butt will not go in vain, Zarif Khan said, adding that the blood of Kashmiri martyrs brings the goal for freedom and justice nearer.

Shoaib Irshad, joint secretary of KAWA, said that Maqbool Butt was a charismatic leader whose supreme sacrifice will inspire Kashmiris for ages.

Irshad emphasized that the brutalities of the Indian government could not and should not go unnoticed. “It is the responsibility of the Kashmiri diaspora to be the voice of voiceless people in the corridors of powers all over the world.”

In conclusion, the gathering demanded of the Indian government to return the mortal remains of Shaheed Maqbool Bhat and Shaheed Afzal Guru to their relatives in Kashmir.

President condemns terrorist attack on security convoy

ISLAMABAD, Feb 12 (APP): President Dr Arif Alvi on Sunday condemned a terrorist attack on the convoy of security forces in Mir Ali, North Waziristan.

The president reiterated the collective resolve of the nation to completely root out terrorists.

Minister briefs PM about donations for quake victims of Turkiye, Syria

LAHORE, Feb 12 (APP): Minister for Federal Education and Professional Training Rana Tanveer Hussain on Sunday called on Prime Minister Muhammad Shehbaz Sharif and apprised him of the donations by the educational institutions in Islamabad for the earthquake-affected people of Turkiye and Syria.

During the meeting, matters related to federal education and professional training were also discussed, PM Office Media Wing said in a press release.

They also discussed the overall political situation of the country and other issues of mutual interest.
