UNITED NATIONS, Mar 30 (APP):Pakistan has underscored the need for building capacities and technological resourcefulness of the media in the developing countries to combat fake news, saying factual information was the “greatest need” of the people.

“The rapid pace of advances in new technologies, particularly in digital technologies, are having a major impact on the world, affecting all our work on human progress, sustainable development and international peace and security,” Ambassador Aamir Khan, deputy permanent representative of Pakistan, said during a discussion at the UN.

Khan made his remarks at an informal briefing by the UN Under-Secretary-General for Global Communications, Melissa Flemming, to member states of the Committee on Information (COI) on the activities of the Department of Global Communications, particularly in the context of establishing and international code of conduct and the issues of integrity on digital platforms.

In this regard, he expressed his concern over the challenges of disinformation, including Islamophobia, Xenophobia, discrimination and hate speech, saying these issues needed to be further discussed.

The Pakistani envoy called for ensuring global access for all nations, organizations and individuals to the emerging technologies, especially for the developing countries.

In this context, Aamir Khan expressed appreciation for the recent launch of a United Nations website in Urdu, known as “UN Khabarnama” (UN Newsletter) that reaches millions of people worldwide.

Against the backdrop of worsening weather-induced disasters around the world, including last August’s devastating floods in Pakistan, he lauded the coverage of climate-related events, especially the solidarity visit of UN Secretary-General Antonio Guterres to Pakistan following that tragedy.

DSP among four killed, six injured in IED blast, terrorists’ attack

PESHAWAR, Mar 30 (APP): A Deputy Superintendent of Police (DSP) district Lakki Marwat Iqbal Mohmand and three of his squad members embraced martyrdom while six police officials got injured in an apparently planned terrorist attack on a police station followed by an IED blast on DSP’s vehicle in district Lakki Marwat in the wee hours on Thursday.

According to police, the terrorists first attacked the Sadar police station with modern and heavy weapons but the police personnel who were already on alert gave a befitting response as a result of which the terrorists retreated and escaped while taking advantage of the darkness.

However, in exchange for firing five police personnel deployed at the police station including Head Constable Farooq Shah and Constables Amanatullah, Azghar Ali, Gul Tiaz and Arif were injured.

As soon as the information went viral on the police wireless system, DSP Iqbal Mohmand along with his squad rushed to the police station to rescue the injured police officials but himself fell prey to an IED blast at Peerwale Mor, which claimed the lives of DSP Iqbal Khan Mohmand and three of his gunners including Karamat, Waqar and Ali Marjan while driver of the vehicle Sardar Ali was injured in the deadly blast.

The other teams of the police force also arrived at the scene, cordoned off the area and started a search operation. Meanwhile, Rescue 1122 teams reached the spot and shifted injured and the dead bodies to the hospitals.

DSP Iqbal Khan Mohmand had been serving in Lakki Marwat for a long time and had conducted several successful operations against terrorists and criminals.

KP police chief and District Police Officer (DPO) Lakki Marwat said that DSP Iqbal Mohmand’s dedication and bravery would be remembered forever and expressed the resolve that the perpetrators of the cowardly attack would soon be brought to justice.

UNGA votes to seek world court’s opinion, in quest for ‘bolder’ climate action

UNITED NATIONS, Mar 30 (APP): :The UN General Assembly will seek the opinion of the International Court of Justice (ICJ) on countries’ obligations to address climate change, following the adoption by consensus of a resolution on Wednesday.

The resolution was put forward by the cyclone-battered Pacific Island nation of Vanuatu, supported by a “core group” of 17 countries from various regions, and is focused on the adverse impacts of climate change on small island developing States as well as climate justice.

The Hague-based ICJ, also known as the world court, is the UN’s principal judicial organ. Although its advisory opinions are not legally binding, they carry legal authority and moral weight.

Pakistan is ranked among the top 10 disaster vulnerable countries on the Global Climate Risk Index, witnessing multiple natural disasters over the years.

Speaking ahead of the vote, UN Secretary-General Antonio Guterres noted that the Court’s advisory opinions have tremendous importance.

“If and when given, such an opinion would assist the General Assembly, the UN and Member States, to take the bolder and stronger climate action that our world so desperately needs,” he said.?

?The UN chief pointed to the latest climate science, unveiled this month, which confirmed that humans are responsible for virtually all global heating over the past 200 years.

The report by the Intergovernmental Panel on Climate Change (IPCC) further showed that limiting global temperature rise to 1.5 degrees Celsius above pre-industrial levels, is achievable – but time is running out.

The UN chief stressed that now is the time for climate action and climate justice.

“The climate crisis can only be overcome through cooperation – between peoples, cultures, nations, generations. But festering climate injustice feeds divisions and threatens to paralyze global climate action,” he warned.

The Prime Minister of Vanuatu, Alatoi Ishmael Kalsakau, said ambition towards achieving the 1.5-degree target “is still far from what is needed”, and an ICJ advisory opinion could provide clarity that would benefit global efforts to address the climate crisis and further boost cooperation.

He said the final text of the resolution was the result of lengthy consultations and deliberations, and he also highlighted the important role played by young law students in the Pacific who inspired the initiative.

“The intense and engaged negotiations with the core group as well as with a broader UN membership, were an indication of the importance of this initiative, but also of the collective desire to work towards addressing the climate crisis,” he said.

“This is not a silver bullet, but it can make an important contribution to climate change, climate action, including by catalyzing much higher ambition under the Paris Agreement,” he added, referring to the 2015 global treaty on climate change.

UN High Commissioner for Human Rights, Volker Turk, issued a statement warmly welcoming the “landmark resolution”.

An ICJ advisory opinion “could be an important catalyst for the urgent, ambitious, and equitable climate action that is needed to stop global heating and to limit and remediate climate-induced human rights harms,” he said.

He also welcomed the resolution’s “clear recognition of the relevance of action today for the generations to come”.??

The UN rights chief said his Office, OHCHR, has extensively documented the human rights impacts of climate change and set out the human rights obligations of States and other actors.

“States have obligations to mitigate and adapt to – and address loss and damage resulting from – climate change,” Turk said. “We look forward to sharing this expertise in this highly significant process before the International Court of Justice.”

UN sounds alarm over arrests of Afghan activists speaking up for women, girls

UNITED NATIONS, Mar 29 (APP): The Taliban authorities in Afghanistan must immediately release activists detained for advocating for girls’ and women’s rights, the UN human rights office, OHCHR, said Wednesday, expressing alarm over the ongoing arrests.

Since the beginning of the year, several civil society activists and journalists have been detained for speaking out against Taliban policies that restrict women and girls’ access to education, work, and most other areas of public life.

“No one should be detained for speaking out in defence of their fundamental rights and the rights of others,” OHCHR Spokesperson Jeremy Laurence said in a statement issued in Geneva.

“Arrest or detention as punishment for the legitimate exercise of fundamental rights, such as the rights to freedom of opinion and expression, is arbitrary under international human rights law,” he added.

The statement comes in the wake of the latest arrest, which occurred on Monday, according to OHCHR.

Matiullah Wesa, head of PenPath, a civil society organization campaigning for the reopening of girls’ schools, was detained by unidentified individuals who were travelling in an unmarked vehicle. His whereabouts are unknown.

The same persons also entered Wesa’s home the following day and seized two of his brothers, who were released several hours later.

The OHCHR said other activists and journalists had also been detained with no clear information as to their whereabouts, well-being or any charges against them.

“Detainees’ human rights must be respected, in particular the right to be informed of the reason for their arrest at the time of their arrest, the right to be promptly informed of any charges against them, as well as the right of access to family members and to legal representation,” Mr. Laurence said.

He recalled that Afghanistan is a party to international human rights treaties. As such, Taliban leaders are obliged to respect and ensure the rights to freedom of expression, opinion and freedom of peaceful assembly, as well as to provide access to education and the right to work.

The Taliban returned to power in Afghanistan in August 2021 and have effectively barred girls and women from studying and working.

Addressing the security council earlier this month, the UN Special Representative there, Roza Otunbayeva, said Afghanistan remains the “most repressive country in the world” for women’s rights.

On its part, Pakistan has been calling on Afghanistan’s interim government to reverse restrictions on women and girls in the country.

Speaking at a press briefing on the outcome of the Women in Islam Conference in New York earlier this month, Foreign Minister Bilawal Bhutto Zardari said that the actions on Afghan women and girls are not the norm within the Muslim world.

“There is no other country on the planet, Muslim or otherwise, that condones depriving women and girls from the right to education,” FM Bilawal then said.
