PMD indicates chances of light rain, snowfall in Potohar region, KP, Kashmir

ISLAMABAD, Dec 22 (APP):Pakistan Meteorological Department (PMD) has indicated chances of light rain with light snow over the mountains at isolated places in the Potohar region, upper Khyber Pakhtunkhwa, Kashmir and adjoining hilly areas during the next 24 hours.
According to the synoptic situation, a westerly wave was affecting the central and upper parts of the country.
Mainly cold and dry weather is expected in most parts, while partly cloudy in the upper parts of the country.
However, light rain with light snow over mountains is likely at isolated places in the Potohar region, upper Khyber-Pakhtunkhwa, Kashmir and adjoining hilly areas during the morning. Fog/smog is likely to persist in plain areas of Punjab, Khyber-Pakhtunkhwa and upper Sindh.
During the last 24 hours, cold and dry weather prevailed over most parts of the country, while very cold in northern areas.
However, 01 mm of rain was recorded in Sukkur, Kalat and Dalbandin.
The lowest minimum temperatures recorded were Leh -10C, Skardu -09, Kalam, Gilgit, Gupis -05, Astore and Hunza -04 C.

CM orders 24/7 CT-Scan, MRI reports facility

LAHORE, Dec 22 (APP):Chief Minister Punjab Mohsin Naqvi has directed the health secretary that all hospitals must adhere to a 24/7 facility for providing CT scans and MRI reports to patients.
He made a surprise visit to Children’s Hospital on Friday where parents raised concerns regarding delayed issuance of CT scans and MRI reports. The CM was informed that CT scans and MRI reports were issued three days after the tests.
The CM warned that hospitals found to be causing delay in delivering CT scans and MRI reports would face administrative action.
During his visit, the CM inspected various wards, interacted with parents of children and inspected the medical facilities. The CM also inspected up-gradation work, engaged with the labourers and assessed progress.

Speakers discuss future opportunities in building IT talent ecosystem

ISLAMABAD, Dec 22 (APP): Speakers at an event hosted by the University of Bahrain on the sidelines of the Huawei ICT Competition 2023-2024 regional final awards ceremony in Manama, delved into discussions about future opportunities in building the IT talent ecosystem and the significance of public-private partnerships in nurturing innovations.

They called upon supplementing university curricula with practical skills and training, fostering socio-economic growth in the region.

The University of Bahrain is a partner for the Huawei ICT (Information Communications Technology) Competition 2023-2024 regional final and hosted the official closing and awards ceremonies for the programme this year.

The forum panel discussion featured Dr Jassim Haji, President of the International Group of Artificial Intelligence; Dr Hessa Jassim Al-Junaid, Dean of the College of Information Technology, University of Bahrain; Dr Tilda Karkour Akiki, Associate Dean of the School of Engineering, Holy Spirit University of Kaslik (USEK); and Amr Hashem, Policy Director, GSMA MENA. The discussion was moderated by Ammar Tobba, VP, of Public Affairs and Communications, Huawei Middle East and Central Asia Region.

The panelists also shared their thoughts on driving digital transformation, building a sustainable knowledge-based digital economy in the region, and raising national competitiveness in line with the government’s national plans and visions.

Gender equality in technology was also highlighted as a pressing need during the discussion.

The forum was attended by university students and tutors, government partners, information technology (IT) professionals, academia, and media representatives from 11 Middle East and Central Asia participating countries.

Dr Hessa Jassim Al-Junaid underlined the importance of an open collaboration between universities and the public and private sectors to develop curriculum and upskilling students on the latest technologies, such as 5G and Cyber Security.

She said, “The Huawei ICT Talent initiative offers students practical skill development opportunities through hands-on challenges and real-world scenarios facilitated by Huawei professionals and experts. It fosters critical thinking and confidence-building among participants.

Winning or receiving recognition in the competition can serve as a valuable addition to a student’s academic portfolio, highlighting their accomplishments.”

“Annually, the Huawei ICT Talent competition attracts a growing number of registered students, indicating its increasing popularity.

The College of IT students who have taken part in the Huawei ICT Talent competition have demonstrated high employability due to the competition’s provision of relevant skills, industry knowledge, problem-solving abilities, teamwork experience, and industry recognition.

“Additionally, the competition encourages students to pursue Huawei professional certifications that hold international recognition,” Dr. Hessa added.

A recent study by PwC estimated that AI could contribute up to $15.7 trillion to the global economy by 2030.

Dr Jassim Haji explained how the technology would impact undergraduate engineers.

“AI tools are poised to transform the way talented students learn and create, offering a wealth of benefits such as guidelines to the job market, the course selection, and curriculum advisory. Furthermore, generative AI creates tests tailored to each student’s learning preferences, interactive activities, or even life-like simulations,” he elaborated.

Dr Tilda Karkour Akiki shared her thoughts on how ICT students could contribute to today’s industrial digital transformation and the urgent need to narrow the ICT talent gap, especially to encourage more participation from women.

She elaborated, “Empowering women in ICT is not just about diversity; it’s a strategic imperative for sustainable innovation. It secures a more inclusive and resilient future where diverse perspectives in digital solutions shape our world and where innovation has no limit. With both determination and empathy, women leading the way will transform challenges into opportunities and will promote collaborative environments where every voice is heard.”

Amr Hashem deliberated on cultivating young talent for the telecommunications industry, especially in light of the accelerated deployment of 5G.

He said, “At the GSMA, we believe that investing in the development of ICT talent is crucial for the future success of the telecommunications industry. The rapid deployment of 5G technology requires a skilled workforce capable of driving innovation and meeting the evolving demands of the digital era.

By fostering collaboration between academia and industry through initiatives like the Huawei ICT Competition, we can empower the next generation of professionals and ensure a sustainable and thriving future for the ICT sector in the Middle East and Central Asia.”

Ammar Tobba shared, “ICT talent development programmes like the Huawei ICT Competition contribute towards bridging the digital divide and narrowing the digital skills gap, nurturing young industry talents and strengthening the ICT talent ecosystem across the region. As a global technology leader, Huawei is committed to supporting the national plans and vision of regional governments to build a robust knowledge-based digital economy driven by local talents.”

Speakers hail Pakistan’s achievements at COP28, demand futuristic approach to meet pledges

ISLAMABAD, Dec 22 (APP): The Speakers at a post-COP28 roundtable dialogue on Friday hailed the progress made by the country at the international climate moot and demanded the Ministry of Climate Change and Environmental Coordination alongwith other stakeholders to workout a futuristic approach to meet global pledges.

The Centre for Strategic Perspectives (CSP) at the Institute of Strategic Studies Islamabad (ISSI), in collaboration with Civil Society Coalition for Climate Change (CSCCC), organized a roundtable discussion on “COP 28: An Analytical View.”

The keynote speaker at the event was Secretary, Ministry of Climate Change and Environmental Coordination, Asif Hyder Shah. Other panelists at the event included: Executive Director, CSCCC, Aisha Khan; Director, Governance & Policy WWF, Pakistan, Dr. Imran Saqib Khalid; Head, of Resilient Development Program, SDPI, Dr. Shafqat Munir; Professor, QAU, Dr. Ilhan Niaz; World Bank, Ahsan Tehsin; Climate & Energy Attache at Foreign, Commonwealth and Development Office, Nadeem Ahmad and Fatima Jinnah University, Rawalpindi, Fiza.

In his keynote address, Secretary, Ministry of Climate Change and Environmental Coordination Asif Shah underscored the substantial progress achieved during COP28, culminating in a host of positive outcomes and increased transparency in climate finance. Notably, Pakistan secured a position on the board of the Loss and Damage Fund, demonstrating its commitment to addressing the impacts of climate change. Additionally, Pakistan’s representation on the Santiago Network for Loss and Damage (SNLD further solidifies its global engagement.

Concluding his address, Shah acknowledged the competitive landscape for accessing the Green Climate Fund, highlighting the imperative for Pakistan to enhance its capacity to secure international funding.

Dr. Neelum Nigar, Director of CSP, highlighted the significance of key decisions made during COP28. She underscored the necessity for a comprehensive analysis of the outcomes and their impact on stakeholders, providing valuable insights for policymakers.

DG ISSI Ambassador Sohail Mahmood noted that COP28 has undeniably set the stage for discussions on a crucial subject with far-reaching consequences. The decision to operationalize the Loss and Damage Fund on the conference’s first day marked a historic moment, especially for the developing world. Another significant decision involved increasing the role of nuclear energy and reducing fossil fuel usage in the energy mix.

He further stated that Pakistan’s engagement at COP28 was robust and dynamic, showcasing collaboration among different ministries and the synergic connections developed. Moving forward, Pakistan needs to focus on mitigation and adaptation strategies by adopting sustainable practices. He stressed that a comprehensive approach to ‘green transition’ had to be placed high on the national agenda.

Executive Director, CSCCC, Aisha Khan highlighted that COP28 marked the first Global Stock Take (GST) post the 2015 Paris Agreement, focusing on advancing the global agenda. Recognizing the time-consuming nature of resolutions on climate change issues, COP28 witnessed crucial decisions, particularly regarding climate finance. Emphasizing Pakistan’s strong representation at COP28, Khan underscored the need for integrating GST into the National Stock Take (NST) for Pakistan.

Dr. Khalid emphasized that climate change represents a global security issue, underlining the persistent challenge of escalating GHG emissions since the initial COP where global emissions first took center stage. He stressed the imperative for COPs to prioritize transparency in negotiations, recognizing the potential for vested interests to dilute the core issues.

Dr. Shafqat Munir highlighted two key developments at COP28, focusing on the establishment of the Loss and Damage Fund and a commitment to reduce the use of fossil fuels in the future. While positive steps were taken, tangible results are still pending, indicating the need for careful examination of the language used and how it aligns with addressing ongoing challenges. Despite progress, a substantial undertaking lies ahead in mobilizing finances, warranting a comprehensive evaluation.

In his remarks, Dr. Niaz emphasized that the Global North has yet to assume its primary responsibilities and a critical examination is needed to determine the driving forces behind climate disruptions.

Dr. Niaz underscored the disparity in attention given to developing countries like Pakistan, which are more vulnerable to the adverse impacts of climate change. Proposing a solution, he suggested that a model similar to the National Command and Operation Center (NCOC) could effectively address climate change issues in Pakistan.

The event was concluded with a vote of thanks by Ambassador Khalid Mahmood, Chairman of the Board of Governors ISSI.
