Multiple challenges push economic growth down to 0.29% in FY2023

ISLAMABAD, May 30 (APP): Owing to multiple external and domestic challenges, the country’s economy has been estimated to witness growth of 0.29 percent (provisionally) during the Fiscal Year 2023, finance ministry said here Tuesday.

“Pakistan economy experienced 0.29 percent provisional GDP growth in the FY 2023 on account of many challenges emanating from uncertain external and domestic economic environment,” says Monthly Economic Update and Outlook for May 2023 released by the ministry here.

The report says, these challenges triggered Consumer Price Index (CPI) based inflation to remain on a higher trajectory despite monetary tightening primarily due to Pak Rupee depreciation adding the external payments also remained burdened due to lesser foreign exchange inflows.

However, fiscal consolidation, adopted by the government during the outgoing year, supported the economic sustainability.

It says, rehabilitation of agriculture activities during Kharif season will also have positive effect on the economic growth.

“Overall, the appropriate policy-mix is expected to bring prosperity, economic growth, and improved supply chain,” says the monthly report.

The report says, the final GDP growth rate for FY 2021 has been estimated at 5.77 percent, from the earlier revised estimate of 5.74 percent whereas the revised growth rate of GDP for FY 2022 is 6.10 percent which was provisionally estimated at 5.97 percent.

The growth of the agricultural sector has been estimated at 1.55 percent for FY2023, it says adding the growth in important crops witnessed a decline of 3.20 percent due to a decrease in the production of cotton by 41 percent.

However, positive growth has been recorded in the production of wheat by 5.4 percent while other crops have posted a modest growth of 0.23 percent.

During Jul-Apr FY2023, the agriculture credit disbursement increased by 25.4 percent to Rs 1,327.8 billion compared to Rs 1,058.7 billion last year.

Large Scale Manufacturing (LSM) witnessed a contraction of 8.1 percent during the period of Jul-Mar Fy2023 owing to various factors such as supply chain disruptions, inflationary pressures, and resultant hike in input prices and continued contractionary policy stance at the domestic level to correct the macro imbalances.

CPI inflation recorded at 36.4 percent on a year-on-year basis in April 2023 as compared to an increase of 35.4 percent in the previous month. Month-on-month basis, it increased to 2.4 percent in April as compared to an increase of 3.7 percent in the previous month.

Total revenues increased by 18.1 percent (Rs.6,938.2 billion) during Jul-Mar FY2023, compared to 17.7 percent (Rs.5,874.2 billion) the previous year.

Total expenditure grew by 18.7 percent (Rs.10,016.9) billion in Jul-Mar FY2023 against the growth of 27.0 percent (Rs.8,439.8 billion) in the same period of last year. Current expenditures increased by 25.3 percent during July-March FY2023 primarily due to a 69.1 percent growth in markup payments.

The Current Account posted a deficit of $ 3.3 billion for Jul-Apr FY2023 as against a deficit of $ 13.7 billion last year, mainly due to contraction in imports.
In Jul-Apr FY2023, workers’ remittances were recorded at $ 22.7 billion ($ 26.1 billion last year), decreased by 13.0 %.

Pakistan’s total liquid foreign exchange reserves increased to $ 9.5 billion on May 26, 2023, with the SBP’s reserves stood at $ 4.1 billion. Commercial banks’ reserves remained at $ 5.4 billion.

Foreign Direct Investment (FDI) reached $ 1170.1 million during Jul-Apr FY2023 ($ 1523.7 million last year) decreasing by 23.2 percent.

Ashrafi issues ‘code of conduct’ as a guiding framework for pilgrims, religious tourists

ISLAMABAD, May 30 (APP):The International Tazim-e-Haramain Sharifain Council, in collaboration with Darul Ifta Pakistan and Pakistan Ulema Council has successfully organized training sessions aimed at presenting a comprehensive code of conduct that serves as a guiding framework for pilgrims and religious tourists, specifically tailored to the current situation.

In a significant development, Secretary General of the International Tazim-e-Haramain Sharifain Council, and Chairman of Pakistan Ulema Council Hafiz Muhammad Tahir Mahmood Ashrafi issued the code of conduct on Tuesday emphasizing the importance of maintaining the sanctity and respect of the holy land.

He highlighted that adhering to the prescribed guidelines was crucial to avoid any untoward incidents during the spiritual
journey.

The code of conduct emphasizes the divine commands outlined in the Holy Quran and Sunnah of the Holy Prophet (Peace Be Upon Him). It unequivocally states that pilgrims must abstain from engaging in quarrels, mischief, debauchery, and obscenity during the Hajj pilgrimage.

To ensure a focused spiritual experience, the code of conduct explicitly prohibits the use of videos and images while performing Hajj or Umrah. Prior to embarking on the pilgrimage, the code advises pilgrims to seek comprehensive information about the sacred rites. In this regard, individuals can obtain guidance by reaching out to the provided

It emphasizes the importance of arranging the Hajj or Umrah journey in accordance with the rules and regulations set forth by the Ministry of Religious Affairs and Interfaith Harmony, as well as the leaders of Hajj or Umrah groups. It underlines the significance of complying with these guidelines, even if they may go against personal preferences.

Highlighting the core purpose of Hajj and Umrah, it emphasizes the need to relinquish one’s ego and arrogance, presenting oneself humbly before Allah Almighty. By donning two white sheets and proclaiming the words of Labaik, pilgrims symbolize their apostasy and servitude.

Addressing concerns related to travel logistics, the code of conduct assures pilgrims and religious tourists arriving at any airport in Saudi Arabia that delays in departure are normal. Saudi officials are required to complete immigration and customs procedures, which may contribute to temporary delays.

During their stay in Makkah and Madinah, the code of conduct emphasizes the obligation to adhere to the rules stipulated by the Saudi Ministry of Hajj and Umrah, as well as the Ministry of Interior. Women, the blind, and the sick are advised by religious scholars and Mufti-e-Azam to offer their prayers within the confines of their rooms during peak times at the Haramain Sharifain.

The code of conduct unequivocally discourages any attempts to establish a political field in Saudi Arabia, particularly in the sacred cities of Makkah, Madinah, Mina, Arafat, and Muzdalifah. It urges pilgrims to refrain from participating in any such endeavors.

Additionally, the code of conduct emphasizes the importance of following the instructions provided by the leader of each pilgrim group when traveling to and from Mina, Arafat, Muzdalifah and Rami Jamrat. It highlights the need to exercise patience and avoid hasty actions, as they could lead to mishaps.

Pakistan keen to further cement bilateral ties, cooperation with Belarus: FM

ISLAMABAD, May 30 (APP):Foreign Minister Bilawal Bhutto Zardari on Tuesday said Pakistan was committed to further strengthening of high level engagements and bilateral cooperation with Belarus by building stronger economic, trade and investment ties.

Addressing a joint presser with visiting Belarusian Foreign Minister Sergei Aleinik, the foreign minister said they held a very fruitful and constructive meeting, and discussed entire areas of cooperation between the two countries.

“Our long term goals for Pak-Belarus relations include strengthening of the economic ties, expanding of trade and investment, fostering of scientific collaboration, enhancing of defence cooperation and increasing the cultural and deepening of the people-to-people contacts,” he added.

Foreign Minister Bilawal further said that both countries strived to build a mutually beneficial relationship that could contribute to the prosperity and well-being of the people of the two countries.

He said they had agreed to taking of the practical steps to transform the goodwill between the people of the two countries into a tangible cooperation.

One key outcome of the visit, he said, was the signing of the agreement between the two countries for abolition of the visas for the holders of the diplomatic and official passports which would boost high level visits.

An agreement between Islamabad Strategic Institute and the Belarus Institute would lay strong foundation for educational cooperation, he added.

The foreign minister said they would build further on the discussion held during the 6th ministerial meeting.

Bilawal further said that in the year 2024, both the countries would be celebrating the 30th anniversary of the establishment of their diplomatic relationship.

The foreign minister expressed his confidence to further strengthen the core of their bilateral relationship and move forward in further fostering of the mutually beneficial friendship between Pakistan and Belarus.

Foreign Minister of Belarus Sergei Aleinik expressing gratitude to Foreign Minister Bilawal Bhutto Zardari for extending an invitation, said they held a meeting in a very constructive and very frank manner in which both sides agreed to further building of ties between the two countries.

Despite geographical and global changes, it was the desire of the two countries to build on the mutually beneficial ties.

He said they were considering further investment in Pakistan by setting up vehicles and tractor manufacturing factory.

The Belarusian minister said Pakistan was a reliable partner in the South Asia and in the Muslim world, and it had been the consistent policy of the Government of Belarus to further strengthen the bilateral cooperation in diverse fields.

This desire was further fostered by the leadership of the two countries, he added.

He also commended the Government of Pakistan to strengthen its economy and enhance its image at the world level.

The minister said Belarus was defending its sovereignty and independence of the foreign policy in the face of different pressures and was opposed to any kind of interference into the internal matters of sovereign states.

He also expressed gratitude to Pakistan for its support to Belarus at the international fora.

He said they had discussed the whole spectrum of cooperation and expressed satisfaction on unity of views on the global issues.

The Belarusian minister further said trade and economic cooperation were the major areas of their focus during their dialogue.

Judge Sardar Amjad Ishaq laid to rest in Rawalakot

MIRPUR [AJK]: May 30 (APP): District & Sessions Judge Mirpur Sardar Amjad Ishaq, who was shot dead allegedly by the bandits at his private residence at Bahria Town in Rawalpindi the other day, was laid to rest in Rawalakot on Tuesday.

“Armed dacoits broke into the house of Judge Sardar Amjad Ishaq at his residence at Bahria Town Housing Society in Rawalpindi and gunned down when he resisted their move of robbery,” said police, quoting family members.

Meanwhile, Rawat police has reportedly registered a case and started investigations.

The late judge was laid to rest in his ancestral graveyard at his native village Hoorna Mehra in Rawalakot district in the presence of thousands of mourners belonging to all walks of life, including officials of superior and subordinate judiciary, lawyers, civil administration, social and political workers, members of the business fraternity and other segments of the civil society from various parts of AJK.

Judge Sardar Amjad Ishaq, hailing from Rawalakot district of Azad Jammu Kashmir, served as the district & sessions judge in various districts of the state during his long distinguished career.

In response to the call of Azad Jammu Kashmir Bar Council, the legal community at all tehsil and district bar associations observed day-long mourning to express grief over the gruesome murder of the said judge.
In response to the decision of Azad Jammu Kashmir High Court, all the courts including AJK HC Headquarter Muzaffarabad, circuit benches at Rawalakot, Mirpur, Kotli and district courts remained closed to mourn the tragic demise of the judge.

Public relief, economic development among priorities in next budget: PM

ISLAMABAD, May 30 (APP):Prime Minister Shehbaz Sharif on Tuesday said the provision of maximum relief to the masses and economic development would be among the Federal Government’s priorities in the upcoming budget for fiscal 2023-24.

The prime minister, chairing a meeting to discuss the budget proposals for the industrial sector, said the federal budget would also encompass the measures to enhance industrial growth as well as exports.

He said he would personally make sure that the proposals coming for the industrial sector were incorporated into the budget.

The prime minister instructed the authorities concerned to remove all unnecessary impediments in the increase of small, medium and large-scale industrial production.

He told the meeting that the previous government deliberately obstructed the investment and industrial development in the country.

The previous government violated the agreement with the International Monetary Fund (IMF) to save its rule, making 220 million of Pakistan bear its brunt, he added.

He said being a resilient nation, Pakistanis were gradually coming out of the economic difficulties.

Prime Minister Shehbaz said the government, the whole nation, industrialists and the business community were working hard to improve the country’s economic situation.

He said throughout the previous year, the miscreants inflicted damage to the country through “long or short” marches and sit-ins.

He also told the meeting that the incidents of May 9 not only created violence but also inflicted huge economic loss to the country.

He said the government would help decrease industries’ production costs by supplying low-cost energy, besides arranging easy bank loans for the small industries.

Prime Minister Shehbaz directed his Advisor Ahad Cheema to finalise the proposals from the industrial sectors and ensure their incorporation into the budget.

The meeting was joined through a video link by prominent industrialists and investors from all sectors.

Besides federal ministers Ishaq Dar, Syed Naveed Qamar, Ahsan Iqbal, Makhdoom Murtaza Mahmood and Engineer Khurram Dastgir, Minister of State Dr Musadik Malik, Advisor Ahad Cheema, Special Assistants to PM Tariq Bajwa and Jahanzeb Khan, MNA Qaiser Sheikh, State Bank governor, FBR chairman and relevant senior officers attended the meeting.

The ministries of commerce and industrial production put forward the budget proposals received from different sectors.

Besides, the industrialists and investors presented their proposals for the budget.

The prime minister directed the authorities concerned to carry out detailed work on the proposals and present a report to him.

ISLAMABAD, May 30 (APP):The Western author of a book on Mullah Omar’s life on Tuesday highlighted at a roundtable discussion here the intricacies of his life encompassing the political career and the Taliban movement, besides criticising the Western media for distorting facts surrounding Afghanistan.

The Centre for Afghanistan, Middle East and Africa (CAMEA) at the Institute of Strategic Studies Islamabad (ISSI) organized ‘A Conversation with Bette Dam, author of Looking for the Enemy: Mullah Omar and the Unknown Taliban.

During the discussion, Bette Dam highlighted the extensive research that had been undertaken to delve into the intricacies of Mullah Omar’s life, encompassing his upbringing, formative years, development as a leader, the inception of the Taliban movement, and the final moments of his life.

Besides giving a brief presentation on her journey as an investigative journalist in particular, Bette Dam also talked about Mullah Omar’s perspective on the Taliban, revealing that he viewed the group as a neutral peacekeeping force with the intention to halt the ongoing conflict and chaos in Afghanistan.

Contrary to prevailing beliefs, as highlighted in her book, Bette Dam challenged the narrative by emphasizing that Mullah Omar, the former Taliban leader, remained in Afghanistan until his death, refuting the misconception that he died in Pakistan.

Dam went on to assert that the realities surrounding Afghanistan have been distorted by Western media’s narrative. She stressed that the complete picture was rarely presented, suggesting that a more comprehensive understanding is necessary to grasp the complexities of the situation.

During her discourse, Bette Dam shed light on the dominance of the Western narrative in media coverage, noting that this perspective had influenced approximately 80 percent of the portrayal.

She emphasized the need for a more balanced and nuanced approach, as the media had tended to focus on violence and portrayed only one side of the story.

Dam also revealed that in 2001, the Taliban had written surrender letters to the then-Afghan leader Hamid Karzai, which were unfortunately dismissed and thus an important opportunity for peace was conceivably lost.

Furthermore, she highlighted that the refusal by Rumsfeld, the United States Secretary of Defense at the time, played a significant role in the subsequent unfolding of events.

During her introductory remarks Director of CAMEA Amina Khan highlighted the distinctiveness of Dam’s work as a Western author, offering a fresh perspective on the subject matter.

She emphasized that Dam’s nuanced approach of exploring all sides of the story contributed to a comprehensive and unbiased analysis, enabling readers to gain deeper insights into complex issues.

Amina Khan noted that this ability to embrace different viewpoints enhances the resonance and relevance of Dam’s writing in the region.

In his welcome remarks, DG ISSI Ambassador Sohail Mahmood appreciated Dam’s work which had helped demystify many aspects of Mullah Omer’s life and mission which had remained shrouded in mystery.

In particular, her research had provided a fresh perspective on the indigenous origins of the Taliban movement, factors for its rise in the peculiar circumstances of civil war-ridden Afghanistan of the mid-1990s, the handling of 9/11 and its aftermaths by Taliban leadership, the troubled relationship between Mullah Omar and Al-Qaeda leader Osama bin Laden, and the last days of Mullah Omar and his demise in Afghanistan.

He stated that Dam’s work was a comprehensive and independent analysis that allowed readers to gain profound insights into the complexities of the issues at hand.

He expressed the hope that the book would inspire more scholars to further pursue the themes Ms. Bette Dam had highlighted.

In the interactive discussion, the participants’ comments focused on her key findings as well as problems related to the dominance of the Western narrative and the difficulties it posed for objective journalistic reporting.

Pakistani students secure top positions in Huawei ICT competition

ISLAMABAD, May 30 (APP):The students from Pakistan won the second and third prizes in the Network Track and third prizes in the Innovation Track at the Huawei ICT Competition 2022-2023 Global Final concluded at Huawei Headquarters in Shenzhen, China.

The first to be held in person since 2019, the event’s culmination was a competition between finalists in 146 teams from 36 countries.

Before the Final, more than 120,000 students from more than 2000 universities in 74 countries and regions around the world took part in the ICT Competition, said a news release received here on Tuesday.

The winner of the second prize in the Network Track comprised of Muhammad Faeez, Asad Anwer and Faheem Yar Khuhawar from Mehran University of Engineering and Technology Jamshoro and Maryam Fareed from Lahore College for Women University while the team made of Fatima Shafique from Mehran University of Engineering and Technology Jamshoro, Eman Yaqoob from Lahore College for Women University, Umar Raza from FAST-nu Islamabad and Muhammad Zubair from University of Engineering and Technology Lahore bagged the third prize in the same category, among other teams globally.

Additionally, both Team Glam from Pakistan comprising Hasan Ali Khattak, Moaaz Tameer and Sidra Farooqui and Team Quran Ustads comprising Minhal Zafar, Hyder Ali, Muhammad Shaheer and Noor-ul-ain from FAST – National University of Computer and Emerging Sciences, Islamabad won the third prize in the Innovation Track, among other teams globally.

This year, the proportion of female contestants in the global final exceeded 21%, an increase of 8% compared to three years ago.

Shunli Wang, VP of Huawei Middle East & Central Asia said, “I would like to congratulate all the winning teams from Middle East. Digital talents and skills will be the foundation for the digital economy development- a key part of Middle East countries future plans and visions- and Huawei will continue to be committed to build the ICT ecosystem with a focus on local talents nurturing and bringing ICT education resources to more academies and universities in the region.”

Stefania Giannini, UNESCO Assistant Director-General for Education, sent her wishes for the Huawei ICT Competition through a video. She said that Huawei ICT Competition not only improved students’ digital skills, but also explored feasible solutions for the sustainable development. She expressed that UNESCO fully supports Huawei’s efforts in the education industry to improve global connectivity and digital skills.

Teams from the Middle East and Central Asia performed with distinction at this year’s event. Apart from the Pakistan teams, the teams from the UAE and Kazakhstan won the first prize in the Network Track while teams from Iraq, Jordan, and Bahrain won the second prize in the Network Track among other teams globally. Additionally, the team from Saudi Arabia won the third prize in the Network Track among other teams globally, and the teams from Jordan and Kazakhstan won the third prize in the Cloud and Innovation tracks.

The Huawei ICT Competition aims to provide a platform for global college students to compete and communicate with each other in the ICT field.

As of the end of 2022, Huawei has cooperated with 2200 universities to build Huawei ICT Academies, helping to train more than 200,000 students each year. Since its initial launch in 2015, more than 580,000 students from 85 countries and regions around the world have participated in the competition.

Globally Huawei is committed to build 7,000 Huawei ICT Academies in total by 2026, train more than 1 million students every year, greatly improving students’ digital literacy and skills for a more dynamic and inclusive digital world.

In the Middle East region alone, Huawei has trained over 150,000 ICT talents and is committed to achieving more in collaboration with its partners while over 57,000 people have obtained Huawei certification. Also, the number of Huawei ICT Academies in the region has reached to186.

PAC summons NAB chairman for briefing on investigations, inquiries

ISLAMABAD, May 30 (APP): The Public Accounts Committee (PAC) on Tuesday summoned the incumbent National Accountability Bureau (NAB) chairman in its next meeting to get a briefing on the ongoing investigations and inquiries as well as recoveries from plunderers of the national wealth.

Presiding over the PAC meeting, its Chairman Noor Alam Khan directed the authorities concerned to expedite the process of recovery from corrupt elements.

The committee members called for the provision of complete record and details of NAB’s ongoing probes and inquiries.

“If NAB is reluctant to recover money from the looters then PAC may authorize the Federal Investigation Agency (FIA) to do the job,” Noor Alam Khan stressed.

He said many corruption cases were referred to NAB during the last year, but none had reached its logical conclusion so far.

The PAC also sought the record of expenses incurred on investigations of corruption cases. The chairman directed the authorities to complete the cases within the stipulated time.

Meanwhile, the committee directed the relevant authorities that they should not make any compromise on the areas of health, education, and defence aimed at improving the living standards of common men.
