NA felicitates people of Gujjar Khan on approval of Punjab University Potohar Campus

ISLAMABAD, May 24 (APP): Speaker of National Assembly Raja Pervez Ashraf here on Wednesday felicitated the people of Gujajr Khan on the approval of Rs. 4 billion for the establishment of ‘Punjab University Potohar Campus’ by the Central Development Working Party (CDWP).

In a statement, he said, “The establishment of Punjab University Potohar Campus would usher in the new era of prosperity and development in Gujjar Khan.”

Punjab University’s Potohar Campus Gujjar Khan, Rawalpindi was approved at the cost of four billion rupees in the meeting of the Central Development Working Party (CDWP) under the chairmanship of Federal Minister for Planning and Development Ahsan Iqbal held the other day.

Ashraf was of the view that the campus would upskill the youth of Gujjar Khan with quality higher education at their doorstep.

He added, “In this age of knowledge-based economies, higher education is the only tool of progress and development.”

The NA speaker reiterated that no stone would be left unturned until the dream of the establishment of Punjab University Potohar campus was realized.

He also thanked Planning Minister Ahsan Iqbal for approval of this project.

It is worth mentioning here that the project has been the central focus of Raja Pervez Ashraf since he was prime minister. It is the biggest project in the history of Gujjar Khan and a gift to the youth of not only Gujjar Khan but also adjoining areas.

Convention being held today to pay homage to martyrs: Marriyum

ISLAMABAD, May 24 (APP): Minister for Information and Broadcasting Marriyum Aurangzeb said on Wednesday that “Azmat-e-Shuhada Convention” will be held at Islamabad Convention Center today to pay homage to the martyrs of the country and show solidarity with them by the entire nation.

In a tweet, the minister said that the families of martyrs will also participate in the convention.
Marriyum Aurangzeb said that Prime Minister Shehbaz Sharif will condemn the May 9 tragedy and pay homage to the martyrs and Ghazis.

UNITED NATIONS, May 24 (APP): Pakistan Tuesday spotlighted in the UN Security Council the desperate plight of Kashmiri people under Indian military occupation and slammed India for convening a G20 meeting in restive Kashmir in an attempt to project “normalcy” in the disputed territory.

Speaking during a debate on ensuring the security and dignity of people caught in the crossfire and addressing the related issue of access to food and essential services, Ambassador Munir Akram said that the key of securing peace and stability South Asia was the just and peaceful resolution of the Kashmir dispute in accordance with the Security Council resolutions.

“Deprivation and hunger are being imposed on the Kashmiri people by the suppression imposed by a 900,000-occupation army, massive violations of their human rights and the progressive expropriation of their properties and means of livelihood,” the Pakistani envoy said.

“It is, therefore, sad to see some but not all of the Group of 20 representatives allowed themselves to be used in India’s attempt to portray a false sense of normalcy in occupied Jammu and Kashmir.”

In this regard, Ambassador Akram cited the recent words of the Special Rapporteur on Minority Issues, Fernand De Varrenes, who warned against the attempt to “normalize military occupation, which should be decried and condemned, not pushed under the rug”.

At the outset of his remarks, he underscored the nexus between hunger and conflict, observing that 70 per cent of the 250 million people who go to bed hungry every day are in areas of armed conflict, the majority of whom are children.

The Council’s agenda, to the contrary, keeps adding new conflict situations to old and entrenched issues, as hunger continues to grow, impacting people in the Global South, the Pakistani envoy said.

On Afghanistan, he said that almost 95 percent of Afghanistan’s population exists in extreme poverty.

“Even as we seek to ensure women’s rights, and end terrorism in and from Afghanistan, the world cannot allow the Afghan people to be consigned to prolonged poverty, he said, adding the Afghan economy must be rapidly revived through the release of Afghanistan’s assets abroad; revival of its banking system; reconstruction of its infrastructure and implementation of the “connectivity” projects.

Ambassador Akram commended the UN Secretary-General’s Black Sea Grain initiative to ease the impact of the Ukraine war and accompanying restrictions on food security, hoping that the agreement will be implemented faithfully and fully.

“Above all,” he added, “Pakistan desires an early end of the war in Ukraine in accordance with the principles of the UN Charter and international agreements.”

Earlier, some 50 speakers, during a day-long open debate, outlined priority action areas for ensuring civilians’ survival, security and dignity.

As a whole, Secretary-General Antonio Guterres called on the international community to break the deadly cycle of armed conflict and hunger by addressing underlying causes, strengthening vulnerable countries’ economies, honouring commitments to support nations on the frontlines of the climate crisis and increasing contributions to humanitarian operations.

“Civilians have suffered the deadly effects of armed conflict for too long,” he emphasized, asserting: “It is time we live up to our promise to protect them.”

UN chief calls for upholding promise to protect civilians caught in conflict

UNITED NATIONS, May 23 (APP): The world is failing to live up to its commitment to protect civilians during wartime, United Nations Secretary-General Antonio Guterres told the UN Security Council on Tuesday, urging greater respect for international humanitarian law.

The UN chief was speaking during a debate on ensuring the security and dignity of people caught in the crossfire and addressing the related issue of access to food and essential services.

“Civilians have suffered the deadly effects of armed conflict for too long. It is time we live up to our promise to protect them,” said Guterres, who also called for action “to break the deadly cycle of armed conflict and hunger”.

Last year, civilians accounted for 94 percent of victims of explosive weapons deployed in populated areas, he said.

More than 117 million people worldwide also faced acute hunger in 2022, primarily because of war and insecurity, which he described as “an outrage”.

The secretary-general pointed to recent action towards alleviating the impact of conflict on civilians. For example, some warring parties have taken steps to protect children and allow humanitarians to access people in need.

Addressing food security, he mentioned measures such as the Black Sea Initiative to export grain from Ukraine amid the ongoing war, as well as a Memorandum of Understanding on bringing Russian food and fertilizer to global markets.

Last November, states adopted a political declaration on restricting or refraining from the use of explosive weapons in populated areas, which he urged all countries to join.

The Council also adopted a resolution the following month which aims to prevent UN sanctions from harming civilians and obstructing humanitarian action.

“These modest steps are welcome. But the terrible truth is that the world is failing to live up to its commitments to protect civilians; commitments enshrined in international humanitarian law,” said Guterres, referring to the Geneva Conventions.

“We need action and accountability to ensure it is respected. That depends on political will,” he added.

The Secretary-General urged the international community to intensify efforts to prevent conflict, protect civilians, preserve peace and find political solutions to war. 

“Where war continues, all countries must comply with international humanitarian law and members of this Council have a particular responsibility,” he said.

He urged Governments to incorporate international humanitarian law into their own laws, and military rules and training, adding that humanitarians also must be assured safe access and attacks against them must cease.

The Council has a special role to play in urging States to respect the rules of war, he said. Governments with influence over warring parties should engage in political dialogue, and train forces on better protecting civilians. 

Additionally, countries that export weapons should refuse to do business with any party that fails to comply with international humanitarian law.

Furthermore, those who commit war crimes must be held to account. “States must investigate alleged war crimes, prosecute perpetrators and enhance other States’ capacity to do so,” he said.

In his remarks, the Secretary-General paid tribute to the work of the International Committee of the Red Cross (ICRC), the “guardians” of the Geneva Conventions.

ICRC President Mirjana Spoljaric, who also briefed the Council, reported that non-international armed conflicts have more than tripled over the past two decades – from less than 30 to over 90.

She issued an urgent call to protect civilians and critical infrastructure in urban areas.

“As fighting envelops towns and cities, such as in Sudan, Syria, Ukraine and Yemen, the ICRC is seeing large-scale and compounding patterns of harm. We need to break the pattern of violations, and this can be done through strong political will and sustained action” she said.

Ms. Spoljaric also spoke of the threat posed by misinformation and disinformation during the conflict, which can fuel dangerous community divisions and undermine humanitarian action.

She also underscored that civilian protection covers everyone, regardless of gender.

In this regard, ICRC recommendations include ensuring that the clear prohibition of sexual violence under international humanitarian law is integrated into national laws, military doctrine and training.

Civil society representative Aichatou Mounkaila from Niger delivered a message to the Council on behalf of women in the Lake Chad Basin region in Africa, where attacks by Boko Haram insurgents and other armed groups have displaced millions.

Speaking in French, she said women are the first victims of any crisis but they also are the first to provide solutions.

Ms. Mounkaila outlined five points that could inform the Council’s approach to ending conflict and hunger. Action includes encouraging donors to allocate more funding to gender-sensitive livelihood reconstruction in areas such as sustainable agriculture, where women play a central role, so that they can rebuild their lives and communities.

She also urged the Council to insist on the full, equal, and meaningful participation and leadership of women and girls at all levels of humanitarian response, community dialogues, peacebuilding and peace negotiations.

“Without women, no sustainable peace is possible,” she added.

Pakistan committed to improve health outcomes of country’s people: Patel

ISLAMABAD, May 23 (APP): Minister for National Health Services, Abdul Qadir Patel on Tuesday said that Pakistan is committed to improve the health outcomes of the country’s people, building together a healthier, safer, and fairer world.

Addressing the World Health Assembly in Geneva, the minister said that the anniversary of WHO signifies an important moment in global collaboration when countries of the world came together and founded WHO, to promote health, keep the world safe and serve the vulnerable, said in a press release.

“We highly appreciate and endorse the DG WHO report, which has outlined the key priorities to be focused upon within the health sector that is, enhancing Universal Health Coverage, tackling health emergencies and ensuring the Health and well-being of our people.”

He added, “In this regard, we endorse the recommendation of the report. We believe, that it would be critical for reorienting health systems to primary health care, as a resilient foundation for universal health coverage, by integrating within it protection from health emergencies, increasing access to quality drugs, strengthening diagnostics capacity, prevention and control of non-communicable diseases and mental health and strengthening rehabilitation services in health systems.”

He said that Pakistan has now moved towards the implementation of its essential package of health services during 2023, with enhanced investments by the government while some of the financial gaps are filled by the development partners.

Considering the health workforce crises in Pakistan, the government has decided to increase the number of community-based lady health workers from 89,000 to 135,000 within five years, he added.

Qadir said Pakistan considers the implementation of international health regulations (IHR) as a priority agenda as we have faced a number of health emergencies, including Covid 19 pandemic, mpox, Polio, floods, earthquakes and heat waves, etc.

The government is cognizant of the fact that building and sustaining essential public health core capacities are critical for national responses to public health events.

He said that the COVID-19 pandemic has demonstrated that not only public health systems across the countries have been challenged, but it has also tested the capabilities of other sectors and reflected on the level of preparedness of our health systems against pandemics and public health emergency events.

He said that Pakistan is the only country in the region, while recovering from the COVID-19 pandemic, had to shoulder another disaster in the shape of massive flooding in 2022, displacing 30 million people, destroying crops, damaging health infrastructure and causing considerable loss of around US$ 20 billion.

“We highly appreciate the Global Community and especially Secretary General, United Nations General Assembly, for supporting Pakistan.”

In order to further strengthen public health systems’ preparedness, for an efficient response to pandemics, emergencies and disasters, the country is undergoing a second round of Joint External Evaluation to identify the critical gaps and provide key recommendations for developing health security plans.

“We are also committed to developing synergies between health security and universal health coverage for a more sustainable response in the country.”
