Senate body recommends rationalizing Super tax, advance tax for non-filer

ISLAMABAD, Jun 13 (APP): The Senate Standing Committee on Finance and Revenue Tuesday recommended to reducing super tax besides rationalizing advance tax for non-filer.

The committee met here under the chairmanship of Senator Saleem Mandviwalla discussed and approved several tax proposals under Finance Bill 2023.

The body proposed to reduce the super tax to 7 percent from 10 percent on income above Rs 500 million besides charging tax at the rate of 6 percent on income between Rs 400 million to Rs 500 million and 4 percent on income between Rs 300 million to Rs 400 million.

Earlier, the FBR official said that the budget proposed super tax at the rate of 10 percent on income above Rs 500 million, 8 percent on income between Rs 400 million to Rs 500 million, and 6 percent on income between Rs 300 million to Rs 400 million.

The committee also suggested to increase the advance tax at the rate of 1 percent from 0.6 percent for non-filer persons on cash withdrawal from banks.

To encourage foreign remittance, the committee approved exemption of 2 percent tax on purchase of immoveable property for a non-resident individual holding Pakistan Origin Card (POC), National Identity Card for Overseas Pakistani (NICOP) and computerized National Identity Card (CNIC) acquiring immovable property through SBP notified FCA and NRVA accounts.

After detailed discussion, the committee also approved the limit of US $ 100,000 under unexplained income or Assets, it is a remittance from outside Pakistan through normal banking channels.

Senator Saadia Abbasi said that it was good for Pakistan that people invested in the country and also proposed that it was an income through proper banking channels so the word ‘unexplained income’ should be changed.

The body also approved the minimum tax on income of certain persons.

The committee approved the FBR proposal regarding recovery of liability outstanding under other law which includes empowering the commissioner to recover any outstanding liability under any other statute and law for the time being in force, in respect of any default.

The FBR official informed that it was a facility for department to recover any default payment.

In this regards the department referred the case to the FBR as the board commissioner has power to recover that amount.

Senator Mohsn Aziz, said that overall industry contribution in tax is 70 percent and remaining 30 percent is contributed by agriculture and real estate etc.

The committee also considered and approved the payment to non-residents which included if order is not passed within the period of thirty days (excluding the period for which the taxpayer sought any adjournment), the certificate shall automatically processed and issued by IRIS web portal.

The FBR officials proposed that direct exports under export facilitation scheme, 2021 to be reduced to 1 percent instead of higher rate of 4.5 percent on supplies adding that this facility also availed by those who add from July, 2023.

The committee approved the reduced rate of 1 percent to encourage exports of the country.

It also approved the establishment of international centre of tax excellence which was built by the FBR with the support of Asian Development Bank (ADB) whereas in order to encourage listed companies in Pakistan Stock Exchange (PSX) the body approved 1 percent tax on listed companies and 1.25 percent on all other companies.

The senate body deferred the proposal to charge 10 percent withholding tax on issuance of bonus shares by a company.

The meeting was attended by State Minister Aisha Ghaus Pasha , Senator Saadia Abbasi, Senator Mohsin Azia, Senator Dilawar Khan, Senator Zeeshan Khanzada, Chairman FBR, and offical of FBR, ministry of Finance, ministry of Law and SECP.

Rs 103,375 million allocated for ongoing NHA projects in PSDP 2023-24 for timely completion

ISLAMABAD, Jun 13 (APP): Keeping in view the vision of the incumbent government for the timely completion of ongoing road infrastructure projects, Rs 103,375.614 million have been allocated for 68 ongoing road infrastructure schemes of the National Highway Authority.

According to official data, Rs. 6 billion have been allocated for land acquisition, affected properties and compensation for the Rajanpur-DG Khan section of Indus Highway( N-55) as a four-lane highway and rehabilitation of 329 km D G Khan-D I Khan section of N-55. Similarly, Rs. 6 billion have been allocated for dualization and improvement of existing Yarik-Sagu-Zhob section of N-50 including Zhob bypass.

Rs. 5.5 billion have been allocated for the dualization of the 330 km Khuzdar-Kuchlak section while Rs. 5 billion have been set aside for the construction of the Gilgit-Shandur road, and as much amount has been earmarked for the construction of the Lahore-Sialkot Motorway link via Narang Mandi to Narowal. Moreover, Rs. 5 billion have been set aside for Zhob to Kuchlak road (CPEC Western route).

For dualization & improvement of Old Bannu Road Rs 5317.442, million have been allocated whereas for dualization and improvement of Pindigheb- Kohat Road, Rs 2000 million has been earmarked.

Rs. 2 billion have been allocated for Peshawar Northern Bypass (32.2 Km) while Rs. 2458 million have been apportioned for the construction of a 6-lane overhead bridge at Imamia Colony Railway Crossing Shahdra in Lahore.

Rs. 2.5 billion have been set aside for Khyber Pass Economic Corridor Project (Revised) (World Bank) and an equal amount has been allocated for Nokundi- Mashkhel Road CPEC deposit work.

For widening and strengthening of 32.6 km N-Rakhi Gajj Bewata section of N-70, part of the East-West Road Improvement Project, Rs. 2000 million have been earmarked while for construction of a four-lane bridge across the Indus river linking Layyah with Taunsa including a two-lane approach road and river training works Rs. 2200 million have been approved.

Rs. 1,660 million have been set aside for the construction of the additional carriageway of the Torkham Jalalabad road project, whereas for land acquisition, affected properties compensation and relocation of utilities for dualization of Kuchlak – Zhob Section of N-50 Rs 1500 million have been approved.

Govt working to revive economy, overcome other challenges: Ahsan Iqbal

LAHORE, Jun 13 (APP):Federal Minister for Planning Prof Ahsan Iqbal on Tuesday said that Pakistan Muslim League-Nawaz

government during its previous tenure launched significant uplift projects, eliminated terrorism, overcome
power outage, revived economy and achieved other milestones for the progress and prosperity of the
country.

Addressing the inaugural ceremony of newly constructed building of the Department of Energy and
Environment Engineering, University of the Punjab, he said that it was pleasing to see completion
of Energy & Environment Department’s project which was approved during the PML-N’s previous
tenure.

He said that in 2013 before the PML-N government, the country was facing severe economic challenges,
power outage, terrorism, and the international media was labelling Pakistan as most dangerous country
in the world but the PML-N after coming into power adopted comprehensive strategies to restore the
country’s image, eliminate terrorism, overcome load shedding and revive economy of the country.

The Minister said the PML-N government in 2013 had introduced a policy of 3Es – Energy sources
and solutions, elimination of extremism and economic revival to put the country on road to development
and progress which was successfully achieved as more than 11,000 megawatt electricity was generated
and added to the national grid only in four years, taking out the country from darkness. It was a historic achievement as no government in 65 years could generate and add such electricity capacity in the system, he maintained.

Ahsan Iqbal said that for action against terrorism and extremism, the security forces and law enforcement agencies were provided all resources and support to eliminate terrorism and ensure peace in the country, adding that officials of security forces had rendered great sacrifices in war against terrorism and successfully eliminated the terrorism from the country.

Due to China Pakistan Economic Corridor (CPEC), a number of foreign companies had shown interest
in making investment in CPEC projects, while the foreign investors declared Pakistan safe heaven for
foreign investment, he asserted.

The PML-N government had launched projects to construct roads and motorways of 2,000 kilometers,
besides setting up campuses of universities even in under developed areas of the country for imparting
higher education to the youth, he maintained.

Ahsan Iqbal said that some elements could not digest the country’s development and prosperity so they
hatched a conspiracy against the then prime minister Nawaz Sharif and got him disqualified for not taking
salary from his son, adding that their only agenda was to halt the country’s progress and uplift.

The Minister said that today was the era of digital media and information technology, but it was needed
to evaluate the material, narrative or propaganda being promoted on social media against the country
and institutions, so that it could not manipulate or control our behaviours.

Organized efforts were being made to polarize and confuse the society through social media delusion
and hate for achieving particular agendas, he added.

Ahsan Iqbal said that previous PTI government had shrunk the development budget to Rs 550 billion
from Rs 1,000 billion, however the PML-N after coming into power once again increased the development
budget to Rs 1,100 billion.

The Minister stressed the need for changing the lifestyles as a collective measure to revive country’s
economic situation and make a balance between country’s income and expenditures ratio, asserting
that country’s debt burden needed to be decreased, otherwise, poverty rate could escalate till 2025.

He highlighted that present government had evolved a framework of 5Es- Export led growth, E-Pakistan
or digitalization, Environment, Energy and Equity in empowerment to make country self reliant after
exploring new methods and resources for development, maintaining that the country was vulnerable
to climate change impacts so efforts were required to find new energy sources and upgrade the
existing one which could also ease Pakistan’s energy debts.

If such framework including lifestyle change was implemented successfully, the poverty rate could
decline to 15 percent and Pakistan could sustain high growth and become economy of one trillion
till 2025, he outlined.

He also stressed the need for refresher courses for instructors and special entrepreneur courses
for all undergraduate students so that latest knowledge about contemporary trends and market
needs could be imparted to the student who were future of the country.

The Minister said that educational institutes should have to play their role in guiding towards proper
and latest solutions of the issues including energy being face by the country on basis of research
and experiment based knowledge. Digital media should be focused for exploring new opportunities
including employment and entrepreneurship, he added.

Responding to questions, Ahsan Iqbal said that economic revival was the priority of the government
so all efforts were being made to achieve this target for providing maximum relief to the people.

The Minister said that PTI leadership was involved in instigating miscreants to attack on Jinnah
House so the cases registered against them would reach to the logical conclusion.

He said the PTI leadership was involved in launch of organized campaign against institutions and
national interests of the country, maintaining that the PTI leadership was lobbying to damage the
country’s image at international level just to achieve their personal interests.

Punjab Higher Education Commission Chairman Prof. Dr. Shahid Munir, PU vice chancellor and
other faculty members were also present.

President directs DC Islamabad to restore possession of elderly woman’s plot

ISLAMABAD, Jan 13 (APP): President Dr Arif Alvi has directed the deputy commissioner (DC) Islamabad to restore the possession of 10-marla property to an elderly lady, whose property had been allegedly occupied by land grabbers in Bara Kahu area.

The president upheld the orders of the Federal Ombudsman for Protection Against Harassment of Women at Workplace (FOSPAH) and gave these directions while deciding upon a representation filed by Malik Abdul Majeed and others against the orders of FOSPAH, President Secretariat Press Wing said in a press release on Tuesday.

As per details, Munawar Bibi (complainant) had filed a complaint before FOSPAH under the Enforcement of Women’s Property Rights Act, 2020 saying that Malik Abdul Majeed and Jawad Shoukat (petitioners) belonged to a “qabza mafia” and had illegally taken possession of her plot by erecting boundary wall around it. FOSPAH passed the orders in her favour and directed DC Islamabad to restore possession of the complainant.

The petitioners preferred a review petition which was rejected on the ground that it had been proved that Munawar Bibi was the owner of the property and it was transferred in her name through the registered sale deed in 1979 and its entry had also been made in the revenue records.

FOSPAH had directed the SHO of Bara Kahu police station to take steps to restore possession, take assistance from Patwari Halqa on the spot, and use all legal means in connection with the restoration of the plot to the complainant.

The petitioners, then, filed a representation before the president claiming that they were the owners of the plot and the land of the complainant was entirely different from theirs, but FOSPAH had failed to appreciate this fact.

The president rejected the representation of the petitioners on the ground that representation had been filed after a delay of one month and twenty-five days when it should have been filed within 30 days of the receipt of the order.

He observed that since the petitioners had not averred anything about the date of the receipt of the orders, thus, the representation was hit by the bar of the limitation.

“Needless to observe that in case, any issue of proper identification of property arises, the same may be addressed in the implementation process”, he said.

He concluded that the representation was not only time-barred but also devoid of merits and directed to implement the orders of FOSPAH.  

No need to panic amid Biparjoy’s intensification, authorities on alert: Sherry Rehman

ISLAMABAD, Jun 13 (APP): The Tropical Cyclone Biparjoy was approaching the coastal areas of Sindh province whereas the federal and provincial departments along with the armed forces were on alert with necessary coordination to manage the natural hazard and save the masses.

Federal Minister for Climate Change and Environmental Coordination Senator Sherry Rehman on Tuesday briefed the media here on Tropical Cyclone (TC) Biparjoy’s imminent impact on the coastline of the Sindh province and urged the masses to avoid panicking on the ground as federal and provincial authorities were ensuring proper measures to address the natural hazard and protect the masses.

The federal minister for climate change was flanked by Chairman National Disaster Management Authority (NDMA) Lieutenant General Inam Haider Malik to provide a detailed synopsis of the ongoing tropical cyclone that emerged in the Arabian Ocean and aggravated after June 5.

Senator Rehman said the TC Biparjoy was under monitoring for the past many days, and the information being shared through media had to be conveyed to the local masses in a responsible manner.

She underlined that these cyclones could unexpectedly change their course, therefore the situation demanded strict stocktaking and continuous monitoring to take adequate measures for coping with any emergent situation.

The Minister informed that the cyclone’s landfall had started at the coastline of Gujrat, India, and was heading towards Pakistan. The Makran Coastline would be impacted less but Sindh province was still under threat.

She pointed out that the NDMA Chairman had visited Sindh and held a detailed meeting with stakeholders, whereas all law enforcement agencies (LEAs) and departments were vigilant.

The coastal areas of Keti Bundar, Thatta, and Badin would definitely face cyclone landfall. The Space and Upper Atmosphere Research Commission (SUPARCO) and Pakistan Meteorological Department (PMD) offices were coordinating with 16 other met offices for data gathering and accurate modeling of the TC.

She added that the TC had attained the state of very severe cyclonic storm that was currently located near Latitude 20.7° N and Longitude 67.1° E, roughly 460 km south of Karachi and 450 km south of Thatta, and 565km southeast of Ormara.

It had a northward trajectory and it was expected to touchdown by the June 15th (Thursday) morning with high-risk areas of Thatta, Sujawal, Badin, Tharparkar, Mirpurkhas & Umerkot from June 13 – 17.

However, dust, thunderstorm, and rain, with few heavy falls and gusty winds (60-80 km/h) were likely to prevail in the Districts of Karachi, Hyderabad, Tando Muhammad Khan, Tando Allayar, Shaheed Benazirabad, and Sanghar from June 14 – 16, she added.

The Minister highlighted that the Sindh province was the worst impacted due to the 2022 floods and was again going to embrace a very extreme cyclonic storm whereas advisories were sent to the relevant departments, and residents of sea view Karachi were asked to voluntarily evacuate along with strict direction to the fishermen to abstain from venturing in the open sea during the forecast time period.

Senator Sherry Rehman mentioned that the heavy rains and strong winds might damage weak infrastructures like mud houses, solar panels, billboards, electric poles, etc. The masses particularly the elderly should circumvent close contact with fragile infrastructure like glass windows and billboards that could hurt them, she added.

Commenting on population evacuation, she said the government was trying to evacuate the native populous from weak infrastructures in the high-risk and vulnerable areas.

She added that mandatory evacuation was made in the Keti Bunder area.

Keeping in view the weather conditions and strong wind projections, the government would update the media and public on flight schedule on June 14 (Wednesday).

At present, she said the entire coastline was on high risk, as the TC could create 8-12 ft high waves on the shores and 150-200km/h speed windstorms.

“We have done an early warning without creating panic among the people. As precaution is a must and provincial governments’ guidelines need to be implemented for the public good,” she added.

The Minister underlined that the vacations of all government officials and staff had been canceled and hospitals were placed on high alert. Some 25,000 evacuations have been done so far and more to be done further, she said.

She announced that the Ministry of Climate Change would request the Prime Minister to provide funds to the affected areas of Sindh.
She noted that all departments were alert and were holding their coordination meeting after every three hours, whereas Chief Minister Sindh was also on a visit to vulnerable areas.

“We will brief the Prime Minister on the cyclone situation and will also request him to provide full support to Sindh province. The funds for flood relief and cyclone disastrous impacts should be separately earmarked in this budget. The flood-impacted districts of Sindh have not received financial assistance yet and would request the federal government and NDMA to extend relief and assistance,” she said.

Senator Rehman underlined that there were deep excavations done in some areas of Karachi and authorities concerned were directed to refill the giant pits to avoid any disaster.

The Minister shared the helpline numbers of control rooms established to assist cyclone-impacted masses including Control Room South Karachi 021-99205628, Korangi 021-99333926, Kemari 021-99333176, Malir 021-99249916, Badin 029-7920013 and Sujawal 029-8510833.

While chipping in the news conference, Chairman National Disaster Management Authority NDMA Lieutenant General Inam Haider Malik informed the media that the cyclone outlook projected before them was created by their technical and satellite data resources generated by various institutions reporting climate, weather, and hurricane situations after consensus.

He added that the NDMA had issued early warnings and advisories to the concerned based on the PMD’s early warning of heatwaves that would trigger glacial lake outburst floods (GLOFs) in the north and oceanic storms or cyclones due to projected extreme heatwaves onset.

The NDMA, he said had kept a check on the TC Biparjoy that intensified after June 5th whereas its latest curve would be confirmed tomorrow (Wednesday) in the morning. Its direction was bending towards north and northeastward, he added
According to predictions, its intensity had increased and had been declared from a severe to a very severe cyclonic emergency, the NDMA chairman said.

“The cyclone landfall onset to start at Keti Bunder and Indian Gujrat by June 15 afternoon and will impact south and southeastern parts of Sindh and adjoining areas.”

He informed that the Keti Bunder coastline and adjoining areas have been alerted whereas the security and law enforcement agencies, provincial departments, and volunteers have been engaged who had been shifting the population to safer places.

He added that the evacuated population would remain in the relief shelters till the situation normalizes as strong windstorms and rains would take place.

“All volunteers and non-governmental organizations (NGOs) who have been working during post-2022 floods would also be engaged in the process as some 100,000 people would be evacuated which will be completed by early June 15th. Moreover, the government of Sindh and other developments are engaged with NDMA for relief activities,” he added.

Responding to media queries, the federal minister said the Keti Bunder area had been evacuated, whereas the population of areas of Sujawal were partially shifted to the specific camps established at safer locations and would complete by today evening.

She informed that in Badin some 8 relief camps in public schools and technical institutions’ buildings were established including two relief camps in Badin, Keti Bunder has 3 in one UC and 7 in the other based in public schools.

Replying to APP’s query, she said the National Council on Climate Change could not decide budgeting but the budget session was underway and the Climate Change Ministry could request the finance minister and the Prime Minister to provide funding to Sindh and Balochistan.

She added that the Asia Pacific Center in Bangkok and 17 centers including NASA were providing data on weather providing models to Pakistan and there was no need for any coordination in such domain with India.

The Chairman NDMA added that initially, the Authority was focusing on the provision of shelter and ration to the affected people whereas proper data on the evacuated population was being maintained.
