Bans on women, girls costing Taliban legitimacy at home & abroad: UN envoy

UNITED NATIONS, Jun 21 (APP):The multiple restrictions placed on women and girls by the Taliban authorities are costing them “both domestic and international legitimacy” and are highly unpopular across Afghanistan, the top UN official based there said Wednesday.

UN Special Representative Roza Otunbayeva was briefing the Security Council on the dire situation facing the country and the international aid effort, with UN women workers among those now prevented by Taliban edicts from working.

“We will not put our national staff in danger and therefore we are asking them not to report to the office” she said, adding that the UN Assistance Mission she also heads, UNAMA, had no intention of replacing them with male staff.

Ms. Otunbayeva said the Taliban had given her no explanation for the ban, “and no assurances that it will be lifted”.

She said she had been “blunt” with the all-male leadership about the obstacles their decrees and restrictions on women in public life were creating, which included denying schooling beyond kindergarten, bans on visiting parks, gyms and playing a role in public life in general.

The UNAMA chief said she had conveyed that while they persisted with the human rights clamp down on women and girls, “it is nearly impossible that their government will be recognized”.

She said based on UNAMA’s engagement with civil society around the country “it is also clear that these decrees are highly unpopular among the Afghan population. They cost the Taliban both domestic and international legitimacy while inflicting suffering on half of their population and damaging the economy.”

The UNAMA chief called on ambassadors and the international community to do more to ensure the future stability of the Afghan economy, especially in light of an expected decline in humanitarian funding this year.

The spotlight on women’s rights had also obscured some “more positive achievements” of Taliban rule, she said, mentioning the growing evidence of an effective ban on opium poppy cultivation.

The economy too “remains stable” with inflation down and exchange rates steady – due in part to a reduction in high level corruption.

“This macroeconomic stability, however, coexists with severe household poverty” with 58 per cent struggling to satisfy basic needs, according to the World Bank.

On other areas of concern, the UNAMA head said despite concerted counter-terrorism efforts, the terrorist group ISIL-KP continued to target both Taliban official and civilians.

Although the Taliban takeover had led to a sharp fall in civilian casualties, she said, the UN Mine Action Service was reporting there continued to be around 100 casualties per month from unexploded ordinance.

In conclusion, she told the Council that UNAMA and the UN system in Afghanistan would continue to engage with the Taliban, building on “established reliable working channels”.

“We could do much more however, if the Taliban rescinded its punishing restrictions on its female population.”

ISLAMABAD, Jun 21 (APP): Minister for Interior Rana Sanaullah Khan on Wednesday said it was the religious obligation of every Muslim to protect and uphold the honour of Holy Prophet Muhammad (Peace Be Upon Him).

No compromises could be made on the Holy Prophet’s (PBUH) honour as the love for him was deeply embedded in the hearts of Muslims, he said chairing a meeting of the joint committee of the government and Tehreek-e-Labaik Pakistan (TLP).

The minister further said a person who did not believe in the finality of the Prophethood could not be considered a Muslim.

The meeting, attended by Minister of State for Interior Abdul Rehman Kanju and Secretary Interior Syed Ali Murtaza, reviewed the progress made on the measures taken to safeguard the honour of the Holy Prophet (PBUH).

The TLP was represented by Dr Shafiq Amini, Mufti Ameer Al-Azhari and others.

Officials of the ministries of Interior, Foreign Affairs and Information Technology, Federal Investigation Agency, Pakistan Telecommunication Authority, Pakistan Electronic Media Regulatory Authority, and provincial home departments were also in attendance.

The meeting also assessed the progress on the remaining points of the agreement between the government and the TLP.

Usman Qamar wins gold medal in Special Olympics

KARACHI, Jun 21 (APP): Usman Qamar of Pakistan won the gold medal in the cycling event of the ongoing 16th Special Olympic World Games being played in Berlin, Germany.

Usman Qamar completed the distance of a 5 km road race in 7 minutes 21.59 seconds. After the great triumph, he said “I had prepared hard for the World Games and I hoped that I would reach the victory stand but winning the gold medal is a dream come true. And I am also grateful to Special Olympic Pakistan who helped me a lot in my training and preparations”.

Usman Qamar, who belongs to Islamabad, further said that he has been cycling since 2016 and attended two campuses for the World Games.

Meanwhile, in the javelin men’s event of the 16th Special Olympic World Games of Athletics, Pakistan’s Umair Kayani won the gold medal with a throw of 38.81 meters, while Umaima Iftikhar of Pakistan won the silver medal with a throw of 10.47 meters in the women’s javelin event.

The 25-year-old national athlete Umair Kayani from Wah Cantt called Commonwealth Games gold medalist Arshad Nadeem his idol and expressed his desire to earn a name like him.

Umair’s Head Coach Irfan Anwar says that Umair has been very skilled in shot-put and javelin throwing since his early days and keeping this in mind for the World Games, his preparation has been going on for the past two years.

The Head Coach hoped he will continue his streak of good performances in the shot put as well in the future as well and will win more honour and laurels for the country.

NA body dismay over police chiefs’ performance against power thieves

ISLAMABAD, Jun 21 (APP): The National Assembly Standing Committee on Energy (Power Division) on Wednesday expressed resentment over the performance of provincial police chiefs against the power thieves.

The NA body met here with Sardar Riaz Mehmood Khan Mazari in the chair to discuss various issues related to the power sector.

The Committee taking a strict view of the failure of police to address the theft of electricity infrastructure has decided to call the Provincial Inspector General of Police to discuss the non-cooperation of the police department in taking any legal action against the culprits.

The Power Division was directed to collect details of FIRs registered throughout the country into such incidents.

The Members of the Committee were very critical of the performance of Distribution Companies especially in terms of the replacement of transformers, cables and other parts aggravating the misery of people.

About the theft of transformers and other parts especially in rural areas the legislators said that DISCOs do not timely replace faulty or stolen parts on lame pretexts.

The members pointed out that the aspect of connivance of staff of the Distribution company into those incidents could not be ruled out.

The Committee while discussing the Question regarding non-compliance with guidelines provided in Electricity Act 1910, disposed of the issue with direction for strict compliance with the guidelines provided in the Law, before initiating construction of new transmission lines.

The NA panel also directed Power Division to ask provinces to pass on directions to all the civic bodies to ensure that no one gets permission to construct commercial or residential buildings which could prove hazardous to human lives or property.

The Committee was also apprised of the village electrification schemes in Faisalabad and Multan Regions. It directed for the completion of schemes without any further delay of those schemes whose material had been procured.

It also directed for rehabilitation of electricity infrastructure damaged due to last year’s floods and the recent cyclone. The Members from Sindh complained about the slow progress on the rehabilitation work in their province.

The Power Division to ensure strict compliance with load-shedding schedules. The Secretary of the Power Division assured the Committee that timeliness would be ensured. He apprised the meeting about the relief provided to electricity consumers as per the announcement by the Prime Minister.

He further assured that the details of FIRs registered countrywide would be collected and shared with the Committee.

The Committee while taking into account the complaints of Members from Sindh, appointed a Sub Committee to discuss issues related to the rehabilitation/construction of electricity infrastructure in HESCO and SEPCO regions.

In age of growing global problems, countries should sit, find solutions: MoS Khar

ISLAMABAD, June 21 (APP): Minister of State for Foreign Affairs Hina Rabbani Khar Wednesday underlined the need for the world community to work together to find out solutions to the growing global problems like climate change and refugees.

In an interview with the Voice of America(VoA Urdu), the minister said that Pakistan had close contacts with the Western world including the institutional linkages, whether it were with the US or the Europe Union (EU).

But at the same time, Pakistan also enjoyed close strategic ties with China spanning over decades, she added.

Replying to question regarding US Secretary of State Antony Blinken’s recent visit to China, she said “Look at Pakistan, Pakistan has good relations with both. It is every sovereign country’s right to pursue its rights, our interest is in having balanced and good relations with all the countries.”

She further said that if the atmosphere of competition was intensified in the world, it would be a very good example for other countries how to preserve such like relationship and actually encourage them.

MoS Khar said the world was facing increasing issues like refugees influx and climate change problems .

“We all the US, China, EU, Pakistan or India, have to sit together to find out solution to these issues. With different blocks, these problems cannot be resolved,” she stressed.

About Indian prime minister’s visit to the US, Hina Khar said that Pakistan would always look positively to bilateral ties between sovereign countries and would not look negatively. There was no need to look anything negatively.

But on the other hand, she maintained, Pakistan had a very belligerent neighbour who indulged into military adventurism by sending jets during 2019 which was unprecedented and unthinkable.

She said the world must look into this factor as well whether those being propagated for their role in the regional security deserved it.

“The world have to see whether there was conflict preservation instead conflict resolution due to them (India), then it did not augur well for the region. We hope that nothing would go wrong for the region and Pakistan”, she opined.

About ties with the EU, she said GSP Plus status only could not define Pakistan’s relations with them as their bilateral engagements were wider and broader at all levels including the business contacts, institutional linkages, IT sector growth etc.

She said the GSP Plus not only benefited Pakistan, but also enhanced EU’s trade with Pakistan, adding Pakistan and the EU countries were engaged at different multilateral fora.

The MoS further stressed that such relations should not be looked merely through the GSP Plus lens but in fact, their interactions were much broader.  

About her recent visits to different Scandinavian countries, she elaborated that certain countries had the aging population and they required young population for different sectors.

She said opening of legal migration of skilled labour to these countries was their big objective as Pakistan and these countries did not want to promote illegal migration.

PESHAWAR, Jun 21 (APP):Senate Chairman Sadiq Sanjarani here Wednesday stressed upon students to focus on innovative trends to compete in the era of science and technology as the culture of innovations would help the country achieve the goal of progress and development.

He was addressing the 27th Convocation in Ghulam Ishaq Khan (GIK) Institute of Science and Technology at Topi, district Swabi. The convocation was attended by ambassadors, parliamentarians, educationists, vice-chancellors and parents of students.

The Senate chairman said,”We should follow the growing trend of research and innovation to prosper and explore opportunities in contemporary world that is progressing after making headways in the field of science and technology.”

He reposed confidence in the capabilities of the young generation and said they should play their part to steer the country out of the economic quagmire.

He said the significance of education could not be undermined in the age of globalization and advancement, and youngsters must venture into new fields of science and technology for the prosperity of the country.

Sadiq Sanjrani said technology should be considered as a benchmark for the progress and economic stability of the country. He said technology was the shortest and smartest way to attain the goals of progress and prosperity.

He said the Senate would sign a memorandum of understanding with GIK Institute under which foreign dignitaries would visit the institute to witness modern education facilities being provided to students.

Later, PhD scholars and undergraduate students were given medals and commending certificates for their performance.

Eleven students of various faculties were given gold medals for their excellence in the respective fields.

ISLAMABAD, Jun 21 (APP): Zaka Ashraf is all set to take over the reins of Pakistan Cricket Board’s (PCB) stewardship before Eid-ul-Azha as Minister for Inter-Provincial Coordination (IPC) Ehsan Ur Rehman Mazari said on Wednesday that the government did not want to delay his appointment.

Talking to media along with Zaka Ashraf here at a cake-cutting ceremony on the birthday anniversary of Shaheed Benazir Bhutto, the minister said that the PCB Election Commissioner would be looking after the affairs of the board till the election of the new PCB chief. “Every effort will be made to hold the elections before Eid. It is clear that Zaka Ashraf will be the new chairman of the board, following its elections,” he said.

Prime Minister Office on Tuesday in a notification said that the prime minister had nominated Zaka and Supreme Court advocate Mustafa Ramday as PCB’s Board of Governors (BoG).

According to the minister, the leadership of Pakistan People’s Party wanted to see Zaka as the PCB chief. “I had sent the summary to the Prime Minister’s House [for Zaka and Ramday’s appointment]. I am thankful to Prime Minister Shehbaz Sharif for approving that,” he said.

To a question, he said India was politicizing cricket by not allowing its team to visit Pakistan. “India should leave its stubbornness and play cricket in Pakistan. Personally, I believe that if India does not come to Pakistan, then Pakistan should also not visit them. If India chose to play at the neutral venue then Pakistan should also do the same,” he added.

“India always plays politics on cricket. If Indian teams from other disciplines can visit Pakistan, then why not its cricket team,” he asked.

To another question, the minister said that the PCB management committee’s term had ended on the night of June 19, and the decisions taken by it after that had no status.

Talking on the occasion, Zaka said: “I am deeply grateful to Prime Minister Shehbaz Sharif, Co-Chairman of PPP Asif Ali Zardari and IPC minister Ehsan Mazari for reposing trusting in me.”

He said the Asia Cup and the World Cup were approaching and his focus would be to prepare the national outfit for those events.

In response to a question, he said that he was against the hybrid model from day one. He said if the Asian Cricket Council had given rights to PCB to hold the Asia Cup then the entire event should have taken place in Pakistan.

Syed Amin ul Haque highlighted that with the attainment of autonomous status, the National Information Technology Board (NITB) now faces increased responsibilities. As a result, the minister emphasized the need for effective marketing of NITB’s products and services both domestically and internationally. By doing so, NITB aims to showcase the quality and innovation of products “Made in Pakistan” on a global scale, ultimately establishing a unique and recognizable brand.

The minister expressed confidence in the CEO’s skills, competence, and international experience, believing that these qualities will guide NITB toward its desired destination. With a strong emphasis on merit, adherence to rules and regulations, and a strategic focus on global branding, he hoped to position NITB as a leading organization in the IT sector, contributing to Pakistan’s reputation in the international arena.

Earlier the Chairman and Board Members welcomed the newly elected Chief Executive Officer of NITB, Babar Majid Bhatti. The board also apprised the steps taken by the CEO, who assumed office on April 10, in the first 45 days with an excellent vision for the improvement of the respective sectors.

In the meeting, NITB, after becoming an autonomous body, rules n regulations, ongoing projects and upcoming projects were discussed in detail and were sent to the relevant committees of the Board for review.

PEMRA forms bodies for inclusion of web TVs & OTT content services in broadcast media

ISLAMABAD, Jun 21 (APP):The Pakistan Electronic Media Regulatory Authority (PEMRA) on Wednesday formed committees to ensure inclusion of website televisions (web TVs) and over-the-top (OTT) content services under the ambit of broadcast media services.

The decision to this effect was taken during the 177th meeting of PEMRA presided over by its Chairman Muhammad Saleem Baig, said a news release.

The forum also reviewed implementation of the decisions taken by the Authority during 176th meeting.

It approved necessary amendments in PEMRA (Distribution Service Operations) Regulations 2011 as amended 2022 for notifying new tariffs in the Official Gazette.

Amendment in Clause 13(1) of PEMRA Rules 2009 related to the Landing Rights Permission Holder Channels was also accorded approval during the meeting.

It also approved a proposal for reviewing management change fee of satellite TV licensees.

The meeting gave approval to a proposal which was related to issuance of FM radio licenses in the merged districts of Khyber Pakhtunkhwa of erstwhile FATA through bidding process.

The forum also approved request of transferring ownership [rights] of satellite TV channel “Herald Entertainment” to M/s Jag Broadcasting System (Pvt.) Ltd from M/s Arora Broadcasting (Pvt.) Ltd.

Moreover, it approved request for change in management of M/s HB Media (Pvt.) Limited (Capital TV) and transfer of the company’s shares to new directors and shareholders.

PEMRA approved initiation of rebidding process for issuance of FM Radio License for Bonir city of Khyber Pakhtunkhwa.

Meanwhile, the Authority also approved renewal of the University of Central Punjab’s FM radio license.

Federal Secretary Information and Broadcasting Sohail Ali Khan, Secretary Interior Syed Ali Murtaza, Federal Board of Revenue Chairman Asim Ahmed, Pakistan Telecommunication Authority Chairman Major General (retd) Hafeezur Rehman, Member Federal Capital Syed Hussain Abuzar Pirzada and Member Balochistan Farah Azim Shah attended the meeting.

ISLAMABAD, Jun 21 (APP): Minister of State and Chairman of the Prime Minister’s Task Force on Gandhara Tourism Dr Ramesh Kumar Vankwani Wednesday said all-out efforts were underway to promote religious tourism of Pakistan at the international level through a massive projection of heritage and religious sites.

Talking to the media during a visit to the historic Mankyala Stupa near Rawat Rawalpindi, the minister said this was the holiest site for Buddhists and had the potential to attract a large number of pilgrims from around the world.

“I have visited the archaeological sites of the Gandhara civilization, especially the Buddhist ones, across the country,” he said, adding it had been decided to start a weekly pilgrimage to the holy places of different religions.

He said Buddhists believed that Gautama Buddha attained enlightenment on his birth as a sattva prince at this Mankyala Stupa when he saw a lioness and her seven cubs starving with hunger. He sacrificed himself to save his life and became immortal forever.

According to the local population, Mankyala Stupa was named after Raja Man or Manak. Mankyala Stupa is also considered to be one of the eighty-four thousand stupas built under the orders of Ashoka the Great. Every Buddhist in the world wishes to visit the holy places of the Gandhara period in Pakistan.
