SC adjourns hearing in plea against Pervaiz Elahi’s arrest

ISLAMABAD, Oct 05 (APP): The Supreme Court on Thursday adjourned hearing till indefinite time in a petition against the arrest of former chief minister Punjab Chaudhry Pervaiz Elahi.
A three-member bench headed by Justice Sardar Tariq Masood heard the case.

During the course of proceeding, the court remarked that where had been written in the law that an accused shouldn’t be arrested in any case.

A court in Islamabad had issued such order that the accused would be arrested with its approval, it noted and remarked whether the courts were giving license to the accused for crimes.

Justice Tariq remarked that the judges had taken oath for the protection of law. He asked if the police first sought permission before the arrest of any accused.

Sardar Latif Khosa Advocate said that it was also ridiculous that a person is arrested again after being released in one case. Justice Sardar Tariq questioned that what the law said about it.

The lawyer prayed the court to grant some time for case preparation which was accepted by the bench.
Further hearing of the case was then adjourned for indefinite time.

UNFPA representative calls on Health minister

ISLAMABAD, Oct 5 (APP): UNFPA Representative in Islamabad, Dr. Luay Shabaneh called on Caretaker Minister for Health Dr. Nadeem Jan on Thursday and discussed issues related to the health sector.

The minister informed that the Ministry of National Health Services is all set to organize “All Pakistan Women Convention on family planning and population management” at the Convention Centre on 16th October 2023.

The minister said that the objective of this convention is to empower the women and mothers by raising the awareness and knowledge of women, particularly rural women on population issues and family planning based on the Islamic concept “Tawazun” which calls for balancing between the resources and the population.

He said that the audience at the Convention will include 500 women of reproductive health age from rural and peri-urban areas.

Scholars and national and international experts will participate in the convention to highlight the Islamic point of view on family planning.

The minister said that the government was working under an integrated strategy to control the growing population. The Population Task Force was following a comprehensive strategy to control the population.

Dr. Luay Shabaneh appreciated the measures taken to control population growth and assured full support in this regard from UNFPA.

AIOU celebrates World Teachers’ Day

ISLAMABAD, Oct 05 (APP): Allama Iqbal Open University (AIOU) celebrated World Teacher’s Day by organizing a national seminar at the main campus the other day.

Chairman, Benazir Income Support Program (BISP) and founder of Akhuwat Foundation, Dr. Amjad Saqib was the chief guest while Vice-Chancellor AIOU, Prof. Dr. Nasir Mahmood presided over the event.

The Vice Chancellor expressed his gratitude towards Dr. Amjad Saqib for gracing the Teachers’ Day ceremony and stated that teachers played a vital role in guiding and inspiring students, giving them hope and courage to live their lives.

Dr. Nasir mentioned that teachers create individuals who cherish the legacy of their teachers throughout their lives. He emphasized that teachers are synonymous with love and compassion, not punishment or revenge. Therefore, no matter how much we honor and respect them, it will never be enough to thank them for their contributions.

Other speakers included Dr. Muhammad Shahid Soroya, the Director General of Pakistan Institute of Education, Dr. Youssef Filali-Mekassi, Country Head of UNESCO, Prof. Dr. Tanzila Nabeel, Dean of Faculty of Education AIOU and Dr. Afshan Huma also addressed the event. They all emphasized the importance of giving teachers their due respect and recognizing their crucial role in imparting knowledge.

The speakers highlighted that the value of knowledge can only be realized when teachers are given their rightful place in society.

ILO ratification to ensure labour working condition, access to essential legal protection

ISLAMABAD, Oct 05 (APP): Ministry of Overseas Pakistanis and Human Resource Development (MOPHRD) with the support of the International Labour Organisation (ILO) on Thursday organised a stakeholders consultation for ratification of the International Labour Organization’s Maritime Labour Convention, 2006, that will ensure decent working conditions and access to essential social and legal protections for Pakistan’s maritime sector workers.

Pakistan, despite its extensive coastline and a significant number of seafarers actively involved in the maritime sector, has not ratified the ILO’s Maritime Labour Convention, 2006. This convention establishes essential labour standards for the welfare and protection of seafarers globally, said a press release issued here.

Representatives from the Ministry of Maritime Affairs, MOPHRD, employers’ and workers’ organizations, and the Directorate General of Ports and Shipping convened to assess existing gaps in the sector and map ways to collaborate to make progress towards ratification of the Convention.

The ILO sets forth a range of provisions in the Convention, covering various aspects of seafarers’ rights and working conditions. These provisions encompass areas such as decent working conditions, fair wages, reasonable working hours, health and safety standards, and access to essential social and legal protections.

Alia Shahid, Director-General of Ports and Shipping, highlighted that the maritime industry plays a vital role in Pakistan’s economy, facilitating trade, transportation, and connectivity with the rest of the world. “With such a significant maritime presence, ensuring the welfare and protection of seafarers is not only a moral imperative but also essential for maintaining a thriving and sustainable maritime sector,” she added.

“The ratification of the Maritime Labour Convention, 2006, will further enhance the reputation of Pakistan in the international maritime community, potentially leading to increased trade opportunities and partnerships,” said Geir Tonstol, Country Director of the ILO in Pakistan. He further said that this would improve the working conditions and quality of life for Pakistani seafarers, contributing to their job satisfaction and retention in the industry.

Speaking on the occasion, Azhar Malik, Deputy Secretary, MOPHRD, emphasized that the call for Pakistan to ratify the Maritime Labour Convention is a crucial step in advancing the rights and well-being of Pakistan’s maritime workers. “It is an opportunity for Pakistan to align itself with international labour standards, protect the rights of its seafarers, and ensure the long-term sustainability and growth of its maritime industry,” he added.

One child dies from Pneumonia every 30 seconds globally

ISLAMABAD, Oct 5 (APP): Health experts have said that Pneumonia continues to be one of the leading killers of children under five globally, with one child dying of the disease every 30 seconds.

They were addressing the launching of research ‘Breathing for Tomorrow; Exhibiting Advances in Respiratory Health with Focus on Under Five Pneumonia’.

District Health Officer (DHO) Islamabad, Dr Zaeem Zia said that doctors had an important role to play in strengthening the health care system.

He said that doctors should follow medical ethics in hospitals to properly serve the patients.

Director of Research, Neoventive Solutions, Dr Hana Mahmood said that with over a decade of experience conducting high-quality research in childhood pneumonia, Neoventive Solutions is helping to address this issue as part of the NIHR Global Health Research Unit on Respiratory Health (RESPIRE).

She said that Neoventive Solutions in collaboration with the Ministry of National Health Services and with the support of the International Research Force conducted research in Pakistan to generate evidence at three levels of the healthcare system.

She said that at the community level, our researchers explored the perceptions of caregivers on pneumonia and the related requirement for care-seeking which showed that there was limited knowledge on under-five pneumonia with delayed care-seeking.

This was followed by an investigation into the use of mobile health technology to aid the community in the prevention of pneumonia through Lady Health Workers (LHW).

Other health experts said that although it was a long-standing issue, pneumonia remains neglected across the country.

They said that it was imperative that a high-quality evidence base, providing sustainable, scalable solutions, was generated in order to attract policy-level attention and in turn decrease the burden of disease.

IHC summons AG in missing persons’ case

ISLAMABAD, Oct 05 (APP): The Islamabad High Court (IHC) on Thursday summoned the Attorney General of Pakistan on next hearing for assistance in cases seeking the recovery of missing citizens.

A division bench comprising Chief Justice Aamer Farooq and Justice Miangul Hassan Aurangzeb heard the identical petitions regarding the recovery of missing citizen including a journalist Mudasir Naro. The court also sought arguments from amicus curiae Faisal Saddiqui in next hearing.

At the outset of hearing, Additional Attorney General would give the arguments on next hearing as he would not be available on this day. He said that they would give arguments regarding the maintainability of intra court appeals.

He said that a committee had been formed to address this matter, adding that serious efforts were being made in this regard.

The Chief Justice remarked that the petitions were pending for five years, adding that they feel embarrassment now. Faisal Saddiqui Advocate said that he had submitted his comments in written form in which he had added six questions. He said that the courts shouldn’t tolerate such practice.

Justice Miangul Hassan said that the protection of the citizens should be the priority of the state. He said that the court couldn’t forget the missing persons as it were the extraordinary incidents.

He remarked that the court was issuing directions repeatedly but these were not being implemented and the citizens were still in disappearance. He instructed the Attorney General to present the progress report on next hearing after meeting with the prime minister.

The Chief Justice remarked that the incidents of disappearances of the citizens were damaging the repute of the country. He said that practical steps were required to stop such practice.
Further hearing of the case was then adjourned for two weeks.

Pakistan’s banking system sound, deposits perfectly safe: SBP clarifies

KARACHI, Oct 05 (APP): State Bank of Pakistan, Thursday, stated that banking system in Pakistan is safe and sound under a robust regulatory and supervisory framework of SBP with a layer of protection through insurance cover and all the deposits were perfectly safe.

The banking system in Pakistan is adequately capitalized, highly liquid and profitable and its ability to withstand a set of severe shocks has further improved while 94% of the depositors were fully protected under the Deposit Protection Act 2016, the central bank clarified through a statement issued here.

The SBP spokesperson said that certain sections of the media, on the basis of a statement given by Deputy Governor SBP, Dr. Inayat Hussain during the meeting of Senate Standing Committee on Finance and Revenue, were implying as if bank deposits above Rs500,000 in the banking system in Pakistan were unsafe.

The SBP categorically stated that the deposits were safe owing to a sound banking system in Pakistan that was working under a robust regulatory and supervisory framework of SBP while the sector was adequately capitalized, highly liquid and profitable with a low level of net non-performing loans, i.e. bad loans.

The banking sector posted a strong profitability of Rs284 billion in first half of CY23, which is almost 125 percent higher than the first half of CY22 and the higher earnings, in turn, also strengthened the capital of banks and the Capital Adequacy Ratio (CAR) of the banking sector increased to 17.8 percent by end June 2023 compared to 16.1 percent as of end June 2022.

The ratio was substantially higher than SBP’s minimum regulatory requirement of 11.5 percent and international standard of 10.5 percent, the statement noted adding that with improvement in solvency buffers, the ability of the banking sector
to withstand a set of severe shocks has further improved.

It further stated that in addition to the soundness of the banking system, Deposit Protection Corporation (DPC) has added another layer of protection by providing insurance cover of up to Rs500,000 to every depositor that was in line with the best international practices and global trends.

Deposit protection, is one of the key elements of safety net used by supervisory authorities and deposit protection agencies around the world to provide protection to the depositors’ funds in the unlikely event of a bank failure.

The amount insured by the DPC becomes immediately available to depositors in case a bank fails while the remaining amounts of the deposits are also recoverable as the troubled bank is resolved through a regulatory assisted process, the statement further clarified.

Chiropractors provide drug-free back pain relief: Dr Arsalan

ISLAMABAD, Oct 05 (APP): Chiropractors employ High-Velocity Low Amplitude Thrust (HVLA) manipulation technique to provide rapid pain relief along with improved mobility, flexibility and movability.
Talking to APP here on Thursday, Dr. Arsalan Sajjad explained that chiropractic practice involves joint manipulation, mostly of the spine to grade five thrusts. He said this technique can also be applied to the wrist, ankle, foot and knee joints.
He said that during a chiropractic procedure, the joint is rotated to its maximum range of motion and then a quick, controlled force is applied. He explained that the cracking sound produced comes from gas bubbles bursting in the joint fluid and not by the bones themselves.
He said that chiropractic sessions must be performed by licensed professionals for safety and proper diagnosis should precede any chiropractic sessions. “Patients with advanced osteoarthritis are not recommended for chiropractic sessions and they should consult orthopaedic surgeons instead”, he added.
Dr. Arsalan outlined key differences between chiropractic care and physiotherapy saying that chiropractors focus on the spine and rapid manipulation while physiotherapists address a wider range of injuries providing long-term solutions through graded mobilization. He said that physiotherapists also utilize pain management techniques by mobilizing joints and muscles.
For conditions like pelvic tilt, he said that chiropractic relieves pain quickly but physiotherapy is needed to target muscles and restore normal alignment over time.
Dr. Arsalan emphasized that chiropractic provides instant relief for posture imbalance, sciatica, muscle spasms and related issues. He said that minor disc bulges and nerve impingement can often be treated successfully this way by avoiding surgery.
He advised MRI, x-ray and physical diagnostic tests to determine the issue and if uncontrolled urinary and bowel issues are present patients would probably need surgery.
Dr. Arsalan stated that while chiropractic is not magic when applied appropriately by certified practitioners it can bring fast relief from joint and spinal pain without drugs or surgery.
He advised the patients to have faith and when more than one session is advised. He also recommended investing in proper footwear, mattresses and pillows to maintain joint health.
