ISLAMABAD, Oct 4 (APP): A proposal to establish an Asset Management and Tracing Cell (AMTC) at Regional Offices or Headquarters level has been floated during Director Generals (DGs) Conference of National Accountability Bureau (NAB) for disposal of confiscated properties.

A cell at NAB HQ level may also be established to verify and disburse claims in mega cases of cheating public at large, this was further proposed during the Conference which continued on second day on Tuesday and discussed in details Enforcement Strategy (Operational Methodology).

The Conference, chaired by Chairman NAB, Qamar Zaman Chaudary was also attended by Deputy Chairman, Prosecutor General Accountability (PGA), all DGs of NAB Regional Bureaus and Headquarter who gave suggestions/views to ensure further improvement in Bureau’s performance.

It was further suggested that there was a need to devise a mechanism for analysis of all significant cases (failed and successful) in line with good national and international practices, so that Investigation Officers be provided an insight about causes of failure and success in terms of lessons learnt.

The analysis may bear required evidence, dos and don’ts and future course of action.

DG Operations gave presentation on Operational Methodology and informed that in 2013 NAB received 18892 complaints, 19989 complaints in 2014, 30,004 complaints in 2015 and in 2016 till September 30 the Bureau received 25,770 complaints which showed enhanced trust of peoples upon NAB.

He informed that as per Operational Methodology, all complaints/cases are expeditiously completed within timeline on merit and transparently.

The Chairman said, “We have to re-double our efforts to come up to expectations associated with NAB and appreciated hard work and commitment shown by all ranks of NAB officers/officials towards their national duty particularly in last two and half years.”

He said NAB has prosecuted corrupt and has recovered Rs. 278 billion looted public money since its inception.

He said the increase in applications to NAB is reflective of people’s confidence in our work.

DG A&P gave detailed presentation on Awareness and Prevention campaign of NAB.

The Chairman said NAB has decided to involve and sensitize youth thorough its holistic and innovative proactive approach of Awareness and Prevention and added NAB in collaboration with Higher Education Commission (HEC) has established over 42, 000 Character Building Societies (CBSs) in universities and colleges to create awareness against corruption as youths are considered a vanguard in this fight.

He said that NAB has organized lectures, workshops, seminars, held essay writing competitions, declamation contests, poster/ painting competitions in educational institutions and organized awareness campaign with cooperation of PEMRA, PIA, PTA, Islamabad Traffic Police, State Bank of Pakistan, Pakistan Post, PCB and PHF.

Advisor on Monitoring and Evaluation System (MES) gave presentation on working of the System.

He said NAB has developed an effective MES, catering the needs of all concerned having salient features of maintenance of data at each stage including complaint entry, complaint verification, inquiry, investigation, prosecution stage and record preservation of Regional Board Meetings and Executive Board Meetings including case brief, decisions made and list of participants attended the meeting with time & date and setting up of an MES and ability to analyze data in qualitative and quantitative form having warnings and alarms system for violators.

Qamar Zaman Chaudhry said NAB strongly believes in Zero Tolerance Policy against corruption and added NAB’s anti-corruption campaign is carried widely for Awareness and Prevention besides Enforcement during 2015 which will continue in the year 2016.

NAB hopes that joint efforts of all stakeholders can collaborate to check corruption and corrupt practices before happening with help of all stakeholders, civil society, media and people at large.
