NA body wants PCB Chairman to be present in next meeting

ISLAMABAD, Jan 05 (APP):The National Assembly Standing Committee on Inter Provincial Coordination (IPC) on Wednesday directed the Pakistan Cricket Board (PCB) Chairman to ensure his presence in the next meeting to brief the members on matters of the board.

The 22nd meeting which was held here under the Chairmanship of Member National Assembly Nawab Sher expressed disappointed over the absence of the Pakistan Cricket Board (PCB) Chairman from the meeting and directed that he should attend the next meeting to brief the Committee on the matters and issues of PCB.

In the meeting, PCB Chief Financial Officer informed the committee that PCB Chairman conveyed his regrets to attend the meeting due to his prior urgent commitments in connection with the Pakistan Super League (PSL).

He said however, PCB Chairman would attend the next meeting to brief the House.
While briefing on “The Prevention of Offences in Sports Bill, 2020”, moved by MNA Iqbal Muhammad Ali Khan, the IPC Secretary  Mohsin Mushtaq informed the committee that initially the matter was taken up with the Ministry of Law and Justice for legal opinion.

He said the Law Division have opined that post the 18th amendment, the Parliament was no longer competent to legislate on the subject of sports and also advised to take up the matter with the Ministry of Interior.

Keeping in view the opinion of Law Division, an internal Committee was constituted which proposed the addition of a new chapter “XXIV” to the Pakistan Penal Code, 1860. He also informed that the Ministry has already taken up the matter with the Ministry of Interior and requested the committee to direct the Ministry of Interior to furnish their views and comments on the matter.

The committee also directed the Ministry of Interior to furnish the views and comments on “The Prevention of Offences in Sports Bill, 2020” to the committee in its next meeting.
The committee considered the Point of Order raised by MNA Raja Pervaiz Ashraf, in the House regarding worst condition of roads in his constituency. The Mover did not attend the meeting due to some personal engagements. The Secretary, IPC Ministry apprised that the matter does not relate them.

The IPC Minister Dr Fehmida Mirza after discussion with the Chairman, Standing Committee on IPC directed that the said matter may be referred to the Standing Committee on Communications. Therefore, the Committee decided to refer the said Point of Order to the Standing Committee on Communications for further consideration and report.

The meeting was attended by MNAs Mehboob Shah, Gul Zafar Khan, Haji Imtiaz Ahmed Chaudhary, Ms. Robina Jamil, Ms. Munawara Bibi Baloch, Mst. Shaheen Naz Saifullah, Fakhar Zaman, Iqbal Muhammad Ali Khan, Ch. Zulfiqar Ali Bhinder, Rasheed Ahmad Khan, Zulfiqar Ali Behan, Ms. Shahida Rehmani, Ms. Nasiba Channa, and Syed Faiz ul Hassan while MNAs.

Dr. Mahreen Razzaq Bhutto, MNA/Mover was also present in the meeting besides senior officers from IPC Ministry, Planning, Development and Special Initiatives, Ministry of Law and Justice, National Highway Authority (NHA), Pakistan Cricket Board (PCB), Pakistan Veterinary Medical Council (PVMC), and representative from the office of Deputy Commissioner, Rawalpindi.
