Collaborations, all-inclusive policy interventions pertinent to reliable energy access in Pakistan: Experts

ISLAMABAD, May 08 (APP): The experts at the stakeholder dialogue on energy transition in textile sector underscored the need to establish multi-sectoral collaborations and all-inclusive interventions to ensure just energy transition in Pakistan.

Pakistan-German Climate and Energy Partnership (PGCEP) and Sustainable Development Policy Institute (SDPI) jointly organized the symposium on Energy Transition in the Textile Sector: The way Forward through Electricity Market Reforms and Green Financing.

Addressing the symposium, Romina Khurshid Alam, Coordinator to Prime Minister on Climate Change said that there is a broader consensus on the subject matter and issues related to the textile industry, whereas market reforms and green financing mechanisms are underway along with detailed interactions and consultations of relevant sectors in the pipeline.

She added that Pakistan’s textile and other industries would face challenges due to upcoming Carbon Border Adjustment Mechanism (CBAM) and that’s why the government is actively engaging with relevant stakeholders to facilitate the process and combat with its looming risks.

“Pakistan has great potential in carbon markets whereas national level policies and frameworks are almost there. Moreover, Prime Minister’s Committee on Climate Change is focused on enhancing dialogue on war footing to shift towards green energy, green financing and climate resilient development,” she said.

She noted that collaborations and consultations with relevant partners are the most important part of the process, whereas sensitization of small and medium enterprises and associated industries linked to exports needed to be apprised on the CBAM. She mentioned that the Ministry of Climate Change and Environmental Coordination’s role is crucial in this regard and it is engaging with other ministries relevant to this subject including Ministries of Economic Affairs, Commerce, Power, Planning, Development & Special Initiatives.

Dr Abid Qaiyum Suleri, Executive Director SDPI said that the country was at crossroads as at one hand it has to improve its competitiveness and economic growth and on the other hand the economic crunch, increased interest rate and impending risks due to CBAM.

He informed that the government is mindful of all these crises, whereas the Prime Minister had constituted committees on climate governance and finance review along with a high-powered committee co-chaired by Deputy Chairman Planning Commission and PM’s Coordinator on Climate Change. Dr Suleri said that the industries would have to come up with renewable energy sources otherwise it would have to pay carbon tax levied in EU if not done in Pakistan.

“The profitability and competitiveness need to be promoted to achieve green energy transition. However, the country needs to converge all its sectors on one point and provide level playing field for its industries to choose clean and green energy and invest in just energy transition,” he said.

In her opening remarks, Sobiah Becker, Advisor, Pakistan-German Climate & Energy Partnership (PGCEP) highlighted the need for candid discourse for way forward and solutions to the challenges faced by the Textile Sector of Pakistan. The She highlighted the development support provided by German Development Cooperation through Pakistan-German Climate and Energy Partnership that was launched in 2021 with an aim to help Pakistan achieve its climate related targets and commitments Stakeholder engagement is one of the key pillars of this partnership whereas a whole of a society approach is needed to address the climate change related challenges in Pakistan, she added.

Helene Paust, Deputy Head of Development Cooperation, German Embassy in Pakistan said that the energy sector is continuously shifting to sustainable modes. “Pakistan textile industry as a main export driver stands at the forefront of its paradigm shift in energy transition. The companies are incorporating solar-based solutions in their energy mix in Pakistan and around the world due to its resilience and reliability,” she said.

She said that the just energy transition was based on two crucial pillars of electricity market reforms and green financing streams, whereas the role of the latter was crucial in stimulating green energy transition.
“Germany is committed to support Pakistan in its efforts towards just energy transition which is important as economic prosperity must converge with environmental sustainability. We stand shoulder to shoulder with Pakistan in its progress towards this transition” she said.

Yulia Bazhenova, Project Lead, Textiles extended her gratitude for the governments of Germany and Pakistan for providing support to develop synergies for dialogue among the public and private sector of Pakistan.
She said that it was important to know about regulations and demands in the realm of energy supply, emissions reduction and sustainability. However, value chain demand is growing for sustainable power and carbon free products that requires time and capital to shift towards green and just energy.

Zainab Naeem, Associate Research Fellow, SDPI moderated the first panel on energy transition in textile sector opportunities and challenges.

Sheikh Muhammad Iqbal, CEO Pakistan Textile Council briefed on the textile industry structure and value chain. He said that Pakistan’s textile industry is committed for just energy transition because its customers demand carbon free or ecofriendly products. However, there has been no policy on climate finance and energy transition amid absence of any baseline data at the national level.

Shahid Sattar, Secretary General, All Pakistan Textile Manufacturing Association (APTMA) said that until the power distribution companies (DISCOs) and government had a strong hold of the energy sector, the room for improvement is very low whereas under the Competitive Trading Bilateral Contracts Market (CTBCM), the energy tariff offered was not competitive with the regional players.

Aqeel Hussain Jaafri, Private Power and Infrastructure Board (PPIB), Ministry of Energy said that energy is the main component that brings competitiveness in the export products. However, solar energy provides an opportunity to reduce cost of electricity and production for industry, which is part of the solution, he said and added that the voluntary carbon markets in the country are gaining momentum that can provide the industry to explore new opportunities.

Engr. Ubaid ur Rehman Zia, Head of Energy Unit at SDPI moderated the second panel on energy transition in textile sector opportunities and challenges. Ubaid highlighted that market liberalization under the Competitive Trading Bilateral Contracts Market (CTBCM) is essential to ensure availability of affordable and clean energy to the consumers.

Afia Malik, Senior Economist, Pakistan Institute of Development Economics (PIDE) said that the hurdle to competitive market is inefficiency in supply chain of distribution sectors which was further aggravated by tariff design of electricity in Pakistan, issue of cross-subsidies, and the already installed surplus capacity.

“A competitive market is the way forward but we need to decide between the free and regulated market, as free market is fair and competitive,” she added.

The third session discussed mobilizing finance for Energy Transition: Opportunities and Challenges. Dr. Khalid Waleed Research Fellow at SDPI mentioned that the energy transition needs a carrot approach where analyzing the alternate economic engines is of paramount importance.

The event, organized by the Youth Development Center and Directorate of Public Relations and Publications on Wednesday highlighted the crucial role of various university employees, including Qasids and Naib Qasids, clerks, senior clerks, gardeners, carpenters and security guards, in the institution’s success.

Dr. Raeesa Bano, Director of the Youth Development Center, emphasized the significant contributions of non-academic staff, stating, “These individuals are the backbone of the university.” Dr. Sadhana, Assistant Professor of Islamic Studies and In-charge of the Faculty of Social Sciences, shed light on the rights of laborers from an Islamic perspective, enriching the attendees understanding of the subject.

The event also featured insights from Dr. Umme Kulsoom, Director of ORIC, Quality Enhancement Cell, Dr. Saniya Zahra Ali, Director of Academics, and Dr. Gulnaz, Provost, along with Dr. Sana Ullah, Chairman of the Biochemistry Department, who shared their experiences and acknowledged the indispensable roles of the staff.

Ahsan Iqbal, Sun Weidong hold wide-ranging discussions to further solidify Pak-China All Weather friendship

BEIJING, May 8 (APP): Federal Minister for Planning, Development and Special Initiatives, Prof. Ahsan Iqbal met with Chinese Vice Foreign Minister, Sun Weidong here on Wednesday and held wide-ranging discussions, aimed at even further solidifying the “All Weather Strategic Cooperative Partnership.”

Discussions also included a review of successful culmination of the first decade of China-Pakistan Economic Corridor (CPEC), and the progress achieved in its second decade, especially on the five corridors, namely growth, livelihood, openness, inclusivity and innovation, as outlined by Chinese Vice Premier, He Lifeng last year.

In this regard, he lauded services of Minister Planning Ahsan Iqbal as called him Mr. CPEC and noted the 5-E’s framework i.e. Export, Energy, Equity, E-Pakistan and Environment, envisioned by the Government of Pakistan, to implement these five corridors under CPEC.

Both sides also discussed early implementation of ML-I, KKH realignment and other key infrastructure projects in Pakistan.

The minister reaffirmed Pakistan’s commitment to the high-quality development of CPEC, outlining future cooperation under CPEC phase-II in such priority sectors as IT, agriculture modernization, textile, minerals and renewable energy, among others.

He thanked China for its support to make CPEC a flagship project of BRI, adding the project had helped Pakistan modernize its energy and logistics infrastructure.

The minister highlighted the need for greater Business to Business links for the second phase of CPEC for which issuance of visas to Pakistani businessmen should be facilitated.

He highlighted the significance and urgency of ML-1 Peshawar- Karachi Railway mainline project and called for enhanced collaboration in the field of Human Resource Development (HRD), especially through capacity building programs and training opportunities, recognizing it an important area in the second phase of CPEC.

He apprised the Chinese side about enhanced security measures taken by Government of Pakistan for security of Chinese personnel.

As part of efforts to promote people to people linkages, both sides agreed to further enhance visa facilitation for each other’s citizens, which was also highlighted as central to strengthen B2B cooperation.

The meeting concluded with a shared commitment to continue high-level exchanges between the two sides with a view to fostering the China Pakistan Community of Shared Future in the New Era.

Prof. Ahsan Iqbal arrived in Beijing today as part of the high-level interactions between China and Pakistan.

The minister was accompanied by Ambassador Syed Tariq Fatemi, Special Assistant to the Prime Minister (SAPM) on Foreign Affairs.

After his arrival, the minister held several key meetings, including at the Chinese Ministry of Foreign Affairs, China Export and Credit Insurance Corporation (SINOSURE) and China Development Bank (CDB).

SAPM Amb. Tariq Fatemi and Khalil Hashmi, Ambassador of Pakistan to China were also present at the meeting.

Later, Professor Ahsan Iqbal also met with leadership of Chinese financial institutions, including Sheng Hetai, President of China Export and Credit Insurance Corp. (SINOSURE) at SINOSURE’s Headquarters and discussed cooperation across various sectors, including early completion of hydel power projects such as Azad Pattan and Kohala.

The both sides agreed to realize the common goal of shared progress and prosperity.

The minister also met with President of China Development Bank (CDB), Tan Jiong.

While highlighting the deep rooted friendship between China and Pakistan, he noted the exception and unique nature of the bilateral relationship and acknowledged the contribution of CDB in making CPEC successful.

The two sides also discussed CDB’s support for development projects in Pakistan, especially in infrastructure, renewable energy and industrial sectors.

The President CDB assured the minister of the bank’s continued support to the efforts of the Government of Pakistan to accelerate the pace of the socio-economic development in the country.

The minister invited the President CDB to undertake a visit to Pakistan to witness the success of several key CPEC projects in the country.

SCCI demands establishment of state of art lab for gemstone certification

PESHAWAR, May 08 (APP):Sarhad Chamber of Commerce and Industry demanded establishment of a state of the art laboratory for certification of precious and semi-precious stones in Khyber Pakhtunkhwa to carry out proper cutting and polishing on scientific methods and enhance export Pakistan gems and earn hefty foreign exchange for the country.
The demand was made by senior vice president of the Sarhad Chamber of Commerce and Industry (SCCI) Sanaullah Khan while chairing a meeting regarding promotion of gems and jewelry sector held here at the chamber house on Wednesday.
The meeting was attended by Director Trade Development Authority of Pakistan (TDAP) Noman Bashir, Director Gems and Gemological Institute Peshawar (GGIP) Naveed Masood, Coordinator Gems and Jewelry Association Khyber Pakhtunkhwa Shahid Khan, an executive member of the chamber Qurat Ul Ain, Acting Secretary General Muqtasid Ahsan, and other senior officials concerned.
Participants during the meeting gave a number of proposals for promotion of the gems and jewelry sector and urged federal and provincial governments to outline a comprehensive plan for development of the gems sector, establishment of a state of the art laboratory for certification of precious and semi-precious stones, essentially upgradation of GGIP and allocation of separate land for this purpose.
Sanaullah Khan suggested allocation of land/dedicated place in Namak Mandi Peshawar, which is hub of business and trade for GGIP.
The senior office bearer of the SCCI demanded of the government to take pragmatic steps for promotion of gems and jewelry sector.
He furthermore called for the imposition of a ban on export of rough and uncut precious and semi-precious stones.
Noman Bashir said TDAP in light of the SCCI proposals would take all steps for promotion of gems and jewelry sector, particularly, identification of suitable land/location for GGIP upgradation and putting it into modern lines.
Officials of TDAP and GGIPs gave full assurance to implement the SCCI recommendations for development of the gems and jewelry sector for which the chamber SVP Sanallah Khan thanked them.
