SEOUL, Aug 11 (APP): KOPIA (Korea Program on International Agriculture) would establish an Agricultural Center in Pakistan with the objective to promote bilateral agricultural cooperation.

Pakistan Ambassador to RoK, Mumtaz Zahra Baloch and Administrator Rural Development Administration (RDA), Repubic of Korea, Kim Kyeong-Kyu signed the MoU at RDA Headquarters in Jeonju.

This was announced here at signing ceremony of Memorandum of Understanding (MoU) between Pakistan and Korea on Agricultural Science and Technology Cooperation.
The MoU was signed during a meeting between Pakistan Ambassador to RoK, Mumtaz Zahra Baloch and Administrator, Rural Development Administration (RDA), Repubic of Korea, Kim Kyeong-Kyu at RDA Headquarters in Jeonju.
Under the MoU both the countries would hold joint research and technology development projects related to agriculture and live stock.

This joint venture would help introduce innovation in agricultural technology and techniques in seed development and smart farming which would improve small farms productivity and increase income of small farmers.

The agreement entails cooperation between RDA and Pakistan Agricultural Research Council (PARC) including joint research and technology development projects related to agriculture and livestock.

During the visit ambassador Baloch also visited the various facilities of RDA and explored areas of cooperation in agricultural sector.
The visit was coordinated by Commerical Counselor Imran Razzaq.

ISLAMABAD, Aug 11 (APP): Foreign Minister Makhdoom Shah Mahmood Qureshi has sent separate letters to Leader of Opposition in the National Assembly and President of Pakistan Muslim League (Nawaz) Muhammad Shehbaz Sharif and Pakistan People’s Party Chairman Bilawal Bhutto Zardari, expressing gratitude for their cooperation and extending support over important legislation in the joint session of parliament on August 6.

According to a press release on Tuesday, the foreign minister said that the opposition parties deserved appreciation along with the treasury benches for showing maturity during the joint session of parliament, called over Financial Action Task Force (FATF) and Kashmir issue.

“I have already appreciated the positive attitude of the Opposition on the floor of the House,” he added.

For the sake of the national interests, Qureshi further said the ruling and opposition parties once again proved that they had unanimous stance. He said the parliament had unanimously rejected Indian government’s unilateral and illegal steps of August 5, 2019 over Indian Illegally Occupied Jammu and Kashmir through a resolution backed by all
parties.

Qureshi said that they were willing to take the opposition on board on all the important national issues including Kashmir and would be always according high importance to their actionable suggestions.

In his letters to both leaders of PML-N and PPP, the foreign minister said that he would be waiting for their positive proposals for formulating future strategy over the Kashmir policy.
For the last one year, the government had been actively raising the gross human rights violations in IIOJK at all global fora, he said, adding the United Nations Security Council had debated the Kashmir issue thrice during last one year.

The foreign minister said after a lapse of 55 years, the Kashmir issue was discussed by the UNSC.

The Foreign Minister stated this as outgoing Afghan ambassador Atif Mashal paid a
farewell call on him, here at the Ministry of Foreign Affairs.

The Foreign Secretary said Pakistan was committed to enhance bilateral cooperation
with fraternal Afghanistan.

Outgoing ambassador Atif Mashal in a tweet said during the farewell meeting, he expressed gratitude to Foreign Secretary Sohail Mahmood for a strong support and active cooperation extended to him during his diplomatic mission in Islamabad.

“We deliberated on the latest developments in Afghan peace process and the need for further strengthening bilateral ties between the two countries,” he said.

Pakistan strongly condemns Kashmiris extra-judicial killings in IIOJK

ISLAMABAD, Aug 11 (APP): Pakistan on Tuesday strongly condemned the extra-judicial killings of three
Kashmiri labourers by the Indian occupation forces in a fake encounter in Shopian region of Indian Illegally Occupied Jammu and Kashmir (IIOJK).

The killings of innocent Kashmiris and destruction of their properties is a part of the Hindutva agenda of the RSS-BJP combined. It is an attempt to target defenceless Kashmiris with mindless violence and perpetuating collective
punishment to break their will,” a Foreign Office statement said issued here.

The Foreign Office mentioned that over 200 innocent Kashmiris had been martyred by the Indian occupation forces since the beginning of this year in fake encounters and so-called ‘cordon-and-search’ operations.

“These condemnable crimes against Kashmiri youth by the Indian occupation forces are being perpetrated with complete impunity, under the cover of draconian laws such as Armed Forces Special Powers Act (AFSPA), Public Safety Act (PSA) and Unlawful Activities Prevention Act (UAPA),” the statement added.

The Foreign Office said India’s efforts to subjugate Kashmiri people through killings, torture, forced disappearances, incarcerations and brutalization failed in the past and
would not succeed in the future.

“Nor will India succeed in bringing illegal and forcible demographic changes in IIOJK
in violation of international law and conventions,” it said.

The FO urged the international community to take immediate cognizance of the state terrorism and grave human rights violations being perpetrated by Indian occupation
forces.

“India must be made to comply with its international legal obligations and respect fundamental rights of Kashmiri people including their right to life,” it said.

“Pakistan will continue to call for holding India accountable for its crimes against the Kashmiri people and extend its full support in the just struggle for the Kashmiris’ inalienable right to self-determination,” the FO statement concluded.

ISLAMABAD, Aug 11 (APP): Federal Minister for Information and Broadcasting Shibli Faraz on Tuesday said the Pakistan Muslim League-Nawaz (PML-N) had staged a pre-planned drama outside the premises of National Accountability Bureau (NAB) in Lahore, aiming to overshadow the main issue of corruption by its leaders.

The PML-N, he said, had track record of promoting a ‘culture of immunity’ where the elite class was above the law, which was only applicable to the poor and helpless segments of the society. Their politics was based on money making to buy outlaws for organizing such clashes, he said while talking to a private news channel.

Shibli Faraz questioned as to why the PML-N leaders were hesitant to answer the questions about their properties for the last four years. They should have better all the cases against them to clear their position instead of taking law into their hands, he remarked.

He said the PML-N leadership should learn from Prime Minister Imran Khan, who has clarified his position in the Bani Gala property case or from the sitting chief minister of Punjab, who had appeared before NAB many times.

To a question, the minister said there was no comparison between the leaders of PML-N and the Pakistan Tehree-e-Insaf as there were serious corruption cases against the former. PML-N leader Maryam Nawaz, in fact, wanted to leave abroad and instead of clearing her position about the property, she was using such unlawful tactics.

The PML-N leaders became ‘revolutionary’ when they were out of power, he added.

ISLAMABAD, Aug 11 (APP): Foreign Secretary Sohail Mahmood and U.S. Under Secretary of State for Political Affairs David Hale on Tuesday held wide-ranging virtual consultations and reviewed the present trajectory of Pak-U.S. bilateral relationship along with its future direction.

The foreign secretary reiterated Pakistan’s desire to forge a strong and mutually beneficial economic partnership with the Unites States.

He said Pakistan attached high priority to its relationship with the U.S. with a focus on enhanced economic engagement and people-to-people contacts.

He said a broad-based and enduring partnership between the two countries, as envisioned by Prime Minister Imran Khan and President Trump, was a factor of stability in the region.
In the regional context, the two sides shared their perspectives on the progress made in the Afghan peace and reconciliation process.

The foreign secretary reaffirmed Pakistan’s steadfast support for an Afghan-led and Afghan-owned process and expressed the hope that the Afghan parties would seize this historic opportunity and secure an inclusive and comprehensive political solution through intra-Afghan negotiations.

The two sides also exchanged views on peace and stability in South Asia. The foreign secretary highlighted India’s illegal and unilateral action of August 5,2019 and its aftermath, focusing in particular on massive human rights violations in the Indian Illegally Occupied Jammu and Kashmir (IIOJK), attempts to change the demographic structure of the occupied territory, and intensified ceasefire violations along the Line of Control.

He underlined that India’s continuing military siege in IIOJK and its aggressive posturing against Pakistan posed a threat to peace and security. It was imperative to take steps to prevent escalation of tensions and to facilitate peaceful resolution of the Jammu and Kashmir dispute, he stressed.

Ambassador of Pakistan in Washington Asad Majeed Khan and U.S. Charge’d Affairs in Islamabad Ambassador Paul Jones along with senior officials from both sides also attended the virtual consultations.

Pakistan values relations with Japan: Suri

ISLAMABAD, Aug 11 (APP): National Assembly Deputy Speaker Qasim Khan Suri Tuesday said that Pakistan valued its relations with Japan and desired to further strengthen the existing ties through enhanced parliamentary and economic ties.

He said that both countries have vast opportunities of cooperation in socio economic sector for mutual interest.

He expressed these views while talking to Japanese ambassador to Pakistan Kuninori Mastsuda who called on him in the Parliament House.

While stressing the need of parliamentary relations between two countries, the deputy speaker mentioned that Parliaments of both the countries could play vital role in further consolidating bilateral ties.

The deputy speaker said Pak-Japan Parliamentary Friendship group had been established in the National Assembly of Pakistan.

He said that Pakistan was a land of great opportunities for tourism, energy, minerals, fisheries and construction industry.

He also mentioned that incumbent government was focusing on the provision of cheap housing for the lower income strata of the society and had announced concession in this sector.

He said that Japanese investor can take benefits from these government initiatives.

The deputy speaker appreciated that Japanese nation was hard working and resilient.

He said that Pakistan has business friendly environment and government had announced various initiatives for ease of doing business.

He said that Pakistani youth has expertise in the field of modern information technology and Japanese companies dealing with technology and communication can get benefit from the skills of Pakistani youth.

He mentioned that Pakistan was peaceful country and believed in peace and progress in the region. He said that people of Indian Occupied Kashmiri were facing the worst kind of terrorism at the hands of Indian military and there was a need that international community should take notice of the violation of the basic rights of the Kashmiri people.

Ambassador of Japan Kuninori Mastsuda said that Japan attached high value to its relation with Pakistan and wanted to further strengthening existing relations.

He said that Japanese companies were taking keen interest in investment in Pakistan in sector of science and technology.
He further said that Japanese companies related with IT industry were especially interested in investing in the skills of youth of the country.

The ambassador also condemned Chaman border explosion and expressed grief and sorrow over the loss of precious lives.

ISLAMABAD, Aug 11 (APP): Presences of desert locusts on Tuesday was reported from Tharparkar and Nagarparkar areas adjacent to Indian border, whereas nothing such was recorded in Punjab and Khyber Pakhtunkhwa provinces.

According the latest details of desert locust issued by National Locust Control Centre (NLCC), the presence of locusts was reported only in Tharparkar and Nagarparkar Sindh.
From across the country, no locust was present in two provinces including Punjab and Khyber Pakhtunkhwa whereas its presence was reported from one district of Balochistan and one district of Sindh, NLCC said in a press statement.

During last 24 hours, about 194,500 hectares area has been surveyed, whereas control operation has been carried out on 1,320 hectares area of districts Tharparkar and Lesbella.
Meanwhile, aerial control operation with the help of Beaver Aircraft has been carried out over 400 hectares in the area Diplo of district Tharparkar.

During last 06 months the joint teams formed to combat desert locust carried out anti locust operation on 1,106,463 hectares of land across effected areas of the country.

SECP’s revamps regulation to ensure EODB, market expansion

ISLAMABAD, Aug 11 (APP): The Security and Exchange Commission of Pakistan (SECP) has revamped numerous regulatory regimes by reducing obstacles in many of its regulated sectors for ensuring Ease of Doing Business (EODB).

Under its commitment to promote ease of doing business, SECP with support of Asian Development Bank (ADB) is preparing a five-years plan for development of financial markets in Pakistan, Official sources of SECP told APP here on Tuesday.
The long-term road map will be focusing on demand and supply measures to broaden and deepen the financial system in Pakistan.

In line with government’s vision of Digital Pakistan, SECP has already kicked-off a project Leading Efficiency through Automated Prowess (LEAP).

Under this project, SECP will digitalize all its regulatory processes. In this regard SECP has already codified and re-engineered 250 processes for end to end automation. It is expected that this digitalization project will be implemented within two years.

It will lead to end-to-end digitalization of all internal and external regulatory approvals, launch of a modern Secured Transaction Registry (STR) and introduction of Extensible Business Reporting Language (XBRL) for financial reporting.

SECP operationalized the new Secured Transactions Registry, established under Financial Institutions (Secured Transactions) Act 2016, for registration of security interests created by entities other than companies on their movable assets.

Dr. Abdul Hafeez Shaikh, Advisor to PM on Finance and Revenue, inaugurated the STR on May 7.

To attract new listings in stock market, improve capital formation and provide ease of doing business, SECP has completely digitalized the IPO process for equity and debt issues.
It has made IPO processes more easy, simple and cost effective. First time, government raised Rs 200 billion through Sukuk at less than KIBOR rate, through competitive book building at PSX’, saving Rs 18 bln over 10 years on debt servicing. Transaction oversubscribed by 70 per cent. Excellent team effort of MOF Debt Office , SECP, SBP and PSX.

Pakistan’s first ever Exchange Traded Fund (ETF) was launched at PSX and with the launch of this product, PSX has joined the list of stock exchanges in the world offering ETFs which are investment products combining the returns offered by the stock market with the diversity offered by a mutual fund.

PSX has launched two ETFs, namely the UBL Pakistan Enterprise ETF offered by UBL Funds and NIT Pakistan Gateway ETF offered by NIT. In given circumstances due to COVID 19 pandemic, and in the interest of safety, arrangements were made for virtual launch of ETF, that was also first of its kind.

Introduced amendments in Companies Act 2017, to provide an enabling regulatory framework for businesses, promote and nurture startups as well as attract local and international innovators.

SECP launches single online procedure for swift company registration and the process for registration of business is completely digitalized. Now a new company can be registered in Pakistan only in 4-hours. Now, a new company can be registered in only Rs1500.
SECP has reduced fees for mutual fund and insurance sectors by 70 per cent. The reduction in SECP fee will directly benefit mutual funds unit holders, as this cost was being charged to the unit holders of mutual funds; the reduction in SECP annual fee will also indirectly enhance return of mutual fund investors.

SECP is also in process of bringing new laws for insurance and NBFC sector to allow digital distribution channels. The use of technology will improve financial inclusion and access to insurance and finance to every individual.

Requirement relating to payment of subscription money within 30 days of incorporation by subscriber and filing of auditor certificate has been done away to facilitate small companies.
To establish Pakistan agriculture supply line on modern lines, and provide farmers easy access to finance and reduced their post-harvest losses, SECP has notified Collateral Management Companies Regulations.

The Collateral Management Companies will reserve agriculture commodities by using modern technology and issue electronic receipts to farmers. The farmers can use these electronic receipts for securing loans from banks or can trade this on commodities market.
SECP is also reviewing the Securities Act and the Futures Market Act for their simplification and unification.

New Zealand to host Pakistan, West Indies, Australia, Bangladesh in summer

ISLAMABAD, Aug 11 (APP): New Zealand Cricket (NZC) said on Tuesday that it will host Pakistan, West Indies, Australia and Bangladesh during the summer season.

NZC are currently working with the government on the biosecurity measures that will need to be in place for the touring teams with visitors to the country currently required to isolate for 14 days on arrival, prominent cricket website Espncricinfo reported.

David White, the NZC CEO, said they are looking at a model similar to that used by the ECB during their ongoing season, which was the first international cricket to resume amid the Covid-19 pandemic.

“We are making tremendous progress. I was just on the phone to the West Indies, they’re confirmed, Pakistan is confirmed, Australia and Bangladesh… so 37 days of international cricket,” White told reporters in Auckland.

“The White Ferns will tour Australia in September and then the Australia Women’s team will tour New Zealand in February. We are just working through the content but probably five ODIs and three T20Is.

“We’ll just be held up for a week or two while we work with the government agencies on the managed isolation but they’ve been extremely supportive.”

Under the current Future Tours programme, West Indies and Pakistan were down to visit for Tests and T20Is with Bangladesh slated for ODIs and T20Is and then Australia for T20Is, although the final structure of the seasons remains to be confirmed given the postponement of the Men’s T20 World Cup. The Tests against West Indies and Pakistan are part of the World Test Championship.

The last time the men’s team was in action was in the behind-closed-doors ODI against Australia at the SCG in mid-March shortly before that tour was called off with New Zealand needing to get home before the borders were closed.

The women’s team are set to be the first back on the field with their trip to Australia in late September that includes three T20Is and three ODIs.

The Women’s ODI World Cup, which was due to be staged in February and March next year, was postponed by 12 months earlier this week when it was decided that there would not be sufficient time for teams to qualify and prepare for the tournament.

New Zealand has been one of the most successful countries in combating Covid-19 and recently marked 100 days without community transmission.

“On this day, we all reiterate that individually every Pakistani citizen will meet duties of looking after their fellow countrymen. The president said the day had great significance in the history of Pakistan as the whole nation reaffirmed its commitment with the promise made by Quaid-e-Azam Muhammad Ali Jinnah on August 11, 1947 in the Constituent Assembly of Pakistan to safeguarding the rights of minorities.

In this perspective, the president said August 11 was being celebrated as official day for the rights of the minorities and furtherance of their welfare.

He said Islam had taught about treating of followers of different religions justly and fairly, and those lessons were learnt from the Seerat of our Holy Prophet Hazrat Muhammad (Peace Be Upon Him) and the Hadiths which stressed upon equal treatment of minorities.
The president said in that regard, the State of Madina was an ideal state in which political, social and economic rights of the followers of all religions were guaranteed.

He observed that no country could achieve progress unless it had a unity in its ranks.
The president also lauded the valuable contributions made by the minorities in different sectors of life and for the progress and prosperity of the country.

“Even today, the minorities have been playing a vital role for the progress of the country by serving in education, health, armed forces, bureaucracy and other sectors,” he added.
The president further said that the nation valued their passion and hard work.

The hustle and bustle of the federal capital has been revived soon after lifting of COVID-19 lockdown with a number of stalls on the roads and streets of the city carrying flags, bunting, banners, shirts, pin badges, face masks and toys.

ISLAMABAD, Aug 11 (APP): The Petroleum Division (PD) has got approval from the Economic Coordination Committee (ECC) of the Cabinet for setting up a new public sector company aimed at accelerating minerals’ exploration activities in the Balochistan province, which possesses a variety of valuable mineral resources.

“The new entity titled ‘Balochistan Mineral Exploration Company Limited (BMEC)‘ will be a joint venture of the Federal and Balochistan governments with 10 percent and 90 percent shares respectively,” a senior official privy to the petroleum sector developments told APP.

Highlighting the company prospects, he said a part of continental-scale Tethyan Copper Belt was located in Chagai District that had tremendous economic mineral potential as “a number of promising ore deposits including of copper (along with associated gold and silver), iron, lead and zinc have already been discovered.”

The official said occurrences of copper and lead-zinc were under commercial exploitation near Saindak (Chagai District) and Duddar (Lasbela District) and world-class copper ore deposits had been found at Reko-Diq (Chagai).

As per the constitutional provisions, minerals other than mineral oil, natural gas and nuclear substances was a provincial subject. The provincial government is responsible for regulation of minerals’ exploration and production activities and grant of mineral titles for these operations. While, the federal government is mandated with a facilitation role like geological surveys, formulation of policy and coordination for minerals sector at national and international levels.

The official said the BMEC had been planned after detailed deliberations by a committee, which was headed by the Chief Minister Balochistan and consisted of representatives from the Finance Division, Attorney General’s Office and Petroleum Division.

The principal business of the company would be prospecting, exploration and marketing of mineral resources of Balochistan. “It is planned to be a self-sustaining entity through selling of feasibility studies or charging processing fees from investors.”

He said a sub-committee comprising representatives of the provincial government and Petroleum Division had prepared the drafts of “Shareholders’ Agreement, Memorandum of Association and Articles of Association of BMEC,” which had also been approved by the ECC.

Elaborating, he said the new mineral sector company would be treated as a provincial entity under administrative control of the Balochistan government. While, the federal government-owned Pakistan Mineral Development Corporation (Private) Limited (PMDC), under the administrative control of Petroleum Division, would represent the GoP and arrange the requisite funding of its share in the joint venture.

The official said the Board of Directors of PMDC had consented to this equity participation. “The Managing Director PMDC or other nominee of Petroleum Division is proposed to serve on Government of Pakistan’s (GoP) slot on the Board of Directors of BMEC.”

He said the joint venture was expected to help boost the optimum exploitation of mineral potential of the Balochistan province, creating large-scale employment in under-developed areas besides revenue generation for the government.

He said the GoP (Federal Government) would inject its 10 percent shareholding amounting to Rs 320 million in two equal tranches through the PMDC.

Commenting to the Shareholders’ Agreement, the official said it would be the principal document defining all rules of the BMEC business relationship between the federal and provincial governments.

“Estimated funding of Rs3.2 billion for two years project duration will be remitted in two tranches; first one within 30 days of the date of incorporation of the company and the second within 30 days of the call by the BMEC’s BoD. The GoP will have 10% share in funding/equity and additional funding subsequently is not binding.”

As per the agreement, initial authorized and paid-up capital of the company would Rs1.6 billion and the parties would not transfer any of their shares for a period of 10 years.

The federal government would be responsible to provide assistance for incorporation of the company, provision of the agreed funding, developing a supportive fiscal regime and ensuring “security and other support commitments, as and when required.”

The official said any ‘Reserved Matter” like amending any of the constitutive documents (except to increase the authorized share capital of the company); to commence or settle any dispute, claim, arbitration or litigation in relation to the company or any subsidiary of the company, directly involving a foreign person; appointment or removal of the CEO and CFO, along with approval of the terms and remuneration of their employment; changing the business of the company, including entering into new business ventures (excluding those already contemplated under this Agreement); borrowing from foreign sources; to acquire or dispose of any assets for or of the company (including Intellectual Property Rights) in excess of the Pak Rupee equivalent of USD 50,000/; and formation of any subsidiary of the company, would be resolved with affirmative vote (100) of the federal and provincial governments.

In case of any deadlock, he said, the matter would be referred to an apex committee comprising the Prime Minister, Chief Minister of Balochistan, Chief of Army Staff, Finance Minister/Advisor and Minister for Planning, Development and Special Initiatives for its resolution. “Composition of the committee may be amended from time to time.”

ISLAMABAD, Aug 11 (APP): National Command and Operation Centre (NCOC) Tuesday said some 531 persons were tested positive for COVID-19 and 15 persons lost their lives across the country due to deadly virus during the last 24 hours.

According to latest data released by NCOC, a total of 17,833 coronavirus patients so far had been reported in the country while 18,227 tests had been conducted the last day including 148 in AJK, 355 in Balochistan, 114 in Gilgit-Baltistan, 2,436 in ICT, 1,597 in Khyber Pakhtunkhwa, 5,180 in Punjab and 8,397 COVID-19 tests in Sindh on August 10.

From out of 6,112 deaths reported in country due to COVID-19, some 2,282 people had lost their lives in Sindh.

Likewise 2,174 patients had died in Punjab, 1,231 corona patients died in Khyber Pakhtunkhwa,171 patients had died after contracting coronavirus in ICT,138 patients
lost their lives in Balochistan, 57 corona patients died in Gilgit-Baltistan.

One patient of COVID-19 died in Azad Jammu and Kashmir during the last 24 hours and total COVID-19 deaths were reported 59 in AJK.

Some 261,246 people recovered so far across the country. There is no patient on vent in AJK, GB and Balochistan.146 vents have been reported across Pakistan out of 1,859 allocated for COVID-19 patients.

A total of 285,191 coronavirus cases so far have been detected in the country including AJK 2,150, Balochistan 11,921, GB 2,371, ICT 15,281, KP 34,755, Punjab 94,586, Sindh 124,127.
As many as 2,165,811 COVID-19 tests so far have been conducted in the country.

Some 735 hospitals have been providing medical facilities to corona patients while 1,365 patients have been admitted in hospitals across the country.

Incident before NAB Lahore should be investigated: Qureshi

ISLAMABAD, Aug 11 (APP): Minister for Foreign Affairs Shah Mehmood Qureshi Tuesday said the incident that occurred before the National Accountability Bureau in Lahore during the hearing of Pakistan Muslim League-Nawaz Vice President Maryam Nawaz should be investigated.

Speaking in the National Assembly, he said, “We have eastern values and we have to respect them.”

Talking about the Lahore incident, he said political leaders were appearing before NAB and no such incident occurred in the past. “We will get facts of the incident to stop it from happening again.”

He said Maryam should be given access to respectably present her case and her party workers should also show patience and tolerance.

He said police could not gain anything politically from the incident.

He was responding to PML-N leader Khawaja Asif, who had taken up the Lahore incident on a point of order in the House.
