NFIC conference calls for timely appointment of information commissioners

LAHORE, May 10 (APP): The National Forum of Information Commissioners (NFIC) on Friday concluded its two-day conference calling for timely appointments of information commissioners to strengthen information commissions.

The event, held in collaboration with the Centre for Peace and Development Initiatives (CPDI) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), brought together stakeholders, experts, and policymakers across Pakistan, a news release said.

On the first day, the commissioners actively engaged with students, civil society organizations (CSOs), media representatives, advocates, and public information officers (PIOs) during a public event.

Panel discussions addressed critical challenges related to the implementation of Right to Information (RTI) laws, commission orders, citizen expectations, PIO issues, GIZ-supported initiatives such as women’s facilitation and Khuli Kachehri sessions in Punjab and Khyber Pakhtunkhwa, aimed at improving public access to information.

CPDI Executive Director Mukhtar Ahmad Ali underscored the importance of strong and empowered information commissions to uphold the RTI and ensure public access to information.

He said vacancies since 2019 and 2018 had left crucial posts of two information commissioners (ICs) unfilled, disrupting the quorum in KP commissions, including Sindh and Pakistan Information Commission.

“Additionally, the imminent conclusion of the Chief Information Commissioner’s term in Punjab further accentuates the urgency for appointments,” he added.

” The lack of quorum poses a serious threat to the functionality of information commissions, prompting a call on government institutions to expedite the appointment process,” he stressed.

The need for timely appointment of ICs was endorsed by all the information commissioners present in the meeting.

The second day of the conference featured an integration meeting where the commissions shared their progress and common issues faced by them.

NFIC, established by CPDI in 2019, serves as a platform for collaboration and knowledge-sharing among RTI commissions.

Shoaib Ahmad Siddiqui, CIC of Pakistan Information Commission reported significant progress in establishing the authority of the commission. Due to initial challenges with public bodies’ responsiveness, efforts had been intensified, resulting in a notable reduction in complaint pendency from 3500 to 1500, he said.

The commission, he said, was prioritizing swift resolution of cases and enhancing accessibility through website updates in Urdu, along with implementing a more efficient complaint management system.

Farah Hamid, CIC, KP Information Commission, highlighted significant challenges including lack of staff, vacant commissioner positions, and insufficient budgetary resources for daily and monthly expenses.

“These obstacles pose substantial hurdles to the effective functioning of the commission,” she stressed.

In her update, she noted that upon assuming office, there were 1700 pending complaints, now reduced to 1513. She personally conducted 126 hearings, disposing of 96. Since November 2023, the commission resolved 500 complaints.

“Currently, they receive an average of 25 complaints weekly,” she said.

Dr Jawaid Shah, CIC, Sindh, revealed the commission’s proactive measures, including issuing periodic letters designating PIOs and promoting proactive disclosure of information to government departments.

She said some 300 PIOs were designated across various public bodies in Sindh and weekly 50 complaints were achieved on average.

Mehboob Qadir Shah, CIC, Punjab Information Commission, emphasized substantial progress in raising awareness about RTI and proactive disclosure.

Expressing gratitude for CPDI’s relentless efforts in protecting citizens’ right to information, he urged the prompt appointment of his successor by the Punjab Government to sustain the commission’s effectiveness in the region.

In conclusion, all commissioners committed to guaranteeing the effective implementation of RTI by advocating for maximum disclosure of information and fostering a culture of openness and transparency. They reassured the government departments that sharing information with the public should not evoke fear, emphasizing its importance.

Karachi Corps’ investiture ceremony held

RAWALPINDI, May 10 (APP): The investiture ceremony of Karachi Corps was held on Friday, where Corps Commander, Lieutenant General Babar Iftikhar conferred awards of Sitara-i-Imtiaz (Military), Tamgha-i-Imtiaz (Military), and Tamgha-i-Basalat on Army officers and soldiers as chief guest.

According to the Inter Services Public Relations (ISPR) news release, the next of Kin of nine Soldiers received Tamgha-i-Basalat on behalf of Shuahda (martyrs), 14 officers were awarded Sitara-i-Imtiaz (Military) and 19 officers were awarded Tamgha-i-Imtiaz (Military) for rendering meritorious services to the nation.

A large number of senior Army officers and families of awardees attended the ceremony.

The Corps Commander also interacted with families of, Shuhada, and paid tributes to their sacrifices.

Salim calls for utilizing Turkish expertise in PIA’s privatization

PESHAWAR, May 10 (APP): Prominent Businessman and Honourary Consul General of the Republic of Turkey, Salim Saifullah Khan has called for the utilization of the expertise of Turkey in the privatization process of the Pakistan International Airlines (PIA).

In a statement issued here on Friday, Salim Saifullah Khan said that Turkish Airline was a successful story and precedent for other countries to operate their airlines, saying that the successful operation capabilities of the Turkish Airlines could manage the national flag carrier effectively.

The proposal underscores the deep-rooted and amicable relations between Pakistan and Turkey, he said. Leveraging this bond, Salim Saifullah Khan believed that entrusting PIA to Turkey would not only ensure its efficient management but also strengthen bilateral ties between the two brotherly Islamic nations.

The potential privatization of PIA represents a significant step in reforming and revitalizing Pakistan’s aviation sector. The proposal adds a new dimension to this process, suggesting a collaborative approach with Turkey, a trusted partner and ally.

Experts call for Pak-China joint council on agri development under CPEC

ISLAMABAD, May 10 (APP): The experts at a policy dialogue have demanded Pakistan-China council on agriculture development led by the private sector of both the countries to focus technology transfer and capacity building of Pakistani farmers on modern technologies under China Pakistan Economic Corridor (CPEC).

The experts were addressing at the policy dialogue of Sustainable Development Policy Institute (SDPI) titled “Greening of the CPEC: Sustainable Agriculture in Pakistan and the Learnings from China” organized here Friday.

Dr Hassan Daud Butt, former project director CPEC, former CEO Khyber Pakhtunkhwa Board of Investment said that the future of agriculture production and food security relied on technology advancement, good policies and leadership.

However, it was pertinent to establish a council of agriculture development led by private sector and linked them to Chinese counterparts that would help achieve targets swiftly.

He said China has made massive progress in the field of agriculture through consistent policies, leadership and technology-driven interventions.

Butt added that the Chinese advancement in agriculture sector was unique in its fashion as less public capital and more private sector investment was utilized in developing the agriculture sector.

“Pakistan needs to learn from Chinese about planning on short, mid and long-term goals with top to bottom approach with policy consistency. Moreover, the leadership on public and private sector needs to be strengthened through mutual collaborations, whereas prudent and timely reforms in agriculture sector are needed,” he said.

He said the SDPI’s scoping study is based on sustainable agriculture development in Pakistan through lessons learnt from Chinese progress. He urged the authors to add livestock as component to the study focus to further broaden the scope with insights on the marketing aspect as well.

Research Associate, Misbah Khan provided a comprehensive view on the preliminary findings of the report titled “Scoping Study on Agriculture Development in Pakistan”. The report shed light on precision agriculture in Pakistan and its challenges, policy infrastructure bottlenecks and financial constraints whereas climate-smart agriculture was given due to focus.

For the report, she said consultations were conducted with federal and provincial stakeholders, development organisations and the local communities, particularly farmers. The scoping study underscored the strengths, weaknesses, opportunities and threats in agriculture sector of Pakistan and discussed the lessons learnt from China, she added.

Khan mentioned that Pakistan might create its route towards resilience, productivity and environmental stewardship by developing synergy with China’s technology advancement, policy support and investment opportunities.

Associate Professor, PMAS, Arid Agriculture University, Dr Gulshan Irshad in her presentation highlighted that China had developed small to large scale technology solutions to facilitate farmers of different capacity levels. She said the collaborations under CPEC with China should have a focused transfer of technology, capacity building and knowledge sharing on all modern agricultural farming trends including technology, advanced line seed variety and cropping techniques like aquaponics, hydroponics and tunnel farming.

She said the farmers at the local level were welcoming to modern concepts of agriculture farming that would help them improve their crop yield and reduce burden on soil and ecology due to environment damaging practices.

CDA chairman inspects ongoing development projects

ISLAMABAD, May 10 (APP): Chairman of Capital Development Authority (CDA), Muhammad Ali Randhawa visited ongoing development projects on Friday, focusing on completing maintenance work, landscaping, and ensuring cost-effective implementation.
The projects visited included Iran Avenue, Margalla Avenue, Margalla Avenue Extension from GT Road to M-I, and 10th Avenue, said a news release.
During his inspection of Iran Avenue, Muhammad Ali examined the median strips and surrounding landscaping. He instructed that the light poles installed along the Avenue should be aesthetically enhanced.
An official briefed the Chairman about the Iran Avenue project, highlighting its 5.8-kilometer length with dual carriageways on both sides. Initially budgeted at Rs 3.9 billion, the project is now expected to be completed within Rs 3.5 billion.
The chairman CDA also assessed Margalla Avenue, where maintenance work is nearing completion.
The official informed the chairman CDA that Margalla Avenue spans 10.5 kilometers with dual carriageways and is expected to be completed within a budget of Rs 2.6 billion.
Muhammad Ali then visited Margalla Avenue Extension from GT Road to M-I, where a 3.5-kilometer road with dual carriageways is currently under construction. Interchanges are part of this project, which is expected to be completed within a budget of Rs 3.6 billion.
Later, chairman CDA visited 10th Avenue, where an official reported that 25 percent of the construction work has been completed. This project falls under the Public Sector Development Program (PSDP).
Muhammad Ali mentioned that proposals for redesigning the 10th Avenue interchange will be evaluated based on cost-effectiveness before the commencement of work.
