UN General Assembly adopts wide-ranging agenda for its 75th session beginning Tuesday

UNITED NATIONS, Sep 19 (APP): The General Assembly, acting on the recommendation of its General committee, Friday adopted a 183-item agenda for its seventy-fifth session that includes world’s most vexing issues — from poverty and economic development to peace and security.

The 193-member Assembly, which had before it the first report of its General Committee — the Assembly’s steering body — also formally endorsed the recommendation that its general debate will be held from September 22 to 26.  For the first time in UN history, the debate will be held almost entirely online, due to the ongoing coronavirus pandemic and regulations on international travel and large gatherings.

World leaders, including Pakistan Prime Minister Imran Khan, and top officials will submit video statements to be played in the General Assembly Hall. Underpinning this year’s agenda , which includes 11 new items, is the theme of multilateralism.  World leaders are expected to debate issues including the global response to the coronavirus pandemic and sustainable development. Discussions on climate change, biodiversity, and nuclear disarmament are also on the agenda.

At Friday’s session of President of the Assembly’s seventy-fifth session, Volkan Bozkir, a veteran Turkish diplomat, highlighted that the General Committee drew the world body’s attention to the fact that practical arrangements for the conduct of the current session will be affected by the COVID-19 pandemic, including with regard to whether or not certain events take place, how they are conducted and the number of attendees.

He noted that all changes reflect risk assessments and advice provided by the Occupational Safety and Health Committee of the Crisis Operations Group, and are also based on host city and state guidance, the current phase of the COVID-19 reintegration plan for the United Nations Headquarters complex and an up-to-date understanding of the risks posed by the pandemic to delegates and United Nations personnel.

The Assembly also formally endorsed the decision, without setting a precedent, that where physical presence is not practicable, a pre-recorded statement can be submitted by those who are invited to make opening statements at the high-level meeting to commemorate the seventy-fifth anniversary of the United Nations, scheduled to be held on Monday, 21 September.

All but one agenda item was approved by consensus, with Member States disagreeing on the inclusion of the topic known as the “responsibility to protect”. By a recorded vote of 101 in favour to 13 against, with 22 abstentions, the Assembly decided to include the item “The responsibility to protect and the prevention of genocide, war crimes, ethnic cleansing and crimes against humanity”.

Prior to taking action on the item, several delegates explained their opposition to the item’s inclusion, with Syria’s representative, while requesting a recorded vote on the matter, saying that including it would only deepen existing misunderstandings, especially since some Governments continue to use the concept as a pretext for interference and the imposition of unilateral economic sanctions.

The representatives of Nicaragua and Iran said, among other things, that there is no clear definition of the concept. Cuba’s delegate said the item’s inclusion is premature, and the Russian Federation’s representative called for adopting the previous approach of holding informal discussions. Several delegates, including those from Denmark and Ukraine, indicated that they would vote in favour of its inclusion. The representative of Germany said divergent views are best addressed through dialogue, and there is clearly a desire to discuss this issue.

Pakistan was among the delegations that cast an abstention on the item’s inclusion.
Other topics to be considered during the session included: Promoting investments for sustainable development; Global Code of Ethics for Tourism; Question of the Comorian island of Mayotte; Crimes against humanity; Extraordinary Chambers in the Courts of Cambodia – residual functions; Joint courses of action and future-oriented dialogue towards a world without nuclear weapons; Strengthening and developing the system of arms control, disarmament and non-proliferation treaties and agreements; and Cooperation between the United Nations and the Organization for Economic Cooperation and Development.

Prime Minister Imran Khan is set to address the General Assembly on September 25 by video-link. “The prime minister is expected once again to project the just cause of the Kashmiri people and call for action by the international community to halt India’s massive violations of human rights, rescind the unilateral measures imposed in Indian Illegally Occupied Jammu and Kashmir since 5th August 2019 and promote a solution in accordance with the Security Council resolutions and the will of the Kashmiri people,” Pakistan’s UN Ambassador Munir Akram told APP special correspondent.

“He is also likely to speak about Islamophobia, including the BJP-RSS campaign against Indian Muslims; as well as on illicit financial flows and the reform and revival of the United Nations,” Ambassador Akram said. The Prime Minister is also likely to address from Islamabad the Summit meeting on Financing for Development on Sept. 29 and the Bio-Diversity Summit on September 30.

Foreign Minister Shah Mahmood Qureshi is scheduled to speak in the UN’s 75th Anniversary Session on September 21, and at a High-Level Meeting of the UN Alliance of Civilizations September 28. He will also address the 25th Anniversary of the Fourth World Conference on Women on October 1.

In the hybrid format adopted for this year, the Prime Minister and Foreign Minister’s video statements will be introduced by Ambassador Akram, who will be physically present in the General Assembly Hall. Each member state will send one diplomat to the hall in order to maintain social distancing.

APC gathering of accused, losers wanting to create chaos: Shibli Faraz

ISLAMABAD, Sep 19 (APP): Minister for Information and Broadcasting Senator Shibli Faraz Saturday said the All Parties Conference (APC) of opposition would be a gathering of accused and losers which wanted to create law and order situation and chaos in the country.

Addressing a press conference here along with Adviser to Prime Minister on Interior and Accountability Shehzad Akbar, he said opposition was trying to spread hopelessness and it was saying from day one that the government had failed.

He said opposition wanted to rule the country to protect its illegal wealth and properties but the result of the APC would be zero.

A person who was convicted will make a speech through video link in the APC, Shibli said adding the opposition was trying to put pressure on the government to get relief in the cases of corruption.

Shibli said Prime Minister Imran Khan had said that he was ready to sit with the opposition on any issue but he would not compromise on corruption.

He said the government had achieved successes, revived the economy, exports and remittances were increasing and economic indicators were improving.

The government overcame the issue of coronavirus and then revived the economy – a feat not accomplished by any other government in the world, the minister added. Shibli said the government negotiated with the power producer companies to provide cheap electricity and gas to the people.

He said Prime Minister Imran Khan announced incentives for the construction sector and the government would fulfill its promise to build five million houses by the time it would complete its term.

He said Nawaz Sharif destroyed the country and brought the economy to verge of bankruptcy while staying inside and Altaf Hussain damaged the country while he sat abroad.

The government of Pakistan Tehreek e Insaf (PTI) was transparent and committed and working for the development of the country, the minister added.

To a question, he said regional newspapers were nursery for journalism, adding, “We will request the governments of Punjab and Khyber Pakhtunkhwa to facilitate the regional newspapers within the set parameters.”

He said the joint sitting of the Parliament passed the anti terrorism and money laundering bills to meet the requirements of Financial Action Task Force (FATF).

The legislation was done in the best interest of the country and to take Pakistan out of the grey list, he said adding the previous rulers did not pass legislation on money laundering to serve their own interests and FATF put Pakistan in the grey list.

The opposition was exposed because of the way it opposed the FATF related legislation, he noted.  Adviser to the Prime Minister on Interior and Accountability Shehzad Akbar said FATF was represented by countries which review each other’s laws to see whether these meet the requirements to counter money laundering and terror financing.

He said Pakistan had an FATF secretariat represented by different institutions and worked on ways to stop money laundering. As a responsible government, it was its duty to pass the FATF related legislation, he added.  Shehzad said the government held discussions with the opposition for the last one year on the FATF related laws, .

The opposition wanted 34 amendments in the NAB law, he said adding the government passed the laws with the support of the people despite resistance of the opposition. Shehzad said due to loopholes in the money laundering law, there were issues of fake accounts. FATF had a booklet mentioning steps to stop money laundering and the government also made provisions in the law to this effect, he added.

PTI wanted Pakistan to be out of the grey list and stop money laundering, he asserted.

He said opposition tried to stop money laundering cases of Shehbaz Sharif, Asif Zardari, Shahid Khaqan Abbasi and others by proposing amendments in the law.  Opposition wanted that NAB should not be an investigation agency for the offences of money laundering, he told.

He denied that there was a new provision in laws to put a person in jail for six months. He said institutions could arrest an individual for different crimes and money laundering was made a cognizable offence to avoid delay in investigation.

He clarified that in the age of media and in the presence of journalists and cameras, it was not possible to count wrongly in the Parliament for passage of bills.

Shehzad said participants of the APC including Bilawal Bhutto Zardari, Asif Zardari and Ahsan Iqbal were accused while Nawaz Sharif was a convict.

The agenda of the APC was that the opposition wanted change in the NAB laws and was seeking powers to appoint judges of its own choosing , he explained. Shehzad Akbar said the application of investigation techniques was introduced in line with the demand of FATF.

US mogul gives all US $ 8bln fortune to charity; PM Imran calls it “true richness”

ISLAMABAD, Sep 19 (APP): As Irish-American business tycoon Chuk Feeney has given away all of his US $ eight billion fortune to charity, Prime Minister Imran Khan named this act a “true richness.”

“This is what I call true richness – a liberated soul,” the prime minister said on twitter commenting on a media report of the former American billionaire’s achieving his mission of donating all his wealth during his life.

The philanthropy is a subject very close to the prime minister’s heart who always proudly claimed to have collected the biggest donations for the expanding Shaukat Khanum Memorial Hospital founded by him.

During 2019, the hospital had received around 7.58 billion in donations and zakat to cope with the hospital’s needs established to mainly treat poor cancer patients free of charge.
“We learned a lot. We would do some things differently, but I am very satisfied. I feel very good about completing this on my watch,” Feeney tells Forbes Magazine who massively donated to charities, universities and foundations worldwide through his foundation, the Atlantic Philanthropies.

In his foundation’s report, “Zero is the Hero” Feeney once said, “I see little reason to delay giving when so much good can be achieved through supporting worthwhile causes. Besides, it’s a lot more fun to give while you live than give while you’re dead.”

Feeney has lived a frugal lifestyle without owning a car or home, and having only one pair of shoes. He was known for flying only in economy class, even when members of his family and colleagues would travel in business class on the same plane.
