Opposition’s protest leads to adjournment of Senate session till Monday

ISLAMABAD, Jun 07 (APP): The continuous protest by the Opposition members in the Senate on Friday led to adjournment of the session till Monday at 05:00 pm.

Soon after calling attentions business, Palwasha Mohammad Zai Khan from panel of presiding officers assumed the chair as the Chairman, requested leave from the House to witness oath taking of his newly elected son as member National Assembly. However, Leader of the Opposition Syed Shibli Faraz along with other opposition members, started protest and pointed out that in the presence of Deputy Chairman, the presiding officer cannot chair the session.

The Presiding Officer while quoting the Rule 14 of procedure and conduct in Senate, observed that she could preside the House. She went on to say that it was the prerogative of the Chairman Senate to nominate any member of the House as presiding officer.

Senator Farooq H Naek also observed that no rule was violated and it was the prerogative of the Chairman. He said that Palwasha Khan could preside over the session.

Maulana Atta ur Rehman of JUI-F said that the Chairman announced the panel of presiding officers for the session as per the rules, but any presiding officer could not chair the session in the presence of Chairman and Deputy Chairman.

Gillani for formation of Senate Standing Committees

ISLAMABAD, Jun 07 (APP): Chairman Senate Syed Yusuf Raza Gilani on Friday directed that the issue regarding the formation of Senate Standing Committees would be resolved immediately to ensure the committees can play their roles effectively.

He was chairing the House Business Advisory Committee (HBAC) which discussed in detail the legislative business to be transacted during the 339th Session of the Senate.

Moreover, the session will address other important issues. The HBAC decided that the current session would continue until June 21, 2024.

The meeting was attended by Deputy Chairman Senate Senator Syedal Khan, Leader of the Opposition Syed Shibli Faraz, Senator Sherry Rehman, Senator Irfan ul Haq Siddiqui, Senator Atta ur Rehman, Senator Jan Muhammad, Senator Manzoor Ahmad Kakar, Senator Kamil Ali Agha, Senator Hidayatullah Khan, Minister for Law and Justice Muhammad Azam Nazir Tarar and Secretary Senate Syed Hasnain Haider.

Khurshid Shah advocates public-private partnership for institutions

ISLAMABAD, Jun 07 (APP): Senior leader of the Pakistan People Party (PPP), Syed Khurshid Ahmed Shah, advocated on Friday that institutions should be run on a public-private partnership basis.

Speaking on a point of order, he expressed hope that this initiative would enhance the efficiency and effectiveness of institutions.

He said that as political leaders, elected representatives must find solutions to the problems confronting the country.

Accused held of kidnapping for ransom

KHANEWAL, Jun 07 (APP):Local police claimed to have arrested accused persons involved in kidnapping for ransom just 48 hours of the incident.
Aryan,13, student of 8th class was abducted couple of days ago, killed after not paying the ransom money.
Parents were said yo have received call for ransom money worth Rs. 7 million to release their child.
According to SDPO, Imdad Hussain Baloch, the criminals had killed the boy first day of the kidnapping. But the final report would come out after postmortem report, he added.
The mastermind of the incident, Shoaib was apprehended next morning after the kidnap. The second accused named Haseeb was rounded up today from Bahawalpur.
Police said the kidnappers reported to have thrown the body into the canal when they didn’t get the money demanded from the parents to release their child.
The body was shifted to THQ Jahanian for postmortem after fishing out from Rehmat Vilas Canal.
Mastermind of kidnapping was reported to be real maternal-uncle of the child. Further investigation was underway.

PIA flights to Europe to be restored soon: Minister

ISLAMABAD, Jun 07 (APP): The Minister of State for Finance and Revenue Ali Pervaiz Malik informed the National Assembly (NA) on Friday that Pakistan International Airlines (PIA) flights to Europe were expected to be restored soon.
Responding to a calling attention notice regarding the ban on PIA flights by the UK and the European Union, he said,” A detailed action plan from Pakistan has been dispatched to the European Union Aviation Safety Agency (EASA) and the verification process is currently underway.”
“We hope that the verification process will be completed within two to three months and flights to Europe will be restored,” he added.
The minister said that the European Commission Air Safety Commission delisted Pakistan from its concern list on May 14, describing this as a positive development.

Provincial minister food check food outlets

SARGODHA, Jun 07 (APP): Provincial Food Minister Bilal Yaseen along with Director General (DG) Punjab Food Authority(PFA), Mohammad Asim Javed visited Bhera Interchange, here on Friday.
According to a press release issued by PFA, the Minister and DGP PFA checked the food outlets located at Bhera interchange and imposed fines on two food points and also issued a warning notice to a shopkeeper for violation.

Shaza Fatima meets with Chinese Minister of Industry, IT in Beijing

BEIJING, June 7 (APP):The State Minister for Information Technology and Telecommunication, Shaza Fatima Khawaja, held a meeting with the Chinese Minister of Industry and Information Technology, Jin Zhuanglong, here in Beijing.
The minister is accompanying Prime Minister Shehbaz Sharif during his state visit to China from June 4–8.
While welcoming Shaza Fatima, the Chinese minister said, “China and Pakistan are strategic cooperative partners and trusted friends, and the cooperation in various sectors between the two countries is deepening.”
Acknowledging growing cooperation between China and Pakistan in the IT sector, he said, “The two sides have cooperation in IT at the Joint Coordination Committee of the China-Pakistan Economic Corridor (CPEC).”
The two sides shared implementation reports of the six working groups under the JWG on Industry and Information Technology under CPEC during the 2nd meeting of the Joint Working Group JWG on IT held on May 14 this year.
Jin Zhuanglong stated, “China utilized information and communication technology (ICT) as a central enabling tool, transforming China into a knowledge-based society and economy, and ICT has played a key role in economic and social development.”
He said, “China has promoted the development of the digital economy and improved the governance of the digital economy by building digital infrastructure, promoting rapid growth of the electronic and information industries, driving the digital transformation of industries, accelerating the development of industrial internet, and advancing universal telecommunications services.”
He stated, “In China, the new generation of information technologies represented by 5G, AI, cloud computing, and blockchain have become the core driving forces for the development of the Chinese digital economy.”
He further stated, “China has actively carried out digital transformation in the manufacturing industry and accelerated the development of service systems for digital transformation.”
Shaza Fatima, while thanking Jin Zhuanglong, said, “The scale and quality of development China has made in such a short span of time is amazing and is a lesson for developing countries like Pakistan.”
She stated, “Prime Minister Shehbaz Sharif has always attached the highest importance to cooperation with China.”
While sharing the strengths of Pakistan, like 64% of educated and skilled youth out of a population of a population of 240 million, strategic location, and close and trusted friendship with China, it was proposed that the two countries have the opportunity to cooperate in areas like OFC connectivity for transferring data, establishing data centers, cloud services, technology parks promoting innovation and entrepreneurship, chip design and manufacturing, skills development, cooperation in e-commerce, smart cities, and the digital economy.
The two ministers reiterated their full support for the implementation of all decisions taken at the JWG and JCC levels under CPEC.
The two sides suggested, “There is a need for regular coordination and exchanges.”
Shaza invited the Chinese minister to visit Pakistan for further deepening cooperation in IT and related sectors between the two countries.

Motorcycle lifter gang arrested, three held

SARGODHA, Jun 07 (APP):The district police arrested a motorcycle lifter gang and recovered stolen valuables from their possession, here on Friday.
According to a spokesperson,District Police Officer (DPO),Dr.Asad Ejaz Malhi along with team launched a crackdown against the criminals and netted Ilyas gang and their three members namely as Muhammad Alias Munir,Usman and Muhammad Ghafoor.
The police recovered stolen valuables including five motorcycles and cash from their possession. Further investigation were underway.

Gov’t dream of erstwhile Fata development fast turning into reality

PESHAWAR, Jun 7 (APP): Before merger into Khyber Pakhtunkhwa, the tribal people had suffered for nearly 70 years due to legal, economic and constitutional injustices besides faced the brunt of terrorism and militancy due to an unavailability of a police and justice system.
This long negligence bred poverty, socio-economic imbalances, unemployment and illiteracy, which led to dearth of economical and educational stakes and downfall of social values in merged areas.
The persistent un-conducive environment, lackluster development work and poor investment in socioeconomic and education sectors strengthened the roots of militancy and deteriorated the law and order situation that had adversely affected people of the tribal areas.
The draconian Frontier Crimes Regulation (FCR) had granted unlimited powers to the political agents to jail an accused without proving guilty and impose heavy fines either on him or his entire family members besides demolishing his house or expel them.
The 25th constitutional amendment passed by the PML-N government on May 31, 2018 had not only abolished the draconian FCR but also nullified the negative propaganda about erstwhile Fata of being safe havens for militants in the post 9/11 period besides accelerating pace of socioeconomic, education, health and infrastructure development in the once hitherto neglected region of Pakistan.
 “Fata merger was a landmark achievement of the Nawaz Sharif government that had brought tribal people into the national mainstream,” said Ikhtair Wali Khan, former member provincial assembly and PML-N KP spokesman while talking to APP.
The merged areas of Khyber Pakhtunkhwa had witnessed substantial development works under the Federal government’s public sector development program (PSDP) and KP’s ADP to facilitate over five million tribal people.
Accelerating pace on infrastructure, digitization, education, health and other socioeconomic projects after successful completion of KP-Fata merger process, Khyber Pass Economic Corridor (KPEC) project had been approved that would help accelerate pace of economic development and bolster industrialization in erstwhile Fata.
Granting constitutional rights, extension of local government, police and judicial systems, he said KPEC would link Peshawar with Torkhum Khyber through Islamabad-Peshawar Motorway that would turn the entire tribal belt into a hub of trade and investment.
KPEC’s 47.5 kilometer four lane expressway would connect Pakistan with Afghanistan and onward Central Asian Republics (CARs), according to NHA Officials, adding it is a three-year project for which the Federal Government would provide about USD 385.6 million with KP government’s share is USD 75 million.
The loan agreement has been already signed with the World Bank for construction of KPEC. The proposed expressway would start from Chamakani Peshawar and will bypass Peshawar City, Cantonment and onwards connect Jamrud, Landi Kotal and Torkhum of Khyber tribal district. It would have about 22 bridges and flyovers, 139 culverts and two major interchanges and service areas besides others facilities.
Following completion of KPEC and construction of additional carriageway of Torkhum- Jalalabad road project costing about Rs7344 million, the tribal people and local communities on both sides of the western borders would be largely benefited.
The project would make a positive impact on commercial infrastructure, medium enterprises including marble and freight sectors and revitalization of industrial estates in merged areas in the wake of CPEC’s Rashaki SEZ.  An estimated 100,000 new jobs would be created for tribal people under KPEC.
To link North Waziristan and South Waziristan tribal districts with KP’s southern districts through enhanced road connectivity, work on the 60 kilometers long Sarai Gambila-Karak section (package-) has been completed.
 Package-II (Karak-Kohat section of 72 kilometers length) had already been completed. The total cost of the project is Rs 30,130 million including an allocation of Rs 3,500 million in PSDP of last fiscal year.
First package would be completed with an estimated cost of Rs1.22 billion and second package would cost Rs1.78 billion connecting Lower and Upper Chitral districts with Dir and Bajaur tribal districts that would turn KP a hub of tourism after construction of proposed Dir Motorway.
Likewise, Chitral-Booni-Mastoj-Shandor road Chitral having a bid cost of over Rs2.6 billion with Rs 2,000 million PSDP’s allocation was being improved and widened. Besides construction work of Kurram-Tangi Dam in North Waziristan and completion of Gomal Zam dam of 17.4 MW in South Waziristan, the Federal Government expedited work on Mohmand dam costing Rs309.6 billion with capacity to produce 800MW electricity and gross storage capacity is 1.293 million acres feet (MAF).
Besides supplementing 160,000 acres of existing land and about 18,237acres of new land would be irrigated while its annual benefits are estimated at Rs 2.23 billion. The project would help protect Peshawar, Charsadda and Nowshera from floods with annual Rs45.76 billion revenue in terms of flood mitigation. The overall benefits of the project stand at Rs51 billion.
The Prime Minister’s education and skills enhancement for all programs for promotion of technical and vocational education and training development was underway in merged areas where tribal students were being provided equal opportunities under the national internship program.
Rs 2053 million were being spent on construction of Institute of Petroleum Technology Karak where students of tribal districts would also be enrolled. Khyber Institute of Child Health & Children Hospital Peshawar was being constructed with an estimated cost of Rs 7955.334 million that would also benefit patients of Khyber and Orakzai. He said completion of Zyra-Daboori road would open up Orakzai tribal districts of tourism and development.
Out of Rs120 billion development allocation under annual development program of KP for FY 2024-2025, he said that Rs 36 billion would be spent under ADP and Rs79.29 billion under accelerated implementation program (AIP 2024-25) on development of tribal districts.
The barren lands of South Waziristan, North Waziristan and Kurram tribal districts would be irrigated after construction of Cheshma Right Bank Canal (CRBC) with allocation of Rs10 billion in provincial budget 2024-25, adding Tank Zam, Chodhan Zaman and Daraban dams was also in pipeline.
Umair said about 130 government degree colleges would be opened in Khyber Pakhtunkhwa including merged districts in rented buildings and Rs9 billion would be spent on free treatment of tribal patients with free medicines. He said cadet colleges at Mohmand, Wana South Waziristan and Cadet College Razmak North Waziristan are also catering to the needs of quality education of tribal students.
Against allocation of Rs8.11 billion in social welfare, he said establishment of shelter homes were increased to Rs 600 million in FY 2024-25 against outgoing Rs300 million while projects of heritage field school extended to merged areas.

Pakistan, China sign 23 accords for cooperation in industry, energy, agriculture, other sectors

BEIJING, Jun 7 (APP):Pakistan and China on Friday signed 23 Memorandums of Understanding (MoUs) and agreements to deepen bilateral cooperation in multiple areas including transport infrastructure, industry, energy, agriculture, media, health, water, socioeconomic development, and other areas of mutual interest.
The documents were signed after Prime Minister Shehbaz Sharif and his Chinese counterpart Li Qiang held delegation-level talks wherein they reaffirmed that the Pakistan-China Strategic Cooperative Partnership was characterized by mutual trust, shared principles, and strategic governance.
Prime Minister Shehbaz Sharif and Chinese Premier Li Qiang witnessed the ceremony as representatives from both sides signed the documents.
Pakistan and China signed agreements for the co-production of films, and news exchange and cooperation.
The MoUs were signed between Pakistan Television Corporation and China Media Group; on the feasibility studies of DI Khan-Zhob National Highway 50, Muzaffarabad-Mirpur-Mangla Expressway and Karachi-Hyderabad Motorway 9; and construction of a tunnel at Babusar on Mansehra-Chilas National Highway.
Both sides signed a document on modalities for third party participation in China-Pakistan Economic Corridor; MoUs on re-alignment of KKH, agricultural cooperation, and anti-monopoly cooperation; an action plan on implementation of 2022 Industrial Cooperation Framework; a protocol on surveying, mapping and geo-information in scientific and technical fields; and a study on the establishment of an effective energy management system.
Two countries signed Letters of Intent for workshops on capacity building on governance, and industrial park development; and
handing over certificate for Pak-China Friendship Hospital in Gwadar and Desalination Plant in Gwadar.
Both sides also signed Letters of Exchange for the reconstruction of primary schools in Sindh; the Lady Health Workers Workstations project; and Junaco Cultivation Demonstration and Projection project; besides an endorsement of the agreement reached in the 7th Joint Working Group to enhance cooperation under CPEC.
Since his arrival in China on a five-day visit, the prime minister has met with Chinese investors and businesspersons to explore investment opportunities in Pakistan.”
In the meeting and events including a Business Forum in Shenzhen, he encouraged the Chinese companies to invest and develop joint ventures.
Several MoUs have also been signed with Chinese companies in economy, green energy, textiles, and manufacturing.
Before he departed for a five-day visit to China, the prime minister had told the Chinese media in an interview that he would engage with Chinese business leaders to secure investments and yield dividends mutually beneficial for companies on both sides.
“We are coming with serious plans. We will engage with you and return to Pakistan with great dividends that will benefit Chinese and Pakistani companies and the two countries will have their relations strengthened and become much higher than the Himalayas or any other highest peaks and deeper than the deepest oceans,” he remarked.
