UN warns of catastrophic humanitarian situation in war-ravaged Gaza as ceasefire talks drag on

UNITED NATIONS, Aug 20 (APP): UN Secretary-General Antonio Guterres is closely following negotiations in Doha focused on trying to end the war in Gaza, where the situation continues to remain calamitous after more than 10 months of relentless Israeli bombardments, his spokesperson has said.

Spokesperson Stephane Dujarric told reporters at the regular press briefing in New York on Monday that the UN chief had spoken to Qatar’s Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani on Sunday.

“He was briefed on the state of the situation, and he will be staying in close touch and informed,” Dujarric said.

The talks, backed by Egypt, Qatar and the United States, are expected to resume on Wednesday or Thursday in Cairo, following a two-day meeting involving the three nations and Israel in Doha last week.

“The Secretary-General very much hopes that all the parties involved will find the political courage, the political will to come to an agreement for the sake of the people of Gaza, for the sake of the people of Israel, for the sake of the hostages,” the spokesperson added.

The already catastrophic situation in Gaza, is worsening amid repeated waves of displacement, combined with overcrowding, insecurity, crumbling infrastructure, active hostilities and limited services, he said.

The Israeli onslaught has claimed the lives of over 40,000 Palestinians in the enclave, most of them women and children and injured more than 92,000, according to the Gazan health ministry. In addition, close to 90 per cent of the population has been displaced – many forced to move several times.

“OCHA [the UN Office for the Coordination of Humanitarian Affairs] warns that the ongoing hostilities, constant evacuation orders, and severe shortages of essential supplies are making it increasingly difficult for displaced families to access basic services at their place of arrival,” Dujarric said.

He added that since October last year, 86 per cent of the Gaza Strip – about 314 square kilometres – has been placed under evacuation orders.

“As you may know, Gaza’s population is increasingly concentrated in a zone designated by Israeli authorities in Al Mawasi, where Palestinians have been told to go,” he said, noting that according to OCHA, the density of the area has surged to between 30,000 and 34,000 people per square kilometre, compared to an estimated 1,200 people prior to the war.

Severe shortages of fuel and medical supplies continue to disrupt the functionality of remaining hospitals and primary healthcare centres, particularly in northern Gaza, OCHA reported in a humanitarian bulletin on Monday.

It cited an announcement by the Director of the Al Awda Hospital in northern Gaza that all surgeries had been postponed and an appeal made for urgent fuel supplies to avert further deaths at the facility.

Conditions are equally critical at the Kamal Adwan Hospital, where fuel and medical supply shortages are reportedly threatening critical functions, OCHA noted, adding that the UN World Health Organization (WHO) and its partners were working on getting fuel to these facilities.

Furthermore, on Sunday, the Palestine Red Crescent Society (PRCS) warned that its ambulances, emergency medical clinics and relief services could grind to a halt in northern Gaza due to a lack of fuel. Its teams are already operating at minimum capacity and only two out of eight ambulances are operational, it added.

United efforts, youth’s hard work inevitable to make Pakistan an economic power: Dar

ISLAMABAD, Aug 20 (APP): Deputy Prime Minister and Foreign Minister Ishaq Dar on Tuesday said that the nation’s united efforts and youth’s excellence in education and innovation were inevitable to develop Pakistan as an economic power.

“I believe that Pakistan was created in the name of Allah. This can never fail. It has to prosper. It has to develop and lead Muslim Ummah one day. You have the potential…If we put in our efforts, we can become an economic power. Once we become an economic power, we will lead Muslim Ummah,” he said addressing the Youth Convention held here.

Advising the youth to avail education opportunities in classrooms as well as outside, opt for new technologies, and explore new avenues, he also asked the youth to beware of the enemies within which were poised to destroy the country.

“The world knows that being a missile power, you can lead the 57-state Muslim world. Pakistan as a nuclear power is not acceptable to some global powers. They can’t defeat Pakistan through conventional methods but they can patronise and promote their stooges to destroy Pakistan,” he commented.

He told the gathering of vice-chancellors, students and educationists that during the 2013-2018 PML-N government, Pakistan was projected to become a member of G-20 nations as the country was taking off that time with 2% food inflation, 3.7% consumer price index, 6% growth and the most stable currency in South Asia.

He said the PDM government was aimed at saving Pakistan as its enemies desired to see it default.

Ishaq Dar said Pakistan’s youth had the potential to become change makers but it required unity, a continuous learning process and setting aside hatred, extremism, and personal biases.

The deputy prime minister said during his visit to Balochistan on Independence Day, he was told that some disgruntled Baloch youth were involved in terror activities.

“I believe, no one can be disgruntled with his own motherland. We should resolve the issues amicably. There is no room for terrorism in the name of disgruntlement. This is not acceptable,” he remarked.

The deputy prime minister said that the government was extending facilities to the youth and Special Investment Facilitation Council was also focusing on their empowerment as they could become a source of investment in education, skill development and technology.

He said during his four terms as finance minister, he always prioritized funding projects aimed at youth empowerment.

Recalling Pakistan’s journey of becoming a nuclear power in 1998, he said that the government did not compromise the national defence.

PR to outsource more trains through transparent bidding process

ISLAMABAD, Aug 20 (APP): Pakistan Railways has planned to outsource the commercial management of additional trains to private entities under a Public-Private Partnership (PPP) model through a transparent and competitive bidding process.
“The basic purpose of outsourcing the trains is to provide better facilities to the passengers and generate more revenue for the department, official sources in the Ministry of Railways told APP.
The department initially invited tenders for this outsourcing initiative, but only three companies participated, offering bids
below the benchmarked amount, they added.
As a result, they said Pakistan Railways deemed it unfeasible to proceed with these firms under the rules and regulations set by the Public Procurement Regulatory Authority (PPRA). Consequently, the department plans to re-advertise the tenders soon.
They said a committee within Pakistan Railways observed that the bids submitted in the initial tender process were lacking in both technical and financial aspects, which would have resulted in a lack of competitiveness.
The sources emphasized that all trains will be outsourced through a transparent tendering process, adhering strictly to PPRA rules, with advertisements placed in leading newspapers.
Currently, Pakistan Railways operates 49 passenger trains, with 12 of these already managed by private entities under the PPP model.
They remain optimistic about the success of the outsourcing plan. However, it is prepared to continue operating the trains independently if private parties fail to meet passenger expectations.

ANF seizes over 10 kg drugs; arrests a drug dealer

RAWALPINDI, Aug 20 (APP): Anti-Narcotics Force (ANF) while conducting an operation in Sialkot managed to recover over 10 kg drugs, weapons and arrested a drug dealer, said an ANF Headquarters spokesman here on Tuesday.

He informed that in a joint operation conducted in Tehsil Daska, Sialkot by ANF and Punjab Police, 10.2 kg drugs, two motorcycles and weapons were recovered.

The accused who tried to escape during the operation opened fire on the ANF team with AK-47 and 30 bore pistol. However, the ANF team managed to arrest the drug dealer.

This is a major achievement of the ANF team in the fight against drug trafficking, ANF spokesman said.

Accused held in encounter

DG KHAN, Aug 20 (APP): An alleged accused was apprehended in injured condition after encounter at Vodwar Road late Monday night.
Police said that a team of Saddar Police Station was on routine petroleum when three suspicious armed men attempted to escape after observing the police.The team chased and encircled them.The accused opened fire on the police party.The team retaliated and during this encounter, one of the accused suffered bullet injuries and held by the team.
He was identified as Mohammad Yasir.
Search operation was started to arrest the other accomplices who managed to escape,said police.

MoHR  to review implementation of laws, policies

ISLAMABAD, Aug 20 (APP): Ministry of Human Rights (MoHR) is working with mandate to review human rights and protection of labour rights situation in the country including implementation of laws, policies and measures.
Talking to APP, an official said that the Ministry was also formulating various programmes for teaching of human rights at educational institutions.
He said that the Ministry was also working to implement the “Rules and Regulations for the Islamabad Capital Territory (ICT) Senior Citizens Act, 2021”.
The development of the Rules and Regulations for the ICT Senior Citizens Act is an important step in this process.”
Number of senior people is exceeding. It is thus critical to create an enabling and healthy environment to ensure that every human being, irrespective of age, was able to fulfill their potential with dignity and equality.
The year 2024 marked the 34th anniversary of the International Day of Older Persons as well as the initiation of the Decade of Healthy Ageing (2020-2030), he added.
He added that despite the Social Welfare Department setting up several old homes across the country to provide shelter to old people abandoned by their families, no senior centres exist for offering integrative recreational facilities and socialization opportunities to millions of elderly citizens in the country,
He further added that the legislation to protect the rights of elderly people living a less empowered social life.
The discussions focused on the draft rules and regulations for three key areas of Senior Citizens Card, Establishment of Old Age Homes and Privileges provided to senior citizens under the Act: (20% discount on the medical facilities and retirement benefits for the older people).

Labourer electrocuted

MUZAFFARGARH, Aug 20 (APP): A labourer was electrocuted to death while working on the rooftop of coke agency located at Khan Nullah here on Tuesday.
Rescue 1122 said that Bilal, 38, son of Abdul Aziz, resident of Basti Fakir Wala,was working on the rooftop when he accidently touched dangled 11 KV live electricity wire.He received severe shock and fell unconscious.He was shifted to THQ hospital Alipur where the doctor pronounced him dead.
The body was handed over to the heirs after completing formalities

IRSA releases 398,800 cusecs water

ISLAMABAD, Aug 20 (APP): Indus River System Authority (IRSA) on Tuesday released 398,800 cusecs water from various rim stations with inflow of 406,300 cusecs.
According to the data released by IRSA, water level in River Indus at Tarbela Dam was 1550.00 feet (maximum conservation level) and was 152.00 feet higher than its dead level of 1,398 feet. Water inflow and outflow in the dam was recorded as 257,100 cusecs and 256,600 cusecs respectively.
The water level in River Jhelum at Mangla Dam was 1214.00 feet, which was 166.00 feet higher than its dead level of 1,050 feet. The inflow and outflow of water was recorded 17,000 cusecs and 10,000 cusecs respectively.
The release of water at Kalabagh, Taunsa , Guddu and Sukkur was recorded as 313,700, 384,900, 394,000 and 371,000 cusecs respectively. Similarly, from River Kabul, a total of 62,800 cusecs of water released at Nowshera and 44,400 cusecs released from River Chenab at Marala.

Rescue 1122 sources said that Muhammad Iqbal (44) r/o Kalu Wala was working at under construction mosque when all of sudden he received severe electric shocks which resulted into his spot death.
