KP Governor pays surprise visit to DIKhan Hospital

Dera Ismail Khan , Jun 20 (APP): Khyber Pakhtunkhwa Governor Faisal Karim Kundi on Thursday paid a surprise visit to District Headquarters Hospital Dera Ismail Khan.
Chairman MTI Malik Mushtaq Ahmed Dar, Hospital Director Dr. Farrukh Jameel, Medical Director Dr. Sibghatullah Marwat and other officials welcomed the Governor Khyber Pakhtunkhwa.
Pakistan People’s Party Divisional President Sardar Qeizar Khan Miankhel, District President Malik Farhan Afzal Dhap,  Nawabzada Azizullah Khan Alizai and other party officials were also present on the occasion.
Governor inspected various wards of hospital and also inquired after the health of patients and met with their relatives.
The patients at the hospital and their relatives had a pleasant surprise to see the governor among them. Patients and people of the area told the governor about the treatment facilities being provided at the hospital and apprised the Governor about their problems.
The Governor directed the hospital administration and officials concerned to immediately address their grievances.
Later, Governor Khyber Pakhtunkhwa Faisal Karim Kundi visited the Topanwala bazar in the city and reached the shop of Malik Piyas Hussain Awan, a long-time worker of the Paki­stan People’s Party. He met with the shopkeepers, traders and people from different walks of life.
The traders, shopkeepers and people from different walks of life appreciated the Governor for visiting and meeting with common people.
The citizens, businessmen and party workers expressed their happiness seeing the governor suddenly present in their midst and also informed the Governor about various problems and difficulties they are faced with, the Governor assured of his full cooperation to solve these problems on priority basis.

415,569 domestic, 162 foreign tourists visited KP during Eid-ul-Azha holidays

PESHAWAR, Jun 20 (APP): A total of 415731 tourists including 415,569 domestic and 162 foreign visited different scenic sites of Khyber Pakhtunkhwa during Eid-ul-Azha.
According to information shared by Khyber Pakhtunkhwa Culture and Tourism Development Authority, these tourists visited scenic sites at Dir Upper, Malam Jabba, Galliyat, Chitral Upper, Chitral Lower, Kaghan and Naran.
Maximum number of tourists’ influx, around 174,720 was recorded in Kaghan and Naran sites, while around 162,872 number of tourists visited Galliyat.
About 23,440 tourists visited Chitral Lower and 46, 631 arrived at Malam Jabba area in Swat district.
The data has been complied by taking information from police check posts, levis check posts, Assistant Commissioner offices and field Assistant Directors of Development authorities.

President for enhanced capacity of LEAs to counter terror in Balochistan

GWADAR, Jun 20 (APP): President Asif Ali Zardari on Thursday called for enhancing the capacity of the Law Enforcement Agencies (LEAs), posting competent officers in Balochistan, and improving the prosecution mechanism to effectively counter terrorist elements in Balochistan.

The president expressed these views while chairing a meeting on the security/law and order situation in Balochistan, in Gwadar, on Thursday.

Minister for Interior, Mohsin Raza Naqvi, Chief Minister Balochistan, Mir Sarfraz Ahmed Bugti, MNA Malik Shah Gorgaij, Home Minister, Mir Ziaullah Langov, MPA Maulana Hidayat-ur-Rehman, senior civil and military officials attended the meeting.

The president was briefed about the overall security situation of the province as well as the role of LEAs in successfully countering terrorist attacks in various districts of Balochistan.

It was informed that the provincial government had adopted a targeted approach to improve the security and law-and-order situation in Balochistan.

It was further apprised that the initiatives taken by the LEAs had resulted in improving the security situation in the province. The president was informed that the provincial government was taking steps to provide fool-proof security to Chinese and foreign nationals.

He appreciated the efforts of the provincial government as well as the sacrifices of the LEAs in combatting terrorism.

The president emphasized that the prosecution system needed to be improved so that the terrorist elements could not escape justice.

He said that compensation for the families of martyrs of LEAs in Balochistan should be enhanced bringing it at par with the rest of the provinces. The president said that competent and brave police officials needed to be posted in Balochistan that would help improve the law-and-order situation of the province. He also called for taking effective measures to ensure the safety and security of Zaireen.

Underlining the need to improve the socio-economic condition of Balochistan, the President called for focusing on the skill development of its people and producing more skilled professionals.

He said that the capacity of training institutions should be enhanced to produce more trained human resources and equip them with foreign language skills that would also help them find jobs in foreign countries.

The president also called for promoting the fishing industry of Balochistan by providing financing and equipment to local fishermen, apart from promoting sustainable fishing practices and checking the production of illegal fishing nets.

During the meeting, the president said that political dialogue was the way forward to bring prosperity, development and peace to Balochistan.

Chief Minister Balochistan thanked the president for visiting Gwadar, saying that it would give the people of Balochistan a sense of ownership as well as strengthen the resolve of the LEAs to eliminate terrorism.

He informed that the provincial government was according top-priority to the capacity building of police and levies. He underlined the importance of equipping people residing in border areas of Balochistan with marketable skills to help them find employment in the country and abroad.

He highlighted that all stakeholders needed to make collective efforts to stamp out terrorism, besides evolving a national consensus for the development of Balochistan.

The meeting also urged the need for completing the Kachhi Canal project to fulfil the food requirements of the province.

Govt bringing reforms in energy sector to reduce electricity tariff: PM

ISLAMABAD, Jun 20 (APP): Prime Minister Muhammad Shehbaz Sharif on Thursday said the government was bringing reforms in the energy sector to reduce per unit rate of electricity in the country.

He was talking to a delegation of foreign experts in the energy sector, led by former Georgian Prime Minister Nika Gilauri which called on him here at the PM House.

In the meeting, the prime minister highlighted that circular debt, line losses and electricity theft were the major challenges in Pakistan’s energy sector.

Emphasizing the importance of energy sector for the country’s economic growth and development, he expressed his government’s commitment to implementing policies that reduce circular debt and improve the efficiency of electricity bill collection.

He said privatization and outsourcing of the power distribution companies was the top priority of the government. “In this regard the government desires to take benefit from the Georgian experience.”

The prime minister expressed his government’s desire to promote alternative energy sources, particularly solar energy, and reduce reliance on expensive energy sources.

He said the government would also promote public private partnership in the energy sector.

The prime minister directed the federal ministers to consult with the delegation regarding the basic reforms of the energy sector in the country and to set up a comprehensive strategy regarding these reforms immediately.

Minister for Planning and Development Ahsan Iqbal, Finance Minister Muhammad Aurangzeb, Petroleum Minister Musadik Malik, Power Minisetr Awais Ahmed Khan Leghari, Minister of State for Finance Ali Pervaiz Malik, and relevant high officials attended the meeting.

Tibetan govt-in-exile separatist political group: China

BEIJING, Jun 20 (APP): The so-called “Tibetan government-in-exile” is entirely a separatist political group, Chinese Foreign Ministry spokesperson Lin Jian said on Thursday.
“It is an illegal organization that violates China’s Constitution and laws. No country in the world recognizes it,” he said during a regular briefing held at International Press Center (IPC).
He said that when it comes to the contact and talks‚ between the Chinese Central Government and the 14th Dalai Lama, policy of the Chinese side is consistent and clear.
“The key is that the 14th Dalai Lama must have a complete reflection on and thoroughly correct its political propositions,” he added.
In response to a question about the meeting of US congressional delegation with Dalai Lama in Indian city of Dharamdhala, he said that administration there. Will you be commenting also on the visit of the US congressional delegation to Dharamshala, he said, “We made clear China’s position on the related issues previously.”
Lin Jian said that the Chinese government’s position on Xizang-related issues is consistent and clear. Xizang’s affairs are China’s internal affairs, which brook no external interference.
The Chinese side urges the US to fully recognize the importance and high sensitivity of Xizang-related issues, earnestly respect the core interests of China, abide by the commitments it has made to China on Xizang-related issues, he added.

PM grieved over martyrdom of Hujjaj in Makkah

ISLAMABAD, Jun 20 (APP):Prime Minister Muhammad Shehbaz Sharif on Thursday expressed deep sorrow and grief over the tragic incident in Makkah, Saudi Arabia, which resulted in the loss of precious lives of Hujjaj, including some from Pakistan.

The prime minister, in a statement, directed the Ministry of Religious Affairs and Pakistan’s Embassy in Saudi Arabia to ensure provision of best possible medical care to the Pakistani Hajj pilgrims who were admitted in hospitals.

He talked to Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar, Minister for Religious Affairs Chaudhary Salik Hussain and Pakistan’s Ambassador to Saudi Arabia Ahmed Farooq in Makkah and directed them to make arrangements for shifting of the bodies of martyred Hajj pilgrims to Pakistan.

He also directed the relevant authorities to provide all the required facilities to the Hajj pilgrims.

The prime minister prayed to the Almighty to grant eternal peace to those martyred in the incident and courage to their families to bear the loss with patience.

High-level delegation led by Industries Minister to visit Turkmenistan from June 24

ISLAMABAD, Jun 20 (APP): A high-level delegation led by Federal Minister for Industries and Production Rana Tanveer Hussain will visit Turkmenistan from June 24 to 26 to explore new opportunities for bilateral trade and investment.

The minister on Thursday held a meeting with Turkmenistan’s Ambassador to Pakistan Atadjan Movlamov to discuss matters relating to the visit.

During the meeting, the minister said that strengthening trade and economic relations with Turkmenistan was the government’s top priority and the delegation’s visit would play an important role in that regard.

Ambassador Atadjan Movlamov proposed that both countries should organize a joint trade exhibition to promote trade and investment.

Experts underscore leading role of carbon markets in KP to mobilize green financing in Pakistan

ISLAMABAD, Jun 20 (APP): Carbon markets will play a leading role in driving Pakistan’s climate action, however, addressing regulatory challenges, building capacity, and stakeholder consensus would be the key.

This was one of the key message from the consultative workshop on “Unlocking the potential of carbon markets in Khyber Pakhtunkhwa: Opportunities and regulatory need assessment” that was conducted in Khyber Pakhtunkhwa Planning and Development Department under a joint project of Sustainable Development Policy Institute (SDPI) and Embassy of Denmark in Pakistan, a news release said.

Imtiaz Hussain Shah, Additional Chief Secretary Planning and Development Department mentioned that Khyber Pakhtunkhwa is actively seeking opportunities within carbon markets to support our development objectives while mitigating greenhouse gas emissions. “Our commitment to sustainable development remains steadfast, recognizing the pivotal role that carbon markets can play in achieving this vision,” he said.

He further highlighted that through concerted efforts, we are dedicated to creating an enabling environment for carbon market development, ensuring a sustainable future for generations to come. By harnessing the potential of carbon markets, we aim to drive economic growth, reduce poverty, and build a more resilient Khyber Pakhtunkhwa”.

Jakob Linulf, Ambassador of Denmark to Pakistan mentioned that climate change is the mother of all crises. It is worsening the world, and if we don’t take action, the coming generations will face severe crises.

He stressed the significant role that is to be played by the federal and provincial government departments. While highlighting the role of Khyber Pakhtunkhwa government, he appreciated the government efforts around climate action and mentioned that it further needs to create awareness on how to make the best use of its natural resources. Pakistan needs to transform its economy, and carbon trading could be a source of project financing.

Dr. Vaqar Ahmed, Joint Executive Director at SDPI while highlighting the significance of carbon markets in Pakistan mentioned that the country needs “foreign exchange”, and carbon markets is one of the low hanging fruits through which it can implement and bring the foreign currency into Pakistan.

He further mentioned that with introduction of global initiatives, such as “European Union’s Carbon Border Adjustment Mechanism (CBAM)”, Pakistan is going to face an increasing pressure of reducing the carbon footprint of its exports.
Especially given that over 44% of Pakistan’s exports are going to Europe, the country has limited time to make necessary adjustments before CBAM will be applied. Carbon markets in Pakistan would not only help in achieving the NDCs that we have set for ourselves, but that would also generalize the financing for low carbon technologies in Pakistan.

Mrs. Sarah Rehman, Chief International Development Section at P&DD mentioned that in Pakistan, the reality of climate change is not just a topic of discussion; it’s a stark reality evident in recent floods, health concerns, food insecurity, and impacts on tourism.

She said to address these pressing issues, we have established a dedicated Climate Cell within the Planning and Development Department. This specialized unit collaborates closely with stakeholders to confront the challenges posed by climate change. Moreover, we’re diligently evaluating every project in our database through the lens of climate change. This comprehensive approach ensures that each initiative contributes to a sustainable future for Khyber Pakhtunkhwa.

Engr. Ubaid ur Rehman Zia, Head of Energy Unit at SDPI highlighted various challenges that currently exist for an efficient carbon markets in Pakistan. The key challenges include i) limited capacity of both public and private sector entities, ii) limited data availability for a carbon registry, knowledge gaps around global standards, and iii) the market complexities.

As the way forward, Ubaid highlighted that climate action needs to be incorporated in every decision-making process of the government and its entities. In this regard, creation of Pakistan climate change authority is a step in the right direction.

He further mentioned various aspects of SDPI and Embassy of Denmark’s joint project on carbon markets under which they are conducting capacity building workshops across Pakistan along with addressing the knowledge gaps.

Dr. Khalid Waleed, Research Fellow at SDPI during his presentation on carbon markets mentioned that Pakistan’s economy is already vulnerable to climate change, it needs to couple its economic growth with environmental sustainability.
For corporates, industries, and other project developers, this would require providing an alternate engine of economic growth that ensures environmental sustainability while further enabling them to climb up the corporate ladder. This is where carbon markets would play an essential role.

He also conducted a discussion around the global trend in carbon markets.

Zainab Naeem, Associate Research Fellow at SDPI mentioned that carbon pricing has not been explicitly mentioned in the existing policy documents in Pakistan. To ensure inclusive pricing policy, there is a need to focus on a hybrid mechanism that can benefit all stakeholders.

Senators call for revising taxes on salaried class, medicines, property business, cement industry

ISLAMABAD, Jun 20 (APP): The senators on both sides of the isle on Thursday called for revising proposed taxes on the salaried class, medicines, cement industry and property business, besides minimizing power load-shedding in the country.

Taking part in the debate on budget 2024-25 in the Senate, Pakistan Tehreek-e-Insaf’s (PTI) parliamentary leader Ali Zafar claimed that no relief was given in the budget rather new taxes were imposed which would further burden the people.

He said the finance minister should have proposed steps to reduce the government’s intervention into the market besides promoting a market driven economy. No concrete recommendations were suggested for economic growth and reduction in the government expenditures.

The economic growth would suffer with increase in the taxes to achieve the revenue target of Rs 3.8 trillion, he added.

Kamran Murtaza of the Jamiat Ulema-e-Islam-Fazl said JUI-F said that the federal consolidated funds needed to be discussed at the forum.

He regretted that three governments remained in power but new National Finance Commission Award had been announced in violation of Article 160 of the Constitution.

Quratulain Marri of the Pakistan Peoples Party said an amount of Rs 150 billion was allocated for electricity, and claimed that 20-hour power load-shedding was being carried out in her constituency.

Similarly, Rs 22 billion was earmarked for gas, which was also in short supply, she added.

He called for revising tax on medicines as it would negatively impact the poor people.

He pointed out that meager funds were allocated for development projects in Khyber-Pakhtunkhwa, which should be enhanced.

He called for ending power loadshedding in the KP as the province was generating around 5,790 mega watt (MW) electricity. No new major scheme in the power sector in the province in the annual Public Sector Development Programme had been announced, he added.

He said the allocation of Rs 67 billion for higher education was not enough and it should be enhanced. He also called for slashing tax on people associated with property business.

Similarly, he said that increase in tax on cement would affect the construction business, besides directly affecting the poor people associated with it.

He said agriculture was considered as the backbone of the country for which only Rs 115 billion had been allocated. Kisan Card like facilities should also be extended to other provinces, he added.

Muhamamd Faisal Vawda, while taking part in the budget, alleged that the PTI government had delayed issuance of an SRO to benefit a specific automobile industry. Vehicles were imported prior to its notification.

He said the House should ensure consistency of policies.

Pakistan’s dedication to int’l standard nautical products re-affirms its contribution to global maritime activities: CNS

ISLAMABAD, Jun 20 (APP): Chief of the Naval Staff (CNS), Admiral Naveed Ashraf on Thursday said the continued dedication to ensure production of International standard nautical products re-affirms its role as an important contributor to global maritime safety, efficiency and sustainability of marine activities that was pivotal in securing national maritime interests and promoting national maritime sector.

In his message on World Hydrography Day, the Naval Chief said the Day is celebrated worldwide on 21st June each year to raise awareness about the importance of hydrography and how it plays an important role in improving our knowledge of the oceans, a Pakistan Navy news release said

The theme chosen by International Hydrographic Organization (IHO) for WHD-24 is “Hydrographic Information Enhancing Safety, Efficiency, and Sustainability in Marine Activities,” which aptly underscores the criticality of hydrographic services in contemporary maritime affairs, he added.

Admiral Naveed Ashraf, “Annual celebration of this day emphasizes importance of hydrography as it underpins almost every activity associated with the sea including safety of navigation, security and defence, environmental protection, ports and harbour construction, coastal zone and disaster management and maritime boundary delimitation. Pakistan is blessed with over 1000 kms of coastline along with 290,000 Sq kms of sea area within its EEZ (Exclusive Economic Zone) and Continental Shelf (CS).”

He said that Pakistan like other coastal states is responsible for hydrographic surveys and production of nautical charts/ maps of its waters to provide accurate nautical information to the mariners. On behalf of Pakistan, the National Hydrographic Office (NHO) is entrusted with this task.

In this backdrop, he said NHO conducts comprehensive hydrographic surveys and ensures regular updating of relevant nautical products in order to ensure navigational safety of the vessels traversing through Pakistani waters.

the Naval Chief said, “NHO is also shouldering the National responsibility of Coordinator NAVAREA-IX (comprising North Arabian Sea, Persian Gulf, Red Sea region) since 1976 for promulgation of Navigation Warnings. This is indeed a great honour for Pakistan, which shows the trust of the world community on capabilities and professionalism of our hydrographers.”

The Hydrographers, he said have also remained instrumental in helping us determine the maritime boundaries and in past getting Pakistan’s extended Continental Shelf area of 50,000 sq Kms approved from UN in 2015. As promoter of national maritime domain, it is also worth mentioning that PN/NHO in collaboration with China has also taken a lead role in first ever systematic hydrocarbon resource mapping of Pakistan’s complete EEZ. In days to come this effort shall facilitate offshore oil & gas discoveries and may provide a boost to the national economy, he added.

“Pakistan Navy celebrates this day every year to underscore the importance of hydrography towards its share in all marine and maritime related activities which are eventually contributing towards our national economy.

On this day, let us collectively celebrate the strides made in hydrography and dedicate ourselves to the ongoing pursuit of knowledge and innovation in this vital field. Through commitment and foresight, let us navigate the challenges of today and chart a course towards sustainable seas and growth of national economy through enhanced trade and exploitation of marine resources,’ the Naval Chief said.
