EU–Pakistan Joint Commission discusses democracy, trade, migration

BRUSSELS, Dec 20 (APP):The 15th European Union (EU) – Pakistan Joint Commission in its meeting here reviewed political and economic developments in the EU and Pakistan and discussed in depth bilateral cooperation in different fields.
The commission discussed the issues of democracy, governance, human rights, trade and investment, development, migration, climate and energy, science and technology, as well as the implementation of the EU-Pakistan Strategic Engagement Plan (SEP).
Both sides exchanged views on the regional situation and reaffirmed the importance of their longstanding partnership, underpinned by shared interest in promoting regional stability.
Meanwhile, the meeting of the Sub-Group on Democracy, Governance, Rule of Law and Human Rights was held on 1 December 2025, where Pakistan side was represented by Ministry of Foreign Affairs and EU side by the European External Action Service (EEAS).
The two sides stressed the importance of maintaining close cooperation on Human Rights, as part of the bilateral relation and in international fora. The EU congratulated Pakistan for its election to the UN Human Rights Council, whose members are expected to uphold the highest standards in the promotion and protection of human rights.
Pakistan updated on progress under the National Action Plan on Human Rights and the National Action Plan on Business and Human Rights and on the work of the various national institutions in charge of promoting and protecting human rights across the country.
The EU reiterated its commitment to supporting Pakistan’s efforts to guarantee the protection of all human rights, including women and children’s rights, minorities’ rights, labour and migrant rights, as well as fundamental freedoms, such as freedom of expression and opinion including growing problem of disinformation.
Both sides also reviewed Pakistan’s progress on the implementation of the 27 international conventions as required under the GSP+ framework. The EU welcomed progress made in bringing Pakistan’s application of the death penalty in line with international standards and encouraged further steps in this regard. It also recognised important first steps against torture, as well as the creation of a Commission on Minorities.
The EU encouraged further steps to be taken in the short term in view of the upcoming GSP+ Monitoring Report, and reiterated the need for further reforms in the medium and long term. The EU and Pakistan notably exchanged views on freedom of expression and media, enforced disappearances, the independence of the judiciary, freedom of religion or belief, anti-Muslim hatred, the rights of persons belonging to minorities and vulnerable groups.
Both sides underlined the importance of proportionality and appropriate safeguards and the need to continue dialogue on these concerns. Regarding labour rights, the EU and Pakistan discussed efforts to scale up and strengthen labour inspections, ensure respect of the minimum wage and enhance women’s opportunities in the labour market. The need for more systemic efforts were discussed in response to EU side’s concerns on low number of workers in trade unions.
The EU is Pakistan’s second-largest trading partner, with Pakistan being the main beneficiary of the Generalised Scheme of Preferences Plus (GSP+) arrangement, contributing significantly to the growth of bilateral trade.
The meeting of the Sub-Group on Trade convened on 15 December 2025, where Pakistan side was represented by Ministry of Commerce and EU side by the European Commission’s Directorate-General of Trade.
During discussions in the EU-Pakistan Sub-Group on Trade, both sides acknowledged the importance of a robust multilateral trading system. EU-Pakistan bilateral trade relations were discussed at length, covering a wide range of topics including market access challenges for both sides.
Among other areas of specific interest, cooperation on the implementation of the GSP+ was prominent.  Both sides discussed follow-up of the GSP+ Monitoring Mission that took place from 24 November to 3 December 2025, including the upcoming GSP report and re-application to the GSP+ scheme under the new GSP Regulation.
Both sides highlighted the need to improve the overall business environment and expressed their commitment to advance this work, including at the upcoming High Level EU–Pakistan Business Forum on 28–29 April 2026 in Islamabad.
The meeting of the Sub-Group on Development Co-operation convened on 16 December 2025. Pakistan was represented by the Joint Secretary of the Ministry of Economic Affairs, the EU by the Directorate-General for International Partnerships of the European Commission.
The EU and Pakistan agreed on the continued relevance of key priority areas under the ongoing Multiannual Indicative Programme (MIP): i) green inclusive growth, ii) human capital/TVET, and iii) governance including rule of law and human rights.
These priorities remain well aligned with the National Development agenda of Government of Pakistan. In this context, Pakistan welcomed notably the EU’s continuous support to Pakistan’s climate change resilience, in a Team Europe approach.
The EU presented the outline of the projects for the period 2025-2027 and updated on the EU’s policy framework and Global Gateway strategy. In particular, the EU and Pakistan welcomed the recent re-engagement of the European Investment Bank On the margins of the Joint Commission, the European Investment Bank (EIB) signed its first credit financing agreement in Pakistan’s water sector since 2015. Pakistan looks forward to continued EIB support for development projects of national importance.
The two sides also discussed regional programmes and recognised the importance of strengthening regional collaboration in areas of common interest. In the area of governance and rule of law, they also discussed the critical role of civil society in the country’s socio-economic development, as well as support to an enabling environment for Global Gateway investments to thrive.
Reaffirming their commitment to the EU–Pakistan Strategic Engagement Plan (SEP) of 2019, the EU and Pakistan assessed progress achieved over the past six years.
The two sides welcomed the recent momentum of high-level interactions, including the convening of the 7th Strategic Dialogue in Brussels on 21 November, that was co-chaired by High Representative/Vice-President Kaja Kallas and Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar.
The Joint Commission took stock of progress under the EU–Pakistan Comprehensive Dialogue on Migration and Mobility, including co-operation on return and readmission within the framework of the EU–Pakistan Joint Readmission Agreement, as well as developments on legal migration under the EU–Pakistan Talent Partnership.
The EU welcomed Pakistan’s concrete steps to improve cooperation on migration-related issues and its readiness to deepen the engagement, in particular on countering irregular migration and migrant smuggling.
In this regard, the two sides noted with appreciation Pakistan’s support for the Global Alliance to Counter Migrant Smuggling and the participation of its Interior Minister Syed Mohsin Naqvi, in the 2nd International Conference of the Alliance held in Brussels on 10 December 2025. They also expressed satisfaction on the recent endorsement of the Talent Partnership Roadmap during the 3rd Migration and Mobility Dialogue.
On returns and readmission, both sides agreed on the importance of the full and effective implementation of the EU-Pakistan readmission agreement, also with a view to the implementation of the upcoming Return border procedure as part of the Pact on Migration and asylum, and that the sharp decrease of irregular arrivals to EU Member States and increase in returns must continue.
The two sides also discussed issues of common interest and examined the potential for expanding co-operation in the area of climate change and environment, as well as in the fields of education, culture, science and technology, connectivity and digitalisation.
They appreciated the significance of the EU-Pakistan knowledge partnership, in particular the growing participation of Pakistani students under the Erasmus Mundus scholarship programme. Both sides also agreed to explore research collaborations under the Horizon Europe Programme.
The EU welcomes the ongoing discussions between Pakistan and UNHCR to seek to identify and compile a list of vulnerable cases, to ensure their adequate protection. The EU appreciated that Pakistan is hosting millions of Afghan nationals for over four decades. They emphasised that any return must be safe, dignified and in line with international standards.
The EU and Pakistan recognised the significance of regional collaboration on security challenges, particularly in the areas of counterterrorism and counter-narcotics. The EU underlined the continuous relevance of its Strategy for Co-operation in the Indo-Pacific in steering its engagement in the region.
Both sides affirmed their support to the implementation of the Comprehensive Plan to end the Gaza Conflict, which allowed for a ceasefire, the release of the hostages and better humanitarian access to Gaza. They reiterated the importance of ensuring that all parties adhere to the ceasefire, implement all phases, and refrain from any actions that jeopardise the agreement.
The EU stressed its determination to contribute to the implementation of the Plan by contributing to security, governance, recovery and reconstruction aspects. They underscored their support for concrete steps towards the two-state solution in accordance with the relevant UN resolutions.
The EU restated its position on Russia’s ongoing war of aggression against Ukraine. The Pakistan side briefed on the issue of Jammu and Kashmir, as well as on the Indus Waters Treaty. Both sides stressed the importance of resolving conflicts peacefully and in full conformity with international law and the principles of the UN Charter. The two sides also discussed the situation in Afghanistan, security threats emanating from Afghan soil and the need for humanitarian assistance.
The Joint Commission was co-chaired by Muhammad Humair Karim, Secretary, Ministry of Economic Affairs of Pakistan, and Ms Paola Pampaloni, Acting Managing Director for Asia and the Pacific in the European External Action Service. It was agreed to hold the next session of the EU-Pakistan Joint Commission in Islamabad in 2026.

Important progress regarding Punjab’s first e-taxi scheme

LAHORE, Dec 20 (APP):A steering committee meeting on the e-taxi scheme was held under the chairmanship of Transport Minister Bilal Akbar Khan, in which senior officials of the Transport Department, Bank of Punjab and other relevant departments participated.
In the briefing given to the meeting, it was informed that 1100 electric vehicles have been allocated in the first phase of the scheme, while more than 22 thousand applications have been received for the scheme.
According to the officials, after examining the applications received, the approval process is underway and applications complete in all respects will be included in e-balloting. The number of vehicles allocated for individual applicants can be increased as needed.
Addressing the meeting, Transport Minister Bilal Akbar Khan directed to complete all matters related to the e-taxi scheme at the earliest.
He further said that through the e-taxi scheme, not only the youth but also women will get decent and excellent employment opportunities.
This scheme will provide modern, environment-friendly and better travel facilities to the people. Very easy conditions have been laid down for the scheme and the government itself will bear the entire burden of interest on the vehicles.
Bilal Akbar Khan clarified that the Punjab government is committed to making the e-taxi scheme an exemplary project to promote a modern transport system and create employment opportunities.

ICT Police security division ensures protection of 903 events, 15 VVIP visits in 2025

ISLAMABAD, Dec 20 (APP):Islamabad Police Security Division successfully provided foolproof security to 903 national and international conferences and events, along with 15 international VVIP delegations, during the year 2025, reflecting a significant strengthening of security arrangements in the federal capital.
An official told APP on Saturday that the 2025 performance report of Islamabad Police Security Division has been issued under the vision of Inspector General of Police (IGP) Islamabad Syed Ali Nasir Rizvi, highlighting major reforms and operational achievements aimed at ensuring peace, stability and protection of sensitive installations.
According to the report, special security arrangements were made for 31 sessions of the National Assembly, 17 Senate sittings, four joint sessions of Parliament, and several important in-camera briefings, all conducted peacefully under enhanced security protocols.
The report stated that a “Panic Alert System” was introduced in the Special Protection Unit to ensure the safety of Chinese nationals, while the Diplomatic Enclave perimeter wall was equipped with an electrified wire system to strengthen access control. In addition, modern ANPR cameras were installed at entry points, and Serena Checkpost was upgraded with advanced technology.
Foolproof security was also provided during the arrival of Pakistan Super League (PSL) teams and other international sports delegations. The Security Division further ensured effective arrangements in the Red Zone and Extended Red Zone, safeguarding key government buildings, diplomats and sensitive locations.
The report added that record promotions were granted to Security Division officers in 2025, with ranks formally pinned after promotions. A tree plantation drive was also organised inside the Diplomatic Enclave under the “Green Pakistan” campaign.
During “Ghazi Week,” police officers who displayed courage and bravery in the line of duty were honoured, while open conferences with embassy security officials were held to address operational challenges and strengthen coordination.
SSP Security Division Captain (R) Syed Zeeshan Haider said that Islamabad Police Security Division remains fully committed to protecting sensitive installations, diplomatic missions and important personalities, adding that all available resources are being utilised to maintain peace and stability in the federal capital.

Lukashenko proposes wider involvement of Constitutional Court in legislative work

ISLAMABAD, Dec 20 (BelTA/APP):The Constitutional Court needs to be more actively involved in legislative work, Belarusian President, Chairman of the Belarusian People’s Congress Aleksandr Lukashenko said during the appointment of the new chairman of the Constitutional Court at the second session of the 7th Belarusian People’s Congress, BelTA learned.
Sergei Sivets has been elected Chairman of the Constitutional Court of Belarus. “This is a major event in a person’s life. Especially for a young person, whom we are elevating to such a position. We very much hope that he will be a worthy representative and chairman of the Constitutional Court.
I believe you will find common language with our judges of the Constitutional Court. They are highly qualified specialists. When speaking with Natalya Kochanova [Chairperson of the Council of the Republic] the day before, I asked her to also convey this message to Igor Sergeyenko [Chairperson of the House of Representatives].
The court has our finest and most capable legal scholars, so they should be more involved in the work of formulating our laws and legislation as a whole,” the head of state said.
“Especially in terms of oversight and perhaps preliminary oversight. Why should we rely on some postulates taught to us by so-called democratic countries? We have our own country.
We must create the laws by which we will live and work. We will create more refined laws so that we do not have to amend then so frequently,” the Belarusian leader added.

Rajab moon may be sighted on Sunday

According to the SUPARCO (Pakistan Space and Upper Atmosphere Research Commission) officials, the moon of Rajab is likely to be sighted at 6:43pm on Sunday.
According to SUPARCO, the moon will be 35 hours and 26 minutes old at sunset on December 21. The chances of the moon being sighted with the naked eye on the evening of December 21 are bright. The first day of Rajab Al-Murjab is likely to fall on December 22.

Governor KP attends walima of Khateeb’s son, visit Data Darbar

LAHORE, Dec 20 (APP):Governor Khyber Pakhtunkhwa, Faisal Karim Kundi, attended the Walima ceremony of Syed Muhammad Abdul Raziq Azad, son of the Khateeb of Badshahi Mosque and Chairman Ruet-e-Hilal Committee, Maulana Syed Muhammad Abdul Khabeer Azad, here on Saturday.
The ceremony was attended by Federal Interior Minister Mohsin Naqvi, Governor Gilgit Baltistan Syed Mehdi Shah, federal ministers, former ministers, members of parliament, foreign diplomats, and prominent business and social figures. Governor Faisal Karim Kundi congratulated the newlywed couple on the beginning of their marital life and prayed for their happiness, success, and blessings.
The Governor also visited the shrine of the great Sufi saint Hazrat Data Ganj Bakhsh (RA) Data Darbar. He laid a floral chadar at the shrine and offered prayers for peace, progress, prosperity, and national harmony in the country.
Governor Kundi also distributed langar among the devotees at the shrine, highlighting the Sufi tradition of service to humanity. He said that the shrines of saints promote the values of love, tolerance, and selfless service, which are essential for a peaceful society.
He offered special prayers for peace, brotherhood, and overall development of Pakistan, including Khyber Pakhtunkhwa, and remarked that spiritual centers play a vital role in strengthening national unity and moral values.

China, UAE to intensify trade and economic relations in the future

BEIJING, Dec 20 (APP)::China is willing to strengthen the alignment of its 15th Five-Year Plan with the development plan of Middle Eastern countries and further enhance cooperation, said Chinese Foreign Minister Wang Yi in a statement, following his recent visit to three countries in the Middle East.
UAE foreign trade minister Thani bin Ahmed Al Zeyoudi noted that bilateral strategic cooperation between the United Arab Emirates (UAE) and China is growing under the leadership of the two countries. Non-oil trade volume between the two sides reached over $90 billion in 2024 and is expected to exceed $100 billion this year, CGTN reported.
As economic relations boom, bilateral investment is also expected to grow further, with logistics as a major highlight.
Major ports and free trade zones in the UAE have established partnerships with their counterparts in China. What’s more, as China’s Hainan Free Trade Port launched island-wide special customs operations, it is increasingly attractive for more and more UAE companies to set up operations in China, while Chinese companies could use the UAE as a base to reach wider markets.
China is expected to host the second China-Arab States Summit in 2026, and more cooperation between China and the UAE is expected on the horizon.

Popular quiz competition concludes

ISLAMABAD, Dec 20 (APP):The popular Zehni Azmaish (quiz competition) of Dawat-e-Islami concluded at E-11, Islamabad, with the final round hosted by Shura member and spokesperson Maulana Abdul Habib Attari.
The competition began with recitations from the Holy Quran and naats, attracting thousands from Islamabad and Rawalpindi. In the final round, Hyderabad edged past Lahore by a single point, earning Umrah tickets as the winning prize.
Moved by the runners-up’s devotion and love for the Holy Prophet (PBUH), Shura member Abdul Habib Attari awarded them Umrah tickets.
The programme also featured a short sketch promoting respect, care and service for parents.
 Participants were urged to honor and serve their parents, while the programme also featured a segment promoting adherence to traffic laws.
Shura member Haji Waqar-ul-Madina thanked participants from Rawalpindi and Islamabad and praised the local administration for its support, as the gathering drew thousands of devotees along with political, social and media figures.

IESCO notifies power suspension programme

Toshakhana case upholds rule of law: Talal Chaudhary

FAISALABAD, Dec 20 (APP):Minister of State for Interior Senator Talal Chaudhary said that Toshakhana case was a clear, straightforward and evidence-based matter, stressing that the rule of law does not change on the basis of popularity or political status as the law applies equally to all.

on Saturday, he said that social media records, court documents and publicly available evidence clearly showed that valuable gifts including necklaces worth millions of rupees were retained for personal use instead of being deposited in the Toshakhana, deliberately undervalued and obtained by misusing a state position. Such actions not only constituted a clear violation of the law but also caused serious damage to Pakistan’s international reputation, he added.
The state minister said that the gifts received from friendly countries are a national trust and their misuse brought embarrassment to Pakistan and its consequences are still felt at diplomatic levels abroad.
He said that the present government had completely reformed the Toshakhana system by introducing full transparency, under which state gifts are now publicly displayed and auctioned openly in the presence of cameras in addition to utilize the proceeds for education, health and other welfare projects. No ruler or official could now personally retain such gifts, he added.
Talal Chaudhary said that labeling a case as political does not erase a crime. If a gift was received, not deposited and deliberately mis-valued, it constituted a clear offense. The law demands greater accountability from politicians than ordinary citizens, he added.
Clarifying reports regarding children’s visas and NADRA cards, he said that Interior Ministry records clearly showed that no visa or NICOP application had been submitted to date. Once an application is filed, a visa can be issued within hours, he said, urging the people to follow legal procedures instead of playing sympathy cards.
Rejecting misinformation about jail facilities, he said that detainees are provided all legal facilities, including medical care, personal staff and meeting permissions, but unnecessary propaganda was still being spread.
He said that facilitation in the justice system existed in the past, but such practices had now ended as decisions were being made strictly on the basis of evidence and law. Anyone involved in legal violations would be held accountable regardless of power or popularity, he added.
Speaking on foreign policy, Talal Chaudhary said that Pakistan’s diplomacy was currently at its strongest level in history. In this regard, he cited strategic, diplomatic and defense partnerships with China, the United States, Europe, Arab countries and particularly Saudi Arabia as proof of growing global confidence in Pakistan under the leadership of Prime Minister Shehbaz Sharif.
He said that the government’s sole focus was Pakistan, its people and resolution of their problems, adding that protests, resignations or pressure tactics could not derail the course of law rather the accountability would have to be faced for actions committed.
Appreciating the performance of Livestock Department, he said that public service projects were the true essence of politics and the government would continue to move forward on this path.
