Experts for amending laws to harness family, society relationship

ISLAMABAD, Feb 13 (APP):The experts on Tuesday urged the upcoming government to make and amend laws to foster cohesiveness among families and society, while considering the country’s social fabric, national character, and religious subtleties.
This was observed by speakers at the launch event of ‘Study Group on Socio-legal Legislation’ – a dynamic forum established by the Institute of Policy Studies (IPS), Islamabad, to generate debate and offer indigenous policy options for viable legislation in the country.
The forum, intended to cultivate a pool of researchers for impactful contributions to the policymaking process, comprises law practitioners, academics, religious scholars, and social activists.
This initiative aims to engage with stakeholders on socio-legal issues in an unbiased, constructive, and result-oriented manner.
The group will convene periodically to deliberate upon various aspects of enactments and bills to form a coherent narrative for the policymakers, opinion makers, and common citizens, with expected outcomes in the form of policy inputs and legislative reviews.
Senior Researcher, IPS, Syed Nadeem Farhat, in introductory remarks said empowering efficient legislation played a pivotal role in maintaining societal order, with a growing emphasis on family-related laws reflecting evolving societal norms.
In a parliamentary democracy, legislative bodies assume a crucial role in addressing societal issues by enacting and amending laws that resonate with the population’s changing needs.
The significance of legislation, particularly in family matters, underscores the state’s commitment to fostering equitable and just social structures.
In the context of Pakistan, exploring the evolution of legislative responsiveness becomes paramount as it reflects the nation’s commitment to adapting legal frameworks to meet the contemporary needs of its citizens, he said.
 Overall, legislative initiatives are indispensable tools in shaping the legal landscape, ensuring social harmony, and responding to the dynamic challenges of a changing society.
The discussion emphasized the pivotal need to develop an efficient legislative toolkit to ensure efficacy and alignment in law-making.
The participants further recognized the importance of citizen awareness, stressed the critical role of aligning legal frameworks with evolving societal changes, cautioned against impulsive law-making, and emphasized the necessity of harmonizing core values with human rights principles.
The participants acknowledged the imperative of coordinating with provincial assemblies and engaging with provincial bureaucracies.
Furthermore, ensuring public accessibility to information regarding the laws and the purpose of laws was deemed vital to fostering citizens’ understanding.
The discussion called for a deeper exploration into law-making dynamics for an effective legislative framework.
In concluding remarks, Chairman, IPS Khalid Rahman stressed the imperative of capacity building within society, acknowledging that legislators play a pivotal role in shaping the socio-legal landscape.
Additionally, he highlighted the importance of coalition building, recognizing the collaborative efforts required to navigate the complexities of legislative processes and their impact on society.

Rs 2.2b collected through e-Abiana System

LAHORE, Feb 13 (APP):E-Abiana System, developed by Punjab Information Technology Board (PITB) for the Punjab Irrigation Department, has collected more than Rs. 2.2 billion against 7.8 million bills issued to the farmers.
This emerged during a progress review meeting presided over by PITB Chairman Faisal Yousaf held at Arfa Software Technology Park (ASTP) on Tuesday. PITB Additional Director General (ADG) Khurram Mushtaq and other senior officials were also present in the meeting.
During the meeting, PITB Chairman Faisal Yousaf highlighted that the e-Abiana System not only provides comprehensive data to farmers and landowners across Punjab but also aids in preventing water theft and promoting efficient water usage.
“Through the e-Abiana System, farmers can conveniently pay their bills online through e-Pay Punjab, enhancing accessibility and ease of use. The digital mechanism, operational across Punjab, is overturning the decades old traditional process of manual billing,” he added.
The meeting also discussed the ongoing success of the e-Abiana initiative and its positive impact on the agricultural community. Chairman Faisal Yousaf expressed satisfaction with the results and emphasized the broader benefits of the system in water management and conservation.
The e-Abiana System continues to contribute to the modernization and efficiency of the irrigation sector in Punjab, ensuring transparency and facilitating farmers in managing their water bills seamlessly.

CAN expresses shock over civil society rep’s exclusion from IEA moot

ISLAMABAD, Feb 13 (APP): The Climate Action Network International (CAN) has expressed its shock over exclusion of the civil society representatives from the International Energy Agency (IEA) 50th Ministerial meeting taking place in Paris, France that commenced on Tuesday.

“The International Energy Agency (IEA) Ministerial started on the 13th of February, 2024, and runs for three days. CAN is calling out the lack of civil society representation at these events. The IEA has failed to champion any voices from the environmental, climate or wider civil society movements for the multiple panels taking place over the three days. This is despite leaders acknowledging that without massive public support, a just energy transition will simply not happen. CAN represents over 1,900 organisations from 130 countries, we are part of the clean energy transition and our efforts to further climate action are essential to the process,” the CAN said in its news release here received.

The participation of civil society in international forums related to the environment is a principle enshrined in international environmental governance and more than two thirds of IEA members have a legally binding obligation to promote public participation in forums dealing with environmentally related matters.

Executive Director, Climate Action Network International, Tasneem Essop said, “A just energy transition aligned with the Paris Agreement and a 1.5 C pathway will not happen unless people’s voices, concerns and solutions are heard. It is shocking therefore that the IEA 50th Anniversary agenda gives no space to representatives from environmental civil society, social movements or trade unions from across the world and only includes the usual echo-chamber of voices from governments, business and technical experts. It is time that the IEA not only recognises the important role that civil society plays to address the climate crisis, but also puts this into action through creating the space to have our voices heard. It is the only way to address this crisis so that no one is left behind.”

KP Minister inaugurates child protection unit in Abbottabad

ABBOTTABAD, Feb 13 (APP):Provisional Caretaker Minister for Social Welfare, Special Education, and Women Empowerment, Justice retired Arshad Qaiser on Tuesday stated that the government is determined to fulfill its international and national responsibilities for the protection of children.
He expressed these views while addressing the inauguration ceremony of the Child Protection Unit in collaboration with UNICEF, under the supervision of the Department of Social Welfare, Special Education, and Women Empowerment Government of Khyber Pakhtunkhwa.
The minister said that establishing Child Protection Units in every district of Khyber Pakhtunkhwa and strengthening the Child Protection Help Line 1121 are among the priorities of the government for the welfare of children.
Arshad Qaiser said that the inauguration of the Child Protection Unit in Abbottabad is a crucial milestone in strengthening the child protection system in Khyber Pakhtunkhwa.
He appreciated the comprehensive system for the protection of children established by Secretary of Social Welfare and Special Education, Dr. Anila Mahfooz Darani, Commissioner Hazara Division Syed Zaheer-ul-Islam, and Chief Protection Officer UNICEF Peshawar Ijaz Muhammad Khan, and Child Protection Specialist Suhail Ahmed for their efforts in ensuring cooperation between stakeholders.
Commissioner Hazara Division Syed Zaheer-ul-Islam while addressing the ceremony said that children are the most precious asset of the nation and it is the duty of the government and all members of society to provide them with all kinds of protection. He assured that all line departments will cooperate fully in this regard.
Speaking on the occasion, Additional Secretary Social Welfare Farooq, Chief Protection Officer Ijaz Muhammad Khan, UNICEF Field Officer Aridoula Razaq, Sosan, UNICEF Child Protection Specialist Islamabad, Suhail Ahmed, UNICEF Child Protection Specialist Peshawar, and others also addressed and briefed on children’s rights and protection.

Commissioner visits BIUT

HYDERABAD, Feb 13 (APP):Commissioner Shaheed Benazirabad Division Syed Muhammad Sajjad Haider visited Benazir Institute of Urology and Transplantation (BIUT) and inspected various departments here on today.

While giving briefing to the commissioner coordinator Muhammad Amin Dhraj said that BIUT Shaheed Benazirabad is currently working under the management of SIUT, more than 50 patients are being examined daily in OPD while severely affected patients are sent to PMC Hospital for admission.

He further informed that BIUT Shaheed Benazirabad consists of 250 beds, with the regular functioning of which these patients will be admitted in this institution like Sukkur, free treatment facilities will be provided, including advanced robotic OT and dialysis.

It is hoped that after the approval of the budget and getting a separate feeder for electricity, the BIUT will be made regular and provided to the patients other than dialysis, on this occasion Commissioner Syed Muhammad Sajjad. Haider said that HESCO administration will be contacted for a separate electricity feeder so that by making this institution fully functional, better health facilities can be provided to the kidney patients of Shaheed Benazirabad and other districts.

The Commissioner said that the establishment of this institution is no less than a blessing for the patients of Shaheed Benazirabad and its surrounding areas. They used to have to go to the other cities, now they will have the facility of treatment here.

 

Record pertaining Fawad Chaudhry’s arrest submitted at IHC

ISLAMABAD, Feb 13 (APP):The specific details of the cases, registered against former federal minister Fawad Chaudhry in the twin cities, on Tuesday were submitted to the Islamabad High Court (IHC).
Chief Justice IHC, Amir Farooq, heard the plea of Fawad Chaudhry on Tuesday, seeking details of the cases registered against the former minister.
Islamabad Police apprised the court that two different cases were registered against Fawad Chaudhry at Abpara police station, whereas one case had been registered against him at Kohsar police station.
Superintendent Adiala jail clarified that Fawad Chaudhry was arrested on November 8, 2023, in a case registered at Abpara police station and NAB’s inquiry.
Fawad Chaudhry was arrested in an anti-corruption case registered in Punjab, for which he later obtained bail, he added.
Subsequently, the court adjourned the hearing until next week, directing the provinces to submit the details

Farmers told to complete triple gene cotton sowing from mid Feb to Mar end

MULTAN, Feb 13 (APP):Agriculture experts have advised farmers to complete sowing of early cotton triple gene varieties from mid-February to March end to maximize gains.
In a statement issued here Tuesday, an agriculture spokesman citing experts’ opinion, said that farmers from Sargodha, Multan, Faisalabad, and Sahiwal districts should sow registered seed varieties approved by the Punjab Government including triple gene cotton varieties from Feb 15 to Mar 31, 2024. He said that triple gene varieties including CKC-1, CKC-3, CKC-5, CKC-6, Ghauri-2, and ICI-386 would prove to be productive and profitable in case of sowing from Feb 15 to Mar 31, 2024.
Moreover, he added that early sowing would also lessen the chances of pest attack on the crop and would reduce crop management expenses, the release concluded.
