Sharjeel pays tribute to martyrs of APS

KARACHI, Dec 16 (APP): Sindh Senior Minister Sharjeel Inam Memon has paid tribute to the martyrs of the APS tragedy, saying that on the completion of 11 years since the tragedy, they honor the innocent children who sacrificed their lives for knowledge, peace, and a brighter future for Pakistan.
He said the APS tragedy is a painful chapter in the nation’s history that united the entire country. He added that the fight against terrorism is not only the responsibility of the state but a shared responsibility of the whole nation.
Sharjeel Inam Memon said the blood of the martyrs conveys the message that the darkness of fear, hatred, and extremism can be defeated through education, awareness, and unity.
He said the nation must pledge to provide its children with a safe, peaceful, and developed Pakistan, where the power of the pen is stronger than the gun.
He said the true strength of the nation lies in its youth, and the sacrifice of the APS martyrs teaches lessons of courage, perseverance, and hope. He added that the struggle against terrorism and extremism will continue at all levels to fulfill the mission of the martyrs.

Dense fog alert: Pakistan braces for intensifying smog this week

ISLAMABAD, Dec 16 (APP):The Pakistan Meteorological Department (PMD) has issued a warning for increased fog intensity and duration across Punjab, Upper Sindh, and the plains of Khyber Pakhtunkhwa throughout this week.
Cold and dry weather is expected across most parts of the country on Wednesday. However, moderate to dense fog and smog will persist over Punjab, Upper Sindh, and plain areas of Khyber Pakhtunkhwa, affecting visibility and daily activities.
Cold and dry conditions are expected in the capital and surrounding areas.
In Khyber Pakhtunkhwa, cold and partly cloudy weather will prevail across most districts.
Moderate to dense fog may develop during morning and night hours in Peshawar, Swabi, Mardan, Charsadda, Nowshera, Dera Ismail Khan, and surrounding areas.
The Punjab province will experience cold and dry weather. Hill stations including Murree and Galiyat will see particularly cold conditions. Moderate to dense fog/smog is likely to persist in major cities including Lahore, Faisalabad, Multan, and numerous other districts including Sialkot, Gujranwala, Bahawalpur, and Rahim Yar Khan.
In Sindh, dry weather is forecast for most districts, with cold conditions during morning and night.
Fog will likely persist in Sukkur, Rohri, Shikarpur, Kashmore, Mohenjodaro, and surrounding areas during morning and night hours.
In Balochistan, cold and partly cloudy weather is expected across most districts.
In Kashmir/Gilgit-Baltistan, very cold weather with partly cloudy skies is expected in the region.
The weather remained cold and partly cloudy over most parts of the country during the past 24 hours, with moderate to dense fog/smog persisting over plain areas of Punjab, Khyber Pakhtunkhwa, and Upper Sindh.
The lowest minimum temperature recorded was -5 C in Leh, while Gupis, Kalat, Bagrote, and Skardu recorded -2 C.

New Hainan FTP special customs operations Q&A book published

BEIJING, Dec 16 (APP):Island-wide special customs operations of the Hainan Free Trade Port will commence on December 18, 2025. In the run-up to this important event, a symposium on the publication of the Chinese and English language versions of a new book covering one hundred common questions on the topic was held in Beijing.
The newly released book, titled ‘Special Customs Operations in Hainan Free Trade Port 100 Q&As,’ offers comprehensive answers to a hundred frequently asked questions across eleven main topics related to the upcoming special customs operations of the Hainan FTP.
The authoritative and practical text has an easy-to-understand Q&A format that clearly explains the core logic and policy highlights of the development of the Hainan FTP, opening an important window for domestic and international readers to understand and participate in the future development of the FTP, CEN reported.
The Chinese version is jointly published by the People’s Publishing House and the Hainan Publishing House. There are two editions of the English language version, one published jointly by the Foreign Languages Press and the New Classic Press (UK), and one by the Hainan Publishing House.
The director of the China Foreign Languages Publishing Administration stated that the release of the Chinese and English language versions of the book is well-timed, and that the story of Hainan’s reform and opening up to the world will continue to be told, creating a win-win international public opinion space for Hainan to develop as a globally influential free trade port with Chinese characteristics.

COMSATS University moot Frontiers in Information Technology concludes

ISLAMABAD, Dec 16 (APP):The 22nd International Conference on Frontiers of Information Technology (FIT 2025), a flagship conference of the COMSATS University Islamabad (CUI) concluded at COMSTECH Secretariat on Tuesday.
The two-day event is Pakistan’s premier ICT research forum brought together researchers and technology experts to discuss advances in artificial intelligence, cybersecurity, and Internet of Things applications under the theme Digital transformation and Innovation.
FIT 2025 received 627 research submissions from 32 countries which is the highest number of research submission in the two decades history of the event.
Following peer review, 99 papers were accepted and presented across eleven technical tracks and nineteen sessions rendering a 15% acceptance.
Addressing the closing ceremony as chief guest, Additional Secretary for Science and Technology, Rizwan Ahmed Sheikh commended COMSATS University for hosting the conference, describing FIT as one of Pakistan’s most respected ICT forums of the country.
The Federal Secretary while speaking on behalf of the Minister emphasized strengthening linkages between research, industry, and public policy, that would ensure that academic findings translate into real startups, patents, and solutions having a socio-economic impact.
Prof. Dr. Raheel Qamar, Rector CUI while addressing the closing ceremony called on experts to take advantage of research in Quantum Technologies to disrupt and innovate.
He said that COMSATS University Islamabad, will be the first university in Pakistan to prepare its students for Industry 5.0 through the 6C toolkit imparted to the graduates of all disciplines.
According to this framework, each student will carry working knowledge of Coding, Cybersecurity, Cloud, Co-intelligence as well as incorporate creativity and communication skills in their coursework.
Prof. Qamar called for a need to invest in Startups and university Spin-offs in order to support the knowledge economy and opportunities that emerge with it.
Mr. Chen Peng, Cultural Counsellor at the Chinese Embassy and Mr. Zhan Hongyan, Vice CEO of Huawei Pakistan also spoke at the occasion and lauded the efforts of organizers.
They called for using technology to build bridges between China and Pakistan. Prof. Dr. Shahid Khattak, Dean Faculty of Engineering presented the Vote of Thanks and Prof. Dr. Sohail Asghar presented the Conference Report. Prof. Dr. Majid Iqbal, Program Chair FIT thanked the invited Speakers for sharing their research and adding value to the proceedings. Earlier Prof. Shoab A. Khan, Chancellor Sir Syed CASE Institute of Technology, delivered a Keynote address on “AI to Agentic AI – How to Be Future Ready,” and Prof. Chris Nugen of Ulster University, Ireland, delivered an invited keynote on AI-enabled IoT solutions in healthcare to set the tone of the conference.
Experts from the United States, United Kingdom, China, Japan, Ireland, France, Hong Kong, and Australia participated in the FIT’25, with sessions covering 6G networks, smart cities, AI-driven healthcare, and sustainable computing.
FIT 2025 is the epitome of academia-industry collaboration and has powerfully reaffirmed Pakistan’s growing, significant role in contributing to and advancing global digital transformation and innovation on the international stage.
The conference concluded with the presentation of best paper awards recognizing outstanding research contributions.

FDA ready to initiate new projects for organized development of Faisalabad: DG Asif Ch

FAISALABAD, Dec 16 (APP):Faisalabad Development Authority (FDA) Director General (DG) Muhammad Asif Chaudhry has said that FDA is ready to initiate new projects under Public-Private Partnership or Joint Ventures in collaboration with Faisalabad Chamber of Commerce and Industry (FCCI) for comprehensive, organized and integrated development of Faisalabad in line with future demands.
He made these remarks while addressing the business community during a meeting at FCCI. He emphasized that urban development is a vast subject that requires collective wisdom and cooperation.
Addressing the issues raised by President FCCI Farooq Yusuf Sheikh, he mentioned that FDA City and the Sports Complex fall directly under his jurisdiction and multi-faceted steps are being taken for their early habitation.
He said that FDA City, spread over 75 squares, is the largest residential colony, which is to be completed in two phases. Electricity supply for the first phase was completed just a few years ago. The state-of-the-art Sports Complex in FDA City has been providing services for the past one and three-quarter years, and a Master Plan for its expansion has now been prepared, which will include several new facilities, he added.
He further said that a 25-acre Natural Park will be established here, which will be the first project of its kind in Pakistan. Discussions will be held with both local and foreign investors for this project.
He mentioned that discussions are also underway with the Punjab Government Employees Housing Foundation so that over 400 completed plots can be immediately allotted to retired provincial employees here.
He informed that Pakistan Telecommunication Authority (PTA) has purchased 8 to 9 kanals of land in FDA City for the construction of offices and residences, while the FBR (Federal Board of Revenue) has also acquired 12 kanals of commercial space.
He said that the construction of a Divisional Model School is also underway here, and efforts will be made to complete it before the next semester.
He informed that the FDA has a total of 17 colonies in Faisalabad. Schools are built on these residential plots, and many issues arise due to the inconsistent plinth level. However, the FDA is trying to stop these violations through legal means.
He negated the assertion that Canal Road and other roads are under the control of the FDA. He stated that the FDA works under deposit works, which are completed and then handed over to the Municipal Corporation.
He expressed concern that markets and marquees are now being built on Canal Road, which, along with other civic issues, are aggravating traffic problems.
He disclosed that instead of underpasses for traffic restoration, the FDA has proposed U-turns, and the road at these locations will be constructed as a 5-lane road so that only those turning right can use the extreme right lane.
He also mentioned that a ramp has been proposed in front of the Faisalabad Chamber which will be for descending traffic only. He said this project was sent to the Annual Development Program (ADP) last year, and it is expected to be included in the ADP this year.
Regarding the new Master Plan, he informed that 30,000 kanals of area have been added to the Green Area to minimize environmental impact.
He said that 84 out of 111 Katchi Abadis under FDA control have been regularized, which does not include settlements established on railway land. He further added that 60,000 industries are still operating in mixed industrial and residential areas in the city.
He mentioned that the Metro Bus Service was originally an Asian Development Bank project, but the Punjab Government is now planning it through the Transport Department.
He expressed hope that Chief Minister Punjab Maryam Nawaz will visit Faisalabad in the coming days to lay the foundation stone for this project.
Concerning real estate issues, he said there is a significant difference between FBR, market, and DC rates for land, which is why this sector is continuously facing a crisis.
In response to another question, the Director General FDA said that the Punjab Housing & Town Planning Agency (PHATA) is currently working on three low-cost housing schemes.
Earlier, Farooq Yousuf Sheikh, President of the Faisalabad Chamber of Commerce and Industry, highlighted urban issues concerning the FDA and assured that the business community is always ready to cooperate with the government and official institutions to resolve problems.
He commended the decision to convert the Sports Complex in FDA City into a club, saying it would help in the early habitation of FDA City.
He demanded a ban on illegal parking outside educational institutions and called for uniformity in property valuation at different levels.
The question-and-answer session was attended by former presidents Rana Muhammad Sikandar Azam Khan, Muzammil Sultan, Suhail Bin Rashid, Chaudhry Muhammad Nawaz, Waheed Khaliq Ramay, Ashraf Mughal, Dr. Habib Aslam Gaba, Umar Farooq Kahlon, Haji Muhammad Abid, Bilal Jameel, Rana Ikram Ullah, and other members.
A prayer was also offered for the deceased brother of Director General FDA.

Tanveer chairs high-level meeting on GMO and Non-GMO maize policy

ISLAMABAD, Dec 16 (APP):Minister for National Food Security and Research, Rana Tanveer Hussain on Tuesday chaired a high-level meeting with a delegation from Rafhan Maize Products Company Limited and other key stakeholders to discuss policy matters related to Genetically Modified (GMO) and Non-GMO maize.
The focused on productivity, exports, and technological transformation in Pakistan’s agriculture sector, said a press  release.
During the meeting, it was highlighted that Pakistan currently exports approximately $340 million worth of maize, which reflects the country’s strong position in international markets.
However, experts informed the meeting that the adoption of GMO maize technology could increase yields by 15–20 maunds per acre, significantly enhancing farm productivity, farmer income, and national food security.
The Federal Minister emphasized that Pakistan must transform its agricultural technology base to meet growing food demands and remain competitive globally.
He stated that biotechnology and GMO crops represent innovation-driven solutions that can help address low yields, climate stress, and resource constraints.
“This is innovation, and we must move forward by adopting modern technologies such as GMO crops to increase agricultural productivity,” the Minister said. “At the same time, we will ensure that all decisions are taken within the legal and regulatory framework of Pakistan.”
Secretary, Ministry of National Food Security and Research (MNFSR), informed the meeting that the government is actively working on the introduction of a comprehensive biotechnology policy, which will not be limited to maize alone, but will cover a broader range of crops.
He stressed the need to implement modern technology while simultaneously safeguarding the interests of investors, exporters, and consumers.
The Secretary further noted that hybrid technology is also a form of agricultural innovation, citing the example of rice. “When hybrid rice technology was introduced, Pakistan’s rice exports increased significantly.
This shows that responsible adoption of technology can lead to positive economic outcomes,” he said.
The Federal Minister clarified that adoption of GMO crops would be undertaken strictly in accordance with Pakistan’s Biosafety Rules, 2005, which regulate genetically modified organisms and their products.
These rules focus on risk assessment and control for human health and environmental safety, and cover import, export, research, and commercial use of GMOs.
“We will consider allowing GMO technology in a phased and regulated manner, ensuring full compliance with the Biosafety Rules, 2005,” the Minister stated. “Our objective is to strike a balance between innovation, food security, export competitiveness, and the protection of human health and the environment.”
The meeting concluded with consensus on continued stakeholder consultations, evidence-based decision-making, and the development of a clear policy framework to guide Pakistan’s transition towards advanced agricultural technologies while protecting existing markets and investments.

Secretary LG inaugurates online birth, death, marriage & divorce certificate in Quetta

QUETTA, Dec 16 (APP):Secretary Local Government and Rural Development (LG &RD) Abdul Rauf Baloch officially inaugurated the online Birth, Death, Marriage and Divorce Certificate (CRMS) PakID Mobile Application on Tuesday.
Additional Secretary Local Government and Rural Development Sanaullah Quraish, Director NADRA Fayyaz-ur-Rehman, Focal Person BR Syed Abbas Agha, Assistant Director CRMS Zia-ur-Rehman and officers of the Local Government and Rural Development Department and NADRA participated on this occasion.
While addressing the gathering, Secretary Local Government and Rural Development Abdul Rauf Baloch, said that today an important milestone has been crossed in Balochistan towards the promotion of citizen-friendly digital services.
He said that the launch of CRMS Mobile Application is a practical example of developing the civil registration system in the province on modern lines.
The Secretary said that through this mobile application, citizens would now be able to obtain birth, death, marriage and divorce certificates online without visiting the local council offices which would not only save the valuable time of the people but could also save them from unnecessary hassles.
He said that this initiative would significantly improve transparency, convenience and efficiency in civil registration services.Secretary Local Government and Rural Development added that a supplementary agreement has already been signed between NADRA and the Local Government Department for the launch of this application, under which both the institutions would ensure the smooth implementation of this project through close coordination and complete technical support.
He said that initially this mobile application is being introduced as a pilot project in Quetta district, and in light of the successful results of the pilot phase, this service to be extended to other districts of the province in a phased manner.
Abdul Rauf Baloch said that this project is a clear manifestation of the Balochistan government’s commitment to promoting digital governance and providing better, faster and more transparent government services to the public, which would make the lives of ordinary citizens easier and further strengthen the institutional system.

Governor directs to utilize resources to establish lasting peace in Zhob

QUETTA, Dec 16 (APP):Governor Balochistan Jaffar Khan Mandokhel on Tuesday directed to the Zhob district administration that they should utilize all available resources to establish lasting peace in the district, prevent crime, protect the lives and property of ordinary citizens and ensure the economic and commercial activities of small traders and shopkeepers.
He said that taking people-friendly measures would improve the quality of life of the people, attract national investors to invest here and promote overall economic development.
He expressed these views while giving instructions on the steps taken by the district administration during a one-day short visit to Zhob district. Senator Saeed-ul-Hassan Mandokhel and Member of Provincial Assembly Zaruk Khan Mandokhel were also accompanying the Governor Balochistan.
Governor Balochistan Jaffar Khan Mandokhel said that it is imperative to increase the capacity of law enforcement agencies and implement crime prevention and people-friendly strategies.
He said that undoubtedly, the tireless efforts of the district administration and other law enforcement agencies to serve and protect the people of Zhob district are truly commendable. The Governor said that it is your responsibility to effectively utilize the resources entrusted to you for the betterment of the people.
He said that we must prioritize the development of infrastructure for the real development and prosperity of the province saying that we must ensure that every citizen of Zhob district has access to quality education and healthcare. This includes improving the condition of schools and hospitals, as well as providing training and resources to teachers and healthcare professionals, he said.

Gilani expresses grief over sad demise of Manzoor Wattoo

ISLAMABAD, Dec 16 (APP):Chairman Senate, Syed Yousaf Raza Gilani, has expressed deep grief and sorrow over the passing of former Chief Minister of Punjab and senior leader of the Pakistan Peoples’ Party, Mian Manzoor Ahmed Wattoo.
In his condolence message here on Tuesday, paying rich tribute to the late leader’s political services, democratic struggle, and efforts for public welfare, the Chairman Senate said that Mian Manzoor Ahmed Wattoo was a seasoned and visionary politician who played a significant role in promoting public service and strengthening constitutional values.
Syed Yousaf Raza Gilani extended his heartfelt condolences and sympathies to the bereaved family, relatives, and party workers. He prayed that Almighty Allah may grant the departed soul a high place in Jannat-ul-Firdous and bestow patience and strength upon the grieving family to bear this irreparable loss.
