UN overwhelmingly adopts resolution demanding Israel end ‘unlawful presence in Palestinian territory’

0

UNITED NATIONS, Sep 18 (APP): The UN General Assembly on Wednesday adopted a resolution, presented by Palestine and cosponsored by Pakistan and several other countries, that demands Israel end “its unlawful presence in the Occupied Palestinian Territory” within 12 months.

The resolution mustered 124 votes in favour, while 43 countries abstained, and Israel, the United States and 12 others voted no.

It came ahead of next week’s high-level debate in which more than 130 world leaders, including Prime Minister Shehbaz Sharif, are participating.

Palestinian President Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu are due to address the 193-member General Assembly on September 26, the same day.

The resolution welcomes a July advisory opinion by the International Court of Justice (ICJ) that said Israel’s occupation of the Palestinian territories and settlements is illegal, and should be withdrawn.

The ICJ’s advisory opinion said this should be done “as rapidly as possible,” although the General Assembly resolution imposes a 12-month deadline.

The General Assembly resolution also calls on states to “take steps towards ceasing the importation of any products originating in the Israeli settlements, as well as the provision or transfer of arms, munitions and related equipment to Israel… where there are reasonable grounds to suspect that they may be used in the Occupied Palestinian Territory.”

The resolution is the first to be formally put forward by Palestine since it gained additional rights and privileges this month, including a seat among UN members in the Assembly hall and the right to propose draft resolutions.

The vote came in the middle of its 10th emergency special session considering Israeli actions in the occupied East Jerusalem and the rest of the Occupied Palestinian Territory.

Speaking in the General Assembly, Pakistan’s UN Ambassador Munir Akram emphasized that the reason for the emergency session was to “translate into action”, the advisory opinion issued by the ICJ in July.

“The ICJ’s conclusions emphasize that Israel’s occupation of the West Bank, East Jerusalem and Gaza, and its attempts to prolong the occupation and its security policies, violate two basic principles of international law – the right of peoples to self-determination, and the principle of non-acquisition of territory by the use of force,” the Pakistani envoy said.

He said the ICJ’s opinion “marks a milestone of justice, an expression of equity and a flame of hope”.

Ambassador Akram said, “The ICJ’s advisory opinion and the adoption of the resolution will be one decisive step toward ending the suffering of the Palestinian people.

“InshaaAllah, Palestine will soon be free.”

The Pakistani envoy noted that the “tragic history” of Palestine and its people was caused by a series of legal and political decisions “imposed by colonial and imperial powers”, including the partition of Palestine – despite the opposition of Arab and Islamic nations.

Pakistan’s founding leader, Quaid-e-Azam Mohammad Ali Jinnah, warned in 1948 that Israel’s creation would have grave consequences and now “history is witness to these consequences,” he said.

“A brutal occupation which has lasted 50 years, the steady acquisition of Palestinian lands, properties and homes to accommodate illegal and aggressive Jewish settlers. The imposition of a segregated apartheid rule in occupied Palestine.”

Ambassador Akram said the adoption of the resolution required a re-evaluation of the position of member states and the UN, especially the Security Council, with regard to Palestine.

It should reinvigorate the international community’s efforts to oblige Israel to halt its genocidal military campaign in Gaza and its operations in the West Bank and to withdraw its forces forthwith from there, he added.

“Also, those states, which are continuing to provide military and material support to Israel, must halt this in accordance with their obligation not to help in perpetuating Israeli occupation. Further, the world community must take concrete steps to enable the Palestinians to exercise their right to self-determination.

“One important step is to admit the State of Palestine as a full member of the United Nations; another would be to convene the international conference on Palestine to advance the two-state solution.”

Pakistan, he said, would actively promote the realization of the objectives and decisions arising from the ICJ’s advisory opinion and the adoption of the draft resolution.

These discussions encompassed a wide range of topics, including energy, trade, connectivity, education, and business-to-business and people-to-people contacts.
Russian Deputy Prime Minister Alexei Overchuck stated that there is interest in expanding the regional dimensions of these contacts. He mentioned discussions on cooperation with international organizations, including the Shanghai Cooperation Organization, with a council meeting set to take place in Pakistan within a month.

This year, he said Russia will host the BRICS summit. BRICS, a regional organization of four nations, serves as a platform for discussions based on mutual respect and consensus. The relationship within BRICS has grown stronger, attracting many countries, and we are pleased that Pakistan has applied for membership. Both BRICS and the Shanghai Cooperation Organization are aligned, and we support Pakistan’s application, having seen significant expansion in BRICS last year.

Sikh separatist lawyer Pannun sues India in US court over ‘murder for hire’ plot

LONDON, Sep 18 (APP):The New York based attorney and General Counsel of pro-Khalistan group Sikhs for Justice (SFJ), Gurpatwant Singh Pannun, through his attorneys has filed a civil lawsuit in the US Federal District Court against the Government of India and senior Research & Analysis Wing (RAW) officials for their “unprecedented attempt to assassinate a US citizen on the US soil”.
The legal action announcement was made at a global press conference addressed by the Khalistani leader Gurpatwant Singh Pannun and his lawyers Matthew Borden, Partner & co-founder BraunHagey & Borden LLP and Richard Rogers, Partner at Global Diligence LLP. The law action at United States District Court, New York, by Pannun and his lawyers against the Indian government and senior officials of Indian intelligence agency – namely, Ajit Doval, Samant Goel, Vikram Yadav and Nikhil Gupta.
According to media reports, the complaint alleges that senior officials at India’s spy agency RAW, who report directly to India’s Prime Minister Narendra Modi, engaged weapons trafficker and RAW agent Nikhil Gupta to hire assassins in the US to murder Pannun in New York. This scheme was foiled when the hitmen Gupta hired turned out to be undercover federal agents.
According to the complaint, the plot was part of a broader effort to kill prominent Sikh activists who advocate for the right to self-determination for Sikh people over the Indian region of Punjab, critically speak against the persecution of religious minorities, and condemn human rights abuses by the regime of Prime Minister Modi.
Attorney Pannun’s murder was supposed to occur around the same time as India’s (successful) assassination of Sikh leader Hardeep Singh Nijjar – a close ally of Pannun and Khalistan Referendum Canada chapter head – in Canada on June 18, 2023.
The US Department of Justice has indicted Gupta in New York on “murder for hire” charges for the plot targeting Pannun, while Canada has recently arrested and charged four Indian nationals with first-degree murder for killing Nijjar.
“The Government of India denies responsibility [for the hit it ordered on Mr. Pannun],” the complaint alleges, even as Prime Minister Modi boasted at a political rally “that ‘even India’s enemies know this is Modi, this is the new India, it can come into your home and kill you.’”
“This case is about holding India accountable for its crime of transnational repression against pro Khalistan Sikhs. The Government of India cannot stop the Khalistan Referendum through threats and intimidation. I will continue to organize the global Khalistan Referendum voting for liberation of Punjab from India. And if the cost of independence is death, I am ready to face it. India tried to kill me for organising the Khalistan Referendum. I am taking legal action to hold the Modi government and RAW officers accountable for their involvement in transnational terrorism against Sikhs at home and abroad,” said Pannun upon the filing of his lawsuit.
“In this country we have freedom of speech and the rule of law. When a foreign government seeks to export tyranny and murder, our citizens have a right to seek redress in the courts,” said Pannun’s counsel, Matthew Borden. “We aim to hold everyone involved in this plot accountable.”
“ I am aware Modi you are still trying to kill me and trying to hire agents to eliminate me but keep in mind I will not stop at any cost and will not compromise,” he said.
According to Richard J. Rogers, Pannun’s international lawyer: “India has been trying to silence Pannun for years – initially by abusing Interpol’s red notice system by falsifying evidence against him, and now by abusing its friendship with the US by hiring assassins to kill him. Pannun runs Khalistan Referendum campaign. It’s a peaceful campaign and involves no terrorism or guns or violence. India has showed no proofs Pannun has ever broken the law. India’s murder plot is a worrying trend, targeting Sikhs.”
The case states that in November 2023, the US Department of Justice filed indictment against an Indian national, Nikhil Gupta, on the charges of committing and conspiring to commit “Murder For Hire” of a US citizen, Gurpatwant Singh Pannun, on the US soil. According to the US DOJ indictment, acting on behalf of the Indian Government officials, Gupta attempted to orchestrate the assassination of attorney Pannun for his political opinion on Khalistan and his activism—notably, promotion of the global Khalistan Referendum.
The complaint says it was RAW agent Gupta who hired the assassins to kill Pannun, a Canadian and US national, at the same time of killing Hardeep Singh Nijjar in Canda but these efforts were overseen by Defendant Yadav, a senior officer in India’s RAW, and approved by Defendant Goel, the Chief of RAW, and Defendant Doval (the National Security Advisor), both of whom reported directly to Modi.
The lawsuit says: “RAW’s assassins killed  Nijjar in Canada on June 18, 2023, but the scheme to murder Mr. Pannun unravelled when the hitmen India tried to hire turned out to be undercover US law enforcement agents. The US captured and indicted Gupta. But the Government of India denies responsibility. Pannun brings this action to hold the Government of India, Doval, Goel, Yadav, and Gupta, accountable for their unprecedented attempt to assassinate a US citizen on the US soil.
“Defendants’ efforts to kill Pannun are part of a broader policy by successive Indian governments to violently suppress dissent that has resulted in the June 1984 Indian military’s attack and massacre of pilgrims at the holiest Sikh Shrine—the Golden Temple of Amritsar—the ‘Sikh Genocide’ in November 1984, arbitrary detentions, torture, enforced disappearances, and extrajudicial executions of Sikhs, misuse and manipulation of the criminal justice system, use of colonial era “sedition laws,” use of the draconian “Unlawful Activities Prevention Act” (UAPA), and issuing INTERPOL Red Notices based on trumped-up charges, including against  Pannun.”
The lawsuit says India probe confirmed that a “rogue operative” was solely responsible to target India “but this investigation was a sham” and “a recent Washington Post investigation revealed that the assassination plot was implemented by Yadav while working at RAW and directed from within the Indian spy service”.
The New York Court has jurisdiction over the claims against Doval, Goel, Yadav, and Gupta pursuant to 28 U.S.C. § 1332(a) and the Court has jurisdiction over the claims against the Government of India pursuant to the Foreign Sovereign Immunities Act, 28 U.S.C. § 1605.
“Pannun at this time has not named Narendra Modi as a defendant due to the immunity he now enjoys under US and international law as head of a foreign sovereign government. However, Mr. Pannun reserves his right to amend the complaint to include Narendra Modi as a defendant should his status as head of state change during the course of these proceedings,” the lawsuit says.
The lawsuit says that India has committed genocide of Sikhs at home but has not limited its attempt to silence Sikh activism to its own borders; India has turned diplomatic missions in foreign countries into spy networks for its government; India has sent Indian consular officials to Sikh Gurdwaras (temples) in the United States to recruit members of the community to spy on fellow Americans who support the Khalistan Referendum.
“These consular officials have sought to intimidate members of the Sikh community by warning them that their relatives in India will face severe consequences if they support the referendum. Consular officials abroad have also denied official documents (such as birth or death certificates) to supporters of the Khalistan referendum. India has also attempted to use the INTERPOL Red Notice system to force many Sikh activists abroad back to India to be prosecuted.”
The legal action states: “Unable to force  Pannun and other activists back to India through the INTERPOL system, India has resorted to orchestrating the murder of Sikhs in North America and other foreign countries. A recent exposé by the Guardian newspaper has revealed that India has now turned to extrajudicial killings as a means of quashing dissent. The government agency responsible for these murders is RAW. The Guardian’s investigation, based upon intelligence documents provided by intelligence officials within both India and Pakistan, has tied RAW to more than 20 killings outside of India since 2020.”
The lawsuit lists the cause of actions as: the Defendants have intentionally caused  Pannun to become concerned that Defendants or their cohorts are about to cause a harmful or offensive bodily contact to  Pannun and as a result of Defendants’ conduct,  Pannun has suffered damages in an amount to be proven at trial; the Defendants intentionally tried and are trying to cause Mr. Pannun extreme emotional distress and the Defendants conducted themselves in a manner so shocking and outrageous that it exceeds all reasonable bounds of decency; and as a direct result of Defendants’ conduct,  Pannun has suffered severe emotional distress.

The DHA has already issued allotment letters of 729 plots in favour of CDA. Capital Development Authority has now decided to offer 729 residential plots to general public and Overseas Pakistanis, said a press release.
This was decided in a meeting held at CDA headquarters chaired by the Chairman CDA Muhammad Ali Randhawa. The meeting was attended by all board members and senior officers of the authority.
The meeting discussed the successful resolution of a long-standing issue between CDA and DHA concerning the allotment of 729 plots.
The matter had been lingering and remained unresolved since 2007-2008, when CDA had handed over 2,412 kanals and five marlas of land to DHA under an agreement. According to the original terms, CDA was to receive 729 plots against that land but the agreement could not materialize for years. Under a fresh agreement, DHA has now handed over the 729 plots to CDA.

This is a major achievement for CDA as it demonstrates the resolve to protect the authority’s interests and its assets.
These 729 plots will now be offered to the general public and overseas Pakistanis which will not only generate substantial revenue for the CDA but also open doors for new development and investment opportunities in Islamabad.
The revenue generated through these plots will be utilized on the projects that will directly benefit the people of Islamabad. Chairman Randhawa ensured that the funds generated will be utilized for the uplift of the city’s infrastructure, enhancing public services, and driving the overall uplift of the capital.

The event was held in cooperation with the Shaikh Zayed Islamic Center (SZIC) in Peshawar and attended by a distinguished group of scholars, academics, and representatives of minorities.

The prominent personalities including Peer Noor-ul-Haq Qadri, former Minister of Religious Affairs and Inter-faith Harmony, Prof. Dr. Qazi Muhammad Naeem, Vice Chancellor of Peshawar University, Prof. Dr. Rashid Ahmed, Director of the Shaikh Zayed Islamic Center at Peshawar University, Prof. Dr. Qibla Ayaz, Judge at the Shariat Court and former Chairman of the Council of Islamic Ideology, Qari Roohullah Madani, Chairman of the Pakistan Council of World Religions – Faith Friends, and former Minister of Religious Affairs of Khyber Pakhtunkhwa, attended the symposium, said a press release issued here.

The symposium witnessed a large audience and widespread praise for the efforts of the Muslim Council of Elders, under the leadership of Prof. Dr. Ahmed Al-Tayeb, Grand Imam of Al-Azhar, in promoting a culture of peace, tolerance, and coexistence, calling on the council to continue implementing such initiatives aimed at building bridges of communication, dialogue, and understanding among different religious and cultural groups.

At the opening of the symposium, Prof. Dr. Rashid Ahmed expressed his appreciation and gratitude for organizing this event at a time when the Muslim nation faces difficult challenges. He emphasized that the life of the Prophet Muhammad (Peace Be Upon Him) is a living model of the values of peace, coexistence, and tolerance, which should prevail in the world today. He noted that the Prophet (Peace Be Upon Him) established relationships based on respect and understanding with various communities.

Prof. Dr. Qibla Ayaz highlighted the importance of the ‘Document on Human Fraternity’, signed by Prof. Dr. Ahmed Al-Tayeb, Grand Imam of Al-Azhar, and Pope Francis, Pontiff of the Catholic Church. He said this historic moment in global efforts will help promote understanding, dialogue, and world peace reflecting the teachings of the Prophet Muhammad (Peace Be Upon Him), which center on peace, coexistence, and acceptance of others. He said lessons from Islamic history provide us with models for peaceful coexistence with different religious and cultural groups.

Qari Roohullah Madani said the life of the Prophet Muhammad (Peace Be Upon Him) serves as a role model for all humanity, explaining that differences in opinions and positions are natural in any human society and cannot be avoided. “We should handle differences through constructive dialogue and mutual respect,” he added. He further said no religion advocates violence or extremism, and that attacking others in the name of religion stems from a misunderstanding of its teachings. He underscored that all divinely revealed religions, including Islam, promote peace, justice, and tolerance, and that no true faith endorses violence or extremism.

In his message to the youth, Peer Noor-ul-Haq Qadri encouraged them to draw inspiration from key events in Islamic history, such as the migration to Abyssinia and the Charter of Medina. He said these moments set powerful examples of peaceful coexistence between different religions and cultures, as Muslims of that time were able to live harmoniously with non-Muslims while respecting everyone’s right to freedom of belief.

It is worth noting that the Muslim Council of Elders has established several international branches in countries like Malaysia, Indonesia, Pakistan, and Kazakhstan, serving as beacons of hope and bridges of communication and coexistence in a world facing many challenges. These branches are among the council’s key tools for promoting the values of dialogue and human fraternity, expanding its global engagement with Muslims to gain a deeper understanding of their most pressing issues and to learn from their experiences in fostering civil and societal peace.

Addressing a conference in connection with the Eid-e-Milad un Nabi (SAW), he stressed the need to unite, set aside petty differences, and work together for peace and social and economic growth.

The conference, themed “The Prophet (PBUH) Brings Us Together Under the Banner of Hussain,” was hosted by the Embassy of Iraq.

“Together, their lives and sacrifices continue to inspire and unite the Muslim Ummah.”

He praised the sacrifices of Hazrat Imam Hussain (AS) and his companions in the plains of Karbala as a beacon of righteousness, standing against tyranny, oppression, and the corruption of Islamic values.

He added that Imam Hussain’s (AS) martyrdom united the Ummah in its struggle against injustice, echoing the trials faced by the Prophet (PBUH) in spreading the message of Allah during a dark age.

“Today, as we reflect on the lives of the Holy Prophet (PBUH) and Hazrat Imam Hussain (AS), we find their messages more relevant than ever,” Gillani observed.

“Imam Hussain’s (AS) martyrdom exemplifies the willingness to sacrifice personal interests and even live for the protection of Islam, the defence of the innocent, and the upholding of moral values.”

Gillani urged the Muslims to recall the loyalty and unity among Imam Hussain’s (AS) companions, and instil solidarity and moral conviction within the ranks of the Ummah to overcome adversity.

He emphasized the need to draw inspiration from Imam Hussain’s (AS) courage and steadfastness, and work towards building a world where justice, peace, and compassion prevail.
